TALLAHASSEE, Fla. – Homeowners who have a National Flood Insurance Program (NFIP) policy and have damages or losses from Hurricane Hermine have been granted a 30-day extension to turn in a Proof of Loss.

A Proof of Loss is a policyholder’s statement of the amount of money being requested, signed and sworn to by the policyholder, along with documentation to support the amount requested initially, and any requests for additional payment. Policyholders must submit a Proof of Loss (www.fema.gov/media-library/assets/documents/9343) directly to their flood insurance company within 90 days after the date of the flood loss.

The Proof of Loss statement is included in the claims package that documents your flood losses. It is important to understand the Proof of Loss is not the claim. A policyholder who suffers flood damage to NFIP insured property has only one claim arising from that event, regardless of the number of Proofs of Loss with documentation packages the policyholder may submit in support of that claim.

The claims packages should include:

  • Photos or video of your flood damage;
  • A comprehensive and itemized list of what was damaged;
  • Receipts, if possible, for damaged items along with any other supporting documents that show the value of what you lost.

Both state and federal officials encourage you to closely monitor the insurance claims process after reporting your loss. Once the documentation is submitted, an insurance adjuster hired by the NFIP insurer will inspect the property. The adjuster may also provide information about the flood insurance claims process.

Here are some tips to guide you through the process to ensure you receive all eligible insurance funds for your recovery:

What to Do Before an Adjuster Visits

  • Take pictures of the damage.
  • Write down a list of your damaged contents.
  • Immediately dispose of flood-damaged items which pose a health risk, such as perishable food items, clothing, cushions and pillows. Cut off and keep a 12-square-inch sample of building materials like carpets and drywall to show your flood adjuster, and set aside other damaged personal property items like furniture, televisions and electronics.
  • Have documents related to your damage ready for inspection. This may include contractor’s estimates and repair receipts.
  • Also keep your policy number and insurance company information handy.

What Happens During an Adjuster’s Visit

  • An insurance adjuster will contact you within 24 to 48 hours to schedule an appointment.
  • Ask to see the adjuster’s official identification when he or she visits.
  • The adjuster will take measurements and photographs and document your damage. They will provide you with their contact information and, if required, the adjuster may revisit your property.
  • After your home is inspected, the adjuster will complete the covered estimate of loss and provide you with a copy of it, along with a Proof of Loss form.
  • A FEMA inspector or flood insurance adjuster will never ask for money, approve or disapprove claims, or tell you whether your flood insurance company will approve your claim.

What Happens After an Adjuster’s Visit

  • The adjuster will collect all of the necessary information and documentation during the initial visit and will contact the policyholder as the claim progresses to an agreement and closure.
  • If you disagree with the resolution of your claim, ask the adjuster to show how they arrived at the figure(s) and explain the policy if an item was excluded from coverage, even though you feel it should be covered.
  • If the adjuster and insured are unable to come to an amicable agreement, the policyholder may hire an independent contractor to prepare an estimate for flood related damage.
  • Within 60 days after the loss, send the insurer a signed and sworn Proof of Loss.

Hermine Survivors Get 30 More Days to Submit Proof of Loss

RALEIGH, N.C. — Disaster survivors in Beaufort, Bladen, Columbus, Cumberland, Edgecombe, Hoke, Lenoir, Nash, Pitt, and Robeson Counties are encouraged to register for federal disaster assistance with the Federal Emergency Management Agency (FEMA). additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Individuals, including homeowners, renters, and business owners, in the above designated counties who suffered loss or damages due to Hurricane Matthew may register for assistance online at www.DisasterAssistance.gov, by downloading the FEMA mobile app, or by calling 1-800-621-FEMA (3362). For those who use 711 or Video Relay Service (VRS), the number is also 1-800-621-3362.  For people using TTY, the number is 1-800-462-7585.

These toll-free telephone numbers will operate from 7 a.m. to 11 p.m. (local time) seven days a week until further notice; operators are standing by to assist survivors in multiple languages.

The President declared a major disaster October 10, 2016 for the above North Carolina counties to assist individuals and households as they recover from the effects of Hurricane Matthew beginning October 4, 2016 and continuing.

Grant assistance provided by FEMA for homeowners and renters can include funds to help with rent, temporary housing and home repairs to their primary residences, as well as other serious disaster-related needs, such as personal and necessary items, moving and storage expenses, transportation,  medical and dental expenses, or funeral and burial and reinternment costs caused by the disaster. Other relief programs include crisis counseling and legal assistance.

Survivors should also contact their insurance company to file an insurance claim. FEMA is unable to duplicate insurance payments. However, those without insurance or who may be underinsured may still receive help after their insurance claims have been settled.

FEMA has provided two ways for homeowners and renters to update their information:

AUSTIN, Texas – Individuals and families in Bastrop, Burleson, Eastland, Lee, Liberty, Stephens and Tyler counties are now encouraged to register with FEMA for disaster assistance for the May floods.

With damage assessments completed, the state requested the seven counties be added to the June 11 disaster declaration, bringing to 19 the number of Texas counties designated for federal disaster assistance.

The original 12 counties designated for assistance are: Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller and Washington.

Texans who suffered damage or loss as a result of the severe storms and flooding that began May 26 are encouraged to apply for assistance. Disaster assistance for homeowners and renters may include grants to help pay for temporary housing and essential home repairs, as well as other serious disaster-related needs such as medical and dental expenses.

Survivors in the designated counties may register for assistance the following ways:

  • phone 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Those who had flood or storm damage should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may be eligible for help after their insurance claims have been settled. They should also register even if they’ve already registered for or received aid for another declared disaster.

Before starting repairs or rebuilding a home or business, it is important to contact the local building code official or floodplain manager. Visit fema.gov/texas-disaster-mitigation for free publications and reference material on rebuilding and repairing safer and stronger.

Low-interest disaster loans from the U.S. Small Business Administration are available for eligible survivors. SBA helps businesses of all sizes (including landlords), private non-profit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. COLUMBIA, S.C. South Carolina disaster survivors with questions about the assistance they received from FEMA or their eligibility determinations have the right to appeal the decision. Those who want to appeal should do so in writing within 60 days of the date of the determination letter.

Guidelines for appeals can be found on page 10 of the Applicant’s Guide, which is sent to everyone who registers with FEMA.

In the appeal letter to FEMA, an applicant should:

  • include full name, address, and date and place of birth;
  • include the last four digits of the applicant’s social security number; 
  • include FEMA registration number and the disaster number, DR-4241, on every page;
  • explain why you disagree with FEMA’s decision;
  • include any supporting documentation for the appeal;
  • include the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”;
  • sign the letter.

FEMA recognizes that varying circumstances may prevent an applicant from filing an appeal within the standard 60-day appeal period. However, applicants who miss the 60-day deadline must submit with their appeals an explanation stating why they did not apply by the deadline. Applicants whose appeal letters are submitted outside the 60-day appeal period are not automatically denied a review.

FEMA and the South Carolina Emergency Management Division are committed to providing all eligible assistance to those who were affected by the Oct. 1-23 storms and flooding. S.C. Flood Survivors Can Appeal FEMA Aid Determination

Sacramento, CA – The California Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA) are continuing to encourage Lake and Calaveras county residents with disabilities, or any survivor with additional needs, who were affected by the recent wildfires, to utilize the many available accessible resources to register for assistance. 

People with disabilities are eligible to receive the same services and assistance that are offered to everyone in the declared disaster area, and both CalOES and FEMA are committed to ensuring services and assistance are available for people with disabilities. 

A direct telephone hotline is operational to process any requests from survivors who may need additional assistance.

In addition, to serve the whole community, certain accommodations are available at Disaster Recovery Centers (DRCs).

  • For those survivors who are blind or have low vision, documents are available in large print and Braille.
  • DRCs have accessible parking, ramps, and restrooms.

Flood insurance can save Texas homeowners and renters thousands of dollars in repairs. It also can provide peace of mind considering that flooding is the most frequent natural disaster in the United States.

Flood Insurance in Texas:

  • Flooding comes from a variety of sources in Texas, such as rainstorms, tropical storms, and hurricanes.
  • Last year, the National Flood Insurance Program (NFIP) paid out more than

$58.5 million in claims for Texans. So far this year, the agency has paid out more than quadruple that amount – exceeding $277.6 million, as of Aug. 19.

  • Nearly 600,000 Texas households had flood insurance as of May 31, according to the NFIP. While that number may seem large, it is a small percentage of the 8.9 million total Texas households.

Costs Add up Quickly:

  • Just three inches of floodwater in a home will require replacing drywall, baseboards, carpet, furniture and other necessary repairs that can cost $22,500 in a 2,000-square foot house.
  • The deeper the floodwater, the higher the repair costs – 12 inches of water in a 2,000-square foot house can cost $50,000 or more.

Common Misconceptions:

  • Understanding the value of flood insurance is important, yet many people remain uninsured, in part due to common misconceptions.
  • Many policyholders believe their insurance covers all hazards and flood insurance isn’t needed. However, standard homeowner policies do not cover flooding.
  • A federal disaster declaration is not necessary to make a claim on an NFIP flood insurance policy.
  • Homes located outside flood-prone areas need flood insurance, too. Nationally, 25 percent of the total structures that flood each year belong to policyholders whose properties are not in high-risk areas.

Obtaining Flood Insurance:

  • There is normally a 30-day waiting period when purchasing a new policy. Flood insurance is sold through private insurance companies and agents and is backed by the federal government.
  • Flood insurance is available to homeowners, business owners and renters in communities that participate in the NFIP and enforce their local flood plain management ordinances. To determine if a community participates in NFIP, go online to www.floodsmart.gov
  • Homeowners in a Special Flood Hazard Area (SFHA) must buy flood insurance if they have a mortgage from a federally regulated lender.
  • An interactive guide to determine flood risk is available online at www.floodsmart.gov. This site also provides additional information on the NFIP and a list of insurance agents in a homeowner’s area who sell NFIP flood coverage.

Costs and Coverage:

  • Flood insurance premiums average about $700 per year for homeowners.
  • Homeowners can insure their homes for up to $250,000 and contents for up to $100,000.
  • A number of factors determine rates for renters. Renters can cover their belongings in amounts up to $100,000.
  • Nonresidential property owners can insure a building and its contents for up to $500,000 each.

AUSTIN, Texas – Federal dollars are flowing into Texas communities recovering from the May 4 through June 22 storms, straight-line winds, tornadoes and floods.

To date, more than $306 million in federal grants, U.S. Small Business Administration (SBA) low-interest disaster loans, and National Flood Insurance Program (NFIP) claims have been approved.

The Federal Emergency Management Agency (FEMA), partners in the state’s recovery, provide the following summary of disaster assistance efforts as of close of business July 29:

CHEYENNE, WYO. – Today President Obama announced additional disaster assistance will be available for Wyoming communities impacted by the May 24 – June 6 flooding and severe storms.  Assistance for infrastructure damage and emergency response efforts is now available for Albany, Johnson, Niobrara and Platte counties.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations in these counties for emergency work and the repair or replacement of their facilities damaged by flooding.  The program comes with a 75 percent federal cost share, with the remaining costs borne by the state and local governments.

More information will be made available at a series of briefings for potential applicant jurisdictions and agencies that will be announced at a later date.
