Over 3 Million People Still Under Hurricane Warning, Residents Advised to Heed Instructions from Local Officials

WASHINGTON – The Federal Emergency Management Agency (FEMA) urges residents to be prepared for severe, potentially record historic flooding as Hurricane Matthew continues to impact the eastern Carolinas. Hurricane Matthew remains a dangerous storm and FEMA urges residents in affected states to heed instructions from state, local, and tribal officials. As of 8 a.m. Eastern Time, over three million residents remained under a Hurricane Warning.

For residents in Georgia and the Carolinas, dangerous flooding continues in many areas and may worsen throughout the day into Sunday, particularly along and east of the I-95 corridor.  Flash flood warnings are in effect for significant portions of the Carolinas and the threat will continue for several more days. Driving through a flooded area can be extremely hazardous and almost half of all flash flood deaths happen in vehicles. If residents encounter flood waters, remember – turn around, don’t drown.

Residents should listen for local warnings and information and return home only when authorities indicate it is safe. Upon returning home, FEMA advises residents to be aware of emergency workers working on damaged infrastructure and assisting people in damaged areas. Residents should stay off the roads and out of the way.

“Residents need to stay focused on staying safe and be prepared,” said FEMA Administrator Craig Fugate. “This hurricane is still very dangerous and its effects can be deadly even after it passes. Take flooding seriously, avoid downed power lines, and return home only when local officials say it is safe to do so.” 

Shelters are open across the impacted states. Download the FEMA mobile app for shelter information, disaster resources, weather alerts, and safety tips, in English and in Spanish. The app provides a customizable checklist of emergency supplies, maps of open shelters and recovery centers, disaster survival tips, and weather alerts from the National Weather Service. The app also enables users to receive push notifications reminding them to take important steps to prepare their homes and families for disasters.

Residents in areas affected by Hurricane Matthew can use social media sites like Facebook or Twitter to reconnect with loved ones.

Earlier in the week, President Barack Obama declared emergencies for requested counties in Florida, Georgia, South Carolina, and North Carolina authorizing FEMA to provide support and resources necessary to save lives and protect property.   

Safety and Preparedness Tips

Get to know the terms that are used to identify severe weather and discuss with your family what to do if a watch or warning is issued:

For a hurricane:

  • A Hurricane Watch is issued when a tropical cyclone containing winds of at least 74 miles-per-hour poses a possible threat, generally within 48 hours. 
  • A Hurricane Warning is issued when sustained winds of 74 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force.

For a tropical storm:

  • A Tropical Storm Watch is issued when tropical cyclone containing winds of at least 39 miles-per-hour or higher poses a possible threat, generally within 48 hours.
  • A Tropical Storm Warning is issued when sustained winds of 39 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less.

For flooding:

  • A Flood Watch is issued when conditions are favorable for flooding.
  • A Flood Warning is issued when flooding is imminent or occurring.

After the Hurricane

  • Listen to local officials for updates and instructions. Return home only when authorities indicate it is safe.
  • Check-in with family and friends by texting or using social media.
  • When you return to the impacted area, watch out for debris and downed power lines.
  • Avoid walking or driving through flood waters. Just 6 inches of moving water can knock you down, and fast-moving water can sweep your vehicle away.
  • Avoid flood water as it may be electrically charged from underground or downed power lines and may hide dangerous debris or places where the ground is washed away.
  • Photograph the damage to your property in order to assist in filing an insurance claim.
  • Do what you can to prevent further damage to your property, (e.g., putting a tarp on a damaged roof), as insurance may not cover additional damage that occurs after the storm.

Tallahassee, Fla.– Housing inspectors contracted by the Federal Emergency Management Agency are assisting eligible survivors of the recent flooding by visiting neighborhoods and checking for damage.

“The free FEMA housing inspections are an essential step in the recovery process for survivors who sustained damage to their homes,” said Federal Coordinating Officer Terry L. Quarles. “It’s vital that survivors register with FEMA, ensure we have their current contact information and then coordinate with the housing inspector to schedule the inspection.”

Survivors in Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco and Pinellas counties can register by calling FEMA’s helpline at 800-621-3362, which is video relay service accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice. Survivors can also register online at DisasterAssistance.gov.

The recovery process begins when those living in the eight counties designated for individual disaster assistance complete the registration process. Survivors need to register with FEMA and report uninsured or underinsured damage to their homes, vehicles or other personal property. An inspector will then contact the applicant and schedule an appointment to visit the home.

When FEMA inspectors arrive at a home, they will display official photo identification. If the photo identification is not displayed, it is important to ask to see it. This helps prevent fraud.

To speed the inspection process, applicants should:

  • Ensure their home or mailbox number is clearly visible from the road.

  • Keep their appointment or notify the inspector if a postponement is necessary.

  • Authorize another adult to act as their agent and be present on their behalf during the inspection if they have evacuated and cannot return for the inspection.

  • Be reachable, informing neighbors where they can be contacted if they are not staying in the home.

  • Tell the inspector about other property losses or disaster-related needs such as transportation, medical or dental care, tools needed for a trade if not self-employed and educational materials, so inspectors can relay the information to FEMA.

  • Take photos of their homes, if possible, which can be used to supplement photos taken by the inspector.

Inspectors try a minimum of three times to contact each applicant, calling at different times on different days. If inspectors cannot reach an applicant, they will post a letter at the applicant’s dwelling with a phone number the applicant should call to reschedule an appointment and/or have the inspection reissued.

The damage inspection generally lasts 20-45 minutes. The inspector does not need to document all damage. As part of the inspection process, homeowners are asked to show proof of ownership, such as a tax bill, a deed, mortgage payment receipt or insurance policy with the property’s address. Renters must show proof of occupancy, a lease, rent payment receipt, utility bill or another document confirming the location was their primary residence at the time of the disaster. Both homeowners and renters also must have a valid driver’s license or other photo identification.

Inspectors document disaster-related damage, but do not determine the applicant’s eligibility for FEMA assistance. They check for damage to the structure and building systems, to major appliances and septic systems and wells, and enter information into an electronic device that sends the information to FEMA. This speeds up the process of providing assistance.

A U.S. Small Business Administration loss verifier also may schedule an appointment with applicants who have completed an SBA loan application. Like FEMA inspectors, SBA loss verifiers and insurance adjusters are required to carry identification. Residents should ask to see a photo ID if any inspector comes to their home.

Residents should not be concerned if an inspector is seen in their neighborhood, but does not visit every home. They are following schedules and can only visit houses on that day’s list.

FEMA Housing Inspectors in Florida Counties Damaged by Hurricane Hermine

Atlanta, Ga.–Disaster Survivor Assistance Teams are working in hurricane-stricken neighborhoods to help Florida hurricane survivors register for assistance.

The teams are made up of disaster specialists from the Florida Department of Emergency Management (FDEM) and the Federal Emergency Management Agency. They are canvassing areas to give residents an opportunity to register for disaster assistance and to quickly identify and address immediate and emerging needs. The teams can also provide application updates and referrals to additional resources when needs remain.

These mobile team members can be identified easily by their photo identifications and FDEM or FEMA clothing. Florida residents are reminded to ask for photo identification before providing personal information.

Homeowners, renters and business owners affected by Hurricane Hermine from August 31 to September 11, 2016, in Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco, and Pinellas counties are eligible to register for federal assistance.

Low-interest disaster loans from the U.S. Small Business Administration may also be available to cover losses not fully compensated by insurance.

Florida residents should register with FEMA even if they have insurance, but only if their property was damaged by the floods or high winds. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization. Federal disaster aid does not affect other government benefits, such as Social Security and Medicaid, and is not considered taxable income. Only one person per household is eligible to register. Survivors must use the name that appears on their Social Security cards when registering with FEMA.

Applicants will be asked for the following information:

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for direct deposit of funds.

The declaration also authorizes Public Assistance to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Hermine in the counties of Citrus, Dixie, Franklin, Jefferson, Lafayette, Leon, Levy, Liberty, Madison, Pasco, Pinellas, Suwannee, Taylor, and Wakulla.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Florida Survivors Urged to Register for Disaster Assistance

BATON ROUGE, La. — As Louisianans repair and rebuild their homes damaged by August’s floods, FEMA and local home improvement stores have teamed up to provide free information, tips and literature on making homes safer and stronger.

FEMA mitigation specialists will be on hand at area home improvement stores from Sept. 12 through Sept. 24. They will be available to answer questions, offer tips and discuss proven methods for preventing and mitigating damage from future disasters. Most of the information is intended for do-it-yourself work and general contractors.

FEMA advisors will be on hand at information points in the following stores from 8 a.m. to 6 p.m. Monday through Saturday. The advice stand is closed on Sunday.

Louisiana Flooding Survivors Receive FEMA Rebuilding Advice at Area Home Improvement Stores

BATON ROUGE, La. – If you own a multi-family dwelling that needs repairs and are willing to lease to eligible FEMA applicants, then you may be interested in the Multi-Family Lease and Repair Program (MLRP). This FEMA program provides funds to make rental units habitable again, and at the same time helps survivors of the severe August storms and floods.

Here’s how it works: After you and FEMA agree on the work that needs to be done and the associated costs, you may choose your own contractor and start the repairs. The repairs or improvements do not need to be storm- or flood-related. The value of the work will be deducted from the value of the lease agreement, but may not exceed its total value.

To qualify for MLRP funds your property must meet certain criteria. First, it must have five or more units to qualify as a multi-family dwelling. Second, it must have been previously used as a rental unit. And third, it must be located in one of the following parishes: Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge, or West Feliciana.

In addition, the property must be accessible to community services like schools and grocery stores, and not be located in a flood-prone area. FEMA will require a lease of exclusive use of the property as temporary housing for a period of at least 18 months. The property owner must provide all property management services, and repairs must comply with local building codes, standards, permitting, inspection requirements and other laws.

How Louisiana Property Owners Can Help Disaster Survivors

BATON ROUGE, La. – If you or someone you know wants to apply for federal disaster assistance, the Federal Emergency Management Agency probably can provide a translator or interpreter who speaks your language.

When you call the FEMA helpline, 800-621-3362, you will be asked in English to press “1” for English, or in Spanish, to press “2” for Spanish. If you do not press “1” or “2”, and do not hang up, an English-speaking registration assistant will answer and a language translator will be brought on line to assist the caller in registering for FEMA assistance. FEMA is able to provide translators for most languages.

To register, go online to DisasterAssistance.gov or call the FEMA helpline. Help is available in most languages and phone lines are open 6 a.m. to 10 p.m. seven days a week until further notice. FEMA may be able to help certain organizations get back to the business of helping others.

  • Community, volunteer, faith-based and private nonprofit organizations that had damage from Louisiana’s recent severe storms and floods may be able to receive FEMA Public Assistance (PA) grants to repair or replace their facilities so they can continue offering critical and essential community services.
  • Critical community service organizations that may qualify for FEMA PA grants include:
    • Faith-based and private schools
    • Hospitals and other medical-treatment facilities
    • Utilities like water, sewer and electrical systems
  • Non-critical, essential service organizations may also receive PA grants. However, they must first apply for a low-interest disaster loan from the U.S. Small Business Administration (SBA) before they may be considered for a PA grant.
    • The SBA may provide up to $2 million to most private nonprofits in the form of low-interest disaster loans.

  • PA grants may be able to cover repair or replacement costs the SBA doesn’t.

Community, Volunteer, Faith-Based and Private Nonprofit Organizations May Be Eligible for Recovery Funds

BATON ROUGE, La. – You may be able to get FEMA help even if you were receiving U.S Department of Housing and Urban Development (HUD) rental assistance before you were displaced from your home by Louisiana’s recent severe storms and floods.

You can apply for FEMA help even if you were receiving any of the following types of rental assistance and your home is uninhabitable:

  • Living in HUD-assisted public housing.

  • Living in a privately-owned apartment that provides rental assistance from HUD.

  • Living in a private home using a Section 8 Housing Choice Voucher from a housing authority.

Here is some FEMA assistance you may receive if you’re eligible:

  • Temporary assistance to pay for a place for you and your family to live.

  • Grants to replace essential contents—such as clothing and essential household items—and medical, dental and burial expenses.

Those who have HUD rental assistance may receive FEMA help to pay for a place to live until:

  • You relocate back to public housing;

  • You relocate back to the private housing that provides HUD assistance; or

  • You sign a lease with a private property owner using a Section 8 voucher.

The first step to be considered for FEMA help is to apply. There are three ways:                     

  • Log onto DisasterAssistance.gov with any computer, smartphone or tablet.

  • Download and use the FEMA app. You can also use the app to check the status of your application.

Did You Receive HUD Rental Assistance Before the Flood? You May Still Get FEMA Help

BATON ROUGE, La. — Disaster recovery officials have a key message for homeowners, renters and business owners in the 20 Louisiana parishes approved for Individual Assistance as a result of the severe August storms and flooding. Complete your U.S. Small Business Administration (SBA) disaster loan application.

Discarding it could be like throwing away money.

After survivors register with the FEMA, they may receive an application for a low-interest disaster loan from the SBA. The number one mistake people make is assuming these loans are only for businesses or simply choosing to ignore the application because they do not want to take out a loan.

Applicants should know:

  • Filling out the SBA loan application is a necessary step for homeowners and renters to be considered for various forms of disaster assistance.
  • If the SBA is unable to approve a loan, the applicant may be referred back to FEMA for some other types of disaster aid, such as assistance to repair or replace destroyed personal items, like clothing and vehicles.
  • Homeowners may borrow up to $200,000 to repair/replace primary residences if not fully compensated by insurance or some other source.
  • Homeowners and renters may borrow up to $40,000 to repair/replace personal property.
  • Businesses may borrow up to $2 million for any combination of property damage or economic injury.
  • Some small businesses and most private nonprofit organizations may also utilize Economic Injury Loans to meet financial obligations after the severe storms and flooding; but in order to do so, they must be located within the declared disaster area or next door to those areas.
  • The term of a low-interest disaster loan can be up to 30 years.

Storm survivors who have questions about the application should call the SBA Customer Service Center at 1-800-659-2955 or email DisasterCustomerService@sba.gov. Individuals who are deaf or are hard of hearing can call TTY 1-800-877-8339. Survivors can also apply online using an electronic loan application. That website is  https://disasterloan.sba.gov/ela.

SBA specialists are also working at the fixed and mobile Disaster Recovery Centers that are operating throughout the affected areas. They can answer questions regarding the disaster loan process, help residents fill out loan applications and accept the completed forms. Louisiana homeowners, renters, and business owners can register online at  www.disasterassistance.gov or by telephone via FEMA’s toll-free numbers: 800-621-3362 or TTY 800-462-7585. Those who use 711-Relay or Video Relay Services can call 800- 621-3362. Disaster recovery specialists are available by phone daily from 6 a.m. to 10 p.m.
