Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the State of Nebraska.

Assistance for the State and Affected Local Governments Can Include as Required:

DENVER – As the November 14 deadline draws near for filing flood damage claims, survivors may have questions or need additional information regarding any determination their insurer might make regarding their claim.

If an insurer sends a written denial of the claim or part of a claim, an owner can appeal this determination.  To file an appeal, follow these four steps:

  • Talk with the adjuster first regarding any questions about the claim.
  • If a satisfactory resolution isn’t reached, get contact information for the adjuster’s supervisor.
  • If the adjuster’s supervisor can’t resolve the issues, contact the insurance company’s claim representative. Ask the insurance agent or company representative for assistance.
  • If questions or concerns remain after steps one through three are completed, send a written letter to FEMA within 60 days from the date the denial letter was received from the flood insurer. Address this letter to:

The letter should be written by the person named on the NFIP policy or by their legal representative.  If someone other than the policy owner writes the letter, clearly identify the relationship to the insured.

The letter of appeal must contain the following six items:

  • Policy Number as shown on the NFIP policy declarations page
  • Policyholder’s name as shown on the NFIP policy declarations page
  • Property address as shown on the NFIP policy declarations page (not a mailing address)
  • Contact information—where and how the policyholder can be reached
  • Complete details of the concerns
  • Dates of contact and contact details for the person(s) spoken with in steps one through three

Documentation of everything that supports the appeal should also be included, including a copy of the insurer’s written denial and a statement of the basis of the appeal. (Keep originals, send only copies.)

Guidance for Old Town Galena Residents on FEMA Decision Regarding Permanent Construction

Because of the continuous threat posed by flood and ice to residents and property in Old Town Galena, FEMA has decided federal funds will not be used to rebuild permanently in Old Town. The decision, supported by our State of Alaska partner, will help ensure that FEMA funds are directed to helping Galena grow stronger and safer for the future. This fact sheet outlines the types of work that will and will not be covered by FEMA and our affiliated agencies in Old Town.

FEMA’s Individual Assistance program can provide:

  • Assistance dollars directly to households to repair their home
  • Assistance dollars directly to households to pay rental assistance (only available if applicant does not choose any type of direct assistance)

OR

  • FEMA purchases repair materials, and households ship and perform repairs
  • FEMA purchases and ships repair materials, and households perform repairs

Additionally:

  • Emergency assistance work (muck out and gut homes, and minor debris removal) performed by AmeriCorps can continue
  • Repairs currently happening by FEMA-sponsored voluntary organizations can proceed

FEMA’s Public Assistance program can provide:

  • Assistance awards to help reimburse the city of Galena for the cost of emergency measures, including debris removal and establishing emergency access, restoring power, etc.

NFIP insurance can be provided in Old Town:

  • No limitations other than requirements outlined in individual standard flood insurance policy; will require an elevation certificate in the SFHA or “A” flood zone
  • If eligible, and there is room within the Individual Assistance award cap, a certificate for the 3-year Group Flood Insurance Policy (GFIP)

Others may assist in Old Town:

  • Non-FEMA entities are not subject to these limitations
  • Individuals can contract labor or repairs
  • Volunteers not sponsored by FEMA are not prevented from assisting with repairs
  • Other federal, state, tribal or local agencies and organizations can still assist at their discretion

FEMA cannot provide:

  • FEMA-funded permanent infrastructure repair
  • FEMA-funded direct contract repairs to structures
  • FEMA-sponsored voluntary agency (UMVIM, Disciples of Christ, etc.) repair work to structures going forward
  • FEMA-funded rebuilding of homes and infrastructure
  • FEMA-funded relocation or elevation of homes and infrastructure

Kansas City, Mo –The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) offers safety tips to residents returning to check on flood damaged property and encourages them to file flood insurance claims.

Potential health/safety hazards after a disaster include carbon monoxide poisoning from generators used to power homes or clean-up equipment; electrocution from stepping into water charged by live electric wires; infections to cuts or scrapes that come into contact with surfaces contaminated by floodwater; chemical hazards from spills or storage tank breaks, respiratory and heat-related illnesses; and the worsening of chronic illness from overexertion.

For some, flooding continues to be a concern, if a flood is likely in your area, you should:

  • Listen to your radio or television for information.
  • Be aware that flash flooding can occur. If there is any possibility of a flash flood that could affect you, move immediately to higher ground. Do not wait for instructions to move. If in your vehicle, Turn Around, Don’t Drown.
  • Be aware of streams, drainage channels, canyons, and other areas known to flood suddenly. Flash floods can occur in these areas with or without such typical warnings as rain clouds or heavy rain.
  • United Way’s 2-1-1 is a helpful resource before, during and after disasters. Keeping this number and an up-to-date family communication plan handy is a must-do when preparing for emergencies (see below).

BEWARE OF Hazards

  • First, check for damage. Check for structural damage before re-entering your home. Contact professionals immediately if you suspect damage to water, gas, electric or sewer lines.
  • Throw away food that has come in contact with floodwaters.
  • Boil water until authorities declare the water supply safe to drink.

File your Flood Insurance Claim

  • Call your insurance agent who handles your flood insurance to file a claim. Have the following information with you when you place your call: (1) the name of your insurance company (your agent may write policies for more than one company); (2) your policy number; and (3) a telephone number/e-mail address where you can be reached. 
  • Take photos of any water in the house and damaged personal property. If necessary, place these items outside the home. Your adjuster will need evidence of the damage and damaged items (e.g., cut swatches from carpeting) to prepare your repair estimate.
  • List damaged or lost items and include their age and value where possible. If possible, supply receipts for those lost items to the adjuster. Officials may require disposal of damaged items. If so, try to keep a swatch or other sample of the items for the adjuster.

 Clean Up

  • Remove wet contents immediately to prevent mold. Wet carpeting, furniture, bedding and other items holding moisture can develop mold within 24 to 48 hours. During the first 48 hours, you can help control mold growth by cleaning with non-ammonia detergents, soap, or commercial cleaner and disinfecting with a 10 percent bleach solution (1-1/2 cups of bleach in a gallon of water). Then dry and monitor for several days. If any mold develops, throw the item away.
  • Thoroughly dry out the building’s interior. Portable dehumidifiers are useful, and rental costs may be covered under your flood policy. An air conditioner can also be used to start the drying-out process.
  • Help damaged walls dry out. If the walls are damaged, take photographs of the baseboard. Then remove the baseboard.  Knock small holes at floor level in the drywall, between the wall studs. This will let moisture trapped behind the drywall seep out.
  • Have your furnace checked for damage. Your water heater may work, but if the floodwater covered part of, or the entire tank, the insulation between the walls may be damaged. Obtain an estimate to replace the damaged furnace and water heater.

  • Stay informed. Monitor local weather forecasts, watches, and warnings.
  • Don’t drive through floodwater. Most deaths in floods occur when people try to drive through flooded roadways. Turn around, don’t drown!
  • Install straps or additional clips to securely fasten your roof to the frame structure. This will reduce roof damage.
  • Be sure trees and shrubs around your home are well trimmed.
  • Clear loose and clogged rain gutters and downspouts.
  • Determine how and where to secure your boat.

DENTON, Texas –– In five months, on Tuesday, Dec. 17, 2013, new flood maps for specific areas bordering the Arkansas River in Ponca City, Kay County and Osage County in Okla. will become effective.  Before that date, state, local and federal officials are encouraging everyone to view the maps to understand their flood risk and consider purchasing flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the number one natural disaster in the United States and only flood insurance covers these unexpected, damaging and sometimes fatal events.

“Where there is rain, there could be flooding,” said FEMA Region 6 Administrator Tony Robinson. “Everyone lives in a flood zone.”

$1.5 Million in FEMA Aid Helps Maine with Blizzard Costs

PORTSMOUTH, N.H. — The Federal Emergency Management Agency has provided $1.5 million to help Maine with costs due to the February 8-9 blizzard. A federal disaster declaration authorized aid for Androscoggin, Cumberland, Knox, Sagadahoc, Washington and York counties.

“This assistance reduces the blizzard’s financial impact on local governments and agencies,” said FEMA Federal Coordinating Officer James N. Russo. “FEMA continues working to assure that all receive the maximum disaster aid we can provide.”

FEMA’s Public Assistance program reimburses public agencies and certain private non-profits for 75 percent of their eligible costs. For the snowstorm, most of the costs were for emergency response overtime work and for clearing tons of snow from public roads and other public facilities.
