CHICAGO, Ill.—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced today that $2,389,648 has been made available to the Ohio Department Of Natural Resources in federal disaster aid.

On October 29-30, 2012, strong winds, heavy rainfall and storm surge associated with Hurricane Sandy caused severe damages to Gordon Park. FEMA grant funding is being made available as part of recovery efforts in response to President Obama’s federal disaster declaration of January 3, 2013, as a result of the October storms.

“Ensuring that essential services are restored and facilities are repaired is part of our continuing commitment to help the residents of Ohio recover from this disaster,” said FEMA Region V Administrator, Andrew Velasquez III.

Gordon Park is a public park owned by the city of Cleveland.  The city leases the park to the Ohio Department of Natural Resources.  The park was opened in 1893 and is situated on 122 acres of land adjacent to Lake Erie.

As sub-grantee, the Ohio Department of Natural Resources plans to restore the park to its pre-disaster design, function and capacity. The grant will cover labor, equipment and materials to repair aluminum handrail pieces and posts, steel inspection plates, a concrete sidewalk and shoreline protection.  

Under Public Assistance Program funding, which will be administered by Ohio Emergency Management Agency (OEMA), FEMA provides a 75 percent federal share of eligible reimbursable expenses for this project. The federal share of the FEMA grant will provide $1,792,236 with the remaining $597,412 paid by the state and applicant. 

FEMA’s Public Assistance Program provides funding to local government jurisdictions and eligible private non-profits for the repair, replacement, or restoration of disaster-damaged infrastructure as well as costs incurred for debris removal, disaster cleanup and emergency actions taken to protect lives or property. The federal share of recovery costs is 75 percent. The remaining share is the responsibility of the state and local government or non-profit organization.

Ohio Department of Natural Resources Receives $2,389,648 Grant for Gordon Park

 TRENTON, N.J.  — In the weeks after a large-scale disaster or catastrophic event, a range of work begins to help impacted communities focus not only on a path out of destruction but on enhancing their resilience to future hazards.

The Federal Disaster Recovery Coordinator (FDRC) plays a significant role in that strategy, primarily serving to focus federal resources on the most pertinent recovery needs. Peter Martinasco was named to the role of FDRC in New Jersey for Superstorm Sandy recovery.

The FDRC is activated under the National Disaster Recovery Framework, which provides a structure for seamless coordination between federal, state, tribal and local governments, the private sector, and voluntary, faith-based and community organizations.

“The Federal Disaster Recovery Coordinators do long-term planning with municipalities that have been devastated,” said Bill Vogel, FEMA’s Deputy Federal Coordinating Officer for Sandy recovery in New Jersey. “These communities need help determining what their priorities are and how they want to look after they recover.”

In major disasters or catastrophic events the FDRC is empowered to recommend activation of six key areas of assistance, or Recovery Support Functions. The RSFs are led by designated federal coordinating agencies: Housing (U.S. Department of Housing and Urban Development); Infrastructure Systems (U.S. Army Corps of Engineers); Economic (U.S. Department of Commerce); Health and Social Services (U.S. Department of Health and Human Services); Natural and Cultural Resources (U.S. Department of Interior); and Community Planning and Capacity Building (FEMA).

Working in partnership with a State Disaster Recovery Coordinator and a Hazard Mitigation Adviser, the FDRC oversees an assessment of impacted communities and a recovery support strategy. That strategy helps ease access to federal funding, decrease gaps in assistance, and establish recovery goals in terms of outcomes, milestones and budget.

For communities that seek assistance, the FDRC also provides a team of recovery specialists with a broad array of skills. Among them: civil engineering, architecture, land-use planning, economic development, environmental science and disabilities integration.

Federal Disaster Recovery Coordinator Helps Focus Resources To Assist Recovery

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Montana to supplement state, tribal and local recovery efforts in the area affected by flooding during the period of May 19 to June 3, 2013.

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the flooding in the counties of Blaine, Chouteau, Custer, Dawson, Fergus, Garfield, Hill, McCone, Musselshell, Petroleum, Rosebud, and Valley and the Fort Belknap, Fort Peck, and Rocky Boy’s Reservations.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state.

Thomas J. McCool has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  McCool said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for Montana

OAKLAND, Calif. —FEMA approved a Fire Management Assistance Grant on June 30 for the now deadly Yarnell Hill Fire in Yavapai County, Arizona, approximately 85 miles northwest of Phoenix, Arizona. The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire that has claimed the lives of 19 firefighters.

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) joined all Americans in sending our thoughts and prayers to the families of the brave firefighters and all whose lives have been altered dramatically by the wildfires in central Arizona.

 “I would like to express my deepest condolences to all the family, colleagues and friends of the professional Arizona firefighters who lost their lives to protect lives and property,” said Nancy Ward FEMA IX Regional Administrator. “It is a truly heartbreaking loss.”

At the time of the request for federal assistance, the fire was threatening 578 homes in and around the community of Yarnell, Peeple’s Valley, and Model Creek/Double A Bar Ranch with a combined population of over 1,220. The State of Arizona further reported that the fire at one point burned in excess of 800 and 1000 acres of state, and private land, and also threatened a rail line 3 miles west of the fire and State Highway 89.

 FEMA continues to be in close contact with Arizona Division of Emergency Management (ADEM), U.S. Forest Service, and the National Interagency Fire Center. FEMA stands ready to further support the state as requested and needed.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

Arizona To Receive FEMA Funding For Deadly Yarnell Hill Fire in Yavapai County

NEW YORK — The Federal Emergency Management Agency and the U.S. Small Business Administration have approved more than $7.6 billion in direct assistance to homeowners, renters, businesses, government agencies and nonprofits that were affected by Hurricane Sandy.

Individual Assistance

  • More than $3.6 billion in National Flood Insurance Program payments made to policy holders
  • Nearly $986 million in FEMA grants approved for individuals and households including:
    • More than $843 million for housing assistance
    • More than $142 million for other needs assistance
  • More than $1.5 billion in SBA disaster loans approved for homeowners, renters and businesses

Public Assistance

  • More than $1.5 billion in Public Assistance grants to reimburse local, state and tribal governments and eligible private nonprofits for some of the costs of:

TRENTON, N.J. –The Federal Emergency Management Agency reminds state agencies and local jurisdictions that the State of New Jersey has extended the deadline to Oct. 31 to complete debris removal and emergency work under FEMA’s PublicAssistance program.

The extension provides extra time for eligible state agencies, local governments and certain private nonprofit organizations to complete their debris removal and emergency work projects.

Under the Public Assistance program, funds are made available to the State of New Jersey, which then distributes grant money to the applicants based on a cost share.

Assistance for Tribal Governments Can Include as Required:

MINOT, N.D. – In the two years since historic flooding struck the Souris Valley in North Dakota, the Federal Emergency Management Agency (FEMA) has provided more than $185 million in assistance to help the region recover. This is funding that has gone directly to residents or local communities to restore homes or damaged public infrastructure, as well as enact measures that will lessen the impact of future disasters. The agency also manages a program that provided temporary housing for more than 2,100 households, and is still assisting residents today.

   

North Dakota received a federal disaster declaration on May 10, 2011, for statewide flooding. The initial declaration provided funding for public infrastructure. As flooding intensified, the declaration was expanded on June 24, 2011, to provide assistance to individuals and businesses as well. A total of 44 of 53 North Dakota counties were included as well as four tribal nations. FEMA continues to maintain a presence in the Souris Valley, with approximately 50 personnel still in the region, with additional support coming from the regional office in Denver.

   

FEMA received 8,256 applications for assistance from residents of the Souris Valley, representing about 80 percent of the 10,286 total for the state. Similarly, the $91.2 million distributed to residents for rental assistance, home repairs and other serious disaster-related needs represents 95 percent of the total $95.8 million for the state.

   

In addition, FEMA brought in nearly 2,200 manufactured housing units to provide housing for those displaced by the flood. More than 1,100 of those were place on private properties, allowing homeowners to stay near their damaged dwellings to make repairs. Units also were placed at five manufactured housing parks in Ward County. Three temporary housing sites were also constructed, including the 600unit Virgil Workman Village – which is the only one remaining in operation – still housing approximately 200 households.

   

Of the nearly $242 million approved statewide for infrastructure assistance following the 2011 floods, nearly $90 million was provided to the four Souris Valley counties (Ward, Renville, McHenry and Bottineau). Among the larger recipients of assistance were: the city of Minot – $8.6 million; the city of Burlington – $1.6 million, the Minot Park District – $3 million and Ward County (including townships) – $10.3 million.

 

The largest beneficiary of public assistance funds is the Minot Public Schools. FEMA is providing $24.5 million to replace Erik Ramstad Middle School and $5 million to replace Lincoln Elementary School. FEMA also has provided an additional $25 million for activities ranging from emergency protective measures to building repairs at other locations to temporary classrooms to replace offline facilities. The temporary classrooms were provided within 10 days of the planned starting date for the 2011-12 school year and are still in use.

   

Thus far, more than $4 million in funding from the Hazard Mitigation Grant Program (HMGP) has been provided to the Souris Valley. Funding has been provided for generators, home acquisitions, mitigation planning, and engineering, permitting, and design work for a floodwall to protect the Minot Water Treatment Plant. HMGP provides funding for projects that seek to minimize the impact of future disasters, and is administered by the state. More than $70 million was provided by FEMA to North Dakota for projects statewide, with additional projects still under consideration.

FEMA also engaged its Long Term Community Recovery team in Ward County. Members of the public participated in a series of meetings to voice their views about the future of their communities. The information gathered at the meetings was used to develop the “Souris Basin Regional Recovery Strategy,” which was adopted by Ward County and the cities of Burlington and Minot.

More Than $185 Million in FEMA Funds Have Assisted Souris Valley

AURORA, Ill. – Homeowners may be eligible for disaster assistance for repairs to private wells and septic systems damaged or contaminated by the spring storms between April 16 and May 5.

The damaged well must be the sole source of water for the home to be eligible for FEMA assistance. The repairs must also not be covered by insurance. FEMA cannot duplicate benefits.

If additional repairs or replacement prove necessary after a FEMA inspector has visited, homeowners can choose to have the repairs made and get a verifiable receipt, or written estimate of repair costs including parts and labor. The receipt or estimate from a contractor needs to state that the estimate or actual cost paid is not an upgrade and that the repair was necessary to make the home habitable.

Homeowners who recently discovered damage to their well water or septic systems may call the FEMA Helpline, even if a housing inspector has already visited the home, at 1-800-621-3362 or TTY 1-800-462-7585. Users of 711 Relay or Video Relay Services should also call 1-800-621-3362.

A confirmation inspection may be needed to verify the necessary work. FEMA will determine how much reimbursement will be made to the applicant.

Low interest disaster loans from the U.S. Small Business Administration (SBA) also cover repairs to septic systems and wells.  Disaster survivors with insurance should not wait for an insurance settlement before applying to the SBA. If survivors do not know how much of their loss will be covered by insurance or other sources, the SBA will consider making a loan for the total loss up to its loan limits, provided the borrower agrees to use the insurance proceeds to reduce or repay their SBA loan.

It is important that anyone receiving an SBA disaster loan application complete and return it. Returning the application does not obligate you to accept an SBA loan; however, it is a necessary step to be considered for other additional forms of federal disaster assistance.

No Coverage for Damaged Wells and Septic Systems? Try FEMA or SBA

NEW ORLEANS – The Federal Emergency Management Agency recently announced nearly $13.6 million in additional funding to repair sewage systems, canal crossings and roads in St. Bernard Parish damaged by Hurricane Katrina.  

“These projects are a result of the continued partnership between St. Bernard Parish and FEMA,” said Parish President David Peralta. “The additional monies will help fund major infrastructure projects and improve the quality of life for the residents of St. Bernard Parish.”

When Hurricane Katrina hit, parish-owned infrastructure sustained damages from flooding and storm surge. The sanitary sewer system was overburdened from storm debris and flooding of manholes. Canal crossings were inundated and scoured by fast-flowing debris deposits. The base material under paved roads was initially compromised by the flooding, and then further destroyed by heavy trucks and machinery brought in to clear debris.

“Basic public infrastructure throughout St. Bernard Parish was cracked, broken and sometimes left nearly unusable following Hurricane Katrina,” said FEMA’s Louisiana Recovery Office Director Mike Womack. “Repairs and new construction have become a way of life since then – a pathway to our complete recovery. FEMA is committed to working side by side with the state and parish officials to ensure all related costs are covered.”

The recent series of FEMA grants work to continue the repairs to this critical infrastructure, including:

  • $10.2 million for work on the sanitary sewage collection system;
  • $2.2 million for roadway repairs, including materials testing and architecture and engineering services;
  • $697,071 for Dravo force main, a sanitary sewer force on the 40 Arpent Canal Levee; and
  • $504,840 for Rosetta and Lena canal crossings at 20 Arpent Canal.

FEMA has provided $474 million for water, sewer, roads and bridges in St. Bernard Parish, part of more than $1.8 billion granted to date to the parish for damages caused by hurricanes Katrina, Rita, Gustav and Ike.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.
