Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the State of Delaware.

Assistance for the State and Affected Local Governments Can Include as Required:

Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures, including direct federal assistance, taken to save lives and protect property and public health. (Source: FEMA funded, state administered.)
Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities. Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters. (Source: FEMA funded, state administered.)

How to Apply for Assistance:

Application procedures for state and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.

Telephone Hotline For New Jersey Disaster Legal Services

TRENTON, N.J.– A toll-free hotline, 1-888-541-1900, is now available for New Jersey survivors facing legal issues because of Hurricane Sandy. Disaster survivors with storm-related legal issues can call the hotline to request free legal assistance.

The office will be staffed from 9 a.m. to 5 p.m., Monday through Friday by members of the Young Lawyers Division of the New Jersey Bar Association. Voice messages can be left when the office is not staffed.

The type of legal assistance available includes:

Assistance with replacing legal documents that may have been lost due to flooding.
Assistance with life, medical and property insurance-related claims.
Assistance in consumer protection matters, remedies, and procedures.
Counseling on mortgage-foreclosure problems.
Counseling on landlord/tenant problems.
Creditor-debtor matters.
FEMA appeals.

Callers will be interviewed to determine what help they need and then will be matched with a volunteer attorney who can provide assistance or general legal information regarding their issue.

When calling, survivors should make clear that they are seeking legal assistance related to Hurricane Sandy.

The hotline is part of a long-standing partnership between FEMA and the American Bar Association.

Additional New Jersey Disaster Recovery Centers Open in Atlantic and Ocean Counties

TRENTON, N.J .– Anyone affected by Hurricane Sandy can now visit newly opened Disaster Recovery Centers (DRCs) in Atlantic and Ocean counties if they have questions about recovery programs. There are now 27 DRCs open daily. The center in Bay Head will be open from 8 a.m. to 5 p.m. while the curfew remains in effect. All others are open from 8 a.m. to 8 p.m. All DRCs in New Jersey will be closed on Thanksgiving Day, Nov. 22.

Before going to a DRC, it is helpful to register with FEMA. Apply for assistance by registering online at www.DisasterAssistance.gov, by a web-enabled mobile device at m.fema.gov or by calling 1-800-621-FEMA (3362). Disaster assistance applicants who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

DRCs allow residents to speak one-on-one with recovery representatives. FEMA program specialists are available to provide registration and other information, and to answer questions at the centers. These include mitigation specialists who can provide guidance on cost-effective rebuilding and repair techniques to reduce property damage in future disasters.

It is not necessary to visit a center to receive disaster assistance.

In addition to FEMA program specialists, customer service representatives from the U.S. Small Business Administration (SBA) are available to answer questions about the SBA low-interest disaster loan program, and to assist with disaster loan applications.

An applicant may go to any DRC, even if it is located in another county or state. Once an application has been made, a FEMA registration number is assigned. It can be accessed nationally.

Learn Rebuilding Techniques at Lowe’s This Weekend

WINDSOR, Conn. – An outreach team from FEMA will be at the Lowe’s home improvement store in Milford this weekend to explain techniques that may reduce potential damage to homes, businesses and property from future flooding.

Specialists from the Federal Emergency Management Agency will offer “how-to” information for retrofitting buildings and elevating utilities. They will also provide clean-up tips to help prevent mold and mildew.

The FEMA team will be at the Lowe’s store at 311 Old Gate Lane in Milford from 9 a.m. to 6 p.m. on Saturday, Nov. 17 and Sunday, Nov. 18.

Information will include instructions on how to:

Relocate circuit breaker panels, outlets and switches above potential floodwaters
Move washer and dryer hookups to a higher floor
Elevate furnaces and water heaters
Prevent sewer backups with a backflow valve

WINDSOR, Conn. – The FEMA-State Disaster Recovery Centers in Connecticut will now be open later to give survivors more time to visit one of the centers.

Specialists from the Federal Emergency Management Agency and the U.S. Small Business Administration are on hand at the centers to answer questions and provide information on the types of assistance available to survivors.

People who suffered losses can get person-to-person assistance at the centers from specialists skilled in disaster-related subjects.

If possible, before visiting a center, register online at www.DisasterAssistance.gov, at m.fema.gov on the browser of a smartphone or web device; or call 800-621-3362. TTY users call 800-462-7585. The toll-free numbers are staffed 24 hours a day, seven days a week. Help in many languages is available.

FEMA Extends Transitional Sheltering Assistance Program in New York

NEW YORK — The Federal Emergency Management Agency (FEMA), at the request of the state of New York, has approved a 30-day extension to the Transitional Sheltering Assistance (TSA) program. The program allows FEMA applicants whose homes were damaged by Hurricane Sandy, to stay in hotels or motels. This temporary emergency program is intended to help applicants whose homes are uninhabitable, until more suitable housing accommodations are available.

“We know that some survivors in hard-hit areas are facing critical challenges to getting back into their homes,” said Federal Coordinating Officer Michael F. Byrne. “We are working in close coordination with our state and local partners to do all we can to speed that process. Until that day, the TSA extension will offer eligible survivors some relief.”

The program, which began November 3, was originally scheduled to expire on November 16 with a checkout on November 17. The program now runs through December 14, in two successive intervals, with checkout dates of December 1, 2012, and December15, 2012.

New Yorkers can register for FEMA assistance online at www.disasterassistance.gov or via smart phone on m.fema.gov. Applicants may also call 1-800-621-FEMA (3362) or (TTY) 1-800-462-7585. Survivors who use 711-Relay or Video Relay Services (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate 24 hours a day, seven days a week until further notice.

WV Derecho Disaster Assistance Registration Deadline is Nov. 19

CHARLESTON, Wv. – Less than one week remains for West Virginia residents to register for disaster assistance to help with losses caused by the late-June/early-July derecho. The Federal Emergency Management Agency (FEMA) is urging everyone in the 20 affected counties to apply by Monday, November 19.

There are two ways to begin the application process. Residents may call FEMA’s toll-free registration number at 1-800-621-FEMA (3362) or TTY 1-800-462-7585 for those with speech or hearing impairment 7 a.m. to 10 p.m. EST. Residents may also register online at www.disasterassistance.gov.

St. Tammany Parish Disaster Recovery Center Transitions to SBA Loan Center on Monday

BATON ROUGE, La. — To continue serving Louisianians affected by Hurricane Isaac, the State/FEMA Disaster Recovery Center in Slidell is transitioning Monday, Nov. 19, to a U.S. Small Business Administration (SBA) Disaster Loan Outreach Center (DLOC).

SBA representatives at the DLOC will answer questions, explain the application process and help survivors apply for low-interest disaster loans.

Hurricane Sandy Survivors Should Return SBA Disaster Loan Applications to Keep Options Open

NEW YORK — Federal Emergency Management Agency grants are not the only disaster assistance option for Hurricane Sandy survivors. The U.S. Small Business Administration’s low-interest disaster loan program is another important source of assistance for homeowners, renters and businesses.

While some people prefer to avoid borrowing money to cover disaster-related expenses, additional unforeseen costs can arise down the road, leaving them without enough money to cover all expenses.

Additional financial gaps that may occur include:

Insurance not covering all repair or rebuilding costs;
Discovering disaster-related damage costs are more than the initial estimate; and
Finding additional damages.

Survivors who receive low-interest disaster loan applications from SBA after registering with FEMA should complete and return the applications even if they do not plan to accept a loan. By completing this important step in the process, they may become eligible for other forms of assistance, including additional grants from FEMA for homeowners and renters.

Homeowners, renters, private nonprofit organizations and businesses of all sizes, including people who own rental property, in designated counties can apply for low-interest disaster loans to pay for disaster-related damages. Applicants may apply for loans with SBA before insurance is settled.

Homeowners can receive loans of up to $200,000 to repair or replace their primary residences. Homeowners and renters may also borrow up to $40,000 to replace damaged or destroyed personal property including vehicles. Businesses and private nonprofits can apply for loans of up

to $2 million. Interest rates for businesses are as low as four percent to cover physical damage and economic injury caused by the disaster. For private nonprofits, interest rates are as low as three percent.

Disaster loans with rates as low as 1.688 percent are available for homeowners and renters in Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester counties, which have been designated for FEMA individual assistance. Loan terms may be up to 30 years to make payments affordable.

La Administración Federal de Pequeños Negocios (SBA por sus siglas en inglés) es la fuente principal de dinero del gobierno federal para la reconstrucción a largo plazo de propiedad privada dañada por desastres. SBA ayuda a propietarios de viviendas, arrendatarios, negocios de todos los tamaños, y organizaciones sin fines de lucro a financiar reparaciones o esfuerzos de reconstrucción y cubre el costo de remplazar propiedad personal perdida o dañada por el desastre. Estos préstamos por desastre cubren perdidas que no han sido completamente cubiertas por los seguros u otras indemnizaciones y no duplican beneficios de otras agencias u organizaciones.
