HARRISBURG, Pa. – The Federal Emergency Management Agency and the Commonwealth recently provided a $3,176,028.54 grant to the Danville Area School District to repair or replace damaged buildings and equipment to the Danville Middle school caused by the effects of Tropical Storm Lee. The grant represents a 75 percent federal share and a 25 percent Commonwealth share of the project costs.

The school experienced heavy flooding throughout the facility with more than 90,000 square feet flooded extensively throughout the first floor. Floodwaters, which ranged anywhere from six inches to six feet deep, were responsible for extensive damages to the gym/stage floor, wall panels and windows, chalk boards, lockers, doors, 7500 feet of urethane indoor athletic flooring, cabinets, 800 unit metal bleachers, HVAC controls, equipment and pipes, and various other school-related equipment.

More than $1 million of the grant has been allocated for mitigation projects, designed to alleviate future damages to the middle school. In addition, some of the other hazard mitigation projects to be performed include the installation of 48 inch high walls and 76 inch removable gates at each exterior entry/exit doors; removing all vinyl tile flooring and replacing it with epoxy-type floor covering; and the removal and relocation of HVAC units and through-the-brick-wall HVAC vents.

Under FEMA’s Public Assistance (PA) Program, funding is provided to the Commonwealth, eligible local governments, and certain private nonprofit organizations on a cost-sharing basis.

FEMA is responsible for managing the program, approving grants, and providing technical assistance to the Commonwealth and applicants. The Commonwealth educates potential applicants, works with FEMA to manage the program, and is responsible for implementing and monitoring the grants awarded under the program. Local officials are responsible for identifying damage, providing information necessary for FEMA to approve grants, and managing each project funded under the program.

To date, more than $65.5 million has been obligated to the Commonwealth by FEMA under the federal PA program. Assistance is expected to top $200 million.

MIAMI, Fla. — Secretary of Homeland Security Janet Napolitano today joined FEMA Administrator Craig Fugate, Deputy Administrator Rich Serino, NOAA National Hurricane Center Director Bill Read and Florida Governor Rick Scott to discuss the 2012 Atlantic hurricane season outlook and preparedness measures with leadership of hurricane-prone states.

Hurricane season begins June 1 and extends through November 30. Being aware of risks and hazards and taking the steps to prepare can reduce the impacts of hurricanes.

Six Months Remain Before Flood Maps are Effective in Cameron Parish, Louisiana

DENTON, Texas – In six months, on Nov. 16, new flood maps for Cameron Parish will become effective. Before the maps are final, state, local and federal officials are encouraging everyone to view the maps to understand their flood risk and consider purchasing flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the #1 natural disaster in the United States and only flood insurance covers these unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA Region 6 Acting Administrator Tony Robinson. “Everyone lives in a flood zone.”

NEW ORLEANS – The Federal Emergency Management Agency announced today approximately $103,000 in consolidated public assistance funding to the Louisiana Judicial System, helping the Orleans Parish Criminal District Court in New Orleans replace contents damaged during Hurricane Katrina.

During the storm, floodwaters fully inundated the basement of the courthouse, located at 2700 Tulane Avenue within the city. Pre-Katrina, this area provided office space for various Orleans Parish Criminal District Court departments, including the Judicial Administration Office which handles administrative functions required for the court to operate.

“Katrina’s floodwaters stayed in the courthouse’s basement for approximately two weeks following the storm, damaging all contents within these offices,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our recent grant assists with replacing damaged contents, helping Louisiana’s Judicial System fully recover from Hurricane Katrina as needed.”

Contents to be replaced with FEMA’s aid include computer equipment and two-way radios, as well as drug testing equipment.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

ATLANTA, Ga. — The town of Denton in Davidson County, N.C. is now a participating community in the National Flood Insurance Program (NFIP), which means those living and working in the town can purchase federally-underwritten flood insurance.

Flooding is the most common and costly natural disaster in the U.S. Standard homeowner’s, business owner’s, and renter’s insurance doesn’t cover flood damage, so a separate flood insurance policy can provide property owners with financial protection against the devastating effects of flooding.

On May 10, 2012, Denton joined the program and is now among nearly 21,000 communities participating in the NFIP nationwide. The NFIP does more than make flood insurance available; it also supports local communities in their efforts to reduce the risk and consequences of serious flooding. In order to participate in the program, a community must agree to adopt and enforce sound floodplain management regulations and ordinances to reduce future flood damage. In exchange for these practices, flood insurance is available to homeowners, business owners and renters in participating communities.

Even if you don’t live in an area at high-risk of flooding, you should still consider flood insurance because anyone can be financially vulnerable to floods. People outside of high-risk areas file more than 20 percent of NFIP claims and receive one-third of disaster assistance for flooding.

The NFIP is administered by the Federal Emergency Management Agency which works with nearly 90 private insurance companies to provide affordable flood insurance to property owners and renters in NFIP-participating communities. Flood insurance policies may be written by state-licensed property and casualty insurance agents.

CHARLESTON, W. Va. — More than $6.8 million in federal funds have been approved for residents and businesses in West Virginia recovering from the recent storms and flooding.

The Federal Emergency Management Agency has approved more than $4.48 million in grants to individuals and households in need of assistance. The U.S. Small Business Administration has approved low-interest disaster loans to homeowners and businesses for more than $2.37 million.

Five Disaster Recovery Centers, staffed with state and federal disaster-assistance experts, were set up in Lincoln, Logan, Marion and Wayne (2) counties to help guide survivors through the recovery process and to answer questions about state and federal programs. The last operating DRC, in Logan, is set to close at noon on Friday, May 11.

Nearly $1.3 million in additional funds have been requested through FEMA’s Public Assistance Program, which shoulders at least 75 percent of the costs of debris removal, emergency protective measures, repair and replacement of publicly owned buildings, roads, bridges and other infrastructure damaged in the storms and floods. Help also might be available under the program for certain nonprofits that provide services of a governmental nature, like private schools, hospitals, volunteer fire departments and utilities.

Those affected by the storms and floods of February 29 through March 5 have until May 15 to register with FEMA for assistance. For those who suffered loss or damage from the flooding of March 15 through March 31, the deadline to register is May 21. Call FEMA’s Help Line at 800-621-3362 or log onto DisasterAssistance.gov. WASHINGTON, D.C. — Today, the Federal Emergency Management Agency and its partners released the 2012 National Preparedness Report (NPR) identifying significant progress the nation has made in areas of prevention, protection, mitigation, response, and recovery. Overall the Report found that the nation has increased its collective preparedness, not only from external threats, but also for natural and technological hazards.

“This Report illustrates areas of national strength to include planning, operational coordination, intelligence and information sharing, and other response related capabilities,” said FEMA Administrator Craig Fugate. “As we continually assess and aim to meet the full vision of the National Preparedness Goal, we must continue to build on the significant progress to date and address identified opportunities for improvement.”

The Report reflects how the nation has made significant progress addressing opportunities for improvement identified after events such as 9/11 and Hurricane Katrina. For example, the 9/11 attacks revealed limited information sharing across the government and the private sector, but since that time, the Department of Homeland Security (DHS) has developed a national network of fusion centers and has standardized policies. Additionally, DHS has been closely coordinating with the Joint Terrorism Task Forces for sharing information across the whole community.

The Report details how federal preparedness grant dollars have been used to build and sustain core capabilities. From fiscal year (FY) 2006 to FY 2010, $17.2 billion in DHS-FEMA non-disaster preparedness grant investments were made through various grant programs. Programs such as the State Homeland Security Program and Urban Areas Security Initiative support a range of capabilities across all mission areas, leveraging these substantial investments more broadly.

Decision makers in the public and private sectors use risk analysis to shape and prioritize preparedness activities across mission areas. States are required to conduct threat and hazard identification and risk assessments as a condition for receiving most preparedness grants and set threat and hazard-based targets for capability assessments when developing State Preparedness Reports.

The NPR looked at 31 core capabilities needed to achieve the National Preparedness Goal across the five mission areas of prevention, protection, mitigation, response and recovery. This Report was written in close coordination with leaders of federal departments and agencies, and reflects input from state, local, tribal and territorial governments, private and nonprofit sector partners and the general public.

The National Preparedness Report is the next step in implementing PPD-8. LACEY WA (May 1, 2012) – When the severe winter storms dubbed ‘Snowmageddon’ hit Washington State in January of this year, airports, roads and schools closed, cars crashed, and trees and tons of debris blocked roads and knocked out power to more than 275,000 customers across the state.

Governor Christine Gregoire’s request for disaster funding after the storm estimated damage at more than $32 million.

As of today, more than $354,800 has been approved for 21 of some 800 recovery projects. FEMA will pay 75 percent of that, nearly $266,000 in Public Assistance (PA) disaster relief dollars; the State and local governments will match 25 percent.

Reimbursement dollars have begun flowing.

“Without a doubt, having these dollars begin flowing into these disaster-struck communities will help them with budget shortfalls,” said Kurt Hardin, Washington Emergency Management Division’s state coordinating officer. “The massive January disaster response hit these already strapped local governments hard.”

Following the March 5, 2012 Presidential disaster declaration, the State Emergency Management Division (EMD) and FEMA began processing public assistance applications throughout the 11 disaster declared counties. Projects in Seattle, Lacey, Renton, the Shelton School District, the Cedar River Water and Sewer District, as well as others, were among the first applicants to be approved.

“Our primary goal is to get to ‘yes’ on projects so we can help these Washington communities recover as quickly as possible,” said Federal Coordinating Officer Mike Karl at FEMA’s Lacey-based field office. “This initial funding approval is the first of many to come.”

Eligible counties include Clallam, Grays Harbor, King, Klickitat, Lewis, Mason, Pierce, Skamania, Snohomish, Thurston, and Wahkiakum. FEMA will pay 75 percent of the eligible costs for debris removal, emergency protective measures, repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas, and similar publicly owned facilities.

Under the PA program, the state is able to forward federal funds to eligible state, local and tribal governments as well as certain private non-profit organizations providing essential community services that incurred disaster-related costs.

FRANKFORT, Ky. — Total federal disaster assistance approved for Kentucky survivors of the tornadoes and damaging storms of Feb. 29 – March 3 now stands at more than $18.6 million.

To date:

  • Close to 5,300 Kentuckians in 21 designated counties have contacted FEMA for help or information regarding disaster assistance.
  • Over $8.7 million has been approved for Individual Assistance grants, including housing assistance, short-term rental assistance, home repair costs and other needs assistance.
  • Nearly $1.8 million of the Individual Assistance grants was for Other Needs Assistance, including payments for such eligible disaster-related items as medical and dental expenses, and lost personal possessions.
  • More than 2,580 homes sustained damages. Of those, more than 280 were destroyed.
  • Nearly 3,200 inspections of damaged properties have been conducted.
  • More than $9.9 million in low-interest disaster loans for homeowners, renters and businesses has been approved by the Small Business Administration.
  • FEMA Public Assistance has obligated more than $55,000 for repair projects in eligible counties.

Kentucky counties eligible for help from FEMA’s Public Assistance program are Adair, Ballard, Bath, Grant, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Morgan, Pendleton, Trimble and Wolfe.

Public Assistance is available on a cost-sharing basis for emergency work and the repair or replacement of damaged infrastructure, such as roads, bridges, utilities, schools, and similar facilities. Public Assistance is also available to certain private nonprofit agencies and organizations.

Commonwealth counties eligible for Individual Assistance are Bath, Campbell, Carroll, Grant, Grayson, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Montgomery, Morgan, Ohio, Pendleton, Rowan, Russell, Trimble and Wolfe.

Individual Assistance for homeowners and renters can include grants to help pay for temporary housing, home repairs and other serious disaster-related expenses not met by insurance or other assistance programs.

Kentucky Emergency Management and FEMA encourage Kentuckians to make sure their friends, neighbors and family members have registered with FEMA for federal disaster assistance by the federal disaster assistance registration deadline of May 7.

Disaster officials stress the importance of returning the Small Business Administration loan application survivors may have received as part of their registration package. Completion of the application provides information that may determine eligibility for further federal disaster assistance. The deadline to apply for property damage SBA loans also is May 7. The deadline to apply for economic injury SBA loans is Dec. 6

Due to a steady decrease of activity, SBA’s Business Recovery Center located in Johnson County, Kentucky closed April 19. SBA’s Disaster Loan Outreach Center in Morgan County will cease operations on Friday, April 27, at the close of business. All Commonwealth-FEMA disaster recovery centers are now closed as well.

Kentucky Emergency Management urges anyone who has storm damage to their residence or other property to document the damage by photographing or videoing it and to maintain a list of any repairs and keep repair receipts. If survivors have not done so, they should report the damage and location to their county emergency manager.

Free crisis counseling, supported by a grant from FEMA to the Kentucky Community Crisis Response Board, is available to Kentuckians who suffer from stress, anxiety or depression as a result of the recent storms and flooding. St. Bernard’s Historic Courthouse Restored With FEMA Funding

NEW ORLEANS – As repairs to St. Bernard Parish’s early 20th century courthouse near completion, the Federal Emergency Management Agency announced today $638,677 in additional funding for the Katrina-related restoration work.

This new funding brings the agency’s total monetary support to more than $7.5 million for the noteworthy project.

The historic courthouse, known as “St. Bernard’s Old Courthouse,” dates back to 1915 and served as the parish’s first courthouse until 1939. More recently, prior to Hurricane Katrina, St. Bernard Parish leased the courthouse facility to the local public school board for use as Beauregard Middle School. For this reason, the facility is also commonly referred to as the “Old Beauregard Middle School.”

Located on Bayou Road and Beauregard Lane in St. Bernard, the courthouse was flooded by an estimated 8 feet of water during Katrina, causing extensive damages to the historic facility. Nearly seven years later, it is now returning to the community after undergoing successful recovery measures.

“This landmark project, involving one of the parish’s most important historic buildings, is the result of the successful collaboration between the parish government, the state and FEMA’s public assistance and historic preservation groups,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.
“In the end, the courthouse’s original and historic features will be repaired while returning the building’s functional, pre-Katrina use as an educational facility.”

“Since taking office on January 10, 2012, we have witnessed the exceptional, cooperative relationship fostered between FEMA and St. Bernard Parish. The Old Historic Courthouse is a perfect example of this relationship,” said St. Bernard Parish President David Peralta. “As this refurbished courthouse nears substantial completion, I would like to thank our local FEMA team for an outstanding job regarding their efforts to preserve this historic landmark, which allows the beautiful Old Beauregard Courthouse to return to its days of glory. This is FEMA at its finest.”

As with all federally funded recovery projects, FEMA ensures that efforts comply with federal environmental and historic preservation laws and Executive Orders.

“FEMA’s recovery grants not only enable new life for damaged facilities, but when applicable, also preserve history—as is the case with this project,” said Cadogan.

FEMA-funded work on the storm-damaged courthouse’s historical features includes the masonry walls; ornamental-stamped, copper cornice; and refurbishment of its original wood windows, wood floors and interior plasterwork.

To date, including this recent grant, FEMA has provided approximately $1.7 billion in public assistance funding for recovery work related to hurricanes Katrina and Rita throughout St. Bernard Parish.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.
