NEW ORLEANS – The Federal Emergency Management Agency announced today a consolidated grant totaling approximately $559,000 to Jefferson Parish for the replacement of playground contents damaged during Hurricane Katrina.

“This grant best supports Jefferson Parish’s efforts to restore an essential element of their recreational system—their playgrounds,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our funding enables Jefferson Parish to pool together contents funding from all of their playground facilities and distribute it as best needed.”

Prior to this grant, FEMA funded these damages through nine separate project worksheets, all the result of “content assessments” across eight of Jefferson Parish’s damaged playgrounds and other facilities, including the Recreational Department’s East Bank Administration Building. The eight playgrounds include the Johnny Bright Playground, Terrytown Playground, Harvey Playground, Pontiff Playground, Girard Playground, Lakeshore Playground and Jefferson Playground.

FEMA’s recent grant, as requested by Jefferson Parish, will fund contents under the following six major categories—information technology, parks and recreational building equipment and supplies, athletic equipment and supplies, furnishings, office equipment and supplies, and kitchen equipment and supplies.

“Jefferson Parish is grateful for the assistance from FEMA, which will allow us to move forward in the ongoing recovery from hurricanes Katrina and Rita. Our playgrounds are an essential part of the quality of life our children and families enjoy in Jefferson Parish. This recent grant will ensure repairs and restoration at eight of our playgrounds so that our citizens can continue to benefit from these outstanding recreational facilities,” said Jefferson Parish President John Young.

In total, FEMA has provided approximately $529.8 million for recovery work throughout Jefferson Parish related to hurricanes Katrina and Rita, of which $50.8 million—including FEMA’s recent grant for playgrounds—was provided specifically for the restoration of recreational facilities within the parish.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

INDIANAPOLIS, Ind. — The Federal Emergency Management Agency (FEMA) and the Indiana Department of Homeland Security (IDHS) announce the Disaster Recovery Center in Sellersburg will remain open one more week. The center will close April 13, which means there are just days left to meet face to face with specialists to ask questions about the recovery process.

The center, which is located at Ivy Tech College, I-65 and Hwy 311(I-65 exit 9), operates from 9 a.m. to 6 p.m., Monday through Saturday.

Since March 13, when FEMA and IDHS jointly opened the DRC, more than 600 Hoosiers have received one-on-one assistance from state and federal specialists as they recover from severe storms that occurred Feb. 29 to March 3.

Specialists are available at the center to answer questions about FEMA recovery programs. Customer service representatives from the U.S. Small Business Administration are on hand, helping individuals complete SBA low interest disaster loan applications.

SBA low interest disaster loans help homeowners, renters, businesses of all sizes and private non-profit organizations fund repair or rebuilding and may cover the cost of replacing lost or damaged personal property or business assets. These loans may cover insurance deductibles, code-required upgrades and other costs not covered by insurance or other sources.

Before meeting with specialists at the recovery center, storm-impacted individuals should register with FEMA. The last day to register, May 8, is just one month away.

FEMA provides one phone number for homeowners, renters and businesses to register for assistance and to receive help after registering: (800) 621-FEMA (3362). CHARLESTON, W. Va. – Registering with the Federal Emergency Management Agency and completing a Small Business Administration disaster-loan application are often both necessary for many West Virginians needing help in recovering from the recent tornadoes and flooding.

“The first step toward disaster recovery is registering with FEMA,” said State Coordinating Officer Jimmy Gianato. “The next step is completing and returning the SBA disaster-loan application if one is mailed to you. Both businesses and disaster survivors are eligible for SBA loans.”

Homeowners and renters should complete and return the SBA application, even if they don’t want a loan or don’t expect to qualify for one, officials said. A completed SBA loan application is needed in order to qualify for state and FEMA grants that cover personal property, vehicle repair or replacement, moving and storage expenses and other help.

Applicants can register by phone by calling the FEMA Help Line at (800)-621-3362. TTY users can call (800)-462-7585. The toll-free lines are open from 7 a.m. to 10 p.m. ET, seven days a week. For qualifying homeowners, renters, businesses of all sizes and nonprofit organizations in Logan, Lincoln, Marion and Wayne counties, SBA disaster loans can be used to pay for disaster-related damages. People with home-based businesses or rental property who have been affected by the storms may also be eligible for SBA loans.

Homeowners can borrow up to $200,000 to repair or replace their primary residence. Homeowners and renters can borrow up to $40,000 to replace personal property lost in the disaster.

Businesses can borrow up to $2 million to repair or replace disaster-damaged real estate, machinery and equipment, inventory and other business assets. The SBA also provides small business owners and most private nonprofit organizations “economic injury” disaster loans for ongoing business expenses to recover from the economic impact of a disaster. Economic injury disaster loans are available even if the business didn’t sustain physical damages.

Loan amounts and terms are determined on a case-by-case basis. Interest rates are as low as
1.875 percent for homeowners and renters, 3 percent for nonprofit organizations and 4 percent for businesses. Payment terms can be as long as 30 years.

SBA representatives are available at the FEMA Disaster Recovery Centers to help individuals complete and submit disaster-loan applications and answer any questions. Va. — The five state and federal Disaster Recovery Centers open in West Virginia to assist individuals, households and businesses that suffered damage from the recent storms will operate on new schedules beginning Saturday, March 31, Federal Emergency Management Agency officials said Thursday.

A free bus shuttle is available seven days a week from Kiahsville to the DRC at the Wayne County Health Department. The bus leaves from the post office and general story every two hours from 9 a.m. to 5 p.m.

The centers are staffed with disaster-recovery specialists who can provide information and answer questions about storm-related assistance, according to FEMA. 

“Before stopping by at the disaster recovery centers, people seeking assistance are strongly urged to register with FEMA,” said Charleston-based FEMA Federal Coordinating Officer Deanne Criswell. “Having spoken with or otherwise having contacted state or local officials does not count. You must register with FEMA in order to apply for help.”

By phone, call the FEMA Hotline at 800-621-FEMA (3362). For those with speech or hearing disabilities, use the TTY number, 800-462-7585. Applicants can also register online at DisasterAssistance.gov or with any web-enabled device at m.fema.gov.

Information needed when registering with FEMA includes the address of the damaged property, names of those living in the household, a general description of the damage, the Social Security Account number of any family member living in the home, the extent of insurance coverage and certain other information needed to expedite the process.

Also on hand at the Disaster Recovery Centers are representatives from the Small Business Administration who can explain the low-interest disaster loans available to homeowners, renters, private nonprofits and businesses of any size. These loans are for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, officials said.  People who register with FEMA may be sent a loan application from the SBA. No one is obligated to take out a loan, according to the SBA.

CHATTANOOGA, Tenn. — Tennessee residents affected by the Feb. 29 – March 2 tornadoes need to complete and return the disaster loan application they received after registering with the Federal Emergency Management Agency. The loan application could be the key to rebuilding a damaged home or business.

Survivors are urged to consider low-interest disaster loans from the U.S. Small Business Administration. While FEMA assistance addresses the immediate needs of disaster survivors, it is low-interest disaster loans that can help homeowners, renters and businesses handle the larger costs of rebuilding or replacing personal property and contents.

Although survivors are not required to accept a disaster loan if one is offered, completing the SBA application is a part of the process and is a key to receiving other assistance, such as FEMA grants, in the 10 Tennessee counties designated for federal disaster assistance.

Homeowners, renters, businesses of all sizes and private nonprofit organizations in these counties who qualify, can use SBA disaster loans to pay for disaster-related damages. Businesses or owners of rental property affected by the storm may also be eligible.

The SBA offers loans up to $200,000 to repair or replace primary residences and up to $40,000 for personal property damages, including automobiles. The interest rate on disaster loans for homeowners may be as low as 1.875 percent, with terms up to 30 years.

Loans to businesses may be up to $2 million, with interest rates as low as 4 percent. These loans may help with repairs, replacement of property, and working capital for economic injury. The SBA provides small businesses and most private nonprofit organizations economic injury disaster loans for ongoing business expenses to recover from the economic impact of a disaster. SBA representatives at all nine Tennessee disaster recovery centers are available to help individuals complete and submit loan applications and answer any questions.

Survivors may apply for SBA disaster loans before insurance claims are settled. The loans may be used to refinance existing mortgages on homes and businesses in certain cases. They may also be used to relocate on a case-by-case basis.

CHARLESTON, W. Va. ­­– President Obama has designated four counties in West Virginia – Lincoln, Marion, Wayne and Logan — as eligible to apply for Individual and Households Assistance to help recover from the damage caused by the recent tornadoes, high winds and flooding. This means that thousands of families and businesses now can apply for federal support.

Lincoln, Marion and Wayne county residents may qualify for assistance for damages that were sustained from February 29 through March 5, and Logan County residents for damages resulting from the flooding that occurred from March 15 onward.

Homeowners, renters and businesses of any size that have sustained damages are being urged to register immediately with the Federal Emergency Management Agency to begin the process.

“You absolutely must register with FEMA as the first step in getting help,” FEMA’s Charleston-based Federal Coordinating Officer Deanne Criswell said. “Even if you have been in touch with, or signed up with, state or county or local folks, that doesn’t get you registered with FEMA.”

People seeking help need only phone FEMA’s toll-free Help Line at 800-621-FEMA (3362) to speak to a representative and supply some basic information. Operators are standing by from 7 a.m. to 10 p.m. local time seven days a week, Criswell said. “The process is fast and simple. Even if you are unsure if you qualify, call FEMA and let us determine your eligibility. ”

Registration is also available online at www.DisasterAssistance.gov. From a cell phone or other PDA, the address is m.fema.gov. Those with hearing or speech disabilities can use the TTY number, 800-462-7585. For those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

Applicants should be ready to supply FEMA with his or her current contact information (mailing address, phone number, e-mail address or that of a friend or relative who can find the applicant), a Social Security number of any household member, the address of the damaged property, a brief description of the problems and, if appropriate, any information about insurance coverage one might or might not have. The FEMA representative may ask for some other data, like the number of people residing in the property and the family’s gross annual income. All this information is critical to the process and will be kept in strict confidence by FEMA, Criswell said.

After registering with FEMA, applicants will be given a case number so they can follow the progress of their applications and to use when speaking to other FEMA personnel. To check on the status of one’s application, he or she can call the FEMA Help Line or visit a Disaster Recovery Center. This information will be available after 24 hours of initially registering with FEMA.

FEMA will send the applicant a copy of his or her application and some printed material to help explain the full process. These publications are available in English and Spanish.

Then an inspector will phone to arrange for a time and date when the property in question can be looked at and damages assessed. These inspectors are FEMA contractors who carry an official FEMA identification. Under no circumstances will any inspector ask for money or any other consideration to do his job. (It’s a good idea to note the inspector’s name and badge number.) Inspectors file their reports but do not decide on the applicants’ eligibility for assistance, according to FEMA officials.

The applicant must be present when the inspector arrives and be able to provide proof that he or she is the owner or renter of the property that was damaged and that it is the owner’s or renter’s primary residence.

Also on hand at the Disaster Recovery Centers are representatives from the Small Business Administration, SBA spokesman Michael Lampton said. These personnel can explain the low-interest loan packages available to individuals, private nonprofits and businesses of any size. The loans are for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, officials said. People who register with FEMA may be sent a loan application from the SBA. No one is obligated to take out a loan, according to the SBA, but filling out the application is essential for potentially qualifying for further assistance.

Applicants are urged to visit any Disaster Recovery Center after they go through the entire registration process. There they can get guidance on disaster recovery, clarify any letters or calls they may have received from FEMA and can also confer with SBA representatives.

Starting Sunday, March 25, and until further notice, the hours will be as follows:

FEMA mitigation specialists are also on hand at the center to explain simple ways individuals can reduce risk of loss in the future.

U.S. Small Business Administration’s (SBA) customer service representatives at the recovery center are available to answer program questions and issue disaster loan applications for homeowners, renters and businesses of all sizes. SBA offers disaster loans up to $200,000 to homeowners to repair or replace disaster damaged or destroyed real estate. Homeowners and renters are eligible up to $40,000 to repair or replace disaster damaged or destroyed personal property. Businesses and private non-profit organizations of any size may borrow up to $2 million for disaster related losses. Interest rates are as low as 1.875 percent for
homeowners and renters, 3 percent for non-profit organizations and 4 percent for businesses with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.
