FEMA, Federal Partners Continue to Support State and Local Response Efforts in Impacted Areas

The Administration, through FEMA, is committed to providing support to Midwest and Mid-Atlantic states affected by the storms. FEMA, through our National Response Coordination Center and Regional offices in Chicago, Ill. and Philadelphia, Pa., has been in constant coordination with our federal partners as well as impacted states since the storms first struck on Friday, to make sure there are no unmet needs.

The following timeline provides an overview of federal activities, to date, in support of the impacted states, families and communities.

Tuesday, July 3

  • U.S. Department of Energy (DOE), the lead agency for Emergency Support Function 12 – Energy, issued a DOE situation report.
  • At the request of the State of Maryland, FEMA is deploying two Region Liaison Officers to the state Emergency Operation Center to coordinate potential federal resources requirements.
  • FEMA has deployed community relations teams to West Virginia to support state and local efforts to check on residents without power, provide informational resources, and provide situational awareness about conditions in impacted communities.

Monday, July 2

  • The U.S. Department of Health and Human Services deployed representatives to the West Virginia State EOC to assess medical needs and requirements for access and functional needs support.
  • FEMA continuedto distribute water and generators to various staging areas in Ohio and West Virginia, to support state and local response efforts.
  • FEMA’s Regional Disability Integration Specialists in Philadelphia, Pa. and Chicago, Ill. send out information on Cooling Stations to the disability community, including through the National Federation for the Blind and Deaf advocacy groups, and reached out to these groups to determine needs of affected persons with disabilities.

Sunday, July 1

  • FEMA staged water and generators in West Virginia as well as Columbus, Ohio to transfer to the State to support affected communities.
  • One Mobile Communications Office Vehicle (MCOV) onsite in Morgantown, W.Va.; 2 MCOVs en route to Charleston, W.Va.
  • In coordination with FEMA, the U.S. Department of Energy deploys experts to West Virginia and FEMA Headquarters in Washington D.C., and is supporting FEMA’s regional offices in Chicago, Ill. and Philadelphia, Pa.
  • The U.S. Army Corps of Engineers (USACE) deployed personnel to Ohio to support assessments and generator installations for emergency power.
  • A FEMA Disability Integration Specialist participated in a coordination call with West Virginia Emergency Management to support identifying the needs of affected populations with access and functional needs.

Saturday, June 30

  • President Obama issues emergency disaster declarations for the State of Ohio for all 88 counties in the state, and the State of West Virginia for all 55 counties in the state. The declaration authorizes FEMA and its federal partners to provide direct federal assistance under the Public Assistance to protect lives and property.
  • President Obama speaks with Ohio Governor John Kasich, Virginia Governor Bob McDonnell, Maryland Governor Martin O’Malley, and West Virginia Governor Earl Ray Tomblin to receive an update on the severe storms, and to express his condolences for the loss of life and his concern for individuals and first responders still confronting the destruction and loss of power that is impacting communities as a result. The President tells the Governors that he has directed FEMA to ensure they continue to provide necessary support to state and local officials in impacted areas as they respond to these events.
  • The President receives an update from FEMA Administrator Fugate on impacts and response activities in states, including parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania, as well as the District of Columbia. The President asks Administrator Fugate to stay in close contact with our partners on the ground to make sure FEMA and federal partners are providing all available support, and to keep him updated as the response and recovery continues.
  • DHS Secretary Napolitano speaks with the Governors of the affected states to express condolences for the loss of life and to ensure that federal support is provided to the states as needed.
  • FEMA Administrator Fugate contacts District of Columbia Deputy Mayor for Public Safety to provide support as needed.
  • A Mobile Emergency Response Support (MERS) team deploys to West Virginia to provide secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, if needed.
  • FEMA activates the National Response Coordination Center (NRCC), a multi-agency center based at FEMA headquarters in Washington, D.C. The NRCC provides overall coordination of the federal response by bringing together federal departments and agencies to assist in the preparations for and response to disasters. Select emergency support functions are activated to support state operations.
  • FEMA activates its Regional Response Coordination Centers (RRCCs) in Chicago, Ill. and Philadelphia, Pa. to support state requests for assistance.
  • FEMA deploys Incident Management Assistance Teams (IMAT) and liaison officers to West Virginia and Ohio State Emergency Operations Centers to coordinate with state and local officials to identify needs and shortfalls impacting disaster response.
  • FEMA Administrator Craig Fugate holds a video teleconference call to discuss the latest developments with the National Weather Service, partner agencies and regional representatives and to assess their needs or shortfalls.

Friday, June 29

  • A line of severe thunderstorms moved across parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania and the District of Columbia causing widespread wind damage and there have been reports of significant power outages and debris.
  • FEMA through its regional offices in Chicago, Ill and Philadelphia, Pa., begins constant contact with affected states’ emergency management officials. FEMA Region III Regional Administrator MaryAnn Tierney and Region V Regional Administrator Andrew Valasquez III make direct contact with the Emergency Management Directors of the affected states.

DENVER, Colo. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Squirrel Creek Fire, located in Albany County in south-central Wyoming.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires.

On July 1, the state of Wyoming submitted a request for a Fire Management Assistance Grant, as the fire was threatening 250 homes in and around the communities of Fox Creek, Lake Owen, Woods Landing, Jelm, Albany and Hattie’s Lake about 45 miles southwest of Laramie.

High #230 was closed. Highway # 10 is threatened, as is the municipal watershed for the cities of Laramie and Cheyenne in the area. Mandatory evacuations took place for approximately 50 to 60 residences and another 175 on a one-hour evacuation alert. Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

These grants do not provide assistance to individual home or business owners and do not cover other infrastructure damage caused by the fire.

DENVER, Colo. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for Utah’s Rose Crest Fire in Salt Lake County. This is the fourth Fire Management Assistance Grant has approved in the last week.

FEMA Regional Administrator Robin Finegan approved a Fire Management Assistance Grant (FMAG) upon receiving the state’s request. At the time of the request, the fire was threatening approximately 150 homes in Herrmann City, Utah with a population of 20,000. The fire is also threatening a military installation, a residential subdivision and volatile brush.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs for managing, mitigating and controlling the fire. These grants do not provide assistance to individual home or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

Since Friday, June 22, FEMA has approved Fire Management Assistance Grants for the Dump Fire in Utah County, the Wood Hollow Fire in Sanpete County and the Clay Springs Fire in Millard County, after it was determined that the fires threatened to create a major disaster. There are currently five other large fires burning uncontrolled in Utah.

FEMA Continues to Monitor Tropical Storm Debby 

Individuals in Affected States Urged to be Aware of Potential Flooding Conditions and Listen to Local Officials

WASHINGTON, D.C. — The Federal Emergency Management Agency (FEMA) and its federal partners continue to monitor and work closely with states potentially affected by Tropical Storm Debby, including Florida, Georgia, Mississippi, Alabama and South Carolina. FEMA and its partners will continue to closely track severe weather conditions and forecasts for Debby through the week, and are urging residents to be vigilant in monitoring local reports due to anticipated heavy flooding.

As of 10 a.m. today, the storm is currently located in the Gulf of Mexico about 75 miles south-southwest of Apalachicola, Florida, and continues on a very slow pace, moving northeastward at 3 m.p.h. Tropical storm watches and warnings, as well as flash flood watches and warnings have been issued for several areas along the Gulf Coast, including inland areas.

“Gulf coast residents and visitors should take Tropical Storm Debby seriously,” emphasized FEMA Administrator Craig Fugate. “Tropical Storm Allison in 2001 illustrates the immense amount of rain a slow-moving tropical system can produce. Flooding with Tropical Storm Debby is a very big concern for the Florida panhandle and portions of the southeast.”

According to the National Weather Service, Debby is expected to produce rain accumulations of 5 to 10 inches over eastern portions of the Florida panhandle and northern Florida, with isolated maximum amounts of 25 inches possible. Total rain accumulations of 5 to 10 inches are expect over central Florida and southeast Georgia into coastal South Carolina, with isolated maximum amounts of 15 inches possible.

Along with the heavy rains, land falling tropical systems also increase the potential for tornadoes, and FEMA is urging people in the impacted areas to monitor weather conditions by listening to your local radio and television news outlets, or by listening to NOAA Weather Radio.

FEMA, through its regional offices in Atlanta, Ga., and Denton, Texas, remains in constant contact with state emergency management officials stands ready to support impacted states if requested. At the request of the State of Florida, a FEMA liaison officer is onsite at the Florida state emergency operations center to support state response efforts as needed.

FEMA Deputy Regional Administrator Doug Gore approved the state’s request for a federal Fire Management Assistance Grant (FMAG) upon receiving the state’s request at 11:10 a.m. MDT Friday morning. At the time of the request, the fire was threatening 250 homes in and around Saratoga Springs, UT, population 2,000. Voluntary and mandatory evacuations were taking place in the area and affecting approximately 250 people. The fire was also threatening utilities, recreation areas and a watershed. At the time of the request, the fire had burned in excess of 800 acres on state and private lands.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs for managing, mitigating and controlling the fire. These grants do not provide assistance to individual home or business owners and do not cover other infrastructure damage caused by the fire.

ALBANY, N.Y. — Time is running out for interested members of the public to bid on the current round of excess Federal Emergency Management Agency (FEMA) manufactured housing units now up for auction on a U.S. General Services Administration (GSA) website.

Twenty five used housing units that have been deactivated by FEMA and turned over to GSA for disposal are currently up for auction at www.GSAauctions.gov. All the units for sale in New York State are located at a staging area in Cobleskill, Schoharie County, and can be viewed by prospective bidders by appointment. The last day to place bids is Wednesday, June 20th.

FEMA brought the units to New York State to help with unmet housing needs in the wake of Hurricane Irene and Tropical Storm Lee. The used models up for auction have all been inspected, but they are no longer intended for residential use. Suggested uses include hunting or fishing camps, tool sheds, workshops or storage buildings.

The 25 “Park Model” units being offered are the smaller of two styles of manufactured housing units employed by FEMA. Under the GSA process, excess federal property like these used trailer models are first offered to other federal agencies, then state and local government agencies. Auctioning off the remaining used models allows the federal government to recover much of the cost of the units.

Although the current auction of Park Models ends June 20, another round of THU auctions is expected in August, FEMA officials said.

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster assistance has been made available to Oklahoma to supplement state, tribal and local recovery efforts in the area struck by severe storms, tornadoes, straight-line winds, and flooding during the period of April 28 to May 1, 2012.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, tornadoes, straight-line winds, and flooding in Alfalfa, Craig, Grant, Kay, and Nowata counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Nancy M. Casper has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Casper said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Major Disaster for Oklahoma

FEMA Awards Over $7 Million to Suffolk County Towns for Hurricane Irene Recovery Projects

ALBANY, N.Y. — The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has announced over $7 million in Federal grant funding to the State of New York for expenses associated with Suffolk County’s recovery from Hurricane Irene.

FEMA recently approved three debris removal projects within Suffolk County. Applications were approved for the Town of Smithtown, Town of Brookhaven, and Suffolk County. Combined, FEMA approved more than $7 million in federal funds to assist with these debris removal projects. The funds represent 75 percent of the total cost of the projects.

“FEMA is pleased to provide funding for these important projects in support of New York State’s recovery from Hurricane Irene,” said Federal Coordinating Officer Philip E. Parr.

Town of Smithtown: During the period from Aug. 26 to Sept. 5, 2011, Hurricane Irene’s high winds and soaking rains caused 1,855 tons of debris within the Town of Smithtown. FEMA has approved $1,009,769 in funding to reimburse the Town for the federal share of the project to remove debris.

Town of Brookhaven: On Aug. 26, 2011, Hurricane Irene’s heavy rain and gale force winds caused over 16,894 tons of debris throughout the Town of Brookhaven. FEMA has approved $4,296,116 in funding to reimburse the Town for the federal share of the project to remove debris from within the Town limits.

Suffolk County: During the initial response to Hurricane Irene, Suffolk County activated personnel from all departments to assist in cleanup operations, utilizing its own equipment as well as hiring additional contractors with specialized equipment to provide additional help to collect, reduce and dispose of debris. The county submitted an application for reimbursement for costs associated with the emergency debris removal. FEMA has approved the county’s application, granting $1,745,715 to Suffolk County for a major debris removal project.

DENVER – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the High Park Fire located in Larimer County.

FEMA Regional Administrator Robin Finegan approved the state’s request for a Federal Fire Management Assistance Grant (FMAG) at 7:19 p.m on June 9, 2012. The fire has burned in excess of 4,000 acres of federal and state/private lands.

At the time of the request the fire was threatening 150 homes in and around Fort Collins, population 299,630. The fire is also threatening campgrounds in the area, the Stove Canyon and Poudre Canyon watersheds and an unknown amount of other infrastructure.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires.

FMAGs are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster.
