ATLANTA – Graham County, N.C. is now a participating community in the National Flood Insurance Program (NFIP), which means property owners in unincorporated areas of Graham County can purchase federally-underwritten flood insurance.

On March 21, 2013, Graham County was re-instated into the NFIP and is now among nearly 22,000 communities participating in the program nationwide.  The NFIP does more than make flood insurance available; it also supports local communities in their efforts to reduce the risk and consequences of serious flooding. In order to participate in the program, a community must agree to adopt and enforce sound floodplain management regulations and ordinances to reduce future flood damage. In exchange for these practices, flood insurance is available to homeowners, business owners and renters in participating communities.

Standard homeowner’s, business owner’s, and renter’s insurance doesn’t cover flood damage, so a separate flood insurance policy can provide property owners with financial protection against the devastating effects of flooding. Flooding is the most common and costly natural disaster in the U.S., so flood insurance is an important consideration for everyone.

Even if you don’t live in an area at high-risk of flooding, you should still consider flood insurance because anyone can be financially vulnerable to floods. In fact, about 25 percent of flood insurance claims occur in lower risk flood zones.

The NFIP is administered by the Federal Emergency Management Agency which works with nearly 90 private insurance companies to provide flood insurance to property owners and renters in NFIP-participating communities.  Flood insurance policies may be written by state-licensed property and casualty insurance agents.

Graham County Makes Flood Insurance Available to its Residents and Property Owners

BARRE, Vt. – After Tropical Storm Irene swept through Vermont, many residents were left homeless in areas of the state that were already experiencing shortages of affordable housing.

Local, state and federal officials worked together on a number of fronts, including a pilot program that helped renovate unoccupied and uninhabitable multi-family rental housing units in Barre through a private-public partnership.

Now with the last disaster survivors moving out or becoming rent-paying tenants, the project is being hailed as a success story for all of the parties involved.

“This project not only provided cost-effective housing for seven families displaced by Irene, but it helped refurbish rental housing stock in an area that really needed it,” said Dave Rapaport, Vermont’s Irene Recovery Officer.

The Multi-Family Repair Program takes Federal Emergency Management Agency funds to renovate unoccupied multi-family rental housing units that need to be brought to a habitable standard in areas where existing rental units cannot meet the needs of disaster survivors.

The owners of the property agree to make the repaired rental units solely available to FEMA-identified disaster survivors for up to 18 months from the date of the disaster.

In Barre, that meant using roughly $87,000 in federal funds to fix up a South Main Street apartment building to provide five rental units to families, several of whom owned their own homes but needed alternate living quarters while they made repairs to their damaged dwellings.

“It could have cost as much as $50,000 apiece to purchase mobile homes for use by these families,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations. “Then we would have had to sell off the mobile homes or otherwise dispose of them. This was much more cost-effective.”

A total of 106 mobile homes and 157 stick-built homes were destroyed or substantially damaged by Irene in Washington County, an area that was already facing a tight housing market before the storm struck.

“This was not only a case of helping our neighbors, but also helping our city,” said Barre Mayor Thom Lauzon. “The investment in this building not only helps our tax base and improves the area, it provides additional rental capacity for Barre residents now that the disaster survivors have moved into their own homes again. This truly was win-win-win for the displaced victims, the private sector and the City.”

In fact, one of the residents who had been displaced by Irene and had been having their rent paid by FEMA is remaining in the building and has already signed a private lease with the owners.

“The Multi-Family Repair Program was a great fit here,” said FEMA’s Albert Ferri, who oversaw its implementation in Vermont. “FEMA is committed to trying new programs designed to assist survivors, and it’s gratifying to see positive results like these.”

FEMA’s Post-Irene Housing Pilot Program Deemed Success

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Connecticut  to supplement state, tribal and local recovery efforts in the area affected by a severe winter storm and snowstorm during the period of February 8 – 11, 2013.

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm and snowstorm in Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland, and Windham counties and the Mashantucket Pequot and Mohegan Tribal Nations located within New London County. 

In addition, assistance is available to state, tribal and eligible local governments on a cost-sharing basis for snow assistance, for a continuous 48-hour period during or proximate to the incident period in Fairfield, Litchfield, Middlesex, New London, Tolland, and Windham counties and the Mashantucket Pequot and Mohegan Tribal Nations located within New London County. This type of assistance is available in Hartford and New Haven counties for a 72- hour period.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state.

Albert Lewis has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Lewis said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for Connecticut

SAN JUAN, PR – They are young, enthusiastic and prepared to respond to, recover from and mitigate all hazards in their school and communities. A few weeks ago a group of teenagers in Humacao, led by Gabriela Rodriguez-Boria, completed their Community Emergency Response Team (CERT) training as part of Gabriela’s project as the Federal Emergency Management Agency (FEMA) Region II Youth Council Representative.

While seeking opportunities to prepare youngsters to be ready before and after a disaster strikes, Gabriela’s project includes CERT training for teenagers. CERT is a program that educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. With a solid commitment to encourage that generations are better aware of emergency preparedness, FEMA counts on programs, such as CERT and projects like Gabriela’s to help communities become smarter and more resilient sooner.

“As we prepare our plans, we have to keep in mind the importance of including younger audiences in the process. Youngsters have a significant influence on their peers and families, and we see Gabriela and her project as a good example. She drives this preparedness message further on,” said FEMA’s Caribbean Area Division Director, Alejandro De La Campa.

Thirteen-year old Gabriela, organized a CERT of approximately 15-20 students at the school she attends, the Colegio Nuestra Señora del Perpetuo Socorro in Humacao. Her parents and this private school have been very supportive and involved in Gabriela’s activities to the point of completing various emergency preparedness courses.

“We are organizing a Preparedness Day at our school and plan to replicate the Teen CERT training in other schools in neighboring communities.  We can get our schools, neighbors, churches, families and friends involved in similar activities so they can learn surviving techniques for future emergencies. This is my goal,” said Gabriela, who represents FEMA Region II in the Youth Preparedness Council. Puerto Rico is one of the jurisdictions under this Region, which also includes New York, New Jersey and the US Virgin Islands. 

This week, March 3-9, the National Oceanic and Atmospheric Administration (NOAA) and FEMA have partnered again for the National Severe Weather Preparedness Week, futhering the readiness message and encouraging every one in our communities to get better prepared for severe weather events.  Gabriela’s project represents an innovative and personal approach to improve emergency preparedness in her community.

In Route to Be Better Prepared

BATON ROUGE, La. – State agencies, local governments and certain private nonprofits in Louisiana parishes hit hard by the Jan. 8-17 storms and flooding have about two weeks to file their official requests for federal assistance.

The deadline to file a Request for Public Assistance (RPA) is March 25.

Filing such a request with the state is the first step in the process of applying for federal reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.

Applicants must file RPAs within 30 days of a presidential disaster declaration. President Obama issued Louisiana’s major disaster declaration on Feb. 22 for Acadia, Catahoula, Concordia, East Carroll, Evangeline, Franklin, Jefferson Davis, Livingston, Madison, St. Landry, and Vermilion parishes.

“We urge all eligible applicants to make their requests for assistance quickly,” said Federal Coordinating Officer Gerard M. Stolar. “The sooner they do so, the sooner we can start the process of getting their eligible costs reimbursed, which helps get communities back on track.”

The grants are obligated to the state to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property; cleaning up downed trees, power poles and other debris; and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

Although the program is oriented to public entities, private nonprofit organizations may apply directly to FEMA via the RPA for uninsured costs of debris removal and emergency protective measures. Additionally, nonprofits may qualify for FEMA assistance to make infrastructure repairs if they provide critical services, such as fire and emergency rescue; medical treatment; power, water and sewer resources; and communications systems.

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse schools and school districts in New York for costs associated with emergency work, permanent work and debris removal.

So far, more than $8.1 million in Public Assistance grant funding from FEMA has been approved for school projects in the 14 New York disaster impacted counties designated for Public Assistance.

FEMA recognizes the financial burden on public schools for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“These Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local school districts,” Byrne said.  “Our goal is to make sure students and teachers get back to the classroom and continue their focus on education.”

Below is a sampling of school project reimbursements to date:

Permanent work expenses

  • $3.8 million to Long Beach Public Schools for repairs to Long Beach High School, LIDO Elementary and Middle School, East Elementary School, West Elementary School and Lindell Elementary School
  • $2.8 million to East Rockaway Union Free School District for repairs to the junior and senior high schools
  • $263,000 to the State University of New York (SUNY) for repairs, such as replacing concrete drainages and restoring campus lawns
  • $27,000 to Suffolk County Community College to repair or replace various damaged school buildings

Emergency work expenses

  • $867,206 to East Rockaway Union Free School District for relocation of students, teachers, staff and educational materials
  • $152,644 to Seaford Union Free School District for providing school transportation for students
  • $19,112 to Port Chester & Rye Union Free School District for opening, maintaining and cleaning an emergency shelter at the Port Chester High School
  • $11,896 to Harborfields Central School District for transportation of displaced students
  • $1,233 to Irvington High School for reimbursement of community shelter labor costs

Debris removal

  • $58,509 to Baldwin Union Free School District for district-wide debris removal
  • $36,007 to Port Chester & Rye Union Free School District for district-wide debris removal
  • $17,366 to Concordia College for debris removal

FEMA’s Public Assistance program reimburses state, tribal, local governments and certain private nonprofit organizations 75 percent of eligible costs of emergency and permanent work. The remaining 25 percent is provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs.
