Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Wisconsin.

Assistance for the State, Tribal and Local Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities. How to Apply for Assistance:

  • Application procedures for the state will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Disaster Recovery Centers Change Schedule

TALLAHASSEE, Fla. – The disaster recovery center in Crawfordville will transition to a disaster loan outreach center operated by the U.S. Small Business Administration at 9 a.m. Monday, Aug. 6. The center will be open 9 a.m. to 6 p.m. through Thursday, Aug. 9.

Homeowners, renters and business owners who visit the center can talk with SBA representatives about low-interest disaster loans, get help filling out loan applications and submit completed applications. Federal Emergency Management Agency staff will also be there to answer questions about FEMA registration and disaster assistance.

A disaster recovery center typically meets the more immediate concerns of storm survivors, while a disaster loan outreach center focuses on funds needed for long-term rebuilding and recovery.

The center will remain at the Wakulla Agricultural Center, 84 Cedar Ave. in Crawfordville.

Completing and submitting SBA disaster loan applications is important because it may pave the way for additional FEMA assistance. There are valid reasons for applying, even if you think you won’t need a loan.

  • SBA can offer temporary loans to help cover immediate expenses until insurance is settled.
  • SBA can offer loans with terms of up to 30 years and interest rates as low as 1.9 percent.
  • SBA disaster loans can be used by a homeowner to repair or replace their primary residence.
  • Homeowners and renters can replace damaged household contents and vehicles with SBA disaster loans.
  • Business owners can apply to SBA for disaster loans for physical damages or economic losses.

FEMA mitigation specialists – who can explain disaster-resistant ways to repair and rebuild – will be at the Lowe’s at 474283 E. State Road 200 in Fernandina Beach from Aug. 1 to Aug. 6. They will be available from 8 a.m. to 5 p.m. through Sunday and from 8 a.m. to 2 p.m. on Monday, Aug. 6.

Mitigation Specialists to Answer Questions in Nassau County

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced yesterday that federal aid has been made available for the District of Columbia to supplement the local recovery efforts in the area affected by severe storms during the period of June 29 to July 1, 2012.

Federal funding is available to the District of Columbia and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms in the District of Columbia.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures in the District of Columbia.

Michael J. Lapinski has been named Federal Coordinating Officer for federal recovery operations in the affected area.  Lapinski said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.

President Declares a Major Disaster for the District of Columbia

FEMA Awards More than $11.2 Million to New Mexico for Debris and Sediment Removal

DENTON, Texas – More than $11.2 million has recently been awarded to the state of New Mexico by the Federal Emergency Management Agency (FEMA) for debris and sediment removal from a number of retention ponds in the aftermath of severe storms and torrential rains in late August 2011.

The storms and rains over a previously burned area caused severe runoff into multiple retaining ponds within the boundaries of the Santa Clara Pueblo, filling the ponds with debris and sediment. The funding will cover costs for equipment, labor and contracts to remove and dispose of the sediment and debris from the ponds and restore them to pre-disaster condition.

“Debris and sediment removal activities such as this are necessary because the debris can pose a significant threat to the lives and safety of residents,” said FEMA Region 6 Acting Administrator Tony Robinson. “These ponds serve as catch basins, keeping the debris and sediment from inundating the Santa Clara Pueblo.”

FEMA’s contribution, made possible by a Public Assistance grant, represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then forwards the grant to the eligible applicant.

FEMA Awards More than $11.2 Million to New Mexico for Debris and Sediment Removal

NEW ORLEANS – The Federal Emergency Management Agency announced today $582,000 in consolidated federal funding to Plaquemines Parish for contents damaged during Hurricane Katrina throughout several of their emergency management system buildings.

During the storm, Plaquemines’ Port Sulphur EMS Building, Pointe a la Hache EMS Building, Braithwaite Ambulance Office and Health Department Building all sustained extensive damages, resulting in FEMA previously providing separate grants to replace each of their respective contents losses. More recently, Plaquemines Parish requested FEMA to fund an improved project to consolidate these multiple grants into one through using a broader content categorization system.

“Our recent funding approves this request, providing Plaquemines Parish the flexible recovery support necessary to purchase new contents to meet their overarching, post-Katrina EMS needs,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.

Before, Plaquemines Parish needed to replace damaged contents “item for item” when using federal dollars, whereas this new approach allows them to buy similar items within five agreed upon categories—information technology, emergency medical service equipment and supplies, office equipment and supplies, furnishings, and kitchen and laundry equipment and supplies.

“This is another example of the great team work that FEMA is doing. Because of these efforts we have made great progress in rebuilding our great parish. I am thankful for the ongoing relationship we have with the people at FEMA,” said Plaquemines Parish President Billy Nungesser.

To date, including this recent consolidated grant, FEMA has provided approximately $808.5 million for hurricanes Katrina and Rita recovery efforts throughout Plaquemines Parish.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

Plaquemines Parish Emergency Management System Benefits From Flexible FEMA Grant

TALLAHASSEE, Fla. – People who receive federal disaster assistance as a result of Tropical Storm Debby will not pay additional income taxes or see any reduction in their Social Security checks or any other federal benefits.

Disaster assistance for temporary housing, essential home repairs, replacement of personal property or for other needs does not count as income. Disaster relief payments from the government or donations from charitable organizations will not affect Social Security payments or Medicare benefits.

People can register with the Federal Emergency Management Agency for disaster assistance by using any of the following methods:

  1. By phone, call 800-621-FEMA (3362) from 7 a.m. to 10 p.m. Assistance is available in most languages. People who are deaf or hard of hearing may call (TTY) 800-462-7585.
  2. Online at www.DisasterAssistance.gov.
  3. By tablet or smartphone, use the FEMA app or go to m.fema.gov.

Those who have experienced damage from the storms may be eligible for FEMA’s Individuals and Households Program.  This may cover expenses for temporary housing, home repairs, replacement of damaged personal property and other disaster-related needs, such as medical, dental or transportation costs not covered by insurance or other programs.

Eligibility for FEMA assistance is not dependent on income. The determination on the amount of disaster assistance an eligible applicant receives is based on the amount of loss and damages incurred as a direct result of the recent storms and flooding and the amount of their insurance settlement, if any.
