More Illinois Counties Added to Disaster Declaration 

CHICAGO – Illinois residents in 14 additional counties who were affected by the severe storms and flooding in April are now eligible to register for federal disaster assistance, state and federal officials announced today.

The Federal Emergency Management Agency approved Governor Pat Quinn’s request to add Bureau, Crawford, Henderson, Knox, Livingston, Marshall, Mason, McDonough, Peoria, Rock Island, Schuyler, Stark, Tazewell and Woodford counties to the major disaster declaration issued May 10.

This brings the total to 25 counties in the Illinois disaster declaration for severe storms and flooding between April 16 and May 5. Previous counties designated under the declaration are Cook, DeKalb, DuPage, Fulton, Grundy, Kane, Kendall, Lake, LaSalle, McHenry and Will.

Illinois Emergency Management Teams and FEMA continue to assess damage and help residents begin their recovery.

Individual Assistance for homeowners and renters can include grants to help pay for temporary rental assistance, home repairs and other serious disaster-related expenses not met by insurance or other assistance programs. Also, low-interest disaster loans from the U.S. Small Business Administration (SBA) are available to cover residential and business losses not fully compensated by insurance.

Second Disaster Recovery Center Opens in Cook County

WASHINGTON – The Federal Emergency Management Agency (FEMA) and its federal partners, including the National Weather Service, continue to closely monitor the effects of severe weather that has impacted the Central United States, including parts of central Oklahoma and Iowa, Kansas and Missouri.  Residents are urged to continue to follow the guidance of state, local and tribal officials. FEMA’s regional offices in Denton, Texas and Kansas City, Mo., have been in contact with state emergency management counterparts and with tribal emergency managers in the path of the storm. While there have been no requests for federal assistance, FEMA has deployed a liaison officer to the Oklahoma emergency operations center and stands ready to assist if support is needed and requested.  Additional personnel are on standby and are ready to deploy as needed and requested to support the state.

According to the National Weather Service, there continues to be a moderate risk of severe weather today across areas of the southern Plains including Oklahoma and parts of Kansas, Missouri and Arkansas and severe weather is possible further north including parts of Illinois and Wisconsin.

When natural disasters, such as tornadoes and severe storms strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

FEMA encourages those in the areas affected or potentially affected by these storm systems to monitor local radio or TV stations or the National Weather Service at www.weather.gov or a NOAA weather radio for the latest information, including additional or changing weather watches and warnings and to follow the instructions of state, local, and tribal officials.

Disaster Recovery Center Opens in Fulton County

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of South Dakota to supplement state, tribal and local recovery efforts in the area affected by a severe winter storm and snowstorm during the period of April 8-10, 2013.

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm and snowstorm in Douglas, Hutchinson, Lincoln, McCook, Minnehaha, Shannon, and Turner counties and the Pine Ridge Reservation located within Shannon County. 

In addition, assistance is available to state, tribal and eligible local governments on a cost-sharing basis for snow assistance, for a continuous 48-hour period during or proximate to the incident period in Shannon County and the Pine Ridge Reservation located within Shannon County.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state.

Gary R. Stanley has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Stanley said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

AUSTIN, Texas – The State/FEMA Disaster Recovery Center (DRC) in West, Texas will be closed Sunday, May 12 for Mother’s Day.  The DRC will resume normal operations Monday, May 13. The hours will remain 8 a.m. to 7 p.m. daily until further notice.

President Declares Disaster for Iowa

WASHINGTON — The Federal Government and its partners today released three of five National Planning Frameworks. These National Planning Frameworks, document the roles and responsibilities of the whole community in all facets of national preparedness. The benefit of this unified effort is  a more informed, shared understanding of risks, needs, and capabilities across the whole community; and, in the end, a more secure and resilient nation.

The Frameworks outline how the whole community can take steps to collectively achieve the National Preparedness Goal.

The whole community—individuals and families, including those with access and functional needs; businesses and nonprofits; schools; media; and all levels of government—is encouraged to read and use each Framework.

The three Frameworks released today are:

  • The National Prevention Framework. Focuses on avoiding, preventing, or stopping a threatened or actual act of terrorism. While other mission areas focus on all hazards, including natural disasters, Prevention focuses solely on terrorism. Specifically on imminent acts of terrorism on U.S. soil.
  • The National Mitigation Framework. Refers to reducing the loss of life and property by lessening the effects of disasters. This means, for example, taking actions now that would reduce property damage when a hurricane strikes. Mitigation also involves actions that improve our ability to bounce back after disasters. Resilience is a key focus.
  • The National Response Framework. Covers the capabilities necessary to save lives, protect property and the environment, and meet basic human needs after an incident has occurred. The National Response Framework was updated from the familiar 2008 version.

Two more Frameworks complete the set: the National Disaster Recovery Framework that was released in September 2011, and the National Protection Framework, which is currently under development to ensure it aligns with emerging national protection policy.

“The idea that everyone plays a role in national preparedness isn’t new. But this is the first time the Federal Government truly involved everyone in the whole community—not just the government—to document how we’re going to work together. That’s what the Frameworks do; they outline how everyone can take part in prevention, protection, mitigation, response and recovery activities in a coordinated and integrated way,” said FEMA Administrator Craig Fugate. “The Federal Government brought everyone to the table so we can document how the whole community works together to achieve a secure and resilient nation.”

The National Planning Frameworks build on existing programs, authorities and best practices, such as the National Incident Management System.  Each one:

  • Summarizes the roles and responsibilities of each part of the whole community
  • Defines each mission area’s core capabilities, along with examples of critical tasks
  • Defines coordinating structures—either new or existing—that enable the whole community to work together to deliver the core capabilities
  • Describes the relationships to the other mission areas
  • Identifies relevant information to help with operational planning
  • Provides information that all levels of government can use to revise their operational plans
  • Uses concepts from existing preparedness efforts, such as the National Incident Management System

This effort was completed in partnership with leaders of federal departments and agencies, and reflect input from state, local, tribal and territorial governments, private and nonprofit sector partners and the general public.

“As recent events in Boston have demonstrated, coordination among the public, the private sector and all levels of government is critical to our efforts to prevent, mitigate and respond to terrorist incidents and other disasters.  The three National Planning Frameworks released today provide a blueprint for such coordination going forward and outline how everyone in this country can contribute to our efforts to keep our people safe and our communities more secure,” said Attorney General Eric Holder.

“PPD-8 represents a truly integrated whole-of-government approach to prevent terrorism, mitigate the effects of disasters, and respond when an incident has occurred,” said James R. Clapper, director of national intelligence. “Preparedness is a shared responsibility and the PPD-8 frameworks not only embody the best practices of  inter-governmental collaboration, but exemplifies the partnerships required to work with the whole community to achieve a National Preparedness Goal.”

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the State of Minnesota.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to the state and eligible local governments on a cost-sharing basis for emergency protective measures.   • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities. How to Apply for Assistance:

  • Application procedures for the state and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.
