AUSTIN, Texas—Residents of 10 Texas counties that were hit by storms and flooding in April are encouraged to register with FEMA for federal disaster assistance if they had damage from the May-June event, as well.

In back-to-back disaster declarations, residents of 10 counties were affected by storms and flooding April 17-30 and again May 26-June 24. Those counties were Austin, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Tyler and Waller.

If residents of those 10 counties registered with FEMA for April disaster-related damage, they also need to register for damage sustained in the May-June storms.

Federal assistance became available to 24 counties for the May-June floods after the presidential disaster declaration of June 11.

Those counties are Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fayette, Fort Bend, Grimes, Harris, Hidalgo, Hood, Kleberg, Lee, Liberty, Montgomery, Palo Pinto, Parker, San Jacinto, Stephens, Travis, Tyler, Waller and Washington.

The deadline to register for assistance is the same for all 24 counties: Aug. 10.

Applying for disaster assistance is essentially a two-step process, which ensures consideration for all FEMA programs and the U.S. Small Business Administration disaster loans. First, register with FEMA, then complete and return the no-obligation SBA loan application, if one is offered. There is no charge to apply for the loan and if approved, no obligation to accept it.

Disaster survivors may register the following ways:

  • online at DisasterAssistance.gov
  • phone 800-621-3362 (FEMA). Applicants who use 711 or Video Relay Service may also call 800-621-3362. Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week. Multilingual operators are available.
  • at a disaster recovery center. To find the nearest one, go online to the disaster recovery center locator at asd.fema.gov/inter/locator.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.

Texans Who Registered for April Storm Damage Should Register for May-June Floods, Too

CHARLESTON, W. Va. — As West Virginians repair or rebuild their homes damaged by last month’s storms, floods, landslides and mudslides, Federal Emergency Management Agency (FEMA) and local hardware and home improvement stores have teamed up to provide free information, tips and literature on making homes stronger and safer.

FEMA mitigation specialists will be on hand at in-store information centers, in four area locations, through July 13, to answer questions and offer home improvement tips and proven methods to prevent and lessen damage from future disasters. Most of the information is geared for do-it-yourself work and general contractors.

FEMA Offers Free Repair, Rebuild Information Sessions at Local Stores

CHARLESTON, W.Va.– West Virginia renters who experienced losses due to the severe storms, flooding, landslides, and mudslides beginning on June 22, 2016, may be eligible for disaster recovery assistance from the Federal Emergency Management Agency and the U.S Small Business Administration (SBA).

“The catastrophic weather that affected West Virginia did not discriminate between homeowners and renters and neither do we,” said Federal Coordinating Officer Albert Lewis, who leads FEMA’s mission in the Mountain State.

Renters may be eligible for grants from FEMA to help with such disaster-related expenses as:

  • Renting a new place to live when the renter’s previous home was lost due to the disaster.
  • Disaster related medical and dental expenses.
  • Replacement or repair of necessary personal property lost or damaged in the disaster, such as appliances and furniture, textbooks and computers used by students, and work equipment or tools used by the self-employed.
  • Repair or replacement of vehicles damaged by the disaster.
  • Disaster-related funeral and burial expenses.

FEMA grants are not loans and do not have to be repaid. They are not taxable income and will not affect eligibility for Social Security, Medicaid, welfare assistance, SNAP benefits and several other programs.

Additionally, renters may qualify for a low-interest loan of up to $40,000 from the SBA to repair or replace personal property.

AUSTIN, Texas – More Texans are eligible for federal disaster assistance for the April storms and many more have additional time to register with FEMA for aid.

FEMA extended the period during which those affected by the storms may be eligible for disaster assistance. To be eligible for FEMA help, damage must have occurred April 17-30.

At the request of the state, residents of Anderson, Cherokee, Smith and Wood counties are now eligible for disaster assistance and are encouraged to register with FEMA.

Also eligible for disaster assistance are residents of Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller, and Wharton counties. Those affected by the storms are encouraged to register with FEMA if they have not already done so.

The deadline to register for assistance is July 29.

More Texans Eligible for Disaster Aid, More Time to Apply

CHARLESTON, WV – One week after President Obama issued a major disaster declaration for West Virginia, more than $10.4 million has been approved for homeowners and renters affected by the severe storms, flooding, landslides and mudslides that began June 22, 2016.  

That total includes more than $8.6 million in housing assistance and nearly $1.8 million in other needs assistance. More than 5,200 households and businesses have registered with FEMA to date.

Disaster assistance may include grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement, and serious disaster-related needs. Nearly 70 housing inspectors have completed more than 2,000 inspections of disaster-damaged properties to verify damage.

Federal disaster assistance is now available to residents of 12 counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster.

The Federal Emergency Management Agency (FEMA) encourages all survivors who sustained disaster-related damage or losses to apply online at DisasterAssistance.gov or by phone (voice, 711 or relay service) at 800-621-3362. (TTY users should call 800-462-7585.) The toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

In support of the State of West Virginia, FEMA has deployed 12 Disaster Survivor Assistance teams to canvass shelters and visit storm-damaged homes in hard-hit areas to register people and answer their questions about disaster assistance.

  • The State and FEMA have opened five Disaster Recovery Centers (DRCs) in hard-hit areas, with more scheduled to open soon. The centers report 934 visitors to date. DRCs

Disaster Assistance Tops $10.4 Million for West Virginia Survivors

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $1,071,593 in Hazard Mitigation Grant Program (HMGP) funds to Hubbard County, Minn., for the construction of two safe rooms at Camp Wilderness Boy Scout camp.  

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce or eliminate the risk of loss of life and property,” said FEMA Region V administrator Andrew Velasquez III. “The construction of these safe rooms will protect the lives of vulnerable citizens by providing a secure location to seek shelter from tornadoes and other high wind events.”

“Boy Scouts visiting Camp Wilderness will be safer when severe weather hits, thanks to a local, state, and federal partnership,” said Minnesota Homeland Security and Emergency Management director Joe Kelly.  “Safe rooms are one way communities across the state are reducing the risk that comes with disasters. These lifesaving projects are possible when we combine resources and work together, and we encourage more cities and counties to apply for grants that will help them protect their residents.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $1,428,790 eligible project cost. The Boy Scouts of America Northern Lights Council will contribute the remaining 25 percent, or $357,197.

FEMA Awards $1,071,593 Grant to Hubbard County

WASHINGTON— As part of the U.S. Department of Homeland Security’s (DHS) ongoing efforts to support state, local, tribal, and territorial partners, Secretary Jeh Johnson today announced final allocations of $275 million for six Fiscal Year (FY) 2016 DHS competitive preparedness grant programs. These allocations, in addition to the more than $1.3 billion in non-competitive grant funding announced by Secretary Johnson in February, total more than $1.6 billion in FY 2016 to assist states, urban areas, tribal and territorial governments, nonprofit agencies, and the private sector with their preparedness efforts.

“In an ever-changing threat environment, our homeland security grants demonstrate the Department’s continued commitment to strengthening the nation’s preparedness and ability to respond to a wide variety of emergencies,” said Secretary Johnson. “These 2016 homeland security grant allocations will support our partners at all levels of government and the private sector, ensuring we remain vigilant and keep the homeland secure.”

Together with previous grant funding awarded since 2002, DHS has awarded more than $47 billion to these partners. Preparedness grants strengthen our nation’s ability to prevent, protect against, mitigate, respond to, and recover from terrorist attacks, major disasters, and other emergencies in support of the National Preparedness Goal and the National Preparedness System.

The FY 2016 grants focus on the nation’s highest risk areas, including urban areas that continue to face the most significant threats. Consistent with previous grant guidance, dedicated funding is provided for law enforcement and terrorism prevention activities throughout the country to prepare for, prevent, and respond to pre-operational activity and other crimes that are precursors or indicators of terrorist activity.

Competitive Grant Program Allocations for Fiscal Year 2016:

Port Security Grant Program (PSGP)—a competitive grant that provides $100 million to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain or reestablish maritime security mitigation protocols that support port recovery and resiliency capabilities.

Transit Security Grant Program (TSGP)—a competitive grant that provides $87 million to owners and operators of transit systems to protect critical surface transportation and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure.

Operation Stonegarden (OPSG)—a competitive grant that provides $55 million to enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies to jointly enhance security along the United States’ land and water borders where there are ongoing Customs and Border Protection missions.

Nonprofit Security Grant Program (NSGP)—a competitive grant that provides $20 million to support target hardening and other physical security enhancements for nonprofit organizations that are at high risk of a terrorist attack and located within one of the 29 Fiscal Year 2016 UASI-eligible urban areas.

Tribal Homeland Security Grant Program (THSGP)—a competitive grant that provides $10 million to eligible tribal nations to implement preparedness initiatives to help strengthen the nation against risk associated with potential terrorist attacks and other hazards.

Intercity Bus Security Grant Program (IBSGP)—a competitive grant that provides $3 million to assist operators of fixed-route intercity and charter bus services within high-threat urban areas to protect bus systems and the traveling public from acts of terrorism, major disasters and other emergencies.

In addition to the competitive grants announced today, in February 2016, Secretary Johnson announced more than $1.3 billion in preparedness grant program funding.

Non-Competitive Grant Program Allocations for Fiscal Year 2016:

Emergency Management Performance Grant (EMPG) Program— a non-competitive grant that provides more than $350 million to assist local, tribal, territorial, and state governments in enhancing and sustaining all-hazards emergency management capabilities. 

Intercity Passenger Rail – Amtrak (IPR) Program—a non-competitive grant that provides $10 million to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of the Amtrak rail system.

Homeland Security Grant Program (HSGP)—provides more than $1 billion for states and urban areas to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other threats. The HSGP grants are:

  • State Homeland Security Program (SHSP)—a non-competitive grant that provides $402 million to support the implementation of the National Preparedness System to build and strengthen preparedness capabilities at all levels.
  • Urban Areas Security Initiative (UASI)—a non-competitive grant that provides $580 million to enhance regional preparedness and capabilities in 29 high-threat, high-density areas.

 

Awards made to the states and urban areas for HSGP carry pass-through requirements.  Pass-through is defined as an obligation on the part of the State Administrative Agency (SAA) to make funds available to local units of government, combinations of local units, tribal governments, or other specific groups or organizations.  The SAA must obligate at least 80 percent (80%) of the funds awarded under SHSP and UASI to local or tribal units of government.  

Per section 2006 of the Homeland Security Act of 2002, as amended (6 U.S.C. § 607), DHS/FEMA is required to ensure that at least 25 percent of grant funding must be used for law enforcement terrorism prevention activities.

DHS Announces Grant Allocations for Fiscal Year 2016 Preaparedness Grants

AUSTIN, Texas – As storms and flooding wreak havoc across Texas, FEMA officials are warning of another danger: scam artists and unscrupulous contractors out to fleece communities and survivors struggling to recover from disaster.

Be aware of these most common post-disaster scams:

Housing inspectors: If home damage is visible from the street, an owner/applicant may be vulnerable to those who pose as housing inspectors and claim to represent FEMA or the U.S. Small Business Administration.

  • Ask for identification. Federal and state representatives carry photo ID. A FEMA or SBA shirt or jacket is not proof of affiliation with the government.

  • FEMA inspectors never ask for banking or other personal information. < >EMA housing inspectors verify damage but do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance.

  • Use licensed local contractors backed by reliable references; recovery experts recommend getting a written estimate from at least three contractors, including the cost of labor and materials; and read the fine print.

  • Demand that contractors carry general liability insurance and workers’ compensation. If he or she is not insured, you may be liable for accidents that occur on your property.

  • Avoid paying more than half the costs upfront. Doing so offers little incentive for the contractor to return to complete repairs.

Pleas for post-disaster donations: Con artists play on the sympathies of disaster survivors, knowing that people want to help others in need. Disaster aid solicitations may arrive by phone, email, letter or face-to-face visits. Verify charitable solicitations:

  • Ask for the charity’s exact name, street address, phone number and web address, then phone the charity to confirm that the person asking for funds is an employee or volunteer.

  • Don’t pay with cash. Pay with a check made out to the charity in case funds must be stopped later.

  • Request a receipt. Legitimate nonprofit agencies routinely provide receipts for tax purposes.

Offers of state or federal aid: Beware of anyone claiming to be from FEMA or the state and asking for a Social Security number, bank account number or other sensitive information. Scammers may solicit by phone or in person, promising to speed up the insurance, disaster assistance or building permit process. Others promise a disaster grant and ask for large cash deposits or advance payments. Here’s how to protect yourself:

  • Federal and state workers do not solicit or accept money. FEMA and SBA staff never charge applicants for disaster assistance, inspections or help in filling out applications. If you have any doubts, do not give out information and file a report with the police.

If you suspect fraud, call the FEMA Disaster Fraud Hotline at 866-720-5721. If you are a victim of a home repair or price-gouging scam, call the Office of the Texas Attorney General at 800-252-8011. Protect Yourself from Disaster-Related Fraud and Scams

BATON ROUGE, La. — Community members, volunteers and all levels of government continue developing solutions to move recovery forward following the severe storms and floods that occurred March 8 through April 8.

The collaboration includes neighbors, friends and family helping one another, identifying places to mobilize volunteers, and providing resources so disaster survivors can move back home. Governments are also collaborating to make communities better, stronger and safer so they will have enhanced protection from future disasters.

Here are some of the ways survivors, communities, volunteers and all levels of government have pulled together to address recovery challenges in the 90 days since the March 13 presidential disaster declaration.

Nearly 40,000 survivors applied for help under the Individual Assistance (IA) program in the 36 eligible parishes during the 90 day registration period. The registration period has closed but help remains just a phone call away. By calling the FEMA helpline you can:    

  • Ask questions about FEMA determination letters.
  • Learn how to appeal FEMA’s determination. All applicants have the right to appeal.
  • Inquire about the status of a registration.
  • Provide change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.
  • Receive information about FEMA home inspections.
  • Get other questions answered about federal disaster assistance.

To date, survivors have received nearly $380 million in federal disaster assistance through a variety of sources.

  • Approximately $69 million in grants has been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and secure.
  • About $19 million in grants has gone to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  • Homeowners, renters and businesses have received more than $95 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  • National Flood Insurance Program policyholders have received approximately $196 million in claims to repair and rebuild flood-damaged property.

Moving back home marks significant recovery progress for survivors and their communities. Many survivors have successfully taken this step because of the volunteers from Louisiana and across the country who have donated their time and skills.

Voluntary, faith and community-based groups are coordinating with their local, state and federal recovery partners to identify survivors in need and ensure resources are there to help. This coordination has resulted in mucking out properties, making repairs and donating essential items like furniture and appliances so survivors can get back home.

Local, parish and state government infrastructure and certain private nonprofit organizations in 37 parishes are progressing in their recovery with the help of FEMA’s Public Assistance (PA) program. So far the program has obligated approximately $2.3 million.

The program is relieving burdens on local governments and the state by reimbursing 75 percent of eligible costs to restore essential services like roads, bridges, utilities, schools and hospitals. Many services will be restored more resilient than they were before the disaster.

The program also assists with removing the debris that blemishes communities. Many repair and rebuilding projects have been able to start on properties of towns and parishes because disaster-related clutter has been cleared.

Disaster recovery officials have interacted with survivors in several different ways and many remain on the ground in Louisiana to assist with recovery.

  • Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and FEMA specialists have held 14 applicant briefings to provide a general overview of the Public Assistance program to local leaders.
  • State and federal Public Assistance specialists have held more than 250 kickoff meetings to discuss with parish representatives and certain nonprofits what projects may be available and to answer questions.
  • FEMA specialists have attended approximately 60 community organization events in Louisiana to discuss and answer questions about federal disaster assistance.
  • Nearly 21,000 survivors visited 44 disaster recovery centers (DRCs) where they met face to face with federal, state, local and volunteer representatives. The first centers opened less than a week after the presidential disaster declaration. The last ones closed June 10.
  • More than 35,000 FEMA housing inspections have been completed.
  • More than 70,000 survivors spoke with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register for help, provide recovery information and listen to their concerns and resulted in more than 4,000 field registrations for federal disaster assistance.
  • Free consultations on building hazard-resistant homes were given to nearly 7,000 survivors at DRCs and more than 5,000 at Louisiana home improvements stores.

A team of state and federal disaster recovery specialists are identifying additional funding sources and strategies to restore, redevelop, revitalize and better prepare affected communities. They are working with local and parish governments, community leaders and the private sector to overcome long-term recovery challenges by pooling resources, providing technical assistance and identifying recovery funding sources.

Recovery partners continue coordinating to get survivors back home, advance the recovery of affected communities and make Louisiana more resilient.

AUSTIN, Texas – Texans who suffered damage or loss from the April storms and flooding in 12 counties have only until Friday, June 24, to register for FEMA disaster assistance.

Assistance can include money for rental assistance, essential home repairs, personal property loss and other serious disaster-related needs not covered by insurance.

Texans with disaster-related damage or loss from the April 17-24 storms may be eligible for assistance if they live or work in the following 12 counties: Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller and Wharton.

Texans can register the following ways:

  • online at DisasterAssistance.gov

  • by phone at 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week. Multilingual operators are available.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.
