Warren, Mich. – Southeast Michigan homeowners and renters who lost personal property as a result of the August severe storms and flooding may be eligible for disaster-related assistance from the Federal Emergency Management Agency (FEMA) and other agencies.

Renters who suffered damage to their apartment or leased/rented house are encouraged to contact FEMA.  

“August flooding didn’t discriminate between homeowners and renters,” said Michigan State Police Capt. Chris A. Kelenske, State Coordinating Officer and Deputy State Director of Emergency Management and Homeland Security. “Thanks to rental-support programs, Michiganders who sustained flood damage could be eligible for assistance.”

Through Housing Assistance, FEMA offers two types of help to eligible renters:

  • Money to rent a different place to live for a limited period while repairs are done to the damaged home or apartment
  • A free referral service to find a safe replacement rental property

“As Michigan renters are discovering, disaster aid is not limited to homeowners,” said Dolph A. Diemont, federal coordinating officer. “Thousands of renters have registered with FEMA and are currently receiving rental assistance as they rebuild their lives.”

Both renters and homeowners may also be eligible for Other Needs Assistance (ONA), designed to help disaster survivors with uninsured or underinsured necessary expenses and serious needs caused by the disaster. ONA grants can be used for:

  • Disaster-related medical and dental expenses
  • Disaster-related funeral and burial expenses
  • Replacement or repair of necessary personal property lost or damaged, household items such as room furnishings or appliances, and tools and equipment required by the
    self-employed for their jobs
  • Primary vehicles and approved second vehicles damaged by the disaster
  • Reimbursement for eligible child care services

Filling out a U. S. Small Business Administration (SBA) loan application is a necessary step for homeowners and renters to be considered for additional recovery programs. If the SBA is unable to approve a loan, the applicant may be referred back to FEMA for other types of disaster aid.

To qualify for any of this assistance, renters must first register with FEMA online at www.disasterassistance.gov, via web-enabled phone at m.fema.gov or by calling 800-621-3362 or TTY users call 800-462-7585. For 711 Relay or Video Relay Services, call 800-621-3362. The toll-free telephone numbers are open from 7 a.m. to 11 p.m. seven days a week.

WARREN, Mich. – The Federal Emergency Management Agency (FEMA) announced that nearly $84 million in federal disaster grants and loans has been approved for Michigan survivors of the Aug. 11-13 storms and flooding.

As of close of business Oct. 16:

  • Nearly 80,000 Michigan residents in Macomb, Oakland and Wayne counties have registered for federal disaster assistance;
  • Nearly $56 million has been approved for housing assistance, including rental assistance and home repair costs;
  • More than $17 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses, lost personal possessions and child care;
  • More than $11 million in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration;
  • More than 100 disaster survivor assistance specialists are in the affected communities and available to explain the types of disaster assistance;
  • 3,177 residents have visited four Disaster Recovery Centers in Macomb, Oakland and Wayne counties since they opened in early October;
  • 2,845 people have received rebuilding advice from mitigation specialists located at home improvement big-box stores and special events in the affected communities;
  • Housing inspectors in the field have completed nearly 67,000 inspections of damaged properties.

Insurance may cover some of the damage, but people may be missing out on additional assistance if they haven’t registered with the Federal Emergency Management Agency (FEMA). Until a resident registers for assistance, FEMA has no way of knowing who suffered damages or what people need to help in their recovery. Keep in mind:

  • Calling your insurance agent does not register you with FEMA.
  • Contacting county or municipal agencies does not register you with FEMA.
  • Receiving assistance from volunteer agencies does not register you with FEMA.

The only way to determine eligibility for federal disaster assistance is to register with FEMA by phone or online, or by visiting a local Recovery Support Site to work with FEMA’s disaster survivor assistance teams. These teams do not make decisions on applications.

Before applicants call, go online or visit a Recovery Support Site, they should gather the following information to speed up the registration process:

  • Social Security number
  • Telephone number where they can be reached
  • Address of the damaged property
  • Current mailing address
  • Brief description of disaster-related damages and losses
  • Insurance information
  • Direct deposit information to help speed delivery of funds if approved

Assistance available through FEMA’s Individuals and Households Program can include:

  • Temporary Housing – rental payments up to 18 months for temporary housing for those whose homes are uninhabitable;
  • Repair – grants to repair damage from the disaster that is not covered by insurance. The goal is to make the damaged home safe, sanitary and habitable; and
  • Other Needs Assistance (ONA) – grants for necessary and serious needs caused by the disaster. This can include personal property, transportation, vehicle repair or replacement, moving and storage, and other expenses that FEMA approves.

The application deadline is Nov. 24, 2014.

Southeast Michigan Residents Urged to Apply for Federal Disaster Assistance

CHICAGO –Beginning Tuesday, August 26, the Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD), FEMA, U.S. Small Business Administration (SBA) and local officials in the Metro Detroit area will be conducting joint preliminary damage assessments due to the flooding that occurred the week of August 11. 

Six teams will be canvassing Macomb, Oakland and Wayne counties to assess and validate damages and disaster impacts against federal assistance eligibility criteria. MSP/EMHSD, FEMA and SBA team members will be wearing shirts with agency names and logos prominently displayed. Personnel will also have their credentials visible.

When considering eligibility for federal individual assistance—or assistance for homeowners, renters and business owners—damage assessment teams consider a number of factors:

  1. Size and scope of damage as well as threat to public safety. Assessment teams are tasked to collect a description and extent of damages and the impact on individuals in the affected areas. To do so, they will try to talk to as many local officials, renters, homeowners and business owners as possible, taking note of details such as water depth, structural integrity of buildings, damage to mechanical components (i.e. furnace, water heater, HVAC, etc.), insurance coverage in place, length of time floodwater has been in a home, and materials used to build the dwelling. It is not necessary for the teams to visit every home in order to complete the assessment.
  2. Number of primary homes requiring extensive repairs or with structural damage. When collecting this data, teams are looking for failure of major structural components in a building and floodwater depths of more than 18 inches in areas of a residence that meet the federal definition of essential living space.
    • It’s important to note: if a presidential declaration for individual assistance is made:
      • Floodwater or sewer backup damages in recreational rooms, unoccupied basements or storage spaces generally do not qualify for FEMA assistance programs. However, disaster-related damages to a home’s mechanical components or those in areas of a residence that meet the federal definition of essential living space—regardless of the location in the home—may be considered eligible for federal assistance.
      • Federal grant funding is made available to eligible applicants as a supplement to local and state resources and insurance payments to help survivors return to safe, sanitary and functional housing. It is not meant to return a home and its contents to pre-disaster conditions.
  3. Duplication of benefits. By law, FEMA cannot duplicate benefits—such as those from insurance, local housing authorities, the Department of Housing and Urban Development and the Department of Veterans Affairs. If approved, FEMA individual assistance is always supplemental to that assistance.
  4. Number and length of time people are displaced. This information may include number of homes that are not habitable.  Teams also attempt to determine whether the community has adequate housing resources to meet the needs of displaced survivors for the time it takes to repair their home. 
  5. Ability of the community to recover. Since disasters affect communities differently, teams will collect and document specific characteristics of each—such as demographic and economic data—that may impact their ability to recover. In addition, it is important for the teams to document critical infrastructure that may be unavailable for an extended period of time—i.e. hospitals, schools, utilities and nursing homes—as this could also significantly affect a community’s ability to recover.
  6. Voluntary agency/state program assistance available. Local non-profit, faith-based and community-based organizations contribute substantially to response and recovery after a disaster.  Along with local and state governments, these organizations often help survivors immediately after an emergency and, in some cases, have the capability and resources to meet the recovery needs of the affected areas. During the damage assessment, teams document whether, and to what extent, these organizations may be able to meet the essential needs of survivors.
  7. Extent of the business losses. The Small Business Administration (SBA) is part of the team and assesses damage to businesses in affected communities. In the event of a federal declaration, the SBA can make low interest loans available to assist businesses as well as homeowners and renters with their recovery costs. FEMA also considers whether the loss of critical businesses like grocery stores, gas stations, or stores that sell building materials and supplies in affected communities could impact recovery.

Once the damage assessments are complete, state officials use the damage totals and impact data to determine whether the disaster meets established criteria and can warrant the governor requesting a federal declaration and assistance.

The following numbers, compiled July 17, provide a snapshot of the Alabama/FEMA disaster recovery to date:

  • $4.1 million for Other Needs Assistance to cover essential disaster-related needs, such as medical expenses and lost personal possessions.

FEMA works with many volunteer agencies and the private sector to speed the recovery effort. As of mid-May, 3,048 volunteers from numerous organizations throughout the country had donated nearly 22,000 hours to help survivors clean up debris, repair and rebuild their homes following the spring storms.

FEMA’s mitigation outreach program at nine Home Depot and Lowe’s home improvement stores provided 1,600 shoppers with information on rebuilding/repairing homes in a safer and resilient manner. Thank you letters are being presented to participating stores.

Alabama residents affected by the disaster now have just five days to register as the governor-requested extension ends Tuesday, July 15. That date also is the deadline to apply for a physical disaster loans from the U.S. Small Business Administration.

Federal Aid for Alabama Reaches $32 Million; Registration Extension Approved

MONTGOMERY, Ala. – If the late-April storms, tornadoes and flooding wrecked your home and you still have not found a place to live, an online source of rental housing may help.

ALHousingSearch.org  (Alabama Housing Search) has up-to-date listings of rental properties in most of the larger Alabama towns and cities with prices and interactive maps so a storm survivor may find a suitable location for a household.

Assistance with searches also is provided by toll-free phone—877-428-8844, TTY 800-462-7585, fax, mail and email.

FEMA has contracted with ALHousingsearch.org to help identify qualified rental properties in or near areas of the state where damage may have occurred.  Owners of property suitable for rentals by disaster survivors may submit property listings with photos.

FEMA may pay, through its Individuals and Households program, up to 18 months of rental assistance to both homeowners and renters if they need to relocate while repairs are being made to their disaster-damaged residences.

Residents of Baldwin, Blount, DeKalb, Etowah, Jefferson, Lee, Limestone, Mobile and Tuscaloosa counties who suffered storm damage during the period April 28 through May 5 should apply for assistance by registering online at DisasterAssistance.gov, via smartphone at m.fema.gov or by phone at 800-621-3362, TTY 800-462-7585.  Multilingual operators are available.

An application for continued temporary housing will be sent to applicants who have received initial rental assistance approximately two weeks after the first rental award.

The deadline for registration for disaster assistance is July 1.

Housing Search Site May Help with Rental Housing Needs

JACKSON, Miss. – As Mississippi disaster survivors receive FEMA checks or direct deposits to help them recover from the severe storms, tornadoes and flooding of April 28 through May 3, it is important to understand that there are limits on how the money can be spent.

Use of the money for other than eligible expenses could result in having to return funds back to FEMA.

FEMA does not provide survivors with an itemized list of eligible expenses tailored to their specific situation. But it does provide an important booklet, “Help After a Disaster,” that spells out the kinds of expenses authorized in the Individuals and Households Program.

The grant covers only repair or replacement of items that were damaged as a direct result of the disaster and were not covered by insurance. Repairs and rebuilding may not improve a home above its pre-disaster condition unless such improvements are required by current building codes.

Use of the money is limited to repairing the home so that it is safe and sanitary so survivors can live there. It will not be enough to return the home to its condition before the disaster.

The money can be spent to repair structural parts of the home such as foundation, outside walls and roof.

Survivors also may use FEMA assistance provided for housing needs to repair:

  • Windows, doors, floors, walls, ceilings and cabinetry.
  • Septic or sewage systems.
  • Wells or other water system.
  • Heating, ventilating and air conditioning.
  • Utilities (electrical, plumbing and gas.)
  • Entrance and exit ways, including privately-owned access roads.
  • Blocking, leveling and anchoring of a mobile home and reconnecting or resetting its sewer, water, electrical and fuel lines and tanks.

Survivors also may receive money for “Other than Housing Needs.” This money is provided to repair damaged personal property or to pay for disaster-related expenses and serious needs, limited to items or services that help prevent or overcome a disaster-related hardship, injury or adverse condition. It does not pay to return or replace personal property to its condition before the disaster.

Examples of allowable Other than Housing Needs are disaster-related medical and dental costs, funeral and burial expenses, clothing, household items, heating fuel, disaster-specific clean-up items, a vehicle damaged by the disaster and moving and storage expenses.

Survivors should keep bills and receipts for three years to show how all of the FEMA grant money was spent. FEMA is authorized to do an audit.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties may be eligible for FEMA’s Individual Assistance program. The deadline to register is June 30, 2014.

Individuals and households in those counties can register for FEMA Individual Assistance online at DisasterAssistance.gov, via smartphone or tablet at m.FEMA.gov or by calling the FEMA helpline at 800-621-FEMA (3362.) People who are deaf, hard of hearing or have a speech disability and use a TTY should call 800-462-7585. Lines are open 7 a.m. to 10 p.m. (central time) and assistance is available in multiple languages.

FEMA Recovery Grants are for Disaster-Related Expenses

LINCROFT, N.J. ­– Millions of people enjoy living near the water, but few people actually want to live in it.

When a property or a neighborhood experiences repeated flooding, costs for the property owner, the community and the state can escalate rapidly.

Flooding may impact the stability of a home or an entire neighborhood, damage or destroy personal property, impact property values and lead to injuries or loss of life. Emergency responders may risk their own lives to help residents escape rising waters.

And while the waters eventually recede, the misery caused by floods is long lasting. The impact of a storm surge may have structurally weakened formerly sturdy homes.  Water-laden walls and floors may set the stage for the development of hard-to-eradicate colonies of mold that can present health risks for vulnerable residents, particularly those with compromised immune systems, children and the elderly.  Repeated flooding may leave homes uninhabitable and unlikely to attract a buyer.

For all of these reasons, states and federal governments have acted to intervene in this cycle of decline by offering voluntary buyout programs to homeowners in neighborhoods that have been subject to repeated flooding.

In 2007, the New Jersey Department of Environmental Protection established Blue Acres, a permanent, flood hazard mitigation program.

Funded via a combination of federal, state and local grants, the Blue Acres program established a protocol for purchasing homes from willing sellers in communities subject to repeated flooding.

Once purchased by the municipality, the homes are demolished and the property is designated as open space.

Property acquisition is the most permanent form of flood hazard mitigation.

In New Jersey, federal funds from FEMA’s Hazard Mitigation program and from the U.S. Department of Housing and Urban Development combine with state and municipal funding to underwrite the property acquisition program.

For eligible communities, FEMA typically funds 75 percent of the cost of property acquisition with the municipality and state contributing the remaining twenty-five percent.

In the case of Hurricane Sandy, FEMA and the state of New Jersey agreed that FEMA will cover one hundred percent of the costs of property acquisition as permitted under federal regulations.

FEMA does not buy houses directly from homeowners. Buyout projects are initiated and administered by local and state governments with grant funding support from FEMA.

Additional federal funding may also be provided by the Community Development Block Grant program administered by HUD.

To qualify for federal funding for the acquisition of flood-prone properties, a state must create a flood mitigation plan, which is then submitted to FEMA for review and approval.

In its mitigation plan, the state identifies communities that have experienced losses due to repetitive flooding and, once the plan is approved by FEMA, notifies those communities that funding for property acquisition may be available.

Once a community has been notified that funds may be available for property acquisitions in their town, community meetings are held to discuss the advantages and disadvantages of the program and to explore any issues or questions that arise regarding the potential buyouts.

Homeowners in eligible communities who are interested in having their property acquired by their community must file a Blue Acres application for a buyout and follow the steps outlined in the process to secure an offer on their property and begin to move forward, leaving their flood risks behind them.

The program is completely voluntary; no homeowner is required to sell their property or is forced to move because their home is located in an area subject to repetitive flooding.

Homes that are determined to be eligible for buyouts are purchased by the town at the fair market value of the property prior to the flood. The fair market value is determined as the result of an appraisal conducted by a certified appraiser using sales of comparable homes sold before the flood event.

Homeowners who disagree with the appraisal have the right to appeal within 30 days following a written offer.

The municipality must receive the property free of any mortgages, liens or outstanding taxes. Any debt connected to the property must be paid off and the amount of that debt is deducted from the amount paid to the property owner before the transfer is complete.

The State will conduct title searches for each property to verify ownership and to identify any issues that prevent the homeowner from giving the state clear title to the property. Any debts outstanding on the property are paid off through the proceeds of the sale with the remainder of the proceeds being paid to the property owner.

Once a property has been purchased through the Blue Acres program, the home is demolished and the land becomes public property, designated via deed-restriction as open space.

In the aftermath of Hurricane Sandy, the NJDEP announced plans to use $300 million in federal disaster recovery funds to purchase approximately 1,300 homes in areas subject to repeated flooding. The properties to be acquired include 300 homes in the Passaic River Basin, in Manville and in other tidal areas of the state.

To date, FEMA has obligated $73 million of the anticipated $300 million for property acquisition initiatives in New Jersey.

The first post-Sandy buyouts in New Jersey took place in the towns of Sayreville and South River in Middlesex County, which were inundated by storm waters when the Raritan and South Rivers overflowed their banks and a storm surge rose from Raritan Bay. The first demolition took place in Sayreville on March 13, 2014.

In accordance with the funding agreement between the state and FEMA, FEMA’s Hazard Mitigation Grant Program is providing 100 percent of the funding for the initial round of buyouts in South River, Sayreville and Woodbridge.

Approximately 198 properties have been acquired and demolished or are pending acquisition and demolition in Woodbridge. In South River, 77 properties are approved for acquisition and demolition, bringing the total of purchased homes in so far to 273.

Forty-one homeowners in Old Bridge Township and 9 homeowners in Lawrence Township have submitted buyout applications and are awaiting approvals.

The state ultimately aims to purchase 1,300 post-Sandy properties to mitigate flood risk by establishing permanent, public open space and to get homeowners in flood-prone areas permanently out of harm’s way.
