Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the Territory of American Samoa.

Assistance for the Territory and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for debris removal and emergency protective measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to territory and eligible local governments on a cost-sharing basis.   • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities.   • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by territory and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA funded, territory administered.)

How to Apply for Assistance:

  • Application procedures for territory and local governments will be explained at a series of federal/territory applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the territory from funding provided by FEMA and other participating federal agencies.

FEMA Public Assistance Program Overview (as of August 25, 2014)

The FEMA Public Assistance program provides funding for emergency actions undertaken by communities as well as aid to repair or replace damaged public infrastructure.

  • FEMA has so far obligated $262,193,453 to 220 Public Assistance applicants. More funding is forthcoming as FEMA continues to review projects in partnership with the State of Colorado – as communities rebuild.
    • $9,631,416.34 has been provided to a total of 15 applicants for removal of Stream Hazards to prevent flooding of which the Federal Share funded is $7,079,225.52. Projects under this program are determined based on data provided by applicants.
    • $369,507.20 has been provide for Private Property Debris Removal funding with a federal share of $277,130 to three applicants who met all required criteria to participate in this program.
    • $91,735,589 has been provided for those who participated in the Public Assistance Alternate Procedures Pilot Program (PAAP) for permanent work with a federal share in the amount of $68,791,808. This amount provided assistance for 24 projects to 12 applicants.  
    • 52 sub-grants opted into the debris removal pilot program for a total of $23,529,400.35 with a Fed Share totaling $17,995,522.38.

2013 Colorado Floods Public Assistance Fact Sheet

WASHINGTON – The Federal Emergency Management Agency (FEMA), through its Regional Office in Oakland, California, is monitoring the situation following the U.S. Geological Survey report of a 6.0 magnitude earthquake that occurred this morning six miles south southwest of Napa, California.  FEMA remains in close coordination with California officials, and its Regional Watch Center is at an enhanced watch to provide additional reporting and monitoring of the situation, including impacts of any additional aftershocks.

FEMA deployed liaison officers to the state emergency operations center in California and to the California coastal region emergency operations center to help coordinate any requests for federal assistance.  FEMA also deployed a National Incident Management Assistance Team (IMAT West) to California to support response activities and ensure there are no unmet needs.

“I urge residents and visitors to follow the direction of state, tribal and local officials,” FEMA Administrator Craig Fugate said. “Aftershocks can be strong enough to cause additional damage to weakened structures and can occur in the first hours, days, weeks or even months after the quake.”

When disasters occur, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

Safety and Preparedness Tips

  • Expect aftershocks. These secondary shockwaves are usually less violent than the main quake but can be strong enough to do additional damage to weakened structures and can occur in the first hours, days, weeks or even months after the quake.
  • During an earthquake, drop, cover and hold on. Minimize movements to a few steps to a nearby safe place. If indoors, stay there until the shaking has stopped and exiting is safe.
  • If it is safe to do so, check on neighbors who may require assistance.
  • Use the telephone only for emergency calls. Cellular and land line phone systems may not be functioning properly. The use of text messages to contact family is the best option, when it is available.
  • Check for gas leaks. If you know how to turn the gas off, do so and report the leak to your local fire department and gas company.

FEMA provides federal funds to help fight Hansel Fire

Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Hansel Fire, burning in Chelan County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Hansel Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on August 5, 2014 at 9:22 p.m. PDT.

On August 5, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Hansel Fire, burning in Chelan County.  At the time of the request, 220 homes were threatened and about 720 people had evacuated the area.  The fire started on August 2, 2014, and at least 10 fires are burning uncontrolled in Chelan Count. The Hansel Fire has consumed approximately 1,500 acres of Federal and private land and is being fueled by heavy timber. Firefighting resources from local, State, and Federal, and out of state are fighting the fire, include strike teams , type 2 IA crews, air resources, tenders and  an Incident Management Team   to support fire suppression activity. The Federal Principal Advisor confirmed the threat to homes, dams, overhead power lines, and rail line.  The fire is currently uncontained.

A state of emergency was declared by the Governor late Tuesday, July 14 in 20 Eastern Washington counties in response to multiple wildfires threatening homes, businesses, public infrastructure, and natural resources in many parts of the state as fire crews face continued severe fire weather conditions.

The authorization makes FEMA funding available to pay 75 percent of Washington State’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Oregon Gulch Fire currently burning in Siskiyou County.

On August 02, 2014, the State of California submitted a request for a fire management assistance declaration for the Oregon Gulch Fire.  The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At  the time of the request, the fire was threatening 92 primary homes in and around the community of Copco Lake, CA which has a combined population of 203. Mandatory and voluntary evacuations are taking place for approximately 203 people. The fires started in the State of Oregon (FEMA Region X) on July 31, 2014, and has burned into the State of California (Region IX) in excess of 21,000 total acres, 4,500 within the State of California, of Federal, State, and private land.

The Disaster Relief Fund provides funding for federal fire management grants (FMAG’s) through FEMA to assist in fighting fires which threaten to cause major disasters. “FEMA Region IX remains in constant contact with the California Emergency Management Agency to identify needs and, where appropriate, will provide support as requested,” said FEMA Region IX Acting Administrator, Karen Armes. 

At the time of the request, the fire was threatening 705 primary homes in and around the community of Hat Creek which has a combined population of 1,905. Mandatory and voluntary evacuations are taking place for approximately 600 people. The fire started on July 31, 2014 and has burned in excess of 7000 acres of Federal, State, and private land.

This includes more than $27.3 million in rental expenses and essential home repairs, and nearly $5.7 million to help cover other expenses, such as lost or damaged personal property.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Watermelon Hill Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 19, 2014 at 11:14 p.m. PDT.

On July 19, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Watermelon Hill Fire, burning in the Counties of Lincoln and Spokane.  At the time of the request, 200 primary homes were threatened and approximately 300 people had evacuated the area.  At the time of the request the fire threatened;  a major BNSF/UP rail line, overhead power lines, Eastern Washington University, the Cheney Medical Center Community Hospital and the Turnville Wild life Preserve.  The fire started on July 19, 2014, and has burned approximately 5,000-7,000 acres of Federal, State, Bureau of Land Management, and private land.  Firefighting resources supporting this incident are from local, out of state and Federal who are providing fire suppression support with air resources, engines, and dozers on the fire line.  State firefighting resources have been exhausted, and out of state and international firefighting support is being requested. The Federal Principal Advisor confirmed the threat to homes, overhead power lines, and rail line.  The fire is at zero percent contained.

Federal funds authorized to help fight Watermelon Hill Fire

Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Carlton Complex Fire, burning in Okanogan County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Carlton Complex Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 17, 2014 at 12:25 a.m. PDT.

On July 16, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Carlton Complex Fire burning in Okanogan County.  At the time of the request,

no homes had been burned, but 80 primary homes were threatened and approximately 80 people had evacuated the area.  One shelter in the Twisted Community Center was operating around the clock at the time of the request.  State highway 153 and local roads were closed, as well as bridges. The fire has damaged or threatened electrical distribution lines and substation, with the potential to shut off power to the area. Impacts to irrigation facilities, wildlife and cultural resources were a concern in and around the fire perimeter. The fire started on July 15, 2014, and has burned approximately 3,500 acres of Federal, State, and private land.  The fire is about one mile from the Town of Charlton.  Firefighting resources committed to this incident include: mixed air platforms, helicopters, although limited because of visibility due to smoke, engines, water tenders and a Type 2 Incident Management Team. The Federal Principal Advisor confirmed the threat to homes. The fire is at approximately 40 percent contained.
