FEDERAL AGENCY ASSISTANCE OVERVIEW

Immediately following the June 2011 flooding in the Souris River Basin, federal agencies, under mission assignments from FEMA, responded to public health and safety needs throughout Ward County. Federal life-saving and life-sustaining personnel worked under the direction, and at the request of, state and local leadership. Below is a summary of the federal actions funded by FEMA and the North Dakota Department of Emergency Services to ensure communities and people in the area were protected from further harm and could begin their recovery.

In all, FEMA directed 28 federal response assignments at a cost of more than $60 million dollars to FEMA and almost $7 million to the North Dakota Department of Emergency Services.

In addition, FEMA’s National Flood Insurance Program paid out on 488 claims for a total of $59,331,403.36 in McHenry, Reville and Ward counties.

Department of Health and Human Services

Members of Applied Public Health Teams from the Department of Health and Human Services integrated with local fire department, local health agencies, and structural engineers/building inspectors to assist with public health consultations and inspection of homes for reoccupation.

The teams visited approximately 4,600 homes damaged by the flood, meeting with residents as they returned home and providing environmental health consultations and technical assistance. They distributed post-flood information packets from the North Dakota Department of Health, and gave information on general clean-up activities, pumping out flooded basements, mold issues, household hazardous waste disposal, disinfection, asbestos, the safe use of electrical generators and personal health precautions. They also went door-to-door with structural engineers and building inspectors to assess health concerns such as contamination from wastewater, extent of mold coverage, asbestos, and other hazardous material risks. This mission was assigned by FEMA and cost $100,000, with 10 percent paid by the North Dakota Department of Emergency Services.

Environmental Protection Agency

EPA was given four missions by FEMA: remove household hazardous wastes from the impacted area; decontaminate and prepare white goods and electronic waste for recycling; collect and process orphaned containers; and conduct environmental monitoring and sampling in impacted and work areas.

In total, EPA removed:

  • Nearly 6,000 units of white goods – air conditioners, refrigerators, and other household appliances. Freon, mercury, and other hazardous materials were removed by EPA and the scrap was turned over to the city of Minot for recycling.
  • More than 90,000 small containers, including paint, household cleaners, and small gas cans holding more than 15,000 gallons of gas which was sent to a fuel processor.
  • Several large containers, including propane tanks as large as 3,000 – 5,000 gallons, which were returned to their owners or sent to a Minot company for reuse.
  • 215 lead-acid batteries which were turned over to the city of Minot.
  • More than 550 cubic yards of electronic waste such as household electronics, computers, and television sets which were sent to a contractor for recycling.

In addition, EPA collected asbestos insulation from more than 220 households, conducted air sampling during cleanup activities, and conducted soil sampling in city parks once flooding subsided. This mission was assigned by FEMA and cost $5.2 million, with 10 percent paid by the North Dakota Department of Emergency Services.

General Services Administration

GSA was given the mission to search for space, facilities and land to support FEMA. GSA also provided approximately 20 GSA fleet vehicles in support of the mission.

Its real estate team arranged the following leases:

  • The Joint Field Office in Bismarck.
  • The Area Field Office in Minot located at the State Fairgrounds.
  • Two land leases at the State Fairgrounds in Minot for FEMA trailer staging.
  • A land lease in Minot for a FEMA trailer park supporting flooding victims (still in operation).
  • A temporary space lease at the State Fairgrounds (while FEMA was preparing its Area Field Office for occupancy).
  • A space lease at the former “Y” building in downtown Minot for Housing Management Office Recovery (still in operation).
  • A space lease at the Medical Building in Minot for ESF-14 operations (lease ends July 15, 2012).
  • A space lease for a Disaster Recovery Center at the Dakota Mall in Minot.

There were many other spaces, buildings and lands that were donated by owners such as the city of Minot or the state of North Dakota which were used for the FEMA mission, including land for the base camp in Minot and land in Velva for other FEMA operations. FEMA paid GSA $84,000 for its services.

Occupational Safety and Health Administration

  • OSHA evaluated and ensured the safety of response personnel and civilians by providing air sampling and site inspections, and giving seminars on hazard awareness.
  • OSHA also helped the Vermiculite Asbestos Work Group develop public service announcements (vermiculite is a common insulation which often is contaminated with asbestos) and inspected the responders base camp.
  • This mission was assigned by FEMA and cost $94,000, with 10 percent paid by the North Dakota Department of Emergency Services.

Public Safety and Security

Approximately 135 federal law enforcement officers from four different agencies were deployed to support local police and sheriff’s departments. They protected lives and property in the evacuated areas, maintained points of entry/exit in neighborhoods, did traffic control, patrolled and did other law enforcement duties as assigned. Safety officers came from the Department of Justice, the Department of Homeland Security and the Department of Interior, and were coordinated by the Bureau of Alcohol, Tobacco and Firearms. One officer from Customs and Border Patrol was injured responding to a law enforcement request and remains in physical therapy. Local guards were hired by Federal Protective Services to provide security at FEMA facilities. This mission was assigned by FEMA and cost $3.6 million, with 10 percent paid by the North Dakota Department of Emergency Services.

U.S. Army Corps of Engineers

  • The Corps, at the request of the city of Minot, began funding and building temporary levees in the area on their own authority in April. They continued doing so with 16 levee contracts while the river crested multiple times through June. The temporary leveeconstruction cost the Corps approximately $5 million for Minot alone, another $1 million for Sawyer, $600,000 for Burlington and $500,000 for Velva. The final crest, which overwhelmed the protection system, was almost three times the amount of water of the next highest crest.
  • Emphasis was put on the city’s priorities:
    • protecting the water treatment plant
    • protecting three schools
    • protecting 17 lift/pump stations
    • protecting, maintaining and raising the 3rd St. /4th Ave. levee
    • keeping the Broadway Bridge open
  • Current estimates are that ongoing repairs to the permanent levees and the pump stations, plus the scour at Velva, will cost more than $5 million, again funded by the Corps of Engineers.
  • After the floods, the Corps and its contractors were given the debris removal mission by FEMA. They removed more than 61,000 tons of debris within Ward County, including 54,000 tons from Minot. This included removing the temporary levees. This mission was assigned by FEMA and cost $17 million, with 10 percent paid by the North Dakota Department of Emergency Services.
  • The Corps designed and built the infrastructure at community group sites, totaling 848 pads at three primary locations. This mission was assigned by FEMA and cost $40 million, with 10 percent paid by the North Dakota Department of Emergency Services.
  • More than 150 Corps of Engineers personnel were deployed for flood fighting and flood recovery operations.

U.S. Fish & Wildlife Service

The Fish and Wildlife Service did airboat missions and patrols on both the Red River and the Minot area. They were assigned that mission by FEMA, at a total cost of $100,000, with 10 percent paid by the North Dakota Department of Emergency Services.

Overview

  • Of the nearly $235M in funding for 2011 flooding statewide, more than 80 million has been obligated in the Souris Valley.
  • Among the larger applicants are:
    • Ward County $9.8 M
    • City of Minot $7.2 M
    • City of Burlington $1.6 M
    • Minot Public Schools $46.7 M (more than 20% disaster total statewide)
    • North Dakota State Fair $4 M
    • Minot Park District $2.5M
    • Additionally, $1.9 million has been provided in Bottineau County, $5.5 million in McHenry County and $1.2 million in Renville County.
  • Established three task forces to address high priority projects involving schools, critical facilities and debris removal.

Schools

  • Both Erik Ramstad and Lincoln schools were deemed eligible for replacement based on 50% repair justification; $25M Federal Share replacement funds for Ramstad and $5M for Lincoln.
  • Provided more than $8.4M to the schools for activities ranging from emergency protective measures to building repairs and temporary classrooms.
  • Approved and funded installation of temporary school facilities allowing classes to start within 10 days of the scheduled start date. This was accomplished through proactive evaluations and rapid resolution of environmental concerns in advance of applicant identified requirements.

Emergency Work

  • Removed over 69,000 tons of debris totaling over $2.6M through mission assignment to USACE.
  • Debris removal missions allowed for the accomplishment of private site housing of over 1,000 eligible applicants; 100% of eligible applicants housed before Christmas 2011.
  • Funded safety inspections of over 4,000 Minot buildings (including private residences).
  • Mission assigned OSHA to provide partnerships in mishap prevention and eliminating the need for compliance and enforcement inspections.
  • Mission assigned EPA to remove over 6,000 units of white goods, 80,000 small containers of HAZMAT, 15,000 gallons of gasoline, 215 lead-acid batteries and over 550 cubic yards of electronic waste (most of which was recycled).

Statewide

  • To date, 4438 projects have been obligated, with nearly $235 million in federal cost-share funds provided to the state of North Dakota.
  • To date more than $9 million in federal cost-share funds have been provided to state agencies for 2011 disaster response activities, including:
    • North Dakota National Guard $5 M
    • ND Dept. of Transportation $2.2 M
    • ND Dept. of Emergency Services $1.1 M

Texas Hurricane History Demonstrates Need to Prepare For Upcoming Season

DENTON, Texas — Fourteen hurricanes and six tropical storms since 1961, which resulted in federal disaster declarations, serve as reminders to Texans that now is the time to prepare for the upcoming hurricane season.

The 2012 Hurricane Season begins on June 1, and while experts are predicting a slower season than in past years, most of the predictions still call for at least a normal amount of activity. The 50 year average is a little over 11 named storms, six of those becoming hurricanes and two becoming major ones – Category 3 or higher.

In the last 50 years, Texas has had 20 storms that resulted in federal declarations. Fourteen were hurricanes and six were tropical storms. The hurricanes were Carla (1961), Cindy (1963), Beulah (1967), Celia (1970), Allen (1980), Alicia (1983), Gilbert (1988), Bret (1999), Claudette (2003), Katrina (2005 – Emergency), Rita (2005), Dolly (2008), Ike (2008) and Alex (2010). The tropical storms were Danielle (1980), Allison (1989), Charley (1998), Frances (1998), Fay (2002) and Erin (2007).

Six of the hurricanes and two of the tropical storms occurred in the last decade and resulted in the Lone Star State receiving approximately $7.5 billion in federal disaster aid. That assistance fell under both the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) and Individuals and Households (IHP) programs and included funding for direct housing, crisis counseling, disaster legal services, disaster unemployment, and U.S. Small Business Administration (SBA) low-interest disaster loans.

Hurricane Katrina in Texas was an emergency declaration and provided reimbursements to the state for housing Katrina evacuees.

There have been no hurricanes or tropical storms resulting in a FEMA disaster declaration in the past two years, but several storms have affected the state nonetheless. Tropical Storm Hermine in 2010 caused major inland flooding in the Dallas/Fort Worth area and Tropical Storm Lee in 2011 stirred up winds that exacerbated a weekend wildfire in Bastrop County.

“These statistics more than demonstrate the need for all Texas to be prepared,” said Acting FEMA Region 6 Administrator Tony Robinson. “We say it often, but it’s the best way to get a clear message out there – Get a Kit, Make a Plan and Stay Informed.

FEMA Funding Made Available to Help Nevada Fight TRE Fire

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help the state of Nevada fight the TRE Fire in Douglas County.

The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time the state of Nevada submitted a request for a Fire Management Assistance Grant, the fire was threatening 700 homes in and around Topaz Ranch Estates. The fire was also threatening numerous businesses, infrastructure and utilities in the area. Voluntary evacuations had taken place for approximately 300 people.

“FEMA Region IX remains in constant contact with the Nevada Division of Emergency Management to identify needs and provide ongoing support as requested,” said FEMA Region IX Administrator, Nancy Ward.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible firefighting costs, covered by the grant, must meet a minimum threshold for costs before delivery of assistance. Eligible costs covered by the aid can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

WASHINGTON, D.C. — Today, the Federal Emergency Management Agency and its partners released the 2012 National Preparedness Report (NPR) identifying significant progress the nation has made in areas of prevention, protection, mitigation, response, and recovery. Overall the Report found that the nation has increased its collective preparedness, not only from external threats, but also for natural and technological hazards.

“This Report illustrates areas of national strength to include planning, operational coordination, intelligence and information sharing, and other response related capabilities,” said FEMA Administrator Craig Fugate. “As we continually assess and aim to meet the full vision of the National Preparedness Goal, we must continue to build on the significant progress to date and address identified opportunities for improvement.”

The Report reflects how the nation has made significant progress addressing opportunities for improvement identified after events such as 9/11 and Hurricane Katrina. For example, the 9/11 attacks revealed limited information sharing across the government and the private sector, but since that time, the Department of Homeland Security (DHS) has developed a national network of fusion centers and has standardized policies. Additionally, DHS has been closely coordinating with the Joint Terrorism Task Forces for sharing information across the whole community.

The Report details how federal preparedness grant dollars have been used to build and sustain core capabilities. From fiscal year (FY) 2006 to FY 2010, $17.2 billion in DHS-FEMA non-disaster preparedness grant investments were made through various grant programs. Programs such as the State Homeland Security Program and Urban Areas Security Initiative support a range of capabilities across all mission areas, leveraging these substantial investments more broadly.

Decision makers in the public and private sectors use risk analysis to shape and prioritize preparedness activities across mission areas. States are required to conduct threat and hazard identification and risk assessments as a condition for receiving most preparedness grants and set threat and hazard-based targets for capability assessments when developing State Preparedness Reports.

The NPR looked at 31 core capabilities needed to achieve the National Preparedness Goal across the five mission areas of prevention, protection, mitigation, response and recovery. This Report was written in close coordination with leaders of federal departments and agencies, and reflects input from state, local, tribal and territorial governments, private and nonprofit sector partners and the general public.

The National Preparedness Report is the next step in implementing PPD-8. CHARLESTON, W. Va. — Sometimes it’s unwise to challenge Mother Nature. As West Virginians know all too well, in many areas of the state flash floods are frequent visitors, and an increasing number of homeowners have decided to seek higher ground.

One family in Stollings saw its two-story house inundated time and again by the nearby Guyandotte River. Flood insurance paid for most of the repeated repairs and cleanups, but no policy can make up for the stress of being repeatedly flooded. And as the disasters continue, a vulnerable house inevitably becomes worth less and less.

The Logan County Commission had determined that the flash flooding of 2004 caused enormous damage to many homes in the Stollings neighborhood, and several homeowners chose to take advantage of the Federal Emergency Management Agency’s “buyout” process under the Hazard Mitigation Grant Program. After the flood of May, 2007, the family also decided it was time to move and accepted the county’s buyout offer.

These projects are normal real-estate transactions. Homeowners are paid fair market value for their homes as calculated before the damage occurred. Once the property is purchased, the structures are removed and the property becomes public open space or green space. It can never be developed or sold to private parties. It can be used as a public park, can be leased for agricultural use, but no structures of any kind can be erected thereon.

The Buyout program is completely voluntary on the part of the property owner and the community. Buyout, or “acquisition,” projects are administered by the state and local communities, be they towns or counties. While FEMA shoulders 75 percent of the costs, it does not buy houses directly from the property owners.

The property owners do not apply to the state for buyouts, but the community may sponsor applications on their behalf. Those applications are prepared by the communities with the input of homeowners whose properties have suffered heavy damage. The applications are completed after the state has advised the community of any state priorities or special restrictions. The state and community work together to identify where buyouts would make the most sense.

The state then submits whatever applications they deem appropriate for action for FEMA’s review, which ensures the rules are being followed, the environment is protected and the buyouts would be a cost-effective use of funds.

If and when FEMA approves the purchase, the community begins to acquire the property. The actual transaction is done by the community or the county. FEMA warns that the process is not quick. The whole buyout process from the day of the disaster to the property settlement can take up to two years.

The family in Stollings has now moved to safer ground. The house is gone and the property is an empty, grassy open space. When the floods hit Logan County in March of this year, this property had no house left to damage or destroy, and the open spaces where houses once sat helped reduce flooding downstream.

ESSEX JUNCTION, Vt. – With the April 17 deadline for filing individual income tax returns rapidly approaching, Vermonters who were affected by last year’s spring floods or Tropical Storm Irene may have help available.

Officials with the Federal Emergency Management Agency urged Vermonters to check with both the Internal Revenue Service and the Vermont Tax Department to learn what benefits may be available.

“Vermonters who suffered losses from a presidentially declared disaster have a variety of options open to them,” said FEMA’s Federal Coordinating Officer James N. Russo. “In addition to filing a disaster casualty loss claim, they can receive a waiver of fees and expedited processing if they request documents like prior tax returns that may have been destroyed.”

Casualty losses – property damaged or destroyed and not covered by insurance or other reimbursement – can be deducted from an amended 2010 return or on the 2011 return, both of which are due April 17. Russo reminded those who received Individual Assistance grants from FEMA that these are not considered income for tax purposes.

The deduction applies to loss of property because of sudden, unexpected or unusual events such as severe weather. The unreimbursed loss must be more than 10 per cent of the taxpayer’s adjusted gross income to be eligible for the deduction, and individuals cannot deduct those personal property losses that have been covered by insurance or other reimbursements, such as FEMA Individual Assistance grants.

Vermont state income taxes are based on the filer’s federal taxable income, so flood-related losses do not need to be documented separately with the State of Vermont.

“We encourage Vermonters affected by Tropical Storm Irene to take advantage of all the assistance available to them,” said Mary Peterson, Tax Commissioner for the State of Vermont. “Vermonters able to reduce their tax liability at the federal level due to Irene may be able to receive tax relief at the state level as well. It is important to understand all of your options.”

There are special forms and requirements for casualty losses, but at this late date VTCPA is urging Vermonters who have not yet sought help to file for extensions. The Volunteer Income Tax Assistance (VITA) program offers free tax preparation services to Vermonters making under $42,000 annually. AUSTIN, Texas — Any time is a good time to safeguard your home and family against wildfires, but Texas’ April 9-13 Wildfire Awareness Week offers the perfect opportunity. The Federal Emergency Management Agency and the State of Texas suggest Texans use the week to learn their wildfire risk and get prepared. 

“Wildfire Awareness Week is an opportune time to plan for wildfire season, especially with the continuing risk due to the state’s drought conditions,” said Texas Division of Emergency Management Chief Nim Kidd. “Educating yourself about the wildfire threat and taking steps to protect yourselves and your property could help prevent the kind of destruction Texas experienced last year.”

“Whether you own your home or rent, it’s important to have a plan in place to protect your personal property, family and pets from the devastation of a wildfire,” said Kevin Hannes, FEMA’s federal coordinating officer for the 2011 Texas wildfire recovery missions. “Make a plan, build a disaster supply kit and stay informed. Those are the three key components to staying safe under any hazardous conditions.”

Those living in historically high-risk areas for wildfires or in the Wildland Urban Interface, an area where homes or other structures meet and mix with undeveloped, natural landscapes, should be particularly aware of their surroundings and make preparedness a top priority, said Hannes. It’s also good idea review your homeowner’s or renter’s insurance policy before a fire breaks out, he added.

FEMA and TDEM suggest taking proactive, preventative measures to protect a home against wildfire destruction, such as creating defensible space and hardening the home.

Defensible Space:

  • Create a fire-safe landscape zone ranging from 30 to 100 feet around the home.
  • Plant only fire-resistant shrubs and trees. For example, hardwood trees are less flammable than pine, evergreen, eucalyptus or fir trees. Carefully space tree plantings to avoid creating pockets of fuel.
  • Create “fuel breaks,” such as driveways and gravel walkways.
  • Remove ground fuels like grass, leaves, pine needles, dead limbs and twigs within 30 feet of the home. Clear all flammable vegetation and other materials. Remove branches that extend over the roof or power lines. Mow grass regularly.
  • Trim all dead branches from trees in the yard and prune low hanging limbs to prevent fire from climbing to the crowns of the trees.

Harden the Home:

  • Use fire-resistant roofing material, such as ceramic or slate tile, or standing-seam metal roofing.
  • Protect the home’s eaves with stucco or plaster to prevent flying embers from starting a fire. Consider designing the home without overhangs or use fire-resistant soffits to protect it from embers and hot gases.
  • Ensure that exterior wall coverings are fire-resistant and not susceptible to melting. Concrete, fiber-cement panels or siding, stucco, masonry and metal are some recommended materials.
  • Use metal mesh screens to keep fast-flying embers out of vents and chimneys. Vents should also be made of metal.

CHARLESTON, W. Va. — The five state and federal Disaster Recovery Centers open in West Virginia to assist individuals, households and businesses that suffered damage from the recent storms will be closed Sundays beginning April 8.

The regular hours of operation are: Monday through Friday, 10 a.m. to 7 p.m. and Saturday, 10 a.m. to 5 p.m. at:

The centers are staffed with disaster-recovery specialists who can provide information and answer questions about storm-related assistance, according to FEMA. 

“Before stopping by at the disaster recovery centers, people seeking assistance are strongly urged to register with FEMA,” said Charleston-based FEMA Federal Coordinating Officer Deanne Criswell.
By phone, call the FEMA Hotline at 800-621-FEMA (3362). For those with speech or hearing disabilities, use the TTY number, 800-462-7585. Applicants can also register online at DisasterAssistance.gov or with any web-enabled device at m.fema.gov.

Also on hand at the Disaster Recovery Centers are representatives from the Small Business Administration who can explain the low-interest disaster loans available to homeowners, renters, private nonprofits and businesses of any size. These loans are for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, officials said.  People who register with FEMA may be sent a loan application from the SBA. No one is obligated to take out a loan, according to the SBA.

FEMA’s ‘Rambo’ Ready To Expedite Fire Management Grants

AUSTIN, Texas — As wildfires raged throughout Texas in 2011, the Federal Emergency Management Agency (FEMA) declared a record 55 Fire Management Assistance Grants (FMAGs) to help local governments and other applicants recoup some of their firefighting costs. Now FEMA wants to help those applicants get their money.

Through an innovative pilot program called Recovery Assistance Mobile-Based Operations (RAMBO), FEMA Public Assistance teams can work with the applicant much the way a tax preparer works with a client during tax season — and RAMBO is available to go right to the applicant’s office.

“Contacting a RAMBO team leads to expedited assistance,” said FEMA Public Assistance Branch Director Karri DuBois. “Not only is a checklist provided beforehand to help the applicants know the kind of paperwork to collect, we then save everyone time by reviewing the documentation and helping them work through the process.”

The team goes over receipts and other documents with the applicant, making sure that all paperwork is in order and asking and answering questions so that the final project worksheet can be completed and funds quickly obligated.

In Kimble County, for instance, the RAMBO team helped get funds obligated within a couple of weeks rather than the normal timeframe of several months or longer.

“We worked closely with our state partner, the Texas Division of Emergency Management, to find a way to expedite the FMAG process, and RAMBO was the answer,” said Kevin L. Hannes, FEMA’s federal coordinating officer for the Texas wildfire disasters. “Our goal is to get local governments reimbursed as quickly as possible so they can focus on the current wildfire season.”

An FMAG is federal assistance approved while a fire is burning uncontrolled and threatens such destruction as to constitute a major disaster. It offers 75 percent reimbursement for eligible expenses such as overtime labor, equipment and supplies, provisions for shelters, safety items for firefighters and mutual aid. The grant recipient for an FMAG is the state. State agencies and local entities apply to the state for subgrants.

FMAGs were declared in 2011 for specific fires in Archer, Bastrop, Bexar, Bosque, Brewster, Cass, Clay, Coke, Eastland, Ector, Ellis, Fisher, Grimes, Harris, Howard, Hutchinson, Jack, Jasper, Jeff Davis, Kent, Kimble, King, Knox, Marion, Midland, Mitchell, Montgomery, Motley, Nolan, Palo Pinto, Potter, Presidio, Randall, Shackelford, Somervell, Stephens, Stonewall, Tom Green, Travis, Walker, Waller, Webb, Wichita, Wilbarger, Williamson and Young counties.

Applicants wanting assistance from RAMBO should contact their state Public Assistance coordinator.
