DENTON, Texas – Homeowners, renters and business owners are encouraged to review revised preliminary flood maps for St. Bernard Parish, Louisiana. Anyone who wishes to file an appeal or comment has until Aug. 10, 2016, for submission.

 “We hope that everyone reviews the maps to understand the flood risks involved,” said FEMA Region 6 Administrator Tony Robinson. “It is also very important that we receive the public’s input on these maps.”  
    
Appeals are formal objections and must be based on technical data showing proposed maps to be scientifically incorrect. Appeal topics include: Proposed base flood elevations or flood depths, Special Flood Hazard Area (SFHA) boundaries and zones, or floodways. Anyone making an appeal must include the method, data and analysis used to support the claim.  

Comments are objections to a base map feature change. Those feature changes could include labels, incorrect road names or jurisdictional boundaries, or any other non-appealable change.

The public can provide comments and appeals to their local floodplain administrator, who will forward them to FEMA for final resolution.

The maps can be viewed at the parish floodplain administrator’s office, or by:

Appeals and Comments on Revised Preliminary Flood Maps for St. Bernard Parish Ends Soon

PHILADELPHIA – The Federal Emergency Management Agency (FEMA) is continuing to support response and recovery efforts in West Virginia following the severe storms, flooding, landslides, and mudslides that have been affecting the state and its people. The National Weather Service has indicated that the floodwaters are receding in parts of West Virginia, but more heavy rain is expected in areas already hit hard by flooding. A flash flood watch for 22 counties has been issued until Monday evening. Heavy rains could cause some streams to breach their banks.

On June 25, 2016, President Obama issued a major disaster declaration for the State of West Virginia. This declaration releases federal funding to help individuals and communities recover from the severe storms, flooding, landslides, and mudslides that occurred June 22, 2016, and continuing. The request makes assistance to individuals and households in Greenbrier, Kanawha, and Nicholas counties. The request also provides emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program for Greenbrier, Kanawha, and Nicholas counties. All of West Virginia is eligible for hazard mitigation grant program (HMGP) funding. 

FEMA’s main priority is to support survivors and communities in West Virginia, and as of Monday morning, over 1,000 total registrations for FEMA Individual Assistance program have been counted as a result of the Preliminary Damage Assessments (PDAs) conducted in the area that began today. PDAs are an information gathering process that measures damages and the impact to communities. 14 PDA teams have arrived to conduct PDAs for both Public Assistance and Individual Assistance.

FEMA is working to provide commodities and support to the State of West Virginia’s distribution efforts. The agency has moved water and food supplies into West Virginia and is turning them over to West Virginia Emergency Management Agency for distribution to impacted communities. In support of the State of West Virginia, FEMA has deployed over 250 staff to the state to assist in response and recovery. An Incident Management Assistance Team (IMAT) has arrived to coordinate directly with the State of West Virginia and support requests for assistance.

The first Disaster Recovery Center is planned to be open soon, where survivors can go to get assistance and information. Details and confirmation will be forthcoming as soon as they are available. To support that effort, the federal agency is working to deploy Disaster Survivor Assistance Teams to impacted areas to canvas shelters and register survivors.

The State of West Virginia, the American Red Cross, FEMA and others are working together to meet any potential housing needs. Region III’s Voluntary Agency Liaison and Disability Integration Specialist has been deployed to work with and support voluntary agencies, communities, and individuals with access and functional needs.

FEMA is encouraging all individuals, households, and businesses both inside and outside of Greenbrier, Kanawha, and Nicholas Counties to document any damages they have. Individuals and business owners who sustained losses in the designated area can begin applying for assistance tomorrow by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362). 

  • Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.
  • The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

AFTER A DISASTER – QUICK TIPS TO HELP YOU ON THE ROAD TO RECOVERY

  • Injuries may occur when people walk amid disaster debris and enter damaged buildings. Wear sturdy shoes or boots, long sleeves and gloves when handling or walking on or near debris.
  • Be aware of possible structural, electrical or gas-leak hazards in or around your home.
    • Contact your local city or county building inspectors for information on structural safety codes and standards and before going back to a property with downed power lines, or the possibility of a gas leak.
    • Do not touch downed power lines or objects in contact with downed lines.
    • Report downed power lines and electrical hazards to the police and the utility company. They may also offer suggestions on finding a qualified contractor to do work for you.
  • It’s important for all residents and visitors in flood-prone and low-lying areas to continue to monitor local radio or television stations for updated emergency information and follow the instructions of state and local officials.
  • Don’t put yourself at risk; follow the instructions of local officials – and if told to evacuate, do so immediately.
  • If you encounter flood waters, remember – TURN AROUND, DON’T DROWN.
    • Driving through a flooded area can be extremely hazardous. Almost half of all flash flood deaths happen in vehicles.
    • Do not walk through flood waters. A few inches of water can sweep you off your feet.
    • When in your car, look out for flooding in low lying areas, at bridges, and at highway dips.
    • As little as six inches of water may cause you to lose control of your vehicle.
  • If roads are closed or there is water over a road, do not drive through the water.
    • Be prepared to take detours and adjust your route due to road closures if there is standing water.
  • Ensure you have a flashlight, NOAA Weather Radio, and extra batteries on hand. Use your battery-operated NOAA Weather Radio for updates from local officials.
  • If your power is out, safely use a generator or candles.
    • Never use a generator inside a home, basement, shed or garage even if doors and windows are open.
    • Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. 
    • If using candles, please use caution. If possible, use flashlights instead. If you must use candles, do not burn them on or near anything that can catch fire.
  • Outside your home or business: Be aware of areas where floodwaters have receded. Roads may have weakened and could collapse under the weight of a car.
  • Stay out of any building that is surrounded by floodwaters.
  • Use extreme caution when entering buildings; there may be hidden damage, particularly in foundations.
  • Avoid floodwaters; water might be contaminated by oil, gasoline, or raw sewage. Water also might be electrically charged from underground or downed power lines.
  • Avoid moving water and do not attempt to drive through standing water, even if it seems shallow.
  • Avoid non-essential debris removal until the storm has passed.

Flooding in the State of West Virginia

SALEM, OR – Boaters at Port of Brookings in Curry County will be navigating deeper waters thanks to a $416,250 disaster recovery grant from the Federal Emergency Management Agency.

Damage to the harbor, the busiest recreational port in Oregon, resulted from severe weather of December 10, 2015. Soaking rains triggered heavy silt deposits shed by floodwaters from stream tributaries and a failed culvert. Thousands of cubic yards of materials settled on the harbor floor restricting boat access to the Ice House pier service area.

The federal grant will help pay for the dredging and hauling away of 9,325 cubic yards of sediment.

Federal disaster recovery funds for this event come through FEMA’s Public Assistance (PA) Program. The program offers 75 percent—or $416,250 in this grant—of eligible costs for emergency work and the repair or replacement of disaster-damaged facilities. The remaining 25 percent will come from non-federal sources such as state or local governments. The PA program also encourages protection of damaged facilities from future events by providing assistance for certain hazard mitigation measures.

“This arm of FEMA’s disaster assistance focuses on public infrastructure—infrastructure that residents, communities and local governments depend upon in Oregon,” said State Coordinating Officer Clint Fella of Oregon’s Office of Emergency Management.

President Barak Obama signed a major disaster declaration Feb. 17, 2016, making federal dollars available to 14 Oregon counties to help them recover from severe storms of Dec. 6-23 that caused landslides, mudslides, flooding and more than 100 road closures. Eligible entities include local and state governments and agencies, and certain private nonprofit organizations.

FEMA leadership takes keen interest in Oregon’s recovery; the state agreed to be the first implementation of a new Public Assistance Program delivery initiative intended to improve efficiency in delivering federal infrastructure dollars.

“Once FEMA funds are obligated for eligible projects, the state administers the program, but a robust partnership with Oregon has been in place since the disaster declaration,” said Federal Coordinating Officer Dolph Diemont.

Counties included in the declaration are:  Clatsop, Clackamas, Columbia, Coos, Curry, Douglas, Lane, Lincoln, Linn, Multnomah, Polk, Tillamook, Washington and Yamhill.

Port of Brookings was also significantly damaged in 2011 by the tsunami resulting from the 9.0 magnitude earthquake off Japan’s coast.

SALEM, Ore. –The Federal Emergency Management Agency announced today that it has awarded Oregon more than $2 million as a portion of the FEMA Public Assistance program allocation for recovery from the severe winter storms, straight-line winds, flooding, landslides and mudslides occurring December 6-23, 2015. This is one of several awards that are expected to be distributed as a result of the nearly month-long weather events.

FEMA’s Public Assistance grants will go to more than 400 eligible projects in 14 counties covering Clackamas, Clatsop, Columbia, Coos, Curry, Douglas, Lane, Lincoln, Linn, Multnomah, Polk, Tillamook, Washington and Yamhill.

The Public Assistance program offers supplemental financial assistance on a cost-sharing basis for emergency work and the repair or replacement of disaster-damaged facilities in designated counties. The program encourages protection of these facilities from future events by providing assistance for certain hazard mitigation measures.

Current estimate of eligible damage is approximately $40 million. FEMA reimburses 75 percent of eligible costs and makes grant awards to the state. Oregon manages the grant awards to applicants and is accountable for their use.

Of the current grants, approximately $1.2 million is being awarded for three large projects, and about $1 million for water and electric lines, equipment, roadway and trench repairs, and a host of other small projects. Reimbursements for costs of emergency measures taken during response to the storms throughout the 14 affected counties are also flowing to disaster recovery grant applicants.

“A $425,000 award went to Lake Oswego for replacement of a collapsed storm drain and repair of a 12-foot deep sinkhole, while another went to Columbia River People’s Utility District for about $380,000,” said Clint Fella, State Coordinating Officer for the Oregon Office of Emergency Management. “The electric cooperative in Columbia County sustained pole, line and other damage along 113 miles of 154 different roads during the weather event.”

The Port of Brookings Harbor is also scheduled to receive $416,250 for sediment hauling and removal.

“This funding for Oregon’s recovery marks a difference in the way we deliver assistance,” said FEMA’s Federal Coordinating Officer Dolph Diemont. “It also points to the State of Oregon’s hard work in this recovery process. They help determine project eligibility.”

FEMA is implementing a new business model to deliver funding for public infrastructure recovery after a disaster. The new model does not represent a change in FEMA’s mission or in what it does, but is intended to improve the quality and efficiency of the recovery process for communities affected by disasters.

The disaster declaration signed by President Obama on Feb. 17, 2016 made FEMA’s Public Assistance recovery program available to declared counties. The state and FEMA have been working closely with local officials since Feb. 17 to identify damage, develop project costs and to deliver funding to assist in the recovery from the December, 2015 storms.

The collaboration includes neighbors, friends and family helping one another, identifying places to mobilize volunteers, and providing resources so disaster survivors can move back home. Governments are also collaborating to make communities better, stronger and safer so they will have enhanced protection from future disasters.

Here are some of the ways survivors, communities, volunteers and all levels of government have pulled together to address recovery challenges in the 90 days since the March 13 presidential disaster declaration.

Nearly 40,000 survivors applied for help under the Individual Assistance (IA) program in the 36 eligible parishes during the 90 day registration period. The registration period has closed but help remains just a phone call away. By calling the FEMA helpline you can:    

  • Ask questions about FEMA determination letters.
  • Learn how to appeal FEMA’s determination. All applicants have the right to appeal.
  • Inquire about the status of a registration.
  • Provide change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.
  • Receive information about FEMA home inspections.
  • Get other questions answered about federal disaster assistance.

To date, survivors have received nearly $380 million in federal disaster assistance through a variety of sources.

  • Approximately $69 million in grants has been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and secure.
  • About $19 million in grants has gone to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  • Homeowners, renters and businesses have received more than $95 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  • National Flood Insurance Program policyholders have received approximately $196 million in claims to repair and rebuild flood-damaged property.

Moving back home marks significant recovery progress for survivors and their communities. Many survivors have successfully taken this step because of the volunteers from Louisiana and across the country who have donated their time and skills.

Voluntary, faith and community-based groups are coordinating with their local, state and federal recovery partners to identify survivors in need and ensure resources are there to help. This coordination has resulted in mucking out properties, making repairs and donating essential items like furniture and appliances so survivors can get back home.

Local, parish and state government infrastructure and certain private nonprofit organizations in 37 parishes are progressing in their recovery with the help of FEMA’s Public Assistance (PA) program. So far the program has obligated approximately $2.3 million.

The program is relieving burdens on local governments and the state by reimbursing 75 percent of eligible costs to restore essential services like roads, bridges, utilities, schools and hospitals. Many services will be restored more resilient than they were before the disaster.

The program also assists with removing the debris that blemishes communities. Many repair and rebuilding projects have been able to start on properties of towns and parishes because disaster-related clutter has been cleared.

Disaster recovery officials have interacted with survivors in several different ways and many remain on the ground in Louisiana to assist with recovery.

  • Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and FEMA specialists have held 14 applicant briefings to provide a general overview of the Public Assistance program to local leaders.
  • State and federal Public Assistance specialists have held more than 250 kickoff meetings to discuss with parish representatives and certain nonprofits what projects may be available and to answer questions.
  • FEMA specialists have attended approximately 60 community organization events in Louisiana to discuss and answer questions about federal disaster assistance.
  • Nearly 21,000 survivors visited 44 disaster recovery centers (DRCs) where they met face to face with federal, state, local and volunteer representatives. The first centers opened less than a week after the presidential disaster declaration. The last ones closed June 10.
  • More than 35,000 FEMA housing inspections have been completed.
  • More than 70,000 survivors spoke with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register for help, provide recovery information and listen to their concerns and resulted in more than 4,000 field registrations for federal disaster assistance.
  • Free consultations on building hazard-resistant homes were given to nearly 7,000 survivors at DRCs and more than 5,000 at Louisiana home improvements stores.

A team of state and federal disaster recovery specialists are identifying additional funding sources and strategies to restore, redevelop, revitalize and better prepare affected communities. They are working with local and parish governments, community leaders and the private sector to overcome long-term recovery challenges by pooling resources, providing technical assistance and identifying recovery funding sources.

Recovery partners continue coordinating to get survivors back home, advance the recovery of affected communities and make Louisiana more resilient.

AUSTIN, Texas – Federal officials estimate more than $22.7 million in disaster assistance will help fund local governments’ recovery from the March 7-29 tornadoes and flooding.

The presidential declaration on March 19 made federal assistance available to 13 Texas counties including Erath, Gregg, Harrison, Henderson, Hood, Jasper, Limestone, Marion, Newton, Orange, Parker, Shelby and Tyler

FEMA funds helping fuel the recovery in these counties include Public Assistance, an essential element of federal disaster response that benefits everyone—neighborhoods, cities and states, as well as certain private nonprofit organizations.

Public Assistance dollars help local governments:

  • clean up the community and repair roads and bridges;
  • put water systems and utilities back in order;
  • repair hospitals and emergency services;
  • rebuild libraries and replace damaged books;
  • rebuild schools and universities; and
  • restore damaged public parks for families to enjoy again.

FEMA’s Public Assistance program provides a minimum of 75 percent of the cost to repair or replace disaster-damaged infrastructure.

“Public Assistance grants support the work that helps an entire community recover,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “These are federal tax dollars coming back to Texas to rebuild taxpayer-funded infrastructure.”

Public Assistance grant recipients can include:

  • state agencies;
  • local and county governments; and
  • private nonprofit organizations that own or operate facilities providing essential government services.

Affected communities and disaster survivors are repairing and rebuilding better, stronger and safer with the help of neighbors, friends, family members, voluntary groups, faith and community-based organizations and local, parish, state and federal governments.
The following highlights recovery progress made in the 60 days since the March 13 presidential disaster declaration and how disaster survivors and affected communities are overcoming challenges.
After initially designating seven parishes, the presidential disaster declaration has been amended six times making survivors in 36 parishes eligible to apply for help under the Individual Assistance program. So far, more than 38,000 Louisiana survivors have contacted FEMA for help.
To date, survivors have received approximately $306 million in federal disaster assistance for a variety of recovery purposes.

  •     More than $65 million in grants have been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and secure.
  •     Nearly $18 million in grants have gone to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  •     Homeowners, renters and businesses have received nearly $80 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  •     National Flood Insurance Program policyholders have received nearly $143 million in claims to repair and rebuild flood-damaged property and recoveries.

The declaration was amended a seventh time April 20. Local, parish and state government infrastructure and certain private nonprofit organizations in 37 parishes became eligible to receive funding through FEMA’s Public Assistance (PA) program to repair and rebuild disaster-damaged facilities. Local, parish and state government expenses related to debris removal, saving lives, providing security, and managing the immediate response are also eligible for reimbursement.
The PA program benefits everyone in the affected communities because essential services like roads, utilities, schools and hospitals are many times restored more resilient than they were before the disaster. FEMA relieves burdens of local and parish governments and the state by paying 75 percent of the costs.
Storm and flood debris blemish communities and its removal is necessary for disaster survivors to repair, rebuild and get their lives back on track. Many properties of survivors, towns and parishes are now free of disaster-related eyesores and closer to recovery because of communities removing debris.
Disaster recovery officials are still on the ground in Louisiana and interacting with survivors in a variety of ways to help them recover:

  •     GOSHEP and FEMA specialists have held 14 applicant briefings to provide a general overview of the Public Assistance program to local leaders.
  •     State and federal Public Assistance specialists have held more than 200 kickoff meetings to discuss with representatives from local infrastructure and certain nonprofits what projects may be available and to answer questions.
  •     FEMA specialists have attended more than 40 community organization events in Louisiana to discuss and answer questions about federal disaster assistance.
  •     Nearly 18,000 survivors have visited 44 disaster recovery centers (DRCs). The first centers opened less than a week after the presidential disaster declaration.
  •     Nearly 34,000 FEMA housing inspections have been completed.
  •     More than 67,000 survivors have spoken with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register   for help, provide recovery information and listen to their concerns and has resulted in more than 4,000 registrations for federal disaster assistance.
  •     Free consultations on building hazard-resistant homes have been given to more than 6,000 survivors at DRCs and approximately 1,800 at Louisiana home improvements stores.

The Governor’s Office of Homeland Security and Emergency Preparedness Director (GOHSEP) James Waskom and Federal Disaster Recovery Coordinator Wayne Rickard are coordinating a team of state and federal disaster recovery specialists to restore, redevelop, revitalize and better prepare affected communities. The coordination team is working with local and parish governments, community leaders and the private sector on how to overcome long-term recovery challenges by pooling their resources to provide technical assistance and identify recovery funding sources.
Recovery has significantly progressed because of voluntary, faith and community-based groups that are donating their time and skills to help survivors muck out, repair and rebuild their homes. These groups are always the first and last presence to help disaster survivors recover.
Whole community partners continue to collaborate to find solutions to enable Louisiana’s recovery and will be here as long as it takes.

Partnerships and Progress: Louisiana Severe Storms and Flooding 60 Days Later

DUPONT, Wash. – After two record-breaking wildfire seasons burned over 1.6 million acres of the Evergreen State, Washington continues to make headway in its recovery, which may be spurred by $170 million in federal disaster assistance, according to officials with the Washington Military Department’s Emergency Management Division (EMD) and the Federal Emergency Management Agency (FEMA).

“Help comes from friends, family and neighbors, as well as local, state and federal governments,” said State Coordinating Officer Kurt Hardin of EMD. “Progress improves when everyone works together.”

Last year in Washington, FEMA issued 12 Fire Management Assistance Grant (FMAG) declarations, which will help local, state and tribal jurisdictions pay their firefighting and suppression expenses. Whether day or night, if a fire rages on nonfederal land and threatens to cause enough destruction to warrant a major disaster declaration, FEMA can make an immediate FMAG declaration.

The federal share of those 12 FMAGs may add up to $53 million. With $42 million for the eight FMAGs in 2014, the grand total equals $95 million for 20 FMAGs over two years.

Both wildfire seasons prompted an emergency declaration, which authorized FEMA to provide direct assistance for measures needed to save lives, protect property, and safeguard public health and safety.

Major disaster declarations after both wildfire seasons provide financial relief through FEMA’s Public Assistance (PA) grants, which reimburses local, state and tribal governments for 75 percent of their disaster-related expenses. The state and the applicant split the remaining 25 percent.

The major disaster declaration for the 2015 wildfires made PA available to eligible applicants in eight counties: Chelan, Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, Whatcom and Yakima; as well as the Confederated Tribes of the Colville Reservation. The 2014 declaration made PA available to applicants in Kittitas and Okanogan counties and the Confederated Tribes of the Colville Reservation.

Officials estimate PA grants for both wildfire seasons will run as high as $50 million—which includes about $26.5 million for 2015, with $4.8 million approved to date, and $23.6 million for 2014.

Although the funds go to government entities and nonprofits, Public Assistance benefits everyone— communities, cities and states. PA dollars help pay for efforts to keep people and property safe, clean up disaster-related debris, and put roads, utilities and public works back in order after the wildfires.

“FEMA serves as only one part of the wildfire recovery team,” said Federal Coordinating Officer Thomas Dargan of FEMA. “Many local, corporate, state, tribal and federal partners have pitched in and pulled together to help Washington recover.”

Besides the $145 million in FEMA grants listed above, another $25.6 million from this preliminary roundup of partners puts federal assistance past $170 million:

  • The U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) allocated more than $1.5 million in loans and grants to replant trees, restore grazing lands, replace lost livestock, repair damaged fences, and help pay for uninsured crop losses as a result of the 2015 wildfires. FSA set aside another $17 million to reimburse eligible landowners in Okanogan County 75 percent of the cost to replace more than 850 miles of destroyed fences. USDA Rural Development placed four families in multi-family housing projects in Okanogan and Chelan Counties, providing almost $10,000 in rental assistance and interest credit to the projects.
  • Washington State Department of Commerce manages a competitive grant program that helps rural cities and counties tackle a wide range of serious challenges. Funding comes from annual Community Development Block Grants (CDBG) under the U.S. Department of Housing and Urban Development (HUD). For wildfire recovery in 2015, Commerce awarded $2.1 million in CDBGs, notably $1 million to Okanogan County to expand the fire district’s emergency medical services facility and $1 million to the city of Brewster to construct an essential water reservoir for fire protection. Commerce is making an additional $4 million in CDBG funds available to help smaller disaster-affected communities—such as Entiat, Pateros and Twisp—leverage matching funds for essential facilities and services.
  • The U.S. Small Business Administration (SBA) has approved $1.08 million in low-interest disaster loans for loss or damage from the 2015 wildfires: six loans for nearly $700,000 to help residents repair or replace their disaster-damaged homes and personal property; and five loans for more than $380,000 to help small-business owners meet working capital needs.

While corporate contributions are too numerous to capture or count, corporate partners have made generous donations to wildfire survivors. As one example, the American Red Cross received $600,000 from corporate leaders and well-known businesses in Washington—including Boeing, Microsoft, Costco Wholesale, Amazon, Alaska Airlines, Puget Sound Energy, Weyerhaeuser, Chateau Ste. Michelle and the Madrona Venture Group, according to the Boeing website.

On behalf of the state, EMD administers FEMA disaster programs in Washington—such as FMAGs, Public Assistance and the Hazard Mitigation Grant Program (HMGP)—and disburses funds to local, city, nonprofit, county, state and tribal applicants.

The major disaster declarations after both wildfire seasons made HMGP funds available statewide, which will build stronger and safer communities in Washington. Two more factors bolster that goal:

  • Because EMD developed an enhanced State Mitigation Plan approved by FEMA in 2006, the state will get more money for mitigation measures, equal to 20 percent of total PA grants awarded for each disaster. For the 2015 wildfires, statewide HMGP funds will total as much as $6.3 million. For the 2014 wildfires, statewide HMGP funds will be close to $5 million.
  • Under a new pilot program in HMGP, Washington may receive as much as $5.3 million in additional FEMA grants for projects aimed at reducing the risk of post-event fires, floods or erosion in the seven counties that received FMAG declarations in 2015.

Local partners remain crucial to the long-term recovery of residents who had uninsured losses from the fires. Community leaders in northern Washington, for example, formed the Carlton Complex Long-Term Recovery Group (CCLTRG) to address unmet needs caused by the 2014 Carlton Complex Fire, which was the largest fire in state history in the biggest county in the state—Okanogan County.

In addition to offering basic disaster services, CCLTRG leaders set their sights on building homes for displaced families who could not afford to rebuild. They knew new home construction would:

  • prop up the community,
  • strengthen the region’s tax base, and
  • support its local farm, timber and ranching economies.

While Okanogan County struggled to recover from the physical, emotional and economic toll of the 2014 Carlton Complex Fire, the 2015 wildfire season scorched more than 1 million acres in north, central and eastern Washington. The 2015 Okanogan Complex fire alone burned more than a half-million acres—now crowned the largest in state history.

To aid in recovery, liaisons from EMD and FEMA helped CCLTRG identify potential funding sources and guided leaders on how to build and strengthen the organization. CCLTRG expanded its reach to become the Okanogan County Long-Term Recovery Group (OCLTRG) and broadened its mission to include boosting the county’s preparedness and resiliency to future disasters.

Today OCLTRG acts as an umbrella organization, advising other long-term recovery groups from distinct areas of north-central Washington and pooling resources. Leaders steer a workforce that includes hundreds of volunteers and dozens of charities and faith-based groups who help people—whether it’s finding furniture for a farmworker who lost everything in the fires or helping a rancher round up and pen his surviving cattle.

OCLTRG has built 15 modest homes and plans to build another 15 homes by the end of 2017. When possible, the builders use fire-resistant materials, clear underbrush, and landscape to create an open, defensible space around each house, which may provide some protection against future wildfires.

All totaled, the OCLTRG has raised more than $4.2 million in cash, checks and online contributions to the North Central Washington Community Foundation/Methow Valley Fund.

“Given its success and strong leadership, OCLTRG now serves as a national model to help other rural communities recover from wildfires,” said FCO Dargan. “I commend its leaders and their absolutely tireless efforts to build back a stronger and more resilient community.”

Wildfire Recovery Update: Federal Disaster Assistance May Surpass $170 Million

WASHINGTON –The Federal Emergency Management Agency (FEMA) announced that the President has made additional disaster assistance available by authorizing an increase in the level of Federal funding for Public Assistance projects undertaken by the Omaha Tribe of Nebraska and Iowa as a result of flooding during the period of May 24 to August 1, 2011 in Iowa and during the period of May 25 to August 1, 2011 in Nebraska.

Under the President’s major disaster declaration issued for the State of Iowa on June 27, 2011 and the State of Nebraska on August 12, 2011, federal funding was made available for Public Assistance and Hazard Mitigation at 75 percent federal funding of total eligible costs.          

Under the President’s order yesterday, the Federal share for Public Assistance has been increased to 90 percent of the total eligible costs for the Omaha Tribe of Nebraska and Iowa.
