CLINTON, Miss. – Approximately $11.6 million in state and federal aid has been approved to help those affected by Hurricane Isaac following Mississippi’s presidential disaster declaration.                                    

The Mississippi Emergency Management Agency and Federal Emergency Management Agency provide the following snapshot of the disaster recovery effort as of Sept. 24:

  • Approximately 5,000 households have received FEMA grants that assist with housing and personal property loss.
  • Approximately $9.9 million has been approved for housing grants, including short-term rental assistance, home repair and replacement costs.
  • Approximately $1.7 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions.
  • Approximately 16,000 home inspections have been completed.
  • There have been approximately 6,800 visits to 16 disaster recovery centers by people affected by the disaster.

Approximately 21,500 survivors in declared counties have contacted FEMA for help or information regarding disaster assistance. Many people are seeking housing assistance from FEMA because their primary home is unlivable or inaccessible.                                               

For survivors who have needs not met by federal assistance, the FEMA helpline (800-621-3362) serves as a good source of information referring survivors to state and local organizations and partner agencies such as the American Red Cross, the Salvation Army and the U.S. Small Business Administration. Survivors also can call 2-1-1 to be connected to volunteer or faith-based organizations that may be able to help them with resources and needs.

People can register with FEMA in any of the following methods:

  1. Online at www.DisasterAssistance.gov.
  2. By tablet or smartphone, use the FEMA app or go to m.fema.gov.
  3. By phone, call 800-621-FEMA (3362) from 7 a.m. to 10 p.m. Assistance is available in most languages. People who are deaf or hard of hearing may call (TTY) 800-462-7585.

Adams County Disaster Center Open Through Wednesday

CLINTON, Miss. Nearly one in three Mississippi households affected by Hurricane Isaac uses the Internet or a Web-enabled cell phone to get disaster assistance from the Federal Emergency Management Agency.

Of 18,000 households that requested FEMA help in the first two weeks after the storm, about 5,000 used a computer and an additional 1,000 used a smartphone. 

FEMA offers Internet access for computers and smartphones at www.DisasterAssistance.gov and m.fema.gov and has a free app to support the process.

Computers and phones with web browsers can:

  • Submit a request for help and check on their application.
  • Update contact information.
  • Add insurance and bank information.
  • Learn about other types of disaster assistance from several federal agencies that participate in DisasterAssistance.gov.
  • Use a questionnaire to streamline recovery.

Non-smartphones can be pretty smart, too. Any phone with text service can find a disaster recovery center in about 10 seconds:

  • Address the text to 43362.
  • In the message, type DRC followed by a space, then type the zip code you want to search. For example, if you lived in Pike County your outgoing message would be DRC 39652.
  • In seconds you’ll receive a text with the street address of the nearest disaster recovery center.
  • Sending this text will not add you to a list.

FEMA and the Mississippi Emergency Management Agency urge households with hurricane losses to sign up for help regardless of the amount of damage or insurance.  FEMA assistance can include grants for rent and home repairs, low-interest loans from the U.S. Small Business Administration to cover uninsured property losses, and referrals to several dozen other agencies that have free disaster recovery services.

Mississippians Use New Technology for Hurricane Recovery

CLINTON, Miss. — Receiving disaster assistance from the Federal Emergency Management Agency following Hurricane Isaac in Mississippi does not affect government assistance programs for lower-income individuals and families.

Receiving assistance from FEMA for temporary housing, home repair, repair or replacement of personal property or for other disaster-related needs does not influence eligibility for government assistance programs such as Temporary Assistance for Needy Families, Medicaid, Supplemental Security Income and the Supplemental Nutrition Assistance Program.

FEMA assistance does not need to be repaid and is not taxable.

Other disaster assistance tips to know:

  • Survivors can call 2-1-1 to be connected to volunteer or faith-based organizations that may be able to help them with resources and needs.
  • Representatives from the Mississippi Emergency Management Agency and FEMA are at disaster recovery centers to provide information on disaster assistance programs, help survivors apply for aid and assist in appealing determinations of eligibility for assistance.
  • If a survivor is provided an application for a low-interest disaster loan from the Small Business Administration, it is important to return it. Returning the application is required to be considered for grants that do not need to be repaid.

CLINTON, Miss. – The following are Hurricane Isaac recovery news items from the Mississippi Emergency Management Agency and the Federal Emergency Management Agency during the previous week.

  • FEMA is sending out determination letters to those who registered telling them the status of their application. Those who don’t understand the letter or disagree with FEMA’s decision should visit a Disaster Recovery Center or call the FEMA Helpline (800-621-FEMA) to get more information and assistance with questions.
  • FEMA inspectors are currently visiting the residences of disaster applicants in Mississippi to assess damages related to Hurricane Isaac. Applicants can speed up the process by having the appropriate documents, such as identification and proof of ownership or occupancy.
  • Public buildings and infrastructure are now eligible for reimbursement in Adams, Amite, Claiborne, Copiah, Covington, Franklin, George, Greene, Hancock, Harrison, Jackson, Jefferson, Jefferson Davis, Lamar, Lawrence, Lincoln, Marion, Newton, Pearl River, Perry, Pike, Smith, Stone, Walthall, Wayne and Wilkinson counties for 75 percent of the cost to repair road systems and bridges, water control facilities, public buildings and contents, public utilities, parks, recreational and other key public facilities.
  • Disaster recovery centers are open in Adams, Clarke, Forrest, George, Hancock, Harrison, Hinds, Jackson, Lincoln, Marion, Pearl River, Pike, Stone, Walthall and Wilkinson counties.
  • Community relations specialists from MEMA and FEMA are going door to door in 17 designated counties to provide information about how to register for federal and state disaster assistance.

Rebuild Stronger and Safer: Free Advice Offered at Lowe’s Home Improvement Stores

VICKSBURG, Miss.– A historic new collaboration between two federal agencies to strengthen the nation’s disaster response capabilities was launched today as the nation’s first 240 FEMA Corps members were sworn into service at an induction ceremony in Vicksburg, Mississippi.

FEMA Corps is an innovative partnership between the Federal Emergency Management Agency (FEMA) and the Corporation for National and Community Service (CNCS) to enhance disaster response and recovery capacity while expanding career opportunities for young people.

Established as a new unit within the existing AmeriCorps National Civilian Community Corps (NCCC), FEMA Corps engages young adults ages 18 to 24 to provide ten months of full-time service on disaster response and recovery projects.  Members will be deployed to assignments ranging from working directly with disaster survivors to supporting disaster recovery centers to sharing disaster response and mitigation information with the public.

At today’s induction ceremony, members of the inaugural FEMA Corps class took the AmeriCorps pledge to “get things done for America” and heard from agency leaders about the important work that lies ahead.  FEMA Deputy Administrator Richard Serino and CNCS CEO Wendy Spencer were on hand to welcome the members and thank them for their commitment to service.

“When I visit communities devastated by disasters like Joplin, Mo., I always find members of AmeriCorps lending a helping hand to survivors,” said Serino. “Today’s inductees are taking part in an exciting new pursuit — combining the exceptional record of citizen service at AmeriCorps NCCC with FEMA’s specialized mission of supporting survivors with their recovery after a disaster. I commend and thank every member of the inaugural class of FEMA Corps for their dedication to helping communities in need.”

“I commend you for answering the call to serve and making a difference for people and communities in need,” said Spencer.  “As the nation’s very first FEMA Corps members, you are helping write a new chapter in the history of national service.  With your training, backed by your team, and inspired by your passion, you will bring much-needed hope and assistance to disasters survivors. Today’s induction ceremony marked the end of one month of AmeriCorps NCCC training and the start of FEMA position-specific training. After completing training this month, members will be deployed to their first assignments. FEMA Corps will supplement FEMA’s existing Reservist workforce in assisting citizens and communities who have been impacted by disasters.

After completing 1,700 hour of service, FEMA Corps members will receive a $5,550 Segal AmeriCorps Education Award to pay for tuition or pay student loans.  Members will gain significant training and experience in disaster services that can serve as a pathway to employment in the emergency management profession.

FEMA Corps members will be based out of five AmeriCorps NCCC campuses across the country: Sacramento, Calif.; Denver, Colo.; Vinton, Iowa; Perry Point, Md.; and, Vicksburg, Miss.  The program will engage 1,600 members annually when fully operational next year.

Disaster Recovery Centers Open in Lincoln and Walthall Counties

CLINTON, Miss. — Disaster survivors in 17 Mississippi counties, who had losses as a result of Hurricane Isaac, can now register online or by phone for federal disaster assistance. 

The Declaration and Amendments

On Sept. 1, a major disaster declaration signed by the president was amended to include Individual Assistance in four counties: Jackson, Hancock, Harrison and Pearl River. On Sept. 7, another 13 counties were designated for Individual Assistance, enabling people to apply for federal aid in the following counties: Adams, Amite, Clarke, Forrest, George, Hinds, Lincoln, Marion, Pike, Stone, Walthall, Warren and Wilkinson counties.

The Road to Recovery Begins with Registration

People who experienced losses should register online as soon as possible at www.DisasterAssistance.gov or by mobile device at m.fema.gov. If online or mobile access is unavailable, applicants should call the FEMA toll-free Helpline at 800-621-3362. Those who use 711-Relay or Video Relay Services should call 800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice. Operators speak many languages.

People in the newly designated counties who already registered for federal disaster assistance do not need to do so again. If they have any questions about their applications for disaster assistance, they should call 800-621-3362.

FEMA will ask for the following information:

  • The telephone number where applicants can be reached
  • The address where applicants lived at the time of the disaster and the address where they are staying
  • Their Social Security number
  • A general description of damage to property and other losses
  • The name of the insurance company and policy number or agent if the property is insured
  • Bank account routing information for direct deposit of funds

Survivors May Be Eligible for Many Types of Assistance

Federal disaster aid to people may include:

  • Rental assistance for temporary housing if their home or apartment is unlivable.
  • Grants for minimal home repairs and replacement of essential household items not covered by insurance to make damaged dwellings safe, sanitary and functional.
  • Grants to replace personal property and help meet medical, dental, funeral and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.
  • Low-interest disaster loans from the U.S. Small Business Administration to cover losses of renters and homeowners

Other sources of assistance:

  • A number of voluntary agencies, faith- based groups and community organizations are providing food, shelter, supplies and are assisting in clean-up efforts. More information on a range of aid programs is available from local governments or by calling 2-1-1.

Federal aid to businesses and nonprofits with losses may include:

  • Low-interest disaster loans from the SBA for businesses and certain private nonprofit organizations that sustained physical damage or economic injury.

Survivors Should Register Even If Insured

It’s important for survivors to document damage with photographs, save repair receipts and notify their insurance companies. Those with insurance should know that federal disaster assistance may be provided prior to a delayed insurance settlement and assist an eligible survivor during their recovery. However, federal assistance must be repaid once an insurance settlement is received.      

An insurance settlement may be insufficient to cover all eligible damages or losses. Federal disaster assistance may fill in eligible gaps a survivor’s insurance doesn’t cover. 

Survivors who have flood insurance on their property should be aware that it covers the following:

  • The structure and its foundation
  • Electrical and plumbing
  • Central air conditioning equipment, furnaces and water heaters,
  • Refrigerators, cooking stoves and built-in appliances such as dishwashers
  • Permanently installed carpeting over unfinished flooring
  • Permanently installed paneling, wallboard, bookcases and cabinets
  • Window blinds
  • Detached garages
  • Debris removal
  • Some personal items, such as clothing, furniture, window units, microwave ovens and dishwashers, washers and dryers and food freezers

Important Information for Hurricane Isaac Disaster Survivors

ATLANTA—Hurricane Isaac survivors in Mississippi who had property losses in Hancock, Harrison, Jackson or Pearl River counties should register for federal disaster assistance even if  they have insurance.

Insured survivors should register as soon as they can with the Federal Emergency Management Agency for several reasons.

Federal disaster assistance may be provided prior to a delayed insurance settlement and assist an eligible survivor during their recovery. However, federal assistance must be repaid once an insurance settlement is received.         

An insurance settlement may be insufficient to cover all eligible damages or losses. Federal disaster assistance may fill in eligible gaps a survivor’s insurance doesn’t cover.

Survivors who have flood insurance on their property should be aware that it covers the following:

  • The structure and its foundation
  • Electrical and plumbing
  • Central air conditioning equipment, furnaces and water heaters,
  • Refrigerators, cooking stoves and built-in appliances such as dishwashers
  • Permanently installed carpeting over unfinished flooring
  • Permanently installed paneling, wallboard, bookcases and cabinets
  • Window blinds
  • Detached garages
  • Debris removal
  • Some personal items, such as clothing, furniture, window units, microwave ovens and dishwashers, washers and dryers and food freezers

Federal disaster assistance may include temporary housing assistance if a residence is uninhabitable and its coverage does not include additional living expenses.

Assistance for insured survivors may come in the form of grants or low-interest disaster loans from the U.S. Small Business Administration.

Disaster applicants who use TTY should call 800-462-7585. Those who use 711 or Video Relay Service (VRS) should call 800-621-3362.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.
