FEMA’s Public Assistance program helps New York schools rebuild

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse schools and school districts in New York for costs associated with emergency work, permanent work and debris removal.

So far, more than $8.1 million in Public Assistance grant funding from FEMA has been approved for school projects in the 14 New York disaster impacted counties designated for Public Assistance.

FEMA recognizes the financial burden on public schools for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“These Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local school districts,” Byrne said. “Our goal is to make sure students and teachers get back to the classroom and continue their focus on education.”

Below is a sampling of school project reimbursements to date:

Permanent work expenses

$3.8 million to Long Beach Public Schools for repairs to Long Beach High School, LIDO Elementary and Middle School, East Elementary School, West Elementary School and Lindell Elementary School
$2.8 million to East Rockaway Union Free School District for repairs to the junior and senior high schools
$263,000 to the State University of New York (SUNY) for repairs, such as replacing concrete drainages and restoring campus lawns
$27,000 to Suffolk County Community College to repair or replace various damaged school buildings

Emergency work expenses

$867,206 to East Rockaway Union Free School District for relocation of students, teachers, staff and educational materials
$152,644 to Seaford Union Free School District for providing school transportation for students
$19,112 to Port Chester & Rye Union Free School District for opening, maintaining and cleaning an emergency shelter at the Port Chester High School
$11,896 to Harborfields Central School District for transportation of displaced students
$1,233 to Irvington High School for reimbursement of community shelter labor costs

Debris removal

$58,509 to Baldwin Union Free School District for district-wide debris removal

FEMA’s Public Assistance program reimburses state, tribal, local governments and certain private nonprofit organizations 75 percent of eligible costs of emergency and permanent work. The remaining 25 percent is provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs.

SBA Business Recovery Center has Moved to Bergen County Plaza

TRENTON, N.J. — The Small Business Administration’s business recovery center in Bergen County has relocated.

The center at the Bergen Community College has relocated to the Federal Emergency Management Agency’s disaster recovery center in the Bergen County Plaza.

The business recovery center is staffed by SBA customer service representatives who provide help to business owners seeking disaster assistance for losses caused by Hurricane Sandy. Individuals can also receive help at the facility.

Interest rates for SBA disaster loans are as low as 1.688 percent for homeowners and renters; 4 percent for business loans for physical losses and economic injury (working capital) and 3 percent for nonprofit organizations with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

Bridgeport Disaster Recovery Center to Close Saturday, Dec. 15, at 4 p.m.

WINDSOR, Conn. — The FEMA-state Disaster Recovery Center at the Housatonic Community College, 900 Lafayette Blvd., Bridgeport, will close at 4 p.m., Saturday, Dec. 15.

No survivor is required to take out an SBA loan, but completion of the SBA application may make the applicant eligible for further FEMA assistance.

December 31 Deadline For SBA Disaster Business Physical Loss Loans

TRENTON, N.J. — Time is running out for business owners with property damage due to Hurricane Sandy to apply for Business Disaster Loans from the U.S. Small Business Administration (SBA). The deadline to apply for loans covering physical losses is December 31, 2012.

Business Physical Disaster Loans are made to businesses to repair or replace disaster-damaged property owned by the business. This includes real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible, as are private non-profit organizations such as charities, churches, private universities, etc.

The SBA also administers the Economic Injury Disaster Loan (EIDL) program. Economic injury disaster loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid if the disaster had not occurred. The loans are not intended to replace lost sales or profits.

Federal law limits business loans to $2 million for the combined physical and economic injury, mitigation and refinancing.

Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at DisasterLoan.sba.gov/ela.

WINDSOR, Conn. — Hours for all Connecticut Disaster Recovery Centers change beginning Saturday, Dec. 8. The center in Old Saybrook will close at 1 p.m. on Saturday, Dec. 8. The schedule is as follows:

Now through Friday, Dec.7, from 9 a.m. to 7 p.m.; Saturday, Dec. 8, 9 a.m. to 1 p.m.

TRENTON, N.J. — Anyone affected by Hurricane Sandy can now visit newly opened Disaster Recovery Centers (DRCs) in Hudson, Middlesex, and Union counties if they have questions about recovery programs. The new DRCs are located in:

Hudson County:

Two other DRCs are open in Hudson County at the Jersey City Museum and next to the Office Depot at 59 Washington St. in Hoboken.

Middlesex County:

DRCs allow residents to speak one-on-one to recovery representatives. FEMA program specialists are available to provide registration and other information, and to answer questions at the centers. These include mitigation specialists who can provide guidance on cost-effective rebuilding and repair techniques to reduce property damage in future disasters.

It is not necessary to visit a center to receive disaster assistance.

In addition to FEMA program specialists, customer service representatives from the U.S. Small Business Administration (SBA) are available to answer questions about the SBA low-interest disaster loan program, and to assist with disaster loan applications.

An applicant may go to any DRC, even if it is located in another county or state. Once an application has been made, a FEMA registration number is assigned. It can be accessed nationally.

NINE WESTERN NJ DRCs TO GO TO ROTATING SCHEDULE

TRENTON, N.J. –To continue serving Hurricane Sandy disaster survivors in the Garden State, the New Jersey Office of Emergency Management and FEMA will change the hours of nine western Disaster Recovery Centers (DRCs). Beginning Monday, Nov. 26, all DRC services will be available on a rotating basis for a period of three days at a time in each of the fixed DRC locations already identified by the state. DRCs allow residents to speak one-on-one to recovery representatives. FEMA program specialists are available to provide registration and other information, and to answer questions at the centers.

These include mitigation specialists who can provide guidance on cost-effective rebuilding and repair techniques to reduce property damage in future disasters.

Anyone affected by Hurricane Sandy is encouraged to apply for assistance before going to a DRC. Individuals can register for assistance and follow up on previous applications by registering online at www.DisasterAssistance.gov, or by web-enabled mobile device at m.fema.gov. NINE WESTERN NJ DRCs TO GO TO ROTATING SCHEDULE

WINDSOR, Conn. – Todos los Centros de Recuperación por Desastre de FEMA-Estado en Connecticut estarán cerrados el Día de Acción de Gracias, pero la asistencia continuará disponible para los sobrevivientes del desastre en Connecticut.

FEMA Is Available During Thanksgiving Weekend

WINDSOR, Conn. – All FEMA-State Disaster Recovery Centers in Connecticut will be closed Thanksgiving Day, but help will still be available to Connecticut disaster survivors.

Survivors of Hurricane Sandy in Connecticut will still be able to access FEMA’s website and telephone registration line to register for assistance.

They can also check on the progress of a file or to answer documentation questions FEMA may have had during the application process.

While a Disaster Recovery Center may be closed for all or part of the Thanksgiving weekend, FEMA housing inspectors will keep appointments and may be calling survivors to set appointments for inspections.

FEMA Community Relations specialists will be in damaged areas Friday and Saturday providing information about disaster assistance.

An outreach team from FEMA will be at the Home Depot store in Fairfield Thanksgiving weekend to explain techniques that may reduce potential damage to homes, businesses and property from future disasters. The specialists will be in the store from 9 a.m. to 6 p.m., Saturday and Sunday, Nov. 24 and 25.

People with storm losses should register with FEMA online at www.Disaster Assistance.gov, with a smartphone or device at m.fema.gov. Applicants can also register by phone by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available

24 hours a day, seven days a week, except for Thanksgiving Day, when hours are 6 a.m. to 1 p.m. ET.

All centers are closed on Sundays. After the holiday, normal hours will resume.
