Tallahassee, Fla.– Housing inspectors contracted by the Federal Emergency Management Agency are assisting eligible survivors of the recent flooding by visiting neighborhoods and checking for damage.

“The free FEMA housing inspections are an essential step in the recovery process for survivors who sustained damage to their homes,” said Federal Coordinating Officer Terry L. Quarles. “It’s vital that survivors register with FEMA, ensure we have their current contact information and then coordinate with the housing inspector to schedule the inspection.”

Survivors in Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco and Pinellas counties can register by calling FEMA’s helpline at 800-621-3362, which is video relay service accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice. Survivors can also register online at DisasterAssistance.gov.

The recovery process begins when those living in the eight counties designated for individual disaster assistance complete the registration process. Survivors need to register with FEMA and report uninsured or underinsured damage to their homes, vehicles or other personal property. An inspector will then contact the applicant and schedule an appointment to visit the home.

When FEMA inspectors arrive at a home, they will display official photo identification. If the photo identification is not displayed, it is important to ask to see it. This helps prevent fraud.

To speed the inspection process, applicants should:

  • Ensure their home or mailbox number is clearly visible from the road.

  • Keep their appointment or notify the inspector if a postponement is necessary.

  • Authorize another adult to act as their agent and be present on their behalf during the inspection if they have evacuated and cannot return for the inspection.

  • Be reachable, informing neighbors where they can be contacted if they are not staying in the home.

  • Tell the inspector about other property losses or disaster-related needs such as transportation, medical or dental care, tools needed for a trade if not self-employed and educational materials, so inspectors can relay the information to FEMA.

  • Take photos of their homes, if possible, which can be used to supplement photos taken by the inspector.

Inspectors try a minimum of three times to contact each applicant, calling at different times on different days. If inspectors cannot reach an applicant, they will post a letter at the applicant’s dwelling with a phone number the applicant should call to reschedule an appointment and/or have the inspection reissued.

The damage inspection generally lasts 20-45 minutes. The inspector does not need to document all damage. As part of the inspection process, homeowners are asked to show proof of ownership, such as a tax bill, a deed, mortgage payment receipt or insurance policy with the property’s address. Renters must show proof of occupancy, a lease, rent payment receipt, utility bill or another document confirming the location was their primary residence at the time of the disaster. Both homeowners and renters also must have a valid driver’s license or other photo identification.

Inspectors document disaster-related damage, but do not determine the applicant’s eligibility for FEMA assistance. They check for damage to the structure and building systems, to major appliances and septic systems and wells, and enter information into an electronic device that sends the information to FEMA. This speeds up the process of providing assistance.

A U.S. Small Business Administration loss verifier also may schedule an appointment with applicants who have completed an SBA loan application. Like FEMA inspectors, SBA loss verifiers and insurance adjusters are required to carry identification. Residents should ask to see a photo ID if any inspector comes to their home.

Residents should not be concerned if an inspector is seen in their neighborhood, but does not visit every home. They are following schedules and can only visit houses on that day’s list.

FEMA Housing Inspectors in Florida Counties Damaged by Hurricane Hermine

BATON ROUGE, La. – It is now more than a month since the record flooding and storms of August caused widespread damage throughout Louisiana. Many families and individuals lost their home or residence and were forced to find other solutions for their shelter. If you or anyone you know is still having problems finding suitable accommodations, it is not too late to register with FEMA for assistance with your housing needs.

FEMA cannot duplicate insurance payments, but survivors should register even if they have insurance because underinsured applicants may receive help after their claims have been settled. And remember that FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect your eligibility for Social Security, Medicaid or other federal benefits.

Applying for disaster assistance is essentially a two-step process – registering with FEMA and completing a U.S. Small Business Administration disaster loan application. This process ensures that you will be considered for all programs you may be eligible for. There is never any charge for registering or applying. If approved for the loan, you are under no obligation to accept it. But the examination of your SBA application will determine what other types of assistance you may be eligible for.

Disaster survivors may register the following ways:

FEMA Help Is Still Available

BATON ROUGE, La. – You may be able to get FEMA help even if you were receiving U.S Department of Housing and Urban Development (HUD) rental assistance before you were displaced from your home by Louisiana’s recent severe storms and floods.

You can apply for FEMA help even if you were receiving any of the following types of rental assistance and your home is uninhabitable:

  • Living in HUD-assisted public housing.

  • Living in a privately-owned apartment that provides rental assistance from HUD.

  • Living in a private home using a Section 8 Housing Choice Voucher from a housing authority.

Here is some FEMA assistance you may receive if you’re eligible:

  • Temporary assistance to pay for a place for you and your family to live.

  • Grants to replace essential contents—such as clothing and essential household items—and medical, dental and burial expenses.

Those who have HUD rental assistance may receive FEMA help to pay for a place to live until:

  • You relocate back to public housing;

  • You relocate back to the private housing that provides HUD assistance; or

  • You sign a lease with a private property owner using a Section 8 voucher.

The first step to be considered for FEMA help is to apply. There are three ways:

Did You Receive HUD Rental Assistance Before the Flood? You May Still Get FEMA Help

CHARLESTON, W. Va. — It has been just over two months since President Obama issued a major disaster declaration authorizing federal assistance for survivors of severe storms and flooding that hit southeastern West Virginia on June 22-29, 2016. The declaration, signed by the president on June 25, provides for assistance to individuals in these 12 counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster.

The deadline to register for assistance from the Federal Emergency Management Agency (FEMA) is Wednesday, Sept. 7, but already the agency has approved nearly $40 million in grants to survivors to help them through their recovery. Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and disaster-related needs.

However, not all survivors qualify for FEMA assistance; others qualify for some aid, but for less than they need. Where can these survivors turn for help? Whom can they call? Where can they go?

It may surprise you to know that FEMA is not the only government agency that can assist you in a disaster. Many other state and federal agencies offer services that may be of help to you.

The good news is that finding and getting help from a federal or state government agency is easier than you might think.

You can get online access to scores of free programs, grants and services available to West Virginia survivors and their families. (No login or personal information required.) Working both independently and in cooperation with FEMA, nearly two dozen cabinet departments and agencies – in state and federal government – offer assistance.

Visit www.disasterassistance.gov/find-assistance , where you will be asked to answer nine simple questions about your living situation and the kind of help you need. One more click and you will be taken to a personalized list of agencies and programs specific to your needs.

Among the government entities that may be of help to you, if FEMA cannot meet all your needs, are these:

U.S. Small Business Administration (SBA)

One of FEMA’s federal partners in disaster recovery, the SBA, offers low-interest disaster loans to homeowners and renters, as well as businesses of all sizes. SBA disaster loans may cover repairs, rebuilding and the cost of replacing lost or disaster-damaged real estate and personal property.

You must first register with FEMA (before the Sept. 7 deadline) to receive an SBA disaster loan application. If you do not qualify for an SBA loan, as a homeowner or renter, you still may be eligible for assistance from FEMA. You may register with FEMA by phone (voice, 711 or relay service) at 800-621-3362 (TTY users call 800-462-7585) or online at DisasterAssistance.gov .

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps.  Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

U.S. Department of Agriculture (USDA)

Low-income survivors living in rural areas of West Virginia may be eligible for one of these USDA programs:  rural housing loans, rural housing repair loans and grants, or rural rental housing.

Rural housing loans offer a subsidy to help reduce your mortgage payments for a short time to get you through your recovery. Your family income determines the amount of the subsidy. You may use the loan to help buy, build, repair, improve, or relocate your primary home. You may also use funds to buy and prepare sites, including water and sewer.

Rural Housing Repair Loans and Grants may be used to repair, improve, or modernize your home, or remove health and safety hazards. The program’s loans are available only to individuals over 62 years of age.

Rural rental housing and cooperative housing assistance is available in nearly every county in West Virginia. You can get listings of participating housing projects in the state by visiting http://offices.sc.egov.usda.gov/locator/WV .

To qualify for any of these programs, you must live in a rural area and be considered low-income or very low income. For more information about these and other USDA programs, visit www.rd.usda.gov/wv .

U.S. Department of Housing and Urban Development (HUD)

Section 203(h) Mortgage Insurance for Disaster Victims helps survivors get a mortgage to buy a new home or rebuild their damaged one. Section 203(k) Rehabilitation Mortgage Insurance gives homebuyers and owners two options:

  • Buy or refinance a house and its rehabilitation costs with a single mortgage, or

  • Finance the rehabilitation of their existing home.

Money may be used for rehabilitation work ranging from minor repairs to total reconstruction.

To qualify for Section 203(h) Mortgage Insurance for Disaster Victims, you must:

  • Own a one-family home damaged or destroyed during the June 22-29 storms, and
  • Live in one of the counties qualified in the presidential declaration of June 25.

Section 203(k)-insured loans can finance:

  • Residential section rehabilitation of a property that also has non-residential uses.

  • Conversion of any size property to a one- to four-unit structure.

To qualify for Section 203(k) Rehabilitation Mortgage Insurance, you must:

  • Be able to make monthly mortgage payments, and

  • Be rehabilitating a home at least one year old.

Do not let a disaster come between you and your money.

If you get federal benefit payments by paper check, you can switch to direct deposit so your money is directly deposited into a checking or savings account on payment day each month. Direct deposit removes the risk of a delayed payment due to a disaster event. You may choose from two electronic payment options:

  • Direct Deposit – Your monthly payments are deposited into your checking or savings account. Learn more about direct deposit online at www.godirect.gov.

  • Direct Express® Debit MasterCard® – A prepaid debit card you can use to make retail purchases, pay bills, and get cash back. Your government payments are loaded onto you card each month. Disaster deductions, faster refunds and additional time to file your tax return are among special tax law provisions that may be available to you to help you recover financially from the June 22-29 storms and flooding. Depending on the circumstances, the IRS may grant additional time to file returns and pay taxes.

Both individuals and businesses in the 12 designated counties can get a faster refund by claiming losses related to the disaster on the tax return for the previous year, usually by filing an amended return. Redeem savings bonds early – before the end of the 12-month holding period. If you live in one of the 12 designated counties in West Virginia, you may be able to do this. Substance Abuse and Mental Health Services Administration’s (SAMHSA)

The SAMHSA Disaster Distress Helpline is a national hotline that offers year-round disaster crisis counseling. If you feel distressed because of the June storms and flooding, you can use this

free service. It is toll-free, multilingual, crisis support, and is available 24 hours a day, 7 days a week.

Helpline staff provides counseling and support, and can help you learn how to cope with common stress reactions. They can also provide information and referrals to local resources for follow-up care.

Where to go when FEMA cannot help: Fed and state governments top list

The Governor’s Office of Homeland Security and Emergency Preparedness and FEMA are making manufactured housing units (MHUs) available to some survivors displaced by the recent severe storms and floods.

  • You may be able to live temporarily in an MHU if you’re eligible for FEMA help, but are unable to utilize rental assistance due to a lack of places to rent in your area.
  • The models are different from housing units used following other Louisiana federal disaster declarations.
  • All units are constructed in accordance to U.S. Department of Housing and Urban Development and FEMA standards.
  • Units range from one to three bedrooms to suit your family’s size.
  • Eligible survivors who have access and functional needs will receive accommodating units to include modifications like ramps or platform steps.
  • If you’re eligible to receive an MHU, you and your family may be able to place a unit on your property or a commercial park.
  • FEMA may provide you a unit for up to 18 months. However, it’s important to show a continued housing need and progress toward a permanent housing plan in order to continue living in a unit.
  • FEMA can only consider helping you with a place to stay after you apply for federal disaster assistance. You can apply two ways:

Louisiana, FEMA Provide Manufactured Housing Units to Some Survivors

WASHINGTON – The Federal Emergency Management Agency (FEMA) announced today more than $56 million dollars has been approved in federal support within the first week of the president’s major disaster declaration for the State of Louisiana.

FEMA approved more than $39 million to help survivors with temporary rental assistance, essential home repairs and other serious disaster-related needs. Disaster survivors can register for assistance and get help with other available resources several ways. Residents who sustained disaster-related losses can apply for assistance by registering online at www.disasterassistance.gov, or call 1-800-621-3362 or 1-800-462-7585 (TTY).  Residents who use 711 relay or Video Relay Service (VRS), can call 1-800-621-3362.  Additionally, disaster survivor assistance teams are on the ground at shelters and going door to door to address immediate and emerging needs of disaster survivors including:  on-site registration, applicant status checks, on-the-spot needs assessments and access to partners offering survivor services. Also, disaster recovery centers (DRCs) are scheduled to open in the next several days to provide information to survivors. 

Additionally, $10.5 million in advance payments was approved through the National Flood Insurance Program (NFIP) to provide expedited relief to policyholders who sustained flood-related damages.  These advance payments award up to 50 percent of the estimated covered loss to allow policyholders the ability to proceed with the recovery efforts while working with their adjusters. 

The U.S. Small Business Administration (SBA) approved more than $3.5 million in low interest loans to Louisiana survivors and businesses to assist with uninsured and underinsured flood-related losses.  The SBA currently has two business recovery centers open, one in Livingston parish and one in Tangipahoa parish.  An additional four business recovery centers to be open on Monday, one in Ascension parish, two in East Baton Rouge parish, and one in Lafayette parish.

FEMA obligated nearly $2 million through the public assistance program for work undertaken to save lives, protect public health and safety, and protect public and private property.

The U.S. Department of Transportation made $2 million in emergency relief funds immediately available through the Federal Highway Administration (FHWA) to help repair roads and bridges in the affected areas. The funds will also help stabilize structures to prevent further damage and set up detours until permanent repairs are completed.

Providing survivors with housing solutions remains a top priority and FEMA is actively  supporting Louisiana’s Disaster Housing Task Force to help displaced Louisiana residents find access to housing. FEMA activated its Transitional Sheltering Assistance (TSA) program, at the request of the state, to make participating hotels or motels available to provide short-term lodging for eligible survivors who are currently residing in a personal vehicle, hotel or motel, shelter, or place of employment.

FEMA, the state, and private sector organizations are working to identify additional rental resources near the affected areas.  Residents can access this information at lahousingsearch.org.

For those looking for ways to help in the community, cash donations offer voluntary agencies flexibility in obtaining the most-needed resources and provides money to the local economy to help businesses recover. 

In addition to these efforts, the federal government is providing the following support:

FEMA has more than 1,800 personnel on the ground, including six Incident Management Assistance Teams, one Urban Search and Rescue team that completed their mission today, and Mobile Emergency Response Support personnel. FEMA also provided the state more than 603,000 liters of water, 535,000 meals, 12,500 cots and 12,500 blankets for distribution. FEMA and the state are conducting joint federal/state preliminary damage assessments in Assumption and St. Charles parishes over the next several days.

The National Guard activated more than 2,900 National Guardsmen to assist with emergency flood response.  Guardsmen have rescued more than 19,000 residents and 2,600 pets, and continue assisting with distribution of water, meals, cots, tarps and are providing additional security and shelter support.

The U.S. Department of Agriculture approved Disaster Supplemental Nutrition Assistance Program (D-SNAP) in 12 parishes to provide low to moderate-income households who do not already receive supplemental assistance with buying groceries following a disaster. Residents in those areas who already receive Supplemental Nutritional Assistance benefits will not need to register in order to receive this assistance. Residents affected by the flooding are urged to pre-register for the program at: https://dsnap.dcfs.la.gov/CustomerPortal/CPLogon.jsp.

The U.S. Department of Housing and Urban Development (HUD) is expediting federal assistance to provide support to homeowners and low-income renters forced from their homes. HUD granted a 90-day moratorium on foreclosures and forbearance of Federal Housing Administration (FHA)-insured home mortgages.  Additionally, HUD is re-allocating existing federal resources such as the Community Development Block Grant (CDBG) and HOME programs to give the state and communities the flexibility to redirect millions of dollars of funding to address critical needs, including housing and services for disaster survivors toward disaster relief.

The U.S. Department of Health and Human Services (HHS) deployed two National Disaster Medical System (NDMS) Disaster Medical Assistance Teams consisting of approximately 80 NDMS members to Baton Rouge. In addition, U.S. Public Health Service commissioned corps officers and a 30-person command and control unit. They are among 200 staff deployed to support the response effort. HHS is operating a Federal Medical Station capable of housing 250 patients on the Louisiana State University campus and is providing care for 200 patients. The HHS Substance Abuse and Mental Health Services Administration activated its Disaster Distress helpline.  This toll-free, multi-lingual crisis support service is available everyday by calling 1-800-985-5990 or texting ‘TalkWithUs’ to 66746 for Louisianans who are experiencing emotional distress.

The American Red Cross (ARC) operational priorities continue to focus on providing food, shelter and relief supplies to survivors and working closely with local authorities to assess what and where the current needs are. Approximately 3,100 people remain housed in 20 ARC community shelters. Since the flooding began last week, ARC has provided more than 36,000 overnight stays in shelters and served more than 171,000 meals and snacks with feeding partners. The Red Cross Shelter Finder app displays open Red Cross shelters and their locations on an easy to use map interface. Survivors can also find the location of the nearest shelter by texting SHELTER and their Zip Code to 43362 (4FEMA). The American Red Cross activated its Safe and Well program to allow survivors to let family members know they are safe and for family members to search for loved ones.

National Center for Missing & Exploited Children activated its Unaccompanied Minors Registry (UMR). Family members can go to http://umr.missingkids.org or call 1-800-THE-LOST to find unaccompanied children who may have been separated from parents or caregivers because of the floods, by entering basic information and/or a photo. 

The U.S. Northern Command activated a Defense Coordinating Element to support FEMA’s Regional Response Coordination Center in Denton, Texas with Department of Defense resources. The personnel are heavily involved in assisting relief efforts on the ground.

The U.S. Coast Guard supported Louisiana with air and surface rescue operations.

The Corporation for National Community Service deployed more than 330 AmeriCorps members, including FEMA Corps and AmeriCorps Disaster Response Teams, to support shelter operations, survivor call centers and disaster survivor assistance teams.

The United States Geological Survey (USGS) is in daily contact with local cooperators, the National Weather Service and River Forecast Centers to give status updates on stream gages and coordinate flood response efforts.

The Federal Communications Commission continues to monitor communication outages and is working closely with affected carriers to ensure services are restored.

The U.S. Department of Justice deployed personnel to assist in evacuation, deconstruction and debris removal operations in the affected areas. 

The U.S. Environmental Protection Agency deployed specialist personnel to monitor and assess the impacts of the flood. They are maintaining close communication with the Louisiana Department of Environmental Quality.

Federal Assistance to Louisiana Flood Survivors Tops $56 Million

WASHINGTON – The Federal Emergency Management Agency (FEMA) is leading the federal government’s effort to provide assistance and support to Louisiana, in response to recent flooding.

Providing survivors with housing solutions remains a top priority and FEMA is collaborating with states and federal partners to coordinate strategies and programs to help find suitable housing for Louisiana residents displaced by flooding. Already, more than 98,000 Louisianans have registered for FEMA assistance and more than $20 million has been approved to help survivors with temporary rental assistance, essential home repairs and other serious disaster-related needs. To begin the process, FEMA continues to advise residents and business owners who sustained disaster-related losses to apply for assistance by registering online at www.DisasterAssistance.gov, or calling 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY). 711 relay or Video Relay Service (VRS) are available by calling 800-621-3362 directly. The toll-free telephone numbers will operate from 7:00 a.m. to 10:00 p.m. (Central Time) seven days a week until further notice.

FEMA is also supporting Louisiana’s Disaster Housing Task Force to help Louisiana residents displaced by the flooding find access to housing.  FEMA activated its Transitional Sheltering Assistance (TSA) program, at the request of the state of Louisiana, to make participating hotels or motels available for eligible disaster survivors who are unable to return to their homes for an extended period of time. This program is intended to provide short-term lodging for eligible survivors who are currently residing in a personal vehicle, hotel or motel, shelter, or place of employment.

The U.S. Department of Housing and Urban Development is re-allocating existing federal resources such as Community Development Block Grant (CDBG) and HOME programs to give the state and communities the flexibility to redirect millions of dollars of funding to address critical needs, including housing and services for disaster survivors toward disaster relief.

Additionally, as of today, more than 24,000 National Flood Insurance Program (NFIP) policyholders have submitted claims for flood loss. FEMA authorized and issued more than $4 million in advance payments to NFIP policyholders in Louisiana who sustained flood-related damages to provide expedited relief to disaster survivors.  FEMA continues advising those who would like to file a claim should call their individual insurance carrier, or go to Floodsmart.gov and review the “File Your Claim” section.

Below is a summary of additional federal actions underway to support ongoing response and recovery efforts:

FEMA has more than 1,100 personnel on the ground, including six Incident Management Assistance Teams, one Urban Search and Rescue team and Mobile Emergency Response Support personnel. Disaster Survivor Assistance Teams are visiting shelters in affected areas to assist with on-site registration for survivors, provide applicant status checks, provide on-the-spot needs assessments, and identify any unmet needs. FEMA also provided the state more than 408,000 liters of water and more than 252,000 meals to distribute. FEMA and the state are conducting joint federal/state preliminary damage assessments in Assumption and St. Charles parishes over the next several days.

The U.S. Small Business Administration (SBA) opened a Business Recovery Center in Walker, Louisiana and it is opening one in Tangipahoa Parish Saturday and one in Baton Rouge on Monday. As of today, SBA issued more than 57,000 applications to homeowners and businesses.

The U.S. Department of Housing and Urban Development (HUD) is expediting federal assistance to provide support to homeowners and low-income renters forced from their homes. HUD granted a 90-day moratorium on foreclosures and forbearance of Federal Housing Administration (FHA)-insured home mortgages.

The U.S. Department of Health and Human Services deployed two National Disaster Medical System (NDMS) Disaster Medical Assistance Teams consisting of approximately 80 NDMS members to Baton Rouge. In addition, U.S. Public Health Service commissioned corps officers and a 30-person command and control unit. They are among 200 staff deployed to support the response effort. HHS is operating a Federal Medical Station capable of housing 250 patients on the Louisiana State University campus and is providing care for 200 patients.

The U.S. Department of Transportation made $2 million in emergency relief funds immediately available through the Federal Highway Administration (FHWA) to help repair roads and bridges in the affected areas. The funds will also help stabilize structures to prevent further damage and set up detours until permanent repairs are completed.

USDA Food and Nutrition Service approved the state’s hot foods waiver request. The waiver allows Supplemental Nutrition Assistance Program (SNAP) and Disaster Supplemental Nutrition Assistance Program (D-SNAP) recipients to purchase hot foods at authorized SNAP retailers statewide with their benefits. USDA encourages farmers, ranchers, producers, landowners and rural communities to contact their local Louisiana USDA Service Center to report damages to crops or livestock loss.

They have rescued more than 19,000 citizens and over 2,600 pets, and have conducted operations including evacuations, search and rescue, engineering missions, aerial sling-load drops, distribution and supply of water, meals, cots, tarps, sandbags, and security and shelter support.

Efforts from Federal Partners Continue to Support Survivors in Louisiana

PINE RIDGE, S.D. – Hundreds of families’ lives were turned upside down and were severely affected after the devastating storms and floods hit Pine Ridge Reservation in South Dakota. Many homes were beyond repair. Families and friends were forced to find other places to live, doubling and tripling up in homes that were habitable, at a time when there was already a significant housing shortage on the Reservation.

Dirt and gravel roads took a heavy beating, with washouts numerous and culverts damaged.  This limited access for individuals to basic needs, including food and medical attention.

Even before the storms, resources within the Oglala Sioux Tribe (OST) were already stretched to the limits. Recovery was going to take time… and take many partners working as one.

Housing and roads were among the priorities identified by Oglala Sioux Tribal President John Yellow Bird Steele. Two task forces with leaders and members from the tribe, OST organizations, and federal agencies, were established to confront these challenges head on.  Their task is to identify the issues, and work to make things better not only now, but for the future.

Housing

The OST Housing Task Force, is co-chaired by the Oglala Sioux Lakota Housing and U.S. Department of Housing and Urban Development. The focus has been on “One Nation – One Number” – OST’s initiative to document unmet housing needs and capture a comprehensive number of people living on the reservation. The hard numbers can better tell the story of overcrowding and cramped living conditions than anecdotal details alone.  And while some numbers are currently available, there is no uniformity in how they are compiled or methodologies used. Consistency and accuracy of the numbers is vital for all the various funding opportunities for tribal programs.

Another initiative is underway to combat the high energy bills on the reservation by delivering a simple weatherization program outlining ways in which homeowners can improve energy efficiency in their homes. It focuses on providing information about no-cost and low-cost ways of saving energy – things that individuals can do themselves.

Roads

The OST Roads Task Force, is co-chaired by the Oglala Sioux Tribe-Department of Transportation (OST-DOT) and the Federal Highways Administration.  As with the Housing Task Force, many tribal federal partners have come to the table. And like the Housing Task Force, the Roads Task Force found the lack of data documenting tribal roads and conditions can contribute to inadequate funding and opportunities for road construction, repairs, equipment and personnel.

For two months, assessment teams traveled the reservation, collecting information on location, construction, and condition on 1720 tribal roads totaling 466 miles to be entered into the OST-DOT data base. It will be included in the Geospatial Information System (GIS) mapping of Pine Ridge Reservation, as part of the OST “One Nation – One Map” project.

Estimates of repair and maintenance costs are also being developed to demonstrate funding needs and support prioritization of tribal road improvement projects and maintenance. This will also provide a baseline for the future by detailing the current condition of all roads.

Preparing for the Future

Building capability within the Tribe has also been a priority focus. Education, training and other initiatives provide opportunities for the tribe to enhance their ability to plan for and respond in the future.

  • Strategic Planning and Management Training was offered to Tribal leadership and agency staff teaching the importance of planning and walking through a step by step planning process and create a plan for the area they were responsible for. This will augment the work of an OST Planning Office, which is in development.
  • Tribal officials and employees attended FEMA’s “Emergency Management Framework for Tribal Governments” course. This training provides tribal leaders a basic understanding of emergency management and their role in leading and directing their tribe in implementing comprehensive emergency management systems.
  • Tribal leaders and members representing multiple tribal agencies received training on FEMA Hazard Mitigation Grant Program projects, what could be considered eligible and requirements to apply.
  • In coordination with FEMA, the U.S. Department of Agriculture, Bureau of Indian Affairs (BIA), and the Oglala Sioux Tribe, an in-depth assessment of all GIS activities on the reservation is underway.  This assessment will analyze current staffing levels, equipment, IT infrastructure, and data needs.  In addition, BIA will offer their “Principles of GIS” course to the tribal staff responsible for GIS activities.
  • One of the needs identified for the Pine Ridge Reservation is a structural fire suppression and prevention program, which currently is not available. Federal and tribal partners are taking steps to solve this issue and funding opportunities are being explored.

Recovery on Pine Ridge – One year later: A Holistic Approach – Partners Working Together

PINE RIDGE, S.D. – August 7 will mark one year since President Obama’s disaster declaration for the Pine Ridge Indian Reservation, kicking off the largest housing effort in the Oglala Sioux Tribe’s history.  To support this effort, FEMA continues to have staff deployed to the reservation and office space at Ellsworth Air Force Base.

To address the severe housing need on the reservation following the disaster, FEMA initiated a permanent housing construction program used for the first time in the continental United States.  Under the effort, more than 300 households were identified as eligible for either repairs to their damaged home, or replacement with a new manufactured home. A total of 196 new manufactured homes were turned over to tribal residents with the final closing occurring on July 11. The manufactured homes were staged at Ellsworth Air Force Base prior to their final delivery and installation on the reservation.  As of August 2, 85 additional homes have been repaired by contractors funded by FEMA. The remaining 23 homes are expected to be repaired by early September. 

In addition to the housing construction program, FEMA has provided more than $435,000 in direct financial aid to tribal members.  Of that, more than $217,000 was for home repairs and $219,000 was for personal property losses and other emergency needs as a result of the May storm.  The U.S. Small Business Administration (SBA) has approved $943,000 in low-interest loans to 58 tribal residents and businesses.

Hazard Mitigation Grant Program funds will also be made available to the tribe, with the amount available based on total disaster response and recovery costs.  This program will allow the tribe to develop and undertake projects that will minimize the impact of future disaster events.  Projects will be based on priorities established by the tribe, can be done reservation wide, and do not have to be directly related damages caused by the May 2015 storm event.

A federal interagency disaster recovery coordination team has partnered with the (OST) Government to support long-term recovery.  Joining FEMA and the tribal government are the Department of Housing and Urban Development, the Department of Agriculture Rural Development, the U.S. Army Corps of Engineers, the National Renewable Energy Laboratory, and the Federal Highway Administration.

The recovery coordination team has task forces dedicated to two primary issues, roads and housing.  On the housing front, the goal is “One Nation – One Number”, and initiative to get a comprehensive count of both housing structures and their condition as well as the number of occupants.  An accurate total will give a true picture of the scope of need and bolster requests for funding to address it. 

A similar tack is being taken on the roads side, with “One Nation – One Map” being the result of a months-long survey of all roads within reservation boundaries. The survey is being converted into GIS data to provide the tribe with comprehensive information on all roads and their current maintenance.
