OXFORD, Miss. — If disaster survivors in Mississippi apply for assistance with the Federal Emergency Management Agency and are referred to the U.S. Small Business Administration, it’s important for them to submit an SBA loan application to ensure that the federal disaster recovery process continues.

If you are a homeowner or renter and SBA determines you cannot afford a loan, you may be considered for FEMA’s Other Needs Assistance program. The program helps meet essential needs like medical and dental care, funeral costs and transportation expenses.

Next to insurance, an SBA loan is the primary source of funds for real estate property repairs and replacing lost contents following a disaster. Homeowners may be eligible for low interest loans up to $200,000 for primary residence structural repairs or rebuilding.

When applying for an SBA loan, survivors should start the process as soon as possible:

  • Do not wait on an insurance settlement before submitting an SBA loan application. Survivors can begin their recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the insurance settlement. SBA loans may be available for losses not covered by insurance or other sources.
  • Survivors should complete and return the applications as soon as possible. Failure to complete and submit the home disaster loan application may stop the FEMA grant process. Homeowners and renters who submit an SBA application and are not offered a loan may be considered for certain other FEMA grants and programs that could include assistance for disaster-related car repairs, clothing, household items and other expenses.
  • SBA can help renters replace their important personal items. Homeowners and renters may be eligible to borrow up to $40,000 to repair or replace personal property, including automobiles damaged or destroyed in the disaster.
  • SBA can help businesses and private nonprofit organizations with up to $2 million to repair or replace disaster-damaged real estate, and other business assets. Eligible small businesses and nonprofits can apply for economic injury disaster loans to help meet working capital needs caused by the disaster.
  • Survivors don’t have to accept the loan if they qualify for one. Survivors who don’t qualify could be eligible for more assistance from FEMA and other organizations.

March 4, 2016, is the last day survivors can register with FEMA and apply for an SBA disaster loan for physical damage. Oct. 4, 2016, is the last day a small business or private, nonprofit organization may apply for an economic injury disaster loan.

FEMA Public Assistance reimburses a minimum of 75 percent of the cost of eligible projects, which can include repair of roads and bridges, water control facilities, buildings and equipment, utilities and parks and recreational facilities affected by the December storms. The cost of debris removal and emergency protective services, such as police overtime for extra work caused from responding to the disaster, also may be eligible for reimbursement.                                                            

Applicants apply through the state using a Request for Public Assistance (RPA) form alerting FEMA that an applicant will seek assistance from the agency. State Public Assistance personnel will conduct briefings for applicants on how to prepare projects for submission.

FEMA ensures that all projects meet environmental quality standards and gives final approval for all projects. The federal share goes directly to the state, with the applicant paying the remaining 25 percent. The state forwards the federal funds to eligible applicants when documentation is complete.

FEMA Public Assistance Approved for 25 Texas Counties

JEFFERSON CITY, Mo. – The Federal Emergency Management Agency (FEMA) and St. Louis area home improvement stores are teaming up once again to provide Missouri residents with free information, tips and literature on making their homes stronger and safer. 

FEMA mitigation specialists will be available at Lowe’s, Menards and Home Depot stores to answer questions and offer home improvement tips to prevent and lessen damage from future disasters. Most of the information is geared toward do-it-yourself work and general contractors.

Center Opens in Cape Girardeau to Help Missouri Flood Survivors

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Washington to supplement state, tribal, and local recovery efforts in the area affected by a severe winter storm, straight-line winds, flooding, landslides, mudslides, and a tornado during the period of December 1-14, 2015.

The President’s action makes federal funding available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, straight-line winds, flooding, landslides, mudslides, and a tornado in Clallam, Clark, Cowlitz, Grays Harbor, Jefferson, Lewis, Mason, Pacific, Skamania, and Wahkiakum counties.

Federal funding is available on a cost-sharing basis for hazard mitigation measures for the entire State of Washington.

Thomas J. Dargan has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Dargan said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for State of Washington

JEFFERSON CITY, Mo. – Missouri homeowners, renters and business owners are eligible and encouraged to purchase National Flood Insurance Program (NFIP) policies even if their home or business isn’t located in a flood plain or high-risk zone.

The NFIP aims to reduce the impact of flooding on private and public structures. It does so by providing affordable flood insurance and encouraging communities to adopt and enforce floodplain management regulations.

NFIP insurance is available to homeowners, renters, condo owners/renters, and commercial owners/renters. But in order to purchase a policy the residence or business must in a community that participates in the NFIP. Missouri communities in the program are listed here — http://www.fema.gov/cis/MO.html. Other communities can request to be added if they meet certain criteria.

Residents can also contact their own insurance agent or company to find out more about federal flood insurance or find an agent serving their area by filling out the One-Step Flood Risk Profile on the FloodSmart.gov home page (www.floodsmart.gov).

Costs vary depending on how much insurance is purchased, what is covered and the property’s level of flood risk. Those in moderate- to low-risk areas can purchase a special Preferred Risk Policy (PRP) that provides building and contents coverage for one low-price. Typically, there’s a 30-day waiting period from date of purchase before your policy goes into effect.

Why is an NFIP policy necessary if federal aid is available after a flood? Federal disaster assistance typically comes in the form of small grants or low-interest loans to help cover flood damage, not to fully compensate for losses. Even then, those grants and loans are only available if the president formally declares a disaster. NFIP policies are not dependent on a federal disaster declaration.

Flooding occurs in moderate- to low-risk areas as well as in high-risk areas due to factors like poor drainage systems, rapid accumulation of rainfall, snowmelt, and broken water mains. In addition to floods, NFIP policies also cover damage from mudflows. In fact, over 20-percent of all flood insurance claims come from areas outside of mapped high-risk flood zones.

COEUR D’ALENE, Idaho – State agencies – along with local and tribal governments and certain private nonprofit agencies – affected by the Nov. 17, 2015, severe storm in northern Idaho have until Friday to submit the paperwork needed to request reimbursement grants.

Submitting a Request for Public Assistance (RPA) with the Idaho Bureau of Homeland Security (IBHS) is the first step in applying for funds under the Federal Emergency Management Agency’s (FEMA) Public Assistance program.

President Obama’s Dec. 23, 2015, disaster declaration provides aid under the Public Assistance (PA) program for eligible applicants in Benewah, Bonner, Boundary and Kootenai counties and the Coeur d’Alene Tribe. They have 30 days from the declaration date to submit RPAs.

The program reimburses state and local governments, federally recognized tribes and certain private nonprofit organizations for eligible expenses they incurred in protecting lives and property ahead of and during the storm as well as in cleaning up and repairing afterward.

“Those entities that sustained damages or had emergency expenses because of the November storm are encouraged to submit their requests for assistance by the Friday deadline,” said IBHS Director Brad Richy. “FEMA is working closely with us to help you recover much of your eligible expenses.”

The November 17 storm and straight-line winds left thousands without power, blocked roads with downed trees and other debris and caused significant damage to public infrastructure.

FEMA reimburses applicants for 75 percent of their eligible expenses, while the other 25 percent is the nonfederal share. The federal portion is paid directly to the state, which then makes disbursements to the local and tribal jurisdictions and nonprofit organizations that incurred costs.

In addition to Public Assistance grants, additional funds will be available in Idaho under FEMA’s Hazard Mitigation Grant Program (HMGP). The state has elected to target the four designated counties and the Coeur d’Alene Tribe for HMGP assistance, although grant opportunities may be extended to other entities statewide if any available funds remain.

“Under the Hazard Mitigation Grant Program FEMA is providing additional funds to Idaho to help communities implement critical mitigation measures aimed at reducing the risk of loss of life and property in future disasters,” said Federal Coordinating Officer Dolph Diemont of FEMA.

The HMGP, administered by the state, is also a cost-share program, with FEMA providing 75 percent of the funds. This program provides supplemental financial assistance to public entities and certain private nonprofits to reduce the risk to life and property in future disasters.

Potential HMGP applicants must file a Letter of Intent with IBHS by Feb. 8, 2016.

Deadline is Friday to Submit Requests for Public Assistance following November Storm

AUSTIN, Texas – State and federal recovery officials encourage Texas residents to watch for and report any suspicious activity or potential fraud from scam artists, identity thieves and other criminals who may try to prey on survivors vulnerable due to the October severe storms, tornadoes, straight-line winds and flooding. The Federal Emergency Management Agency (FEMA) does not endorse any commercial businesses, products or services. FEMA encourages survivors to be especially vigilant for these common post-disaster fraud practices:

Fraudulent building contractors. When hiring a contractor:

o Use licensed local contractors backed by reliable references.

o Demand that contractors carry general liability insurance and workers’ compensation.

o Don’t pay more than half the costs of repairs upfront.

Bogus pleas for post-disaster donations: Unscrupulous solicitors may play on the emotions of disaster survivors. Disaster aid solicitations may arrive by phone, email, letter or face-to-face visits.

o Verify legitimate solicitations by asking for the charity’s exact name, street address, phone number and Web address, then phone the charity directly and confirm that the person asking for funds is an employee or volunteer.

o Don’t pay donations with cash.

o Request a receipt with the charity’s name, street address, phone number.

Fake offers of state or federal aid:

o Beware of visits, calls or e-mails — claiming to be from FEMA or the State of Texas — asking for an applicant’s Social Security number, bank account number or other sensitive information. Avoid scam artists who promise a disaster grant and ask for large cash deposits or advance payments in full.

o Federal and state workers do not solicit or accept money. FEMA and U.S. Small Business Administration staff never charge applicants for disaster assistance, inspections or help in filling out applications.

Phony housing inspectors: Homeowners and registered FEMA applicants may be vulnerable to phony housing inspectors claiming to represent FEMA or the SBA.

o Inspectors have each applicant’s nine-digit registration number. FEMA inspectors NEVER require banking or other personal information.

o The job of FEMA housing inspectors is to verify damage. Inspectors do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance.

If you suspect fraud, call the FEMA Disaster Fraud Hotline at 866-720-5721. If you are the victim of a home repair scam or price gouging, call the Office of the Texas Attorney General at 800-252-8011. Texas homeowners and renters who register for disaster assistance with the Federal Emergency Management Agency (FEMA), prior to the Jan. 25 deadline, are encouraged by recovery officials to “stay in touch.” Survivors changing their address or phone numbers should update that information with FEMA. Missing or erroneous information could result in delays getting a home inspection or in receiving assistance.
