CHARLESTON, W.Va. – It has been more than 10 weeks since disaster assistance personnel from the Federal Emergency Management Agency (FEMA) deployed to West Virginia in response to President Obama’s major disaster declaration of June 25, 2016. The president’s signature on the decree made federal assistance available to eligible survivors of the June 22-29 severe storms, flooding, landslides and mudslides in 12 counties.

Although the deadline for registering for individual financial assistance from FEMA has passed, the recovery continues and FEMA disaster recovery specialists remain on the scene. Survivors of the June storms and flooding, who have registered for FEMA assistance, still have access to the agency for information about temporary housing, help with insurance claims, questions about filing an appeal, and other disaster services and resources.

Registered individuals have access to FEMA’s toll-free Helpline, seven days a week, 7 a.m. to 10 p.m. EDT. Call 800-621-3362 (TTY users should call 800-462-7585). Multilingual operators are available.

Applicants receiving temporary rental assistance and who have a need for continuing housing assistance must apply to FEMA for approval. FEMA will evaluate the information to determine if the applicant qualifies for ongoing federal rental assistance, based on financial need. Contact the FEMA Helpline for information on how to apply.

FEMA urges registered individuals to “keep in touch” and notify FEMA of address or phone number changes, initiate appeals or reschedule inspection appointments. It is important to keep all contact information current to avoid delays in getting assistance.  

As of the Sept. 7 deadline, 8,974 West Virginia homeowners and renters have applied to FEMA for disaster assistance. To date more than $33.3 million in individual housing assistance grants and nearly $6.4 million in other needs assistance have been approved for residents of the 12 designated counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing and essential home repairs. Other needs assistance provides funding for repair or replacement of furnishings and other personal property, transportation and other disaster-related needs such as transportation and childcare. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

Since the June 25 disaster declaration, the U.S. Small Business Administration (SBA), one of FEMA’s partners in disaster recovery, has approved 735 low-interest disaster loans totaling nearly $47.7 million. SBA offers low-interest disaster loans to homeowners and renters who have applied for FEMA assistance, as well as to businesses of all sizes and private nonprofit organizations. SBA disaster loans may cover the cost of repairing, rebuilding or replacing lost or disaster-damaged real estate and personal property.

The State’s and FEMA’s 15 area Disaster Recovery Centers (DRCs) served 9,531 visitors between June 28 and Aug. 31, while FEMA-contracted housing inspectors have completed more than 7,200 inspections of disaster-damaged properties to verify damage.

  • Free disaster legal assistance is available to storm survivors. This service offers counseling on insurance claims, landlord-tenant issues, home-repair contracts, and the replacement of lost or damaged legal documents and other legal matters. Call the toll-free hotline 877-331-4259.

FEMA, SBA continue recovery efforts for West Virginia storm survivors

Disaster recovery centers are staffed by representatives from the Governor’s Office of Homeland Security and Emergency Preparedness, the Federal Emergency Management Agency, U.S. Small Business Administration, National Flood Insurance Program specialists, volunteer groups and other agencies. These representatives are available to provide information about disaster assistance, flood insurance, personal and property risk reduction and low-interest disaster loans for homeowners, renters and businesses. They can also help survivors apply for federal disaster assistance.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas and are able to register people for FEMA assistance. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Disaster survivors who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585 to register. Those who use 711 or Video Relay Service or require accommodations while visiting a center may call 800-621-3362. All disaster recovery centers are accessible and equipped with tools to accommodate disaster survivors who need disability-related communication aids. Disaster Recovery Center in West Baton Rouge Closing Friday

BATON ROUGE, La. —  If you’re a Louisiana disaster survivor who applied for federal help, you may get a text from FEMA to let you know about your application status.

In an effort to enhance communication with disaster survivors, FEMA is now using texts to connect with applicants. This allows survivors to communicate quickly and easily with the agency.

You may still be contacted through email or telephone if you chose one of those as your preferred communication method when you applied for federal help.

You may then check your application’s status by going online to disasterassistance.gov or downloading and using the FEMA app and then logging into your account.  You may also call the FEMA helpline at 800-621-3362. If you use TTY, call 800-462-7585. If you use 711 or Video Relay Service (VRS) call 800-621-3362. You may also use these resources to update your contact information.

Louisiana Disaster Survivors Should Expect to Be Contacted

BATON ROUGE, La.  — A multi-agency warehouse has recently opened where volunteers can sort and store much-needed donations and supplies to support recovery efforts across the state. The warehouse is being operated as a partnership between the state and Louisiana VOAD (Volunteer Organizations Active in Disaster).

Adventist Community Services, a national and Louisiana State VOAD partner, is managing the warehouse operations, supported by an AmeriCorps team.

The warehouse will serve as a centralized intake point for donations from local community members as well as businesses across the country. Donations will be distributed to support the efforts of non-profits, shelters, and parishes as they respond to the needs in their communities.

Items always needed include: Canned or non-perishable food, sports drinks, personal care items, work gloves, disposable baby diapers, baby food/formula, can openers (manual), plastic ware, paper products, blankets, disposable adult diapers, cleaning supplies, dust masks, heavy rubber kitchen gloves, flashlights and fresh batteries, non-sterile surgical gloves, mops, brooms, shovels, hand tools, kitchen items (such as new sets of pots and pans/cooking utensils). What is NOT needed: There is NO need for new or used clothing.

How to get it to us: We are encouraging businesses and groups to put together a truckload of supplies. This is the most effective way to make a difference. There is no funding to pay for shipping, so look for a business or trucker willing to donate a trip.

Once you have a truckload planned and know when it is ready to leave, it is essential to coordinate logistics before the truck leaves. We need to know a detailed inventory of contents, precise time it will leave, departure point, and estimated time of arrival. All truckloads of donations must be coordinated at least 48 hours in advance of arrival.

How to Pack Materials: Pack donations so they are not damaged in transit and are easily handled. Pack materials in cardboard cartons. Fill each carton with the same kind of item; mark it clearly with a large marker or other method, such as large paper labels. Organize canned goods by type.

Use cartons of small to medium sizes so they are manageable. Maximum weight should not exceed 30 pounds. Be careful not to overfill cartons. Pack cartons in trucks so they will not be easily crushed in transit. Palletized, shrink-wrapped loads are preferred.

How you can help:

A truly compassionate response is based on what is really needed by survivors. Be sure to confirm what can be used before collecting and shipping goods. Always arrange logistics in advance to ensure that the shipments can be accepted when they arrive to avoid delays.

Where to Bring Your Donations to Aid Louisiana Recovery Efforts: Multi-Agency Disaster Warehouse Available

DENTON, Texas –– New flood maps become effective in Harris County on Jan. 6, 2017. Residents are encouraged to look at them so they can determine the need to buy flood insurance. By knowing their risks, individuals and communities can make informed decisions about building and development.

Most homeowner insurance policies do not cover the effects of flooding. Anyone without flood insurance risks uninsured losses to their homes, personal property and businesses. Flood insurance is available either through a private policy, or through the National Flood Insurance Program (NFIP). The NFIP is a voluntary program administered by the Federal Emergency Management Agency (FEMA).                                                     

Residents with federal mortgages must have flood insurance if the structures are in flood hazard areas. Flooding is the #1 natural disaster in the U.S. and only flood insurance covers these unexpected, damaging and sometimes fatal events. Not all flooding events result in a major disaster declaration. Even when disasters are declared, there are limits to financial assistance.                                                                                             

To learn if your community participates in the NFIP and to review the new flood maps, contact your local floodplain administrator. “We all need to learn what our risks are and prepare for them,” said FEMA Region 6 Administrator Tony Robinson. “Floods can happen anywhere.”

FEMA map specialists and flood insurance experts also are available to answer questions. They can be reached by phone and online chat. 

FEMA encourages communities not currently participating in the NFIP to examine the benefits of joining the program. Harris County, Texas, Flood Maps Become Final in January

BATON ROUGE, La. – Free disaster-related legal advice is available to low-income Louisiana flood survivors through a partnership among the Louisiana State Bar Association, the Louisiana Civil Justice Center, the American Bar Association Young Lawyers Division and the Federal Emergency Management Agency (FEMA).

Low-income survivors facing legal issues may call the Legal Services hotline, 800-310-7029, between 9 a.m. and 4 p.m., Monday through Friday. Voice mail is available 24/7 and messages are generally returned the next business day. Examples of legal assistance available include:

  • Assistance with securing FEMA and other benefits available to disaster survivors;
  • Assistance with life, medical and property insurance claims;
  • Help with home repair contracts and contractors;
  • Replacement of wills and other important legal documents that were destroyed;
  • Assisting in consumer protection matters, remedies and procedures;
  • Counseling on mortgage-foreclosure problems; and
  • Counseling on landlord/tenant problems.

Survivors should be aware that there are some limitations. For example, assistance is not available for cases where fees could be paid as part of a court settlement. Those cases will be referred to a lawyer-referral service.

Free Legal Services Available To Disaster Survivors

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Gold Canyon Fire burning in Josephine County, Oregon.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Oregon’s request for a federal Fire Management Assistance Grant (FMAG) at 11:17 p.m. PDT on August 30, 2016.

The fire started on August 30, 2016, and had burned in excess of 120 acres of state and private land. At the time of the request, the fire was threatening 105 primary residences in and around the communities of Selma. Level 3 evacuations were issued for approximately 660 people. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Oregon’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA provides federal funds to help fight Gold Canyon Fire

NEW ORLEANS, LA.— The City of New Orleans and the Federal Emergency Management Agency (FEMA) are set to host a flood insurance workshop for the public in September. Residents and other property owners are encouraged to attend to gain a better understanding of how recent flood map changes will affect their flood insurance. The proposed Flood Insurance Rate Maps (FIRMs) for Orleans Parish are finalized and will become the effective maps on Sept. 30, 2016. These maps are available online at www.Maps.RiskMAP6.com. Flood Insurance Workshop for residents to be hosted by FEMA and City of New Orleans

NEW YORK — The Minotola Fire Company in Buena Borough, N.J. will purchase a new aerial ladder truck to replace a smaller, 23-year-old truck that is out of service for repairs 20 percent of the time, it was announced here today.

 

One of Minotola’s fire commissioners, Jeffrey Pace, said today that the current vehicle has been out of service “for a week and a half, leaving our firefighters with only one engine to respond to an incident.” Commissioner Pace said, in addition, that “repairs to the truck’s hydraulic system had recently cost taxpayers nearly $20,000, or almost 10 percent of our entire fire district’s operating budget for just one repair.” 

 

He said also that the new, 100-foot-long vehicle will allow the company’s volunteer firefighters to stay further away from a blaze than its predecessor, which, he pointed out, was unable to meet the criteria of either the National Fire Protection Association or the Occupational Safety and Health Administration.

 

The federal funds providing most of the cost for the new vehicle come from an Assistance to Firefighters Grant, which is administered by the Federal Emergency Management Agency. “The grant totals $794,000, with the federal share coming to $756,191,” said Dale McShine, Grants Director for FEMA’s Region II. “The local share is $37,809, or five percent of the total,” she added. The grant will become effective August 26, 2016.

 

The Town of Minotola comprises part of Buena Borough with a sister city, Landisville, having a population of some 5,000 over eight square miles. Commissioner Pace reported that the Fire Company’s 32 volunteers firefighter respond to roughly 125 calls annually.

 

Commissioner Pace expressed his appreciation for the FEMA grant. “We are a small borough in western Atlantic County. We simply could not have asked our taxpayers to fund an expenditure of this size, as valuable as it is to our entire community. This is a most practical grant. It will be put to very good use while saving a good deal of taxpayer money.”

 

The new truck will be able to pump 2,000 gallons of water per minute and will be equipped with a 500-gallon water tank and a 30-gallon foam system, identical to the capabilities of the truck it will replace. The new ladder, though, will be able to rise 35 feet higher than the old one, which also had small structural cracks on its rungs in addition to unsafe railings.

 

Other new safety features will include appropriate handrails and NFPA-compliant seat belts with a warning system to notify the driver if passengers’ seat belts are not buckled.

 

“We also have a comprehensive training course,” said Commissioner Pace, “that will put all of our firefighters in compliance with NFPA regulations.”

 

Tania Hedlund, FEMA’s Region II Chief for grants, reports that in fiscal year 2014, the region awarded 273 grants totaling $95.6 million.

Atlantic County Fire Company Awarded Grant for Larger, Safer Aerial Ladder Truck
