ATLANTA — One year ago, record rainfall and river flooding inundated large swaths of South Carolina triggering a federal disaster declaration for thirty-five South Carolina counties. Now hard-hit communities are building back stronger. To date, assistance to residents and communities in South Carolina from the Federal Emergency Management Agency totals well over $164 million.

“We partnered with multiple agencies to assist flood survivors as they worked to recover from the South Carolina floods,” said Gracia Szczech, FEMA’s Region IV Regional Administrator. “While a year has passed, our ultimate goal remains the same – to ensure that communities continue to recover and to emerge stronger and more resilient.”

South Carolina by-the-numbers:

More than 28,000 survivors in twenty-four South Carolina counties received $89,548,894 for individual and housing assistance. Of that amount, $77,714,396 was provided for temporary housing and repairs not covered by insurance and $11,834,498 for other needs such as medical bills, moving and storage expenses, and personal property. More than 11,500 families received rental assistance during the recovery.

Eight emergency shelters housed a total population of 1,400.

FEMA inspectors surveyed more than 90,000 residences for damages (including those re-inspected on appeal).

Disaster Survivor Assistance Teams met with 65,696 survivors and 52,629 visits were made to Disaster Recovery Centers.

Disaster unemployment assistance as a result of the disaster was extended to 650 survivors.

Nearly three million meals were served under the Disaster Supplemental Nutrition Assistance Program.

Thirty-three counties and the state received $74,920,813 in Public Assistance. Of that amount, $38,264,692 was obligated for debris removal and emergency protective measures and $36,656,121 was obligated for permanent repairs to public infrastructure.

Seven counties received more than a million dollars each in Public Assistance for emergency measures or permanent repairs to public infrastructure such as roads and bridges, and public buildings and utilities. Berkeley County was the hardest hit, receiving $9,137,955 mostly for repairs.                                                                                 

The National Flood Insurance Program (NFIP) paid 3,866 claims for flood damages totaling $134,177,354, as of May 25, 2016. The NFIP has closed out 99 percent of the claims filed.

One Year of Progress After Historic South Carolina Floods

BATON ROUGE, La. – Recovery officials estimate that recent flooding left 4.8 million cubic yards or 80,000 truckloads of debris in its wake. Removal of that debris is an important sign of progress in disaster recovery, but it takes time. On Sept. 25, debris removal hit the 55-percent completion mark.

For the August flooding, the Federal Emergency Management Agency’s Public Assistance program will reimburse eligible Louisiana jurisdictions 90 percent of reasonable costs involved in debris removal. To receive reimbursement for debris removal, a local jurisdiction must be eligible for the program and have the legal authority to remove debris from public rights-of-way.

Reasonable costs include overtime for full-time employees as well as contractor fees for removal, disposal, recycling and/or monitoring. (The contract must have been competitively bid and comply with state, federal and local standards.)

In general, private property debris removal is not eligible for FEMA reimbursement under the law. However, because of the large amount of debris, the threat it posed to human health and safety, and the lack of right-of-way to deposit debris FEMA has expanded curbside debris removal for the recent Louisiana flooding. Property owners who have questions should contact their local emergency manager. Before anyone can go onto private property, the local jurisdiction must have a sworn statement of permission from the property owner to remove debris.

Recovery officials encourage people to continue sorting debris into categories and moving it to the curbside. The categories are household garbage; construction debris; vegetative debris; household hazardous waste; white goods (i.e., washing machines, refrigerators, etc.); and electronics.

Separating debris will speed recovery. However, recovery officials want to remind everyone to be safe, especially during ongoing debris removal operations. The sight of heavy trucks hauling debris may seem familiar, but it is vital to follow safety guidelines at all times around debris and heavy equipment.

Debris Removal Continues; Now More than 50 Percent Complete

FEMA disaster assistance may be available for reinterment efforts in Louisiana cemeteries, where floodwaters have dislodged or destroyed caskets, vaults, and mausoleums.

FEMA disaster assistance for reinterment of exposed human remains or dislodged burial vessels is available to individual survivors and cemeteries on a case-by-case basis. Factors that affect eligibility for assistance include where the cemeteries are located, who has legal responsibility for them, and who has legal ownership of them.

Information regarding reinterment assistance is available at the FEMA helpline,
800-621-3362. Help is available in most languages from 6 a.m. to 10 p.m., seven days a week, until further notice.

Private versus Public Cemeteries

When determining eligibility for FEMA reinterment assistance,

  • Private refers to:
    • Cemeteries owned and operated by a private entity
    • Cemeteries owned and operated by a private nonprofit (PNP) entity
    • Cemeteries maintained by an individual or family on their own private property
  • Public refers to:
    • Cemeteries owned and operated by a governmental entity
    • Abandoned private cemeteries for which a governmental entity has assumed full legal responsibility

FEMA Reinterment Assistance Regarding Private Cemeteries

  • Reinterment costs may be eligible, regardless of the cemetery type, when those costs are the legal responsibility of an individual and not the cemetery
  • Individuals or families who maintain a cemetery on their own private property may also be eligible for reinterment assistance through the Other Needs Assistance provision of FEMA’s Individuals and Households Program
  • In order to be considered for reinterment assistance from FEMA, individuals or families must register with FEMA and provide the following documentation:
    • A signed statement from an authoritative medical official (e.g., a coroner or medical examiner) stating that the disinterment was a direct result of the flooding
    • Receipts or verifiable estimates for reinterment expenses that prove the cost for reinterment will fall upon the individuals being considered for assistance
    • Any applicable documentation of burial insurance or prior reinterment assistance from any voluntary or governmental agency
  • Survivors can register with FEMA by going online with any computer, smartphone or tablet to DisasterAssistance.gov, calling the FEMA helpline at 800-621-3362, or downloading the FEMA mobile app
  • Individuals or families who receive reinterment assistance may be reimbursed for:
    • Transferring remains
    • Caskets, containers, vaults or urns that were damaged
    • Markers or headstones that were damaged
    • Necessary costs related to identifying remains
    • Necessary work at the gravesite to reinter remains
  • Individuals or families who receive FEMA reinterment assistance are responsible for understanding and abiding by any applicable local, parish,or state laws or ordinances regarding human remains and their interment

  • Public cemeteries may be eligible for FEMA reinterment assistance through FEMA’s Public Assistance program

FEMA may be able to help certain organizations get back to the business of helping others.

  • Community, volunteer, faith-based and private nonprofit organizations that had damage from Louisiana’s recent severe storms and floods may be able to receive FEMA Public Assistance (PA) grants to repair or replace their facilities so they can continue offering critical and essential community services.
  • Critical community service organizations that may qualify for FEMA PA grants include:
    • Faith-based and private schools
    • Hospitals and other medical-treatment facilities
    • Utilities like water, sewer and electrical systems
  • Non-critical, essential service organizations may also receive PA grants. However, they must first apply for a low-interest disaster loan from the U.S. Small Business Administration (SBA) before they may be considered for a PA grant.
    • The SBA may provide up to $2 million to most private nonprofits in the form of low-interest disaster loans.

  • PA grants may be able to cover repair or replacement costs the SBA doesn’t.

Community, Volunteer, Faith-Based and Private Nonprofit Organizations May Be Eligible for Recovery Funds

NEW ORLEANS, LA.— The City of New Orleans and the Federal Emergency Management Agency (FEMA) are set to host a flood insurance workshop for the public in September. Residents and other property owners are encouraged to attend to gain a better understanding of how recent flood map changes will affect their flood insurance. The proposed Flood Insurance Rate Maps (FIRMs) for Orleans Parish are finalized and will become the effective maps on Sept. 30, 2016. These maps are available online at www.Maps.RiskMAP6.com. Flood Insurance Workshop for residents to be hosted by FEMA and City of New Orleans

AUSTIN, Texas—Three major disaster declarations affecting dozens of Texas counties—some on multiple occasions—will result in nearly one quarter-billion dollars in federal assistance to repair or replace damaged infrastructure.

FEMA said today that combined federal aid for severe weather disasters in May-June 2015; October 2015, and January 2016 will help fund recovery efforts for 3,087 individual projects among 569 applicants for Public Assistance.

Public Assistance is an element of FEMA’s disaster response that benefits everyone—neighborhoods, cities and states, as well as certain private nonprofit organizations—by reimbursing eligible work on damaged publicly-owned infrastructure.

PA dollars:

  • clean up the community and repair bridges

  • put water systems and utilities back in order

  • repair hospitals and emergency services

  • rebuild libraries and replace damaged books

  • rebuild schools and universities and

  • restore damaged public parks so families can enjoy them again.

FEMA provides a minimum of 75 percent of the cost to repair or replace disaster-damaged infrastructure.

PA projects are developed and approved by local, state, and federal officials and work is continuing on many. Payments are usually made on a reimbursement basis.

Public Assistance funding applicants can include:

  • state agencies

  • local and county governments

  • private nonprofit organizations that own or operate facilities that provide essential government-type services

Recovery work also continues on disasters resulting from storms this year in March, April and May-June.

WASHINGTON—Today, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate appointed five new members and reappointed seven current members to FEMA’s National Advisory Council (NAC).

The NAC is an advisory committee established by federal law to ensure effective and ongoing coordination of federal emergency management activities.  Members represent the whole community and include representatives from a wide array of backgrounds and communities involved in or affected by the emergency management profession.  The NAC consists of up to 35 members.

“I commend the work that the members of the National Advisory Council do to advise FEMA on carrying out our mission,” said FEMA Administrator Craig Fugate. “The NAC plays a pivotal role to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters and man-made disasters. Their recommendations have a direct impact across the agency, survivors, and others we serve.  I welcome these new members to the team, trust their counsel, and appreciate their dedication and commitment to ensuring effective emergency management.”

The NAC provides recommendations to the FEMA Administrator on a variety of issues within emergency management.  For example, the NAC recently made recommendations regarding strategies for the more effective integration and accommodation of the needs of individuals with disabilities and others with access and functional needs and providing funding for and supporting hazard mitigation for flood-prone housing.

FEMA received many applications for the open positions. All applicants were carefully considered through an intensive review process, which included a panel of senior government officials.  Most appointments are for three-year terms.

FEMA Appoints National Advisory Council Members

CHARLESTON, W. Va. – Just over six weeks after President Obama signed the major disaster declaration making West Virginia residents eligible for federal assistance following the June 22-29 storms, survivors are reminded they have only two weeks left to apply for federal grants or loans.

The deadlines to register for disaster assistance from the Federal Emergency Management Agency (FEMA), as well as to file a physical disaster loan application with the U.S. Small Business Administration (SBA), are both Wednesday, Aug. 24.

Storm survivors have been approved for grants and loans totaling more than $94 million. The federal disaster assistance is paid to survivors of the severe storms, flooding, landslides and mudslides in the 12 southeastern West Virginia counties named in the presidential declaration of June 25.

The disaster funds come to the state in the form of FEMA grants to individuals and households; FEMA public assistance grants to local governments and nonprofit organizations; low-interest disaster loans from the SBA, and claims paid by the National Flood Insurance Program (NFIP).

More than $31.7 million has been approved by FEMA for individual housing assistance, nearly $6 million in other needs assistance, $4.8 million in public assistance and $24,575 in Disaster Unemployment Assistance. In addition, the SBA approved 599 low-interest disaster loans totaling more than $39.3 million, and 941 NFIP claims have been filed totaling more than $12.7 million in payouts.

A total of 8,455 homeowners, renters and businesses have applied to FEMA for individual disaster assistance grants in the 12 affected counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and serious disaster-related needs. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

FEMA Public Assistance Grants provide funding to state, tribal and local governments, and certain types of private, nonprofit organizations to help them quickly respond to and recover from major disasters or emergencies declared by the president. Public assistance grants are available in Braxton, Gilmer, Lewis, Randolph, Upshur and Wayne counties and are also available in the 12 individual assistance counties.

FEMA-contracted housing inspectors have completed nearly 6,800 inspections of disaster-damaged properties to verify damage.

Registering with FEMA is the first step in qualifying for assistance. Aug. 24 is the last day for survivors to file an application. FEMA encourages all survivors who sustained disaster-related damage or losses to apply by phone (voice, 711 or relay service) at 800-621-3362 (TTY users should call 800-462-7585) or online at DisasterAssistance.gov . The toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

In support of the State of West Virginia, Disaster Survivor Assistance (DSA) personnel are still canvassing flood-impacted neighborhoods. To date, DSA workers have made 18,089 visits to homes in storm-impacted neighborhoods. They are equipped to register survivors with FEMA and answer their questions about disaster assistance.

The State’s and FEMA’s Disaster Recovery Centers (DRCs) remain open in Clay, Greenbrier, Kanawha, and Nicholas counties. The centers report 8,081 visitors to date.  Effective Saturday, Aug. 13, the DRCs’ operating hours will be 9 a.m. to 5 p.m. Monday through Friday, 10 a.m. to 2 p.m. Saturday. Closed Sundays. (Until Aug. 13, hours are 8 a.m. to 6 p.m. daily.) An easy-to-use DRC Locator is available at http://asd.fema.gov/inter/locator/home.htm.

FEMA mitigation advisors have hosted 18 free workshops throughout the storm-damaged area for West Virginia flood survivors repairing or rebuilding their damaged homes. This week and next experts will offer tips and answer questions at four more hardware stores and home improvement centers in Charleston and South Charleston.

The SBA, one of FEMA’s partners in disaster recovery, offers low-interest disaster loans to businesses, homeowners and renters. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property. SBA has staff on hand at all FEMA Disaster Recovery Centers (DRCs) to assist survivors, one-on-one.

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps.  Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

In addition, the SBA operates three Business Recovery Centers (BRCs) to enable storm-impacted businesses to meet individually with SBA representatives and find out how a low-interest disaster loan can help them recover.

Disaster Recovery Center to Close in Harris County

CHARLESTON, W.Va. – West Virginia residents looking for temporary work following the June 22-29 severe storms, flooding, landslides and mudslides have an opportunity to learn firsthand about the recovery process.
