Beyond Recovery; Building Resilient Communities

NEW ORLEANS – In support of Louisiana’s recovery from hurricanes Katrina and Rita, the Federal Emergency Management Agency has provided approximately $19.1 billion over the past seven years to help communities and families throughout the state rebuild and improve their capabilities to protect against future hazards.

“Since 2005, FEMA has remained committed to this state’s post-Katrina recovery. The Louisiana that we celebrate today with our local and state partners represents the ‘whole community’ and the progress than can occur when people work together,” said FEMA’s Louisiana Recovery Office Executive Director Joseph Threat.

To assist in rebuilding disaster-damaged public infrastructure, FEMA’s Public Assistance Program has provided approximately $11.5 billion for the restoration of roughly 23,669 Katrina and Rita recovery projects throughout Louisiana. Such FEMA aid has enabled significant impacts across various public sectors, including approximately:

  • $3.9 billion for education and learning facilities
  • $1.1 billion for public safety facilities
  • $5.4 billion for general infrastructure (e.g., roads, transportation, parks and sewerage and water facilities)
  • $1.1 billion for health care facilities 

“This unprecedented level of progress has contributed to a recent recovery milestone – the opening of FEMA’s Region 6 Baton Rouge Processing Center. As part of the normal disaster recovery cycle, the opening of this processing center will further assist Louisiana in her final stage of recovery. For hurricanes Katrina and Rita, the center’s current focus is supporting state efforts to finalize remaining hazard mitigation projects,” added Threat. 

FEMA’s Hazard Mitigation Grant Program services individuals and public entities impacted by hurricanes Katrina and Rita by providing grants to communities and state agencies for projects that are designed to save lives and protect properties. Specifically, in response to hurricanes Katrina and Rita, FEMA has made more than $1.8 billion in HMGP funding available to the state of Louisiana.

Regarding individuals and families, after hurricanes Katrina and Rita, hundreds of thousands of Louisiana residents needed help rebuilding their lives. To aid these residents, FEMA provided approximately $5.8 billion in Individuals and Households Program grants to 915,884 individuals and families statewide. These dollars were used as housing assistance for rent, repairs and replacement housing, as well as other needs assistance for such things as furniture, clothing and replacement vehicles.

FEMA also housed more than 92,000 households in travel trailers, park models and mobile homes across Louisiana to combat the largest housing shortage ever seen in the agency’s history. Units were located on private properties, at industrial sites, in commercial mobile home parks and across 111 FEMA built and maintained group sites throughout the state.

“Another major recovery milestone was reached this year when, in July, the last FEMA temporary housing unit was removed from this state, marking the first time since 2005 that there have been no FEMA temporary housing units in Louisiana. This means thousands of families once devastated by Katrina are now living in more permanent housing,” said Threat.

WITH MORE THAN $133 MILLION OBLIGATED TO REPAIR VERMONT INFRASTRUCTURE, FEMA PUBLIC ASSISTANCE PROCESS CONTINUES

ESSEX JUNCTION, Vt. – The Federal Emergency Management Agency has so far obligated more than $133 million to repair eligible storm-impacted roads, bridges, culverts and other elements of Vermont’s infrastructure; the Public Assistance process continues. In their ongoing partnership, FEMA and the State of Vermont announce a series of meetings to update individual applicants from local governments and some private non-profit organizations.

The meetings, the first of which is scheduled to be held on Monday, Aug. 6, are intended to update Public Assistance applicants in Addison, Bennington, Chittenden, Essex, Franklin, Lemoille, Orange, Rutland, Washington, Windham and Windsor counties.

“These meetings will serve to underscore FEMA’s commitment to working with the State of Vermont to ensure that all applicants for Public Assistance receive the maximum amount of funding for which they are eligible,” said FEMA Federal Coordinating Officer Nick Russo. 

The meetings are intended to provide a common understanding as to the way ahead, including changes of scope, time extensions and appeals. Applicants will be briefed on the close out process, relevant terminology and other topics related to exit interviews.

“It is the intent of the state to support FEMA’s effort to ensure Public Assistance applicants are aware of the status of project worksheets and have a common understanding as to the road ahead,” said State Coordinating Officer Ross Nagy.

With More than $133 Million Obligated to Repair Vermont Infrastructure, FEMA Public Assistance Process Continues

NEW ORLEANS – The Federal Emergency Management Agency recently announced $210,000 in federal aid to the Port of South Louisiana, the largest tonnage port district in the western hemisphere, for damages incurred during Hurricane Katrina.

Stretching more than 54 miles along the Mississippi River, the Port of South Louisiana is called on by approximately 4,000 oceangoing vessels and 55,000 barges each year and owns facilities within St. Charles, St. James and St. John the Baptist parishes.

FEMA’s recent funding for hurricane damages pertain to the port’s Globalplex Intermodal Terminal located in Reserve, La., within St. John the Baptist Parish. This terminal provides handling and storage for bulk, break bulk and containerized cargo. During Hurricane Katrina, strong winds and flooding damaged its scale and security house facility. 

“As a result of Katrina’s damages, the terminal’s scale and security house currently operates from a temporary facility. FEMA’s recent grant will aid in the construction of a permanent facility for the port,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.

Located at the entrance to the terminal, the scale and security facility ensures that all entering vehicles and occupants register with the guards, and containers and goods are also weighed upon entrance as needed. Construction of the new, post-Katrina scale and security facility is expected to begin soon.

“We appreciate FEMA’s response to the port’s needs for a replacement to the port terminal’s scale and security house facility,” said Port of South Louisiana Executive Director Joel Chaisson.

To date, including this recent grant, FEMA has provided approximately $800,000 to the Port of South Louisiana for hurricane-related damages. This funding represents mentioned damages from Hurricane Katrina and other damages incurred during Hurricane Gustav.

Louisiana Export and Import Gateway Receives FEMA Assistance

WASHINGTON –Members of the Federal Emergency Management Agency (FEMA) Youth Preparedness Council, including Benjamin Cooke of Memphis, Tenn., will hold their inaugural meeting in Washington, DC today and tomorrow to discuss steps to strengthen the nation’s resiliency against all types of disasters.

“This has been an opportunity for members of the Youth Preparedness Council to share their ideas, experiences, solutions and questions on youth disaster preparedness with FEMA, other federal agencies and national organizations,” said FEMA Administrator Craig Fugate. “Engaging youth is critical to including the whole community in national preparedness. The Youth Preparedness Council is contributing to set a national agenda for how young people play a role in emergency management.”

The Council members will participate in roundtable discussions and plenary sessions today, the first day of their two-day visit to the nation’s capital.  During the roundtable, the Council will meet with Administrator Fugate and discuss steps to strengthen the nation’s overall resiliency. In addition to developing their annual work plan to address youth preparedness during national disasters, the Council is meeting with other federal and private sector partners committed to supporting their work. Tuesday, council members will also visit Capitol Hill and learn how disaster management legislation moves through the legislative process.

Benjamin is among 13 exceptional Youth Preparedness Council members. He frequently speaks to diverse groups of youth about the need for emergency preparedness and volunteers at the Memphis Virginia Hospital. During the May 2011 flooding of the Mississippi River, he witnessed the benefits of planning and the values taught by the Memphis’ Emergency Management Agency (EMA) Community Emergency Response Team (CERT) Program. He has participated in community initiatives such as “Get Ready Shelby” and “Go Green Memphis.”

The Youth Preparedness Council is comprised of the following youth leaders (13 – 17 years of age) from each of FEMA’s ten regions:

Tennessee Teen Joins Nation’s Youth In Washington For Community Preparedness Roundtable

TALLAHASSEE, Fla. – Tropical Storm Debby survivors should use their government grants only to meet specific disaster-related needs.

Federal assistance received from the state and the Federal Emergency Management Agency must be spent for repairs or replacement of items that were damaged as a direct result of the disaster and that are not covered by insurance.

Housing Assistance grants are intended for basic housing needs, including repairs to a septic system or private well. They may also be used for temporary rent payments or reimbursement of hotel/motel expenses.

Other Needs Assistance grants are intended to help repair or replace essential personal property and meet disaster-related medical, dental and funeral expenses.

FEMA financial assistance is provided by check or deposited electronically, and it is followed by a letter explaining how the money should be spent. Government-issued assistance may be audited. Survivors should keep receipts for three years to document disaster-related expenses.

Survivors who suspect someone is filing a false damage claim may call the FEMA fraud hotline at 800-323-8603.

The first step toward obtaining recovery assistance is to register with FEMA:

  • By phone, call 800-621-FEMA (3362) from 7 a.m. to 10 p.m. local time. Assistance is available in many languages. Those who are deaf, hard of hearing or who have a speech disability may use TTY 800-462-7585.

Federal Aid Programs for the State of Wisconsin Disaster Recovery

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal aid has been made available for the state of Wisconsin to supplement the state, tribal and local recovery efforts in the area affected by severe storms and flooding during the period of June 19-20, 2012.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in the counties of Ashland, Bayfield, and Douglas and the Red Cliff Band of Lake Superior Chippewa.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state of Wisconsin.

Kari Suzann Cowie has been named Federal Coordinating Officer for federal recovery operations in the affected area.  Cowie said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Federal Aid Programs for the State of Maryland Disaster Recovery

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced yesterday that federal aid has been made available for the District of Columbia to supplement the local recovery efforts in the area affected by severe storms during the period of June 29 to July 1, 2012.

Federal funding is available to the District of Columbia and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms in the District of Columbia.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures in the District of Columbia.

Michael J. Lapinski has been named Federal Coordinating Officer for federal recovery operations in the affected area.  Lapinski said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.
