Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the District of Columbia.

Assistance for the District and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures, including direct federal assistance, taken to save lives and protect property and public health.  (Source: FEMA funded, district administered.)
     
  • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities.   • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by the district and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA funded, district administered.)

How to Apply for Assistance:

  • Application procedures for local governments will be explained at a series of federal/district applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the district from funding provided by FEMA and other participating federal agencies.

Federal Aid Programs for the District of Columbia

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the District of Columbia to supplement the district and local recovery efforts in the area affected by Hurricane Sandy during the period of October 26 to October 31, 2012.

The President’s action makes federal funding available to the district and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Sandy in the District of Columbia.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures in the District of Columbia.

Jack Schuback has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Schuback said additional designations may be made at a later date if requested by the district and warranted by the results of further damage assessments.

President Declares Disaster for District of Columbia

WINDSOR, Conn. – Federal disaster assistance for Connecticut’s Hurricane Sandy survivors is based on the unique needs and losses of each individual applicant.

“FEMA’s goal is to help anyone who suffered damage to receive every bit of assistance we offer,” said Federal Coordinating Officer Albert Lewis of the Federal Emergency Management Agency. “One household may receive more or less than the one next door, but that’s driven by varying needs and damage.”

Fairfield, Middlesex, New Haven and New London counties, as well as the Mashantucket Pequot and Mohegan Tribal Nations within New London County, are designated for assistance to individuals under the Major Disaster Declaration of Oct 30.

Applications are evaluated on a case-by-case basis to address the needs of each individual. FEMA specialists are trained to coordinate assistance from various sources, such as other federal and state agencies, and volunteer and faith-based organizations. Assistance may include direct grants, low-interest disaster loans or other support to help residents recover from a disaster.

No matter how large or small the loss, anyone who experienced damage from Sandy should register with FEMA. It does not matter whether the survivor has insurance or not, or is a homeowner or renter.

The deadline to register is Dec. 31. Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register by phone anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Wait for the English message to finish to reach the multilingual operators.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

The U.S. Small Business Administration (SBA) is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private, nonprofit organizations fund repairs or rebuilding efforts, and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Disaster Assistance from FEMA Based on Individual Loss, Need

WINDSOR, Conn. — Renters in Connecticut counties whose homes and property were damaged by Hurricane Sandy may be eligible for federal disaster assistance.

“Sandy did not discriminate between homeowners and renters,” said Federal Coordinating Officer Albert Lewis. “We’re here to help everyone who is eligible for assistance, and that definitely includes renters.”

Renters who were displaced from their homes by the storm may be eligible for a FEMA grant to help them pay rent for temporary housing. These rental grants are for a 30-day period, subject to assistance review, until renters’ previous homes are again habitable or they find another home.

There is a free referral service to help applicants find safe, replacement rental property.

Both renters and homeowners may also be eligible for Other Needs Assistance, designed to help survivors with uninsured or underinsured necessary expenses and serious needs caused by the disaster.

Eligibility for these grants is determined through completing and returning the U.S. Small Business Administration application that many applicants receive after registering for disaster assistance. There is no requirement to take out a loan.

Grants can be used for:

  • Disaster-related medical and dental expenses;  
  • Replacement or repair of necessary personal property lost or damaged in the disaster, such as room furnishings or appliances, and tools and equipment required by the self-employed for their jobs;
  • Primary vehicles and approved second vehicles damaged by the disaster; and
  • Disaster-related funeral and burial expenses.

Federal Disaster Assistance Is for Connecticut Renters, Too

TRENTON, N.J. — Before you hang any drywall or put your utilities back in the basement, make sure you’re practicing safe and smart rebuilding methods and following local building codes. It’s your house and you want to get back into it as quickly as possible. But, repairing or rebuilding a storm-damaged home takes thought and requires a lot more than your last do-it-yourself project.

First step:  Check with your local government about permit requirements.

Then, make sure that you do not have any asbestos issues on the property. If you suspect you do,go to www.state.nj.us/dep/dshw/rrtp/asbestos.htm to view the “Guidance Document for the Management of Asbestos-Containing Material (ACM).” The document comes from the New Jersey Department of Environmental Protection. 

As you rebuild, consider making changes that will make your home better prepared to withstand the next disaster. The Federal Emergency Management Agency (FEMA) maintains an extensive online library, including bi-lingual and multimedia resources that describe measures you can take to reduce future risks.

Rebuilding Stronger, Safer, Smarter

Trenton, N.J . — Hurricane Sandy survivors who registered with the Federal Emergency Management Agency (FEMA) and indicated they had insurance coverage should send in their insurance settlement information as soon as they receive it.

The insurance settlement documents allow FEMA to determine if survivors have uninsured or underinsured losses eligible for federal assistance. By law FEMA cannot provide financial assistance for losses covered by insurance. FEMA cannot pay deductibles either. Decisions on FEMA aid are evaluated on a case-by-case basis.

To submit insurance documentation, here’s what applicants can do:

  • Gather insurance documents and any settlement information.
  • Write the applicant’s name, FEMA registration number and 4086-DR-NJ on each page.
  • Send a copy of these documents to FEMA by:

Sandy Survivors Should Submit Insurance Settlement Information

HUNT VALLEY, Md. – Weather happens. Sometimes it’s severe enough to cause flooding and wind damage like Superstorm Sandy did in Maryland, especially on the Eastern Shore.

You can take steps before the next disaster to protect your family and minimize property damage. It’s called “hazard mitigation.”

Mitigation experts from the Maryland Emergency Management Agency and the Federal Emergency Management Agency suggest that families have a disaster preparedness plan and make their homes less vulnerable to high winds and torrential rains that accompany tropical storms or hurricanes.

Some things you can do yourself, such as stowing outside furniture when there’s a forecast for severe weather. Other measures may need the expertise of an electrician, plumber, contractor or other professional. Also, remember to check with your local officials for any permit requirements.

Anchor a fuel tank.  Whether it’s in a basement or outside of your dwelling, attach the tank to structural supports.  Keep it topped-off to reduce the possibility of the tank floating away.

Raise electrical boxes, major appliances, and HVAC components.  Survey the “infrastructure” of your home and elevate vulnerable items, such as furnaces, hot-water heaters, washers and dryers.

Stop water backup. If flood waters enter the sewer system, sewage can back up and enter your home. To prevent this, install a backflow valve.

Protect your home against high winds. If you are considering replacing doors and windows, look for impact-tested doors and think about adding storm shutters.

Brace garage doors.  During a hurricane, garage doors are vulnerable.  Adding braces across the back of the door and strengthening glider wheel tracks can help. If you are constructing a new home, consider installing a garage door built to withstand high winds.

Natural Disasters Happen … Take Steps to Minimize Home Damage

TRENTON, N.J. — Deadlines to apply for Public Assistance (PA) from the Federal Emergency Management Agency have been extended to December 30, 2012 for all 21 counties.

Michael Hall, FEMA’s Federal Coordinating Officer, granted the extension following a request from

the New Jersey State Office of Emergency Management. The PA program is a reimbursement program where the federal government provides 75 percent of eligible costs.

In the request for an extension, the state cited the unprecedented impact of Hurricane Sandy and the tremendous increase in the number of organizations submitting a Request for Public Assistance (RPA) that have never before been involved in the PA process.

As of December 3, FEMA has received 1,098 requests for Public Assistance, conducted 630 kick-off meetings, and approved 24 large projects totaling, $57,729,003.

State, Local Private Nonprofits In New Jersey Get 30 More Days To Request Fema Public Assistance Grants

NEW YORK – The State of New York and Federal Emergency Management Agency have new Disaster Recovery Centers in Nassau and Ulster counties to assist survivors of Hurricane Sandy.

Their locations and hours are:

Disaster Recovery Centers are one-stop shops for eligible storm survivors to get face-to-face help as quickly as possible. More may become available as sites are identified and approved. Conditions at individual locations may vary and affect opening times.

In addition to the new sites in Nassau and Ulster counties, about 30 other Disaster Recovery Centers remain open throughout New York to help those affected by Hurricane Sandy. Anyone who sustained damage in counties designated for federal individual disaster assistance can visit any of the centers. 

To find the one nearest you, the following options are available: Text DRC and a Zip Code to 43362 (4FEMA), and a text message will be sent back with the address. Also, check out the disaster recovery center locator at www.FEMA.gov/disaster-recovery-centers.

New Disaster Recovery Centers Open in Nassau, Ulster Counties

WARWICK, R.I. – The Federal Emergency Management Agency and Rhode Island Department of Labor and Training have added new services to the Disaster Recovery Centers to help Rhode Islanders affected by Hurricane Sandy. These include American Sign Language Interpreters and specialists who can help with applications for disaster unemployment insurance.

As part of its mission to provide equal access to all disaster survivors, FEMA worked with the Rhode Island Commission on the Deaf and Hard of Hearing to bring American Sign Language interpreters to Disaster Recovery Centers. They will be at the Centers in Westerly and Middletown from 10 a.m. to 4 p.m. beginning Thursday, December 6.

Other means FEMA uses to enhance access at the Centers include making written materials available with large print or in Braille; offering amplified phones, video relay services and other assistive technology by request; assisting with completion of paperwork and providing physical access to facilities.

To assist with claims for unemployment insurance from anyone who lost work as a result of the disaster, specialists from the Rhode Island Department of Labor and Training will be at the center in Middletown from 8 a.m. to 6 p.m. on Tuesday and in Westerly from 8 a.m. to 6 p.m. Wednesday and Thursday 

The Rhode Island Disaster Recovery Centers are open from 8 a.m. to 6 p.m., Monday – Friday and 8 a.m. to 4 p.m. on Saturday.  Closed on Sunday.  Locations are

  • Misquamicut Fire Station, 65 Crandall Avenue, Westerly, R.I.
  • Middletown Police Station (Community Room), 123 Valley Road, Middletown, R.I.

Rhode Islanders who lost income because of Hurricane Sandy, but are not eligible for the state’s regular unemployment benefits program, may qualify for disaster unemployment insurance if they reside in Newport or Washington counties. Also, people who could not travel to their jobs in Washington or Newport counties because of storm-related transportation disruption may be eligible. 

It is not necessary to visit a Disaster Recovery Center to register for DUA. A claim can be made by filing online for regular unemployment insurance at www.dlt.ri.gov, with a statement that the reason for the unemployment is due to Hurricane Sandy.  However, a visit to a Disaster Recovery Center when a specialist is available offers the opportunity for immediate in-person answers to questions and assistance with the process.

FEMA’s temporary housing assistance and grants for medical and dental expenses, funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.
