JACKSON, Miss. Federal assistance approved for disaster survivors in 12 Mississippi counties has reached more than $10 million.

Just three weeks after tornadoes ripped through Mississippi, FEMA’s National Mobile Disaster Hospital opened Monday in Louisville, Miss. and is being operated by the staff of the Winston Medical Center, which was severely damaged by a tornado April 28. The temporary facility will remain in place until the medical center is rebuilt. About 85 percent of the medical center staff is employed to operate the mobile hospital.

The opening, attended by Governor Bryant and FEMA Administrator Craig Fugate, was the culmination of coordination and teamwork by MEMA, the Mississippi Department of Health, the State of North Carolina, Winston County, the city of Louisville, North Carolina Baptist Men and Women, the U.S. Department of Health & Human Services and FEMA. This is the first time the National Mobile Disaster Hospital has been used as a fully operational hospital.

The Mississippi Emergency Management Agency is leading a joint Long-Term Housing Task Force, which includes FEMA, the U.S. Small Business Administration and the U.S. Housing and Urban Development Department, along with state and local officials, volunteers and the private sector to assess and provide assistance to families with housing needs.

Here is a summary through Thursday, May 22, of all federal assistance to individuals and households in the 12 counties designated for FEMA Individual Assistance as a result of the April 28 through May 3, 2014, severe storms, tornadoes and flooding.

  • More than $10 million in total federal disaster assistance has been approved by FEMA and SBA.
  • More than $6.3 million in low-interest disaster home loans has been approved by SBA for 89 homeowners and renters.
  • More than $3.9 million in FEMA Individual Assistance grants has been approved to help Mississippi disaster survivors recover, including:
    • More than $3 million approved for housing grants, including short-term rental assistance and home repair costs.
    • Nearly $935,000 approved to help cover other essential disaster-related needs such as medical and dental expenses and household possessions. Included is approval of assistance with funeral expenses for two disaster-related deaths. Other funeral expense requests are pending.
  • More than 4,400 people have contacted FEMA for help or information regarding disaster assistance.
    • In addition to FEMA grants for individuals and families, other forms of disaster assistance are provided by the U.S. Small Business Administration and other partner agencies such as the American Red Cross and the Salvation Army. FEMA refers some survivors to those agencies.
    • All businesses that contact FEMA are also referred to the SBA.
    • Others may be interested in other programs such as disaster unemployment assistance and disaster legal services.
  • 2,279 home inspections completed.
  • More than 3,700 visits to disaster recovery centers by people affected by the disaster.
  • 8 disaster recovery centers are open across the affected areas.
  • FEMA Disaster Survivor Assistance crews have visited 7,577 dwellings and assisted 5,209 survivors.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties may be eligible for FEMA’s Individual Assistance program.

More Than $10 Million Approved for Mississippi Disaster Survivors

LINCROFT, N.J. — The impending arrival of spring will give homeowners with properties affected by Hurricane Sandy time and opportunity to make repairs and begin mitigation projects. The Federal Emergency Management Agency continues to offer assistance programs designed to provide information and financial help to homeowners and renters.

The National Flood Insurance Program (NFIP) includes Increased Cost of Compliance (ICC) Coverage, which will pay for flood proofing (commercial or historical properties), relocation, elevation, demolition or a combination of those mentioned. If a homeowner has a NFIP insurance policy and the home is in a designated Special Flood Hazard Area, the community has declared the home substantially damaged, or a repetitive loss provision is in their locally adopted flood plain ordinance, the ICC will pay up to $30,000 but will not exceed the federal cap of the NFIP policy. Additionally, a homeowner should consult with the local Floodplain Manager to see if the locally adopted ordinance includes cumulative improvements and/or cumulative loss provisions.

FEMA also has Hazard Mitigation Assistance Programs to reduce future damages. They are:

  • The Hazard Mitigation Grant Program (HMGP) is available after a federal disaster declaration has been made. This program is designed to mitigate future damages caused by natural disasters affecting communities, people and property.
  • The Pre-Disaster Mitigation (PDM) program provides funds to governmental entities for hazard mitigation planning and projects prior to a disaster event to reduce reliance on funding from actual disaster declarations. PDM grants are to be awarded on a competitive basis.
  • The Flood Mitigation Assistance (FMA) program is designed to reduce or eliminate claims under the NFIP.

Homeowners do not apply directly for this aid; that is handled by the municipalities, who apply through the HMGP, FMA and PDM programs.

Survivors receiving rental assistance from the U.S. Department of Housing & Urban Development can call 732-345-3771. Hurricane Sandy Recovery Resources For Homeowners

TRENTON, N.J. — As New Jersey continues recovery from Sandy inspectors from many different program areas of the Federal Emergency Management Agency are working in the Garden State.

FEMA inspectors may be:

  • verifying damage to homes
  • working with the National Flood Insurance Program to estimate substantially damaged structures in hard-hit areas.

Many but not all FEMA inspectors will be wearing FEMA clothing however, all FEMA inspectors will carry official FEMA identification.

The arrival of an inspector from FEMA means the damage to a home will be identified and recorded.

Identifying damage is an important step in determining both the amount and the types of assistance FEMA may provide.

In addition to FEMA inspectors, other government agencies, such as Housing and Urban Development or the SBA, may also have inspectors working in communities across the state.

FEMA inspectors never charge a fee to inspect damage.

Fema Inspectors Continue To Help Recovery In New Jersey

AURORA, Ill.  – Flooding accounts for more than 90 percent of declared disasters in Illinois. And, it is no wonder – Illinois has one of the largest inland systems of rivers, lakes and streams in the United States with nearly 15 percent of its total land area flood prone.

To protect its residents, most counties and communities have adopted and enforce floodplain management ordinances that prevent new development from increasing flood heights and take actions that reduce the risk of future flooding. 

“In Illinois, 82 counties and 770 communities have adopted floodplain ordinances,” said W. Michael Moore, FEMA federal coordinating officer, who along with state officials, is assisting in the recovery effort from the most recent disaster that occurred this spring affecting 47 counties in the state.

“While much of the attention for flood insurance is focused on Gulf and Atlantic coast states, state officials here have made a tremendous effort and we applaud them. But, more needs to be done to help residents understand the risks they face.”

Floods are an inevitable force of nature. But development in those vulnerable areas that doesn’t take into account the potential for floods is a prescription for property damage and even loss of life.

To aid local communities, FEMA and state officials periodically identify areas vulnerable to flooding. Maps are reviewed by local officials and residents.

When vulnerable areas are first identified, local governments must take action by adopting floodplain ordinances within one year. They must also enforce the regulations that set standards for building or repairing structures in the floodplain.

In exchange, communities become eligible to join the National Flood Insurance Program, which enables home and business owners as well as renters to purchase flood insurance. To date, more than 3,500 NFIP flood insurance claims have been filed for the April 16 to May 5 flooding event.

Residents also are eligible for disaster aid, which so far amounts to $129.8 million, and communities are eligible for mitigation grants.

Communities that develop more stringent floodplain ordinances can become eligible for discounted flood insurance premiums. Forty-five Illinois communities are eligible for these reduced rates.

Communities where the floodplains have been mapped but take no action, failed to comply with their floodplain ordinances or dropped out of the program are called sanctioned. In addition to being ineligible for flood insurance and certain federal grants or loans, other consequences will apply.

Federal mortgage insurance or guarantees for loans from, for example, the Federal Housing Administration and the Department of Veteran affairs may not be provided in identified flood hazard areas. Also, banks, credit unions and other federally-insured financial institutions may refrain from making home loans for similarly situated houses in sanctioned communities.

Sanctioned communities can be reinstated – the first step is to adopt the floodplain ordinance.

The state of Illinois estimates that more than 250,000 structures are located in floodplain areas. Since 1993, nearly half of these structures have been mitigated, saving taxpayers millions of dollars every year. FEMA and the state are dedicated to continue these efforts that will save lives and property.

Illinois Continues to Make Strides in Reducing Flood Risks

AURORA, Ill. – Illinois households currently receiving rental assistance through FEMA for the severe storms and flooding from April 16 to May 5 must provide the necessary paperwork to recertify for continued rental help in order to ensure no interruption of benefits.

FEMA may pay up to 18 months of rental assistance to both homeowners and renters if they need to relocate while repairs are being made to their disaster-damaged residence. The rental assistance is paid in two-month increments and can include the payment of a security deposit. The security deposit may include a pet deposit fee, but the amount of the security deposit plus the pet deposit fee cannot exceed one month’s rent.

An application for continued temporary housing will be sent to applicants who have received initial rental assistance approximately two weeks after the first rental award. It reaffirms that applicants have an ongoing need for temporary housing, either because disaster-related repairs are not completed or they have been unable to find permanent replacement housing.

Applicants who continue to need rental assistance must express an interest either verbally through the FEMA Helpline at 800-621-3362 or in writing within 90 days after receipt of the application. The entire process must be completed within 120 days to be eligible. A new 90- and 120-day limit will begin with each rental recertification, and a new application needs to be filled out each cycle.

Documents required for recertification include:

  • The completed application
  • A copy of the current lease or rental agreement signed by the applicant
  • Rental receipts, canceled checks or money orders showing proper usage of previous rental assistance
  • Current income statements from family members living in the rental

The form must be completed in full and turned in on time for each rental cycle to apply for continued assistance.

FEMA will evaluate the information each cycle to determine if the applicant qualifies for ongoing federal rental assistance, based on financial need. An applicant’s current monthly rent is compared to the person’s housing costs before the disaster. Income for all household members, ongoing homeowner mortgage, insurance and utility costs for the damaged home, and other housing commitment costs are all taken into consideration when determining continued eligibility. An applicant who misses one cycle of recertification will not be eligible for continued rental assistance.

It is not necessary to visit a Disaster Recovery Center (DRC) to register with FEMA. Individuals can register online at www.disasterassistance.gov or via web-enabled phone at m.fema.gov. Renters with Flood Damage May Be Eligible for FEMA Help

TRENTON, N.J.–New Jersey businesses are encouraged to ensure that their employees who had damages from Superstorm Sandy register for disaster assistance with the Federal Emergency Management Agency by the deadline, May 1, 2013.

Philip Kirschner, president of the New Jersey Business & Industry Association, which represents 21,000 companies and employs more than one million workers statewide, said, “We want to get the word out to your employees. That’s why NJBIA joins with FEMA to encourage employers to make sure any of your employees impacted by Sandy register by May 1.”

All residents also are reminded that there is just one week left to register for FEMA disaster assistance.

As of April 21, approximately 260,200 New Jersey survivors have applied for FEMA assistance. FEMA encourages all individuals who were affected by Superstorm Sandy that have not applied for disaster assistance to do so by May 1.

How to Register

Individuals and households may register by calling the toll-free registration number at 800-621-FEMA (3362) or TTY 800-462-7585. Individuals also can apply for disaster assistance online at DisasterAssistance.gov.

Registration usually takes between 15 and 20 minutes.

Officials want to encourage those residents who may be hesitant to register for disaster assistance. Federal taxes are appropriated specifically to fund disaster assistance. Also, the assistance one individual may receive will not take away from another applicant’s federal assistance funds.

Individual Assistance

FEMA Housing Assistance grants cover rental assistance, home repairs and replacement of essential household items not covered by insurance. The objective is to make damaged dwellings safe, sanitary and functional. Other Needs Assistance grants may be available to replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable-aid programs.

As of April 21, more than $387.4 million in grants have been approved for home repairs or replacement, rental assistance and other needs.

SBA Loans

May 1 also is the deadline to return applications to the U.S. Small Business Administration. The SBA offers low-interest disaster loans to homeowners, renters, businesses of all sizes and private nonprofit organizations for losses not fully covered by insurance. The SBA may lend up to $200,000 to repair or replace homes and up to $40,000 to repair or replace personal property. Also, up to $2 million is available for businesses for their uncompensated disaster losses.

Tell Your Employees To Register With FEMA; One Week Left

NEW YORK – Disaster survivors have until Saturday, April 13, to register with the Federal Emergency Management Agency and return their disaster loan applications to the U.S. Small Business Administration (SBA).

Survivors who have delayed registration for any reason should apply for potential assistance that could include:

Housing Assistance offers temporary rental assistance and home repair grants to eligible survivors. FEMA’s ultimate goal is to ensure survivors’ dwellings are safe, sanitary and functional.

Other Needs Assistance is available for disaster related costs associated with medical, dental, funeral, personal property, transportation, moving and storage, or other necessary expenses.

Survivors who register and receive an SBA low-interest disaster loan application should return the application. SBA applicants are not obligated to accept a loan; however, completing it may lead to additional FEMA assistance. Survivors are encouraged to consider all sources of aid.

It is not necessary to wait for an insurance claim determination to apply for an SBA disaster loan, which may help if applicants later find they are underinsured.

In support of that, they encourage Mississippi landlords in or near the four counties affected – Forrest, Lamar, Marion and Wayne – to list their available rentals properties online at www.socialserve.com or to call SocialServe.com toll-free at 877-428-8844, Monday through Friday 8 a.m. -7 p.m. with property details.

To post online with SocialServe.com, landlords must click the orange ‘List a Property’ rectangle on the right side of the web page and follow the prompts to enter information about a rental.

  • Type of dwelling.
  • Number of bedrooms and baths.
  • Handicapped accessibility.

Calling All Landlords: Storm Survivors Need Your Help

TRENTON, N.J. — The Federal Emergency Management Agency and the state of New Jersey will continue to help the dwindling number of families needing transitional sheltering assistance during a two-week extension of the program.

FEMA has continuously been in contact with households in the transitional sheltering program to determine their housing needs and how to help them. From those contacts, FEMA and the state of New Jersey recognized the declining need for the program.

Approximately 1,300 households currently using the program have told FEMA that they have worked out longer-term housing. Transitional sheltering is a short-term solution for housing and the extension will end Jan. 26.

Since the program began on Nov. 1, 2012, more than 5,400 people have stayed in more than 430 hotels and motels. The average stay is 25 days.

FEMA provides disaster survivors with rental resources and referrals to partner agencies to help with temporary housing needs.
