Baton Rouge, La. – Louisiana disaster survivors in Catahoula, East Carroll, Franklin, Lincoln and St. Helena parishes may now be eligible for federal disaster assistance.
        
Their first step is to register with FEMA.

Individuals in the designated parishes who had storm damage may apply for federal disaster assistance three ways:

  • Online at www.DisasterAssistance.gov
  • By calling 800-621-FEMA (3362)
    • People who have a speech disability or hearing loss and use TTY should call 800-462-7585.
    • For those who use 711 or Video Relay Service (VRS), call 800-621-3362.
    • These toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.
  • At a disaster recovery center (DRC).
    • For addresses of all the DRCs currently operating in Louisiana, go to www.fema.gov/disaster/4263 and click on the “Disaster Recovery Centers” link.

The federal disaster declaration issued March 13 for seven Louisiana parishes has been expanded four times to include 28 additional parishes as a result of severe storms and flooding that began on March 8, and continues.
    
The parishes designated for assistance are: Allen, Ascension, Beauregard, Bienville, Bossier, Caddo, Caldwell, Calcasieu, Catahoula, Claiborne, De Soto, East Carroll, Franklin, Grant, Jackson, La Salle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Tammany, Tangipahoa, Union, Vernon, Washington, Webster, West Carroll and Winn.

Assistance provided by FEMA for homeowners and renters can include grants for rent, temporary housing and home repairs to their primary residence, as well as other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs.

Low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to help individuals and business owners recover from the effects of the disaster. SBA helps businesses of all sizes, private nonprofit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. The loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.  

Residents should apply as quickly as they can, even if they have insurance.  FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their insurance claims have been settled.

For flood insurance policyholders who may have questions, FEMA has aligned its call center to support them with servicing their claims and getting answers to their questions quickly. Policyholders may call 800-621-3362 Monday through Friday from 8 a.m. to 6 p.m. and select Option 2. Call center staff are available to assist policyholders with information regarding their policy, offer technical flood guidance to aid in recovery, and respond to general as well as complicated questions about the NFIP. Policyholders with questions specifically about an insurance claim can be transferred to their insurance carrier for additional assistance.

PEARL, Miss. – A disaster recovery center is now open in Bolivar County to provide assistance to survivors of the severe storms and flooding that began March 9, 2016.

Bolivar County Disaster Recovery Center Opens for Disaster Survivors

PEARL, Miss. – Outreach teams from the Mississippi Emergency Management Agency and the Federal Emergency Management Agency are canvassing disaster-damaged neighborhoods around Mississippi.

The teams are working in federal disaster-designated counties to give residents an opportunity to register for disaster assistance and to quickly identify and address immediate and emerging needs. The teams can also provide application updates and referrals to additional resources for remaining needs.

These mobile team members can be easily identified by their photo identifications and MEMA or FEMA clothing. Mississippi residents are reminded to ask for photo identification before providing personal information.

Housing inspectors contracted by FEMA are also working in disaster-designated counties, inspecting damage sustained by survivors who have already registered with FEMA.

When FEMA inspectors arrive at a home, they will display official photo identification. If the photo identification is not displayed, it is important to ask to see it. This helps prevent fraud.

Disaster-designated counties include: Bolivar, Clarke, Coahoma, Forrest, Greene, Jones, Marion, Panola, Perry, Quitman, Sunflower, Tunica, Washington and Wayne.

Outreach teams and inspectors began working in Bolivar, Coahoma and Washington counties after the initial major disaster declaration of March 25, 2016. Governor Bryant’s request for 11 additional counties was approved March 31. The outreach teams and inspectors will also be working in those counties in the coming days and weeks.

To begin the process, survivors need to register with FEMA and report uninsured or underinsured damage to their homes, vehicles or other personal property. An inspector will then contact the applicant and schedule an appointment to visit the home.

To speed the inspection process, applicants should:

  • Ensure their home or mailbox number is clearly visible from the road.
  • Keep their appointment or notify the inspector if a postponement is necessary.
  • Be present for the inspection or authorize another person who is 18 years or older to act as their agent and be present on their behalf during the inspection if they have evacuated and cannot return for the inspection.
  • Be reachable, informing neighbors where they can be contacted if they are not staying in the home.
  • Tell the inspector about other property losses or disaster-related needs such as transportation, medical or dental care, tools needed for a trade if not self-employed and educational materials, so inspectors can relay the information to FEMA.
  • Take photos of their homes, if possible, which can be used to supplement photos taken by the inspector. Document all damage.

After documenting and photographing damage, survivors should begin cleanup and repairs. Survivors need to check with their county or city governments about any permitting that may be required before doing major repairs. They should also keep all receipts for disaster-related expenses. 

The damage inspection generally lasts 20-45 minutes. As part of the inspection process, homeowners are asked to show proof of ownership, such as a tax bill, a deed, mortgage payment receipt or insurance policy with the property’s address. Renters must show proof of occupancy, a lease, rent payment receipt, utility bill or other document confirming the location was their primary residence at the time of the disaster. Both homeowners and renters also must have a valid driver’s license or other photo identification.

Inspectors document disaster-related damage, but do not determine the applicant’s eligibility for FEMA assistance. They check for damage to the structure and building systems, to major appliances and septic systems and wells, and enter information into an electronic device that sends the information to FEMA. This speeds up the process of providing assistance.

A U.S. Small Business Administration loss verifier also may schedule an appointment with applicants who have completed an SBA loan application. Like FEMA inspectors, SBA loss verifiers and insurance adjusters are required to carry identification. Residents should ask to see a photo ID if any inspector comes to their home.

11 Mississippi Counties Added to Federal Disaster Declaration for March Floods

BATON ROUGE, La. – Disaster recovery centers will open Thursday, March 31, in Natchitoches, Natchitoches Parish, and Oak Grove, West Carroll Parish, to help Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m. Monday through Saturday and noon to 5 p.m. Sundays until further notice.

BATON ROUGE, La. – Disaster recovery centers will open Wednesday, March 30, in Gonzales, Ascension Parish, and Farmerville, Union Parish, to help Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m. Monday through Saturday and noon to 5 p.m. Sundays until further notice.

The disaster recovery centers are located at the following addresses:

Lamar-Dixon Expo Center
9039 S. St. Landry Avenue
Gonzales, La.

Willie Davis Recreation Center
116 Cox Ferry Rd.
Farmerville, La.

More centers are planned to open in other parishes. Survivors may locate centers online at  fema.gov/disaster-recovery-centers or by calling 800-621-3362.

Representatives from the Governor’s Office of Homeland Security and Emergency Preparedness, the Federal Emergency Management Agency, U.S. Small Business Administration, volunteer groups  and other agencies are at the center to answer questions about disaster assistance and low-interest disaster loans for homeowners, renters and businesses. They can also help survivors apply for federal disaster assistance.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

To register, go online to DisasterAssistance.gov or call the FEMA helpline at 800-621-3362. Help is available in most languages and phone lines are open 7 a.m. to 10 p.m. seven days a week until further notice.

Disaster survivors who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585 to register. Those who use 711 or Video Relay Service or require accommodations while visiting a center may call 800-621-3362. All disaster recovery centers are accessible and equipped with tools to accommodate disaster survivors who need disability-related communication aids.

Low-interest disaster loans from the SBA are available for businesses of all sizes including landlords, private non-profit organizations, homeowners and renters. Disaster loans cover losses not fully compensated by insurance or other recoveries.

Mississippi Flood Survivors Urged to Register for Disaster Assistance

PEARL, Miss. – Homeowners, renters and business owners affected by the recent severe storms and flooding in Mississippi that began March 9, 2016, are urged to register with the Federal Emergency Management Agency, as they may be eligible for disaster assistance.

The March 25, 2016, presidential disaster declaration makes federal assistance available to eligible individuals and business owners in Bolivar, Coahoma and Washington counties.

Individuals and businesses in the designated counties can begin the disaster assistance process by registering online at DisasterAssistance.gov or by calling 800-621-3362, which is video relay service accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice.

Assistance may include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as repairing or replacing damaged or destroyed personal property, medical and dental expenses. Low-interest disaster loans from the U.S. Small Business Administration may also be available to cover losses not fully compensated by insurance.

Mississippi residents should register with FEMA even if they have insurance, but only if their property was damaged by the floods. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization. Federal disaster aid does not affect other government benefits, such as Social Security and Medicaid, and is not considered taxable income. Only one person per household is eligible to register. Survivors must use the name that appears on their Social Security cards when registering with FEMA.

Applicants will be asked for the following information:

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for direct deposit of funds.

Mississippi Flood Survivors Urged to Register for Disaster Assistance

Bringing to light the disaster recovery needs of the Oglala Lakota Sioux tribe was the focus of a summit hosted by the Center for Disaster Philanthropy (CDP) and the South Dakota Voluntary Organizations Active in Disasters (VOAD). The Summit, held on March 11 at the Prairie Winds Casino on the Pine Ridge Indian Reservation, brought together more than 70 individuals representing 37 agencies seeking to learn how they can assist this community in need.

The reservation is located in remote southwestern South Dakota and is among the most poverty-stricken areas of the country.In May of 2015, a series of storms left flooding and wind damaged to hundreds of homes, many in already stressed conditions. The Oglala Sioux requested a federal disaster declaration, which was granted by President Obama in August.This was the first time FEMA’s Individual Assistance program was made available directly to a tribe, rather than through a state.

FEMA has been on the ground at Pine Ridge for eight months, and is repairing or replacing more than 300 homes as part of its efforts. However, the overall need is much greater. Additional storms later in the year created a great deal of damage that is not covered by the federal disaster declaration. In fact, only one in five of the households that registered for FEMA aid were eligible for federal assistance programs. That leaves a sizable group with unmet needs.

That’s where the South Dakota VOAD and CDP have stepped in. Because the Oglala Sioux disaster did not initially garner a great deal of media coverage and cultural reluctance to accept help from outside the reservation, many local agencies were not aware of the level of need. FEMA’s voluntary agency liaisons reached out to voluntary agency partners in and attempt to bridge that gap and a new team was born.

One of the biggest challenges is that there was not a strong relationship between most members of the South Dakota VOAD and with organizations within in the reservation. FEMA has hired two tribal members to serve as VALs and that is creating some capacity within the tribe. A collaboration was also established with Re-Member, an organization that has spent nearly 20 years working on Pine Ridge, assisting residents with basic housing needs.Re-Member has the local know-how and relationships needed to break the ice with tribal members in need.

The goal of the partnership summit was to take team to the next level, combining the local knowledge of Re-Member with the wide variety of resources and expertise that other agencies can bring to the table. There are lots of great ideas out there, and now is the time to begin implementing them, but ensuring that solutions developed are also in harmony with the Oglala people is vital. This is a unique opportunity for all corners of the volunteer community to come together to assist the Pine Ridge Indian Reservation.
