TALLAHASSEE, Fla.– Survivors rebuilding their lives from Hurricane Hermine have 14 days left to register for federal disaster assistance. The storm caused widespread damage along Florida’s western coastline, and the State of Florida, the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) continue to support individual and family recovery efforts.

Individuals who have underinsured or uninsured damages or losses from Hurricane Hermine and who live in the 11 eligible counties still have until Monday, Nov. 28, to register for FEMA assistance. The counties included in the federal disaster declaration are Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Manatee, Pasco, Pinellas, Taylor and Wakulla.

Register online at DisasterAssistance.gov or by calling 800-621-3362, which is Video Relay Service (VRS) accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m., seven days a week, until further notice. Don’t wait to register. Applying for federal disaster assistance now may help if you still have unmet needs after receiving your insurance payment. While FEMA cannot duplicate assistance covered by insurance, you may still be eligible for assistance for losses not covered by insurance. The maximum amount of assistance FEMA can legally provide is limited. FEMA grants do not have to be repaid, are nontaxable and do not affect eligibility for Social Security, Medicaid or other federal benefits.

Make sure to complete and return the SBA loan application if you receive one. There is no charge to apply for the loan and no obligation to accept it, if approved. Second to insurance, SBA low-interest disaster loans are the primary source of financial assistance to rebuild disaster-damaged private property for homeowners, renters, businesses of all sizes, and private nonprofit organizations. A completed SBA loan application is also an important step in order to qualify for other state and FEMA grants that cover personal property, vehicle repair or replacement, moving and storage expenses and other help.

Disaster loans up to $200,000 are available to homeowners to repair or replace disaster damaged or destroyed real estate. Homeowners and renters are eligible for $40,000 to repair or replace disaster damaged or destroyed personal property. If SBA does not offer a homeowner or renter a loan, they are referred to FEMA for possible additional grant consideration. Businesses and private nonprofit organizations can borrow up to $2 million for disaster-related losses.

Hermine Survivors: Assistance Still Available, 14 Days Left to Register for Federal Disaster Aid

ATLANTA , Ga.–The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized federal funds to reimburse costs to North Carolina to fight the Party Rock Fire burning in Rutherford and Buncombe counties.

This authorization makes FEMA grant funding available to reimburse 75 percent of the eligible firefighting costs for managing, mitigating and controlling the fire. Eligible costs can include labor, equipment and supplies used for fighting the fire and costs for emergency work such as evacuations and sheltering, police barricading and traffic control.

“This wildfire constitutes a major threat to lives and property. FEMA has approved this request to ensure that North Carolina has the resources to fight this fire,” said FEMA Regional Administrator Gracia Szczech. “State and local partners are the frontline responders battling this wildfire, and we will work closely with them.”

The state requested a Fire Management Assistance Grant (FMAG), and it was granted on the evening of November 11, 2016. The fire started on November 5 in Chimney Rock State Park, and had burned in excess of 1,101 acres of state and private land. At the time of the request, the fire was threatening 500+ homes in and around the Lake Lure, Chimney Rock and Shumont communities. Mandatory evacuations were taking place for approximately 800+ citizens and evacuations are expected to increase. There are 20 other large fires burning uncontrolled within the state.

Federal fire management assistance is provided through the President’s Disaster Relief Fund and made available by FEMA to fund firefighting activities when there is a fire threat that could cause a major disaster. Eligible state firefighting costs covered by the aid must first meet a minimum threshold for costs before assistance is provided.

FEMA Authorizes Federal Funds to Help Battle North Carolina Wildfires

VIRGINIA BEACH, Va. – One week after President Obama issued a major disaster declaration for the Commonwealth of Virginia, more than $3.1 million has been approved for homeowners and renters affected by Hurricane Matthew on Oct. 7, 2016.

This assistance comes in the form of federal grants to individuals and households as part of a joint effort by the Virginia Department of Emergency Management (VDEM) and the Federal Emergency Management Agency (FEMA) officials. More than 1,970 households have applied to FEMA for disaster grants for homeowners and renters. Assistance is currently available to residents in four cities, Chesapeake, Newport News, Norfolk, and Virginia Beach.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and serious disaster-related needs. Disaster assistance grants from FEMA are not taxable income and will not affect eligibility for Social Security, Medicare, and other federal programs. Grants do not have to be repaid to the federal government and do not count as taxable income.

FEMA-contracted housing inspectors have completed more than 1,035 inspections of disaster-damaged properties to verify damage.

Although $3.1 million has been approved in FEMA grants, flood insurance policies have paid more than $12.3 million to those who were covered by flood insurance. To date 2,179 claims have been filed.

Everyone in the disaster declared municipalities is eligible to buy flood insurance, whether they are a business owner, reside in, rent, or own a primary or secondary residence inside or outside a high risk or special flood hazard area. Even condominium complexes can purchase flood insurance. Flood insurance is the best tool for economic recovery after a flood event.

One of FEMA’s federal partners in disaster recovery, the U.S. Small Business Administration (SBA), offers low-interest disaster loans for businesses of all sizes, homeowners, renters and private non-profit organizations. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

Disaster Assistance Tops $3.1 Million for Virginia Survivors

RALEIGH, N.C. — Thousands of North Carolinians registered for disaster assistance since Hurricane Matthew struck the state Oct. 4, and thousands more may still be eligible.

Some survivors don’t register for assistance for a variety reasons, including misunderstandings, rumors and misconceptions and therefore miss out on financial and other disaster assistance. 

If you haven’t yet registered and are a homeowner, renter or business owner with disaster-related damage in a designated county, do not let misinformation keep you from registering. Do it now before it’s too late.

FEMA and the State works closely with other state and federal partners, the private sector, faith-based and voluntary agencies to help match survivors with avenues of assistance. No one is denied disaster assistance because of someone else’s need and most programs are not dependent on income.

Two common misconceptions regarding registering with FEMA are:

  1. Registering for disaster assistance with other agencies or organizations registers you for FEMA disaster assistance.  It does not.
  2. Having FEMA flood insurance registers you for disaster assistance. It does not. It also does not disqualify you from applying for assistance. Flood insurance claims are handled separately and you may find that you had uninsured losses.

If you haven’t registered because English is not your first language, don’t let that stop you.  If you or someone you know needs language assistance, FEMA has interpreters who speak many languages. Translators are available and can help you in the registration process.

Also know that you may apply if you are a non-citizen national with a Social Security number or a qualified alien who holds permanent residency, refugee, or asylum status. If you are the parent of a U.S. citizen in your household, you may apply for federal disaster assistance on behalf of your child.

If you are a renter and haven’t registered, know that you too may be eligible for federal disaster assistance and referrals to state agencies that may be able to help.

As an applicant, your information is confidential. FEMA does not share your information with other agencies unless you want us to do so.

FEMA, NCEM and the U.S. Small Business Administration offer a variety of programs to help in your recovery. FEMA assistance will not affect your government benefits, such as Social Security, Medicare, Medicaid or SNAP (Supplemental Nutrition Assistance Program) and you will not pay additional income taxes or see any reduction in your Social Security checks or any other federal benefits.

The following are commonly asked questions and responses with accurate information about federal and state disaster programs and services:

  • I have insurance. Am I still eligible for help? Possibly. FEMA will not duplicate insurance benefits, but you may be eligible for help with losses not covered or with damage in excess of your coverage.
  • I am waiting for my insurance adjuster. Can I still apply for disaster assistance? Yes. Don’t wait for an adjuster before applying for aid or making necessary repairs to make your house livable, but do check with your local building officials for permitting, right of entrance or any other local issues before starting, and be sure to keep papers and receipts for all work because you may qualify for reimbursement of expenses not covered by insurance. And, you will want to keep FEMA informed of your settlement status and provide any updated insurance documentation, including a settlement if you received it.
  • I received help from the Red Cross and other organizations immediately after the disaster. Can I still get help from FEMA or the state? Yes.
  • If I gave information to my emergency manager, called 2-1-1 or the American Red Cross, must I still register with FEMA? Yes. To be eligible for federal and state disaster assistance, you must first apply with FEMA. You can apply online at DisasterAssistance.gov, call FEMA’s Helpline at 800-621-3362 for voice, 711 and Video Relay Service.   • I don’t own a business. Why should I apply for a loan from the SBA? Next to insurance, SBA is the primary source of funds for real estate property repairs and replacing lost contents following a disaster. Obtaining a low-interest disaster loan may be the solution to your recovery needs. Returning the completed application also may enable you to qualify for additional FEMA disaster recovery assistance programs for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. If SBA determines you cannot afford a loan, you may be considered for assistance from other organizations. There is no requirement to take out a loan if one is offered from SBA.

Do Not Let Misinformation Keep You from Registering for Disaster Assistance

TALLAHASSEE, Fla. – Residents with disabilities or access and functional needs affected by the recent hurricanes in Florida can find many resources to assist in applying for federal disaster assistance.

Every resident in a declared disaster area receives the same services and assistance. This is a FEMA commitment.

Services Available for Matthew, Hermine Survivors with Disabilities, Access Needs

RALEIGH, N.C. – FEMA/State Disaster Recovery Centers will reflect new operational hours in all North Carolina counties hosting them. Beginning Monday, Oct. 31, the new hours will be Monday through Saturday, 10 a.m. to 7 p.m. until further notice.

North Carolina residents, who suffered losses and damage as a result of Hurricane Matthew can receive help applying for federal assistance, learn about the types of assistance available, the appeals process and get updates regarding their applications at any of the DRCs operating six days a week in the impacted counties.

All DRCs are staffed with representatives from the Federal Emergency Management Agency, North Carolina Emergency Management and the U.S. Small Business Administration.

As North Carolina residents work to recover from the recent flooding resulting from Hurricane Matthew, they should be on guard for and report suspicious activity of potential fraud and scam artists, identity thieves and other criminals who prey on survivors. The following are a few common post-disaster fraud practices:

Fraudulent phone calls or visits: Individuals claiming to be from FEMA and who do not have proper FEMA photo identification.

  • Survivors will be asked to provide their Social Security number and banking information only when registering for FEMA assistance. They should never give this information to contractors.

Fake offers of federal aid: A phone or in-person solicitor promises to speed up the insurance, disaster assistance or building-permit process for a fee. Other scam artists promise a disaster grant and ask for large cash deposits or advance payments in full.

  • Federal workers do not solicit or accept money.

  • FEMA and SBA staffers will never charge applicants for disaster assistance, inspections or for assisting individuals fill out applications.

  • If in doubt, survivors should not give out information.

Phony housing inspectors: If home damage is visible from the street, an owner/applicant may be especially vulnerable to fraudulent housing inspectors who claim to represent FEMA or the U.S. Small Business Administration (SBA). Applicants should ALWAYS:

  • Ask to see the inspector’s identification badge. A FEMA or SBA shirt or jacket is not proof of someone’s affiliation with the government. ederal employees and contractors carry official photo identification.

  • FEMA inspectors will already have applicants’ nine digit registration number.

  • FEMA inspectors will never require banking or other personal information.

    North Carolina residents should also be aware that FEMA housing inspectors verify damage. They do not hire or endorse specific contractors to fix homes or recommend repairs nor do they determine your eligibility for assistance.

    Fraudulent building contractors: Disasters also attract fraudulent contractors who offer to begin work immediately and request a cash advance payment. When hiring a contractor: 

  • Residents should only use licensed local contractors who are backed by reliable references and get written estimates from at least three contractors that include the cost of labor and materials. They should also read the fine print.

  • Residents should insist that contractors carry general liability insurance and workers’ compensation. If he or she is not insured, you may be liable for accidents that occur on your property.

  • Don’t pay more than half the costs of repairs upfront.

Bogus pleas for post-disaster donations: Dishonest solicitors may play on the emotions of disaster survivors. These solicitations may come by phone, email, letter or face-to-face.

  • Residents should verify legitimate solicitations by asking for the charity’s exact name, street address, phone number and website address, then phone the charity directly and confirm that the person asking for funds is an employee or volunteer.

  • Residents should not pay donations with cash.

  • Residents should request a receipt with the charity’s name, street address, and phone number.

Unfair Price Gouging:  North Carolina residents should also be on the lookout for price gouging by gas stations, hotels and other businesses serving disaster survivors in the state.

North Carolina Survivors: Avoid Disaster-Related Scams and Fraud

COLUMBIA, S.C. – Homeowners, renters and business owners in Marion and Orangeburg counties must register with the Federal Emergency Management Agency (FEMA) to be eligible for federal disaster assistance for Hurricane Matthew damages and losses in South Carolina.

Disaster survivors may register in any of the following ways:

  • Online at DisasterAssistance.gov;

  • On the FEMA Mobile App;

  • Calling 800-621-3362 (FEMA)

  • Applicants who use 711 or Video Relay Service may also call 800-621-3362

  • People who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585;

  • The toll-free numbers are open from 7 a.m. to 11 p.m., seven days a week

  • Multilingual operators are available.

    Additionally, Disaster Survivor Assistance Teams will soon will be stationed in Marion and Orangeburg counties and visiting damaged neighborhoods to help people register.  Disaster Recovery Centers are planned to open in the near future in the declared counties.

Survivors should contact their insurance company to file an insurance claim. FEMA is unable to duplicate insurance payments. However, those without insurance or those who are underinsured may be eligible for help.

The assistance process is faster if only one person per household registers with FEMA, preferably the head of the household. FEMA’s Individual Assistance program applies only to damage to the survivor’s primary residence. Damage to secondary homes is not eligible.

The following information is needed when registering with FEMA:

  • Social Security number;

  • Address of the location where the damage occurred;
  • Current address;

  • Current telephone number;

  • Insurance information;

  • Total household annual income;

  • Routing and account number for your checking or savings account (this allows FEMA to directly transfer disaster assistance funds into your bank account);

  • A description of disaster-caused damage and losses.

    Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Long-term, low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to cover losses not fully compensated by insurance or benefits from other agencies or organizations.

    Survivors who cannot afford to repay an SBA loan may be eligible for additional grant assistance. They will have to submit an SBA loan application before that can be determined.

After registering with FEMA, applicants will be contacted by a FEMA-contracted housing inspector to schedule an appointment to inspect the house and determine the extent of damage. An adult must be present for the inspection. When registering, applicants should provide a contact telephone number where they always can be reached or receive messages.

Homes that remain flooded cannot be inspected until the water recedes.

FEMA assistance is limited to the amount necessary to make the home safe, sanitary and secure for the number of occupants who live there. The cost of repairing additional spaces such as family rooms, dens or extra bedrooms is not considered. Repair cost estimates are based on standard material and construction costs.

TALLAHASSEE, Fla. – State and federal recovery officials encourage Florida residents to watch for and report any suspicious activity or potential fraud from scam artists, identity thieves and other criminals who may try to prey on survivors vulnerable due to the recent hurricanes. They should also be on the lookout for price gouging by gas stations, hotels and other businesses serving disaster survivors in Florida.

FEMA encourages survivors to be especially vigilant for these common post-disaster fraud practices:

  • Fraudulent building contractors

  • Use only licensed local contractors backed by reliable references.
