Federal, State and Local Partners Team Up To Identify Middle Brazos/Palo Pinto Watershed Flood Risks in Texas

DENTON, Texas — The Federal Emergency Management Agency (FEMA) is initiating a watershed approach to identifying flood risk in an area involving nearly a dozen Texas counties.

As this effort begins in the Middle Brazos/Palo Pinto Watershed, local, state and federal officials are working together to develop partnerships, share flood risk information and identify opportunities for mitigation action.

The watershed touches a total of 11 Texas counties: Archer, Eastland, Erath, Hood, Jack, Johnson, Palo Pinto, Parker, Somervell, Stephens and Young.

“It’s important that the whole community be a part of this process in order for the end result to be a tangible mitigation action,” said FEMA Region 6 Acting Administrator Tony Robinson. “For a comprehensive picture of a community’s flood risk, FEMA relies heavily on information and data provided by the community itself.”

Presently, FEMA is gathering information from a variety of stakeholders including community officials, flood plain administrators, engineers, watershed council representatives, planners, and emergency managers. This data is being collected through a process called discovery, initiated by discovery meetings recently held in the local area.

Because flood hazards change over time, officials say the watershed approach to identifying flood risks provides a great opportunity to take a comprehensive look at the components that contribute to a community’s flood risk.

Kansas City, Mo. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) will host a public meeting on August 3, 2012. Participants will discuss the exercise process involved with a full-scale response exercise scheduled to be conducted July 31 through August 1, 2012, by federal, state, and local public safety organizations and the Cooper nuclear facility.

Members of the public and the media are invited to attend this meeting. It begins at 10:00 a.m. in the Nebraska Public Power District, Emergency Operations Facility Auditorium, at 902 Central Avenue, in Auburn, Nebraska.

Representatives from FEMA Region VII will chair the meeting and explain the exercise process as well as the involvement of the states of Nebraska and Missouri and their respective risk and host counties. A representative from the Nuclear Regulatory Commission’s (NRC) Region IV office, located in Arlington, Texas, will also be present and discuss activities conducted on-site at the Cooper Nuclear Station during the exercise.

The two day exercise will require the activation of emergency facilities for the states of Nebraska and Missouri, as well as Otoe, Nemaha, and Richardson counties in Nebraska and Atchison and Nodaway counties in Missouri. The activities of participants from the state, county and local units of government will be observed and evaluated by the FEMA Region VII Radiological Emergency Preparedness (REP) Program. The Cooper Nuclear Station onsite performance will be observed and evaluated by NRC. Because no results will be finalized at that time, the outcomes of the exercise will not be discussed at the public meeting on August 3, 2012.

The exercise is a biennial requirement to determine the adequacy of the radiological emergency preparedness and response plans. The main goal is to test the ability of the state of Nebraska and Missouri, the utility and the participating counties to protect the health and safety of the public living in the vicinity of the Cooper Nuclear Station. The evaluated exercise provides reasonable assurance that the appropriate protective measures can be taken onsite and offsite in the event of a radiological emergency.

The NRC is the federal agency responsible for evaluating onsite emergency plans and exercises for nuclear power plants. FEMA Region VII REP Program staff is responsible for evaluating offsite plans and exercises for states and counties through the Radiological Emergency Preparedness Program.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Colorado.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for emergency measures, including direct federal assistance, taken to save lives and protect property and public health. (Source: FEMA funded, state administered.)

Assistance for Affected Individuals and Families Can Include as Required:

  • Unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster and who do not qualify for state benefits, such as self-employed individuals. (Source: FEMA funded; state administered.)
  • Crisis counseling for those traumatized by the disaster.

How to Apply for Assistance:

  • Disaster Unemployment Assistance and Crisis Counseling are state administered programs. Application procedures for individuals will be announced in the affected area by recovery officials.
  • Application procedures for state, tribal and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.

DENVER, Colo. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for Montana’s Dahl Fire in Musselshell County.

FEMA Regional Administrator Robin Finegan approved a Fire Management Assistance Grant (FMAG) upon receiving the state’s request. At the time of the request the fire was threatening 203 homes in the area of the town of Roundup. The fire was also threatening the Signal Mountain Coal Mine, schools and a fire station. Mandatory evacuations are ordered for 203 homes at this time.

Earlier this evening, Regional Administrator Robin Finegan approved a Fire Management Assistance Grant for the Corral Fire in Lewis and Clark County, when it was determined that the fire threatened to create major disaster. There are currently 10 large fires burning uncontrolled in Montana.

The authorization makes FEMA funding available to pay 75 percent of the state’s eligible firefighting costs for managing, mitigating and controlling the fire. These grants do not provide assistance to individual home or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA Urges Residents along Gulf Coast to be Prepared and Monitor Tropical Storm Debby

WASHINGTON — FEMA, through our regional offices in Atlanta, Ga., and Denton, Texas, has been closely monitoring Tropical Storm Debby which is currently located in the Gulf of Mexico about 200 miles south-southeast of the mouth of the Mississippi River, and remains in close coordination with federal as well as state and local partners as the storm develops.

Although the National Hurricane Center has issued tropical storm watches and warnings for several areas along the Gulf Coast, FEMA continues to urge all residents in the area to closely monitor this storm due to the uncertainty in the track and strength of the storm, and to follow the direction of local and state officials.

Debby is the earliest fourth named storm on record, with the previous record being held by Hurricane Dennis, which became the fourth storm of 2005 on July 5.

“As always, we urge all individuals in the region to follow the directions provided by local officials, listen to NOAA Weather Radio and their local news to monitor for updates,” said Administrator Craig Fugate. “History has taught us that storm tracks can change quickly and unexpectedly and people are urged to stay informed and monitor storm conditions.”

Typically, with tropical systems these storms will produce high winds and heavy rains. The National Weather Service is predicting the storm may produce rain accumulations of 5 to 10 inches along the immediate Gulf Coast from Southeast Louisiana to the central West of Florida, with isolated maximum amount of 15 inches possible.

Individuals in coastal areas of the Southeast United States, especially in the Gulf Coast where tropical storm watches and warnings are in effect, should take steps to prepare. Residents can find information to prepare their family, home or business to reduce the impact of severe weather by going to Ready.gov.

FEMA, working with our federal partners including the National Hurricane Center, will continue to monitor the strength and path of Debby and will remain in close contact with state and local partners as they prepare for potential severe weather.

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster assistance has been made available to Vermont to supplement state and local recovery efforts in the area struck by severe storm, tornado and flooding on May 29, 2012.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm, tornado and flooding in Addison, Lamoille and Orleans counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

James N. Russo has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Russo said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.
