WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal emergency aid has been made available to the State of Georgia to supplement state and local response efforts due to the emergency conditions resulting from a severe winter storm on February 10, 2014, and continuing.

The President’s action authorizes FEMA to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the counties of Banks, Barrow, Bartow, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Cobb, Dade, Dawson, DeKalb, Douglas, Elbert, Fannin, Floyd, Forsyth, Franklin, Fulton, Gilmer, Gordon, Gwinnett, Habersham, Hall, Haralson, Hart, Jackson, Lincoln, Lumpkin, Madison, Murray, Oconee, Oglethorpe, Paulding, Pickens, Polk, Rabun, Stephens, Towns, Union, Walker, Walton, White, Whitfield, and Wilkes.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, limited to direct federal assistance, will be provided at 75 percent federal funding.

President Obama Signs Georgia Emergency Declaration

PHILADELPHIA – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA), through its regional office in Philadelphia, Pa. and on site in Charleston, W.Va., continues to work in close coordination with the West Virginia Division of Homeland Security and Emergency Management to support state and local efforts to ensure public health and safety, in response to emergency conditions resulting from a chemical spill in Charleston on Thursday.

At the request of the state, FEMA is continuing to provide supplies to a regional staging area in Charleston.  As of Saturday, FEMA has delivered approximately 1 million liters of water from its distribution centers in Cumberland and Frederick, Maryland, to the area for use by the state. FEMA will continue to deliver supplies to the state for distribution, as needed and request.

Friday, President Barack Obama signed an emergency declaration for federal disaster assistance to West Virginia to supplement state and local response efforts.  Direct federal assistance is currently available for Boone, Cabell, Clay, Jackson, Kanawha, Lincoln, Logan, Putnam and Roane counties to alleviate the impacts of the emergency. Secretary of Homeland Security Jeh Johnson also spoke with West Virginia Governor Earl Ray Tomblin on Friday to convey concern for those impacted by this incident and to make sure there were no unmet needs as the response continues.

In support of state and local response efforts, a FEMA liaison, an Incident Management Assistance Team and a Mobile Emergency Response team are on site in Charleston to help coordinate assistance to the state as needed.  In addition, FEMA’s Regional Response Coordination Center in Philadelphia is activated to support coordination efforts and assist in mobilizing resources.

“FEMA is in Charleston, working with the State of West Virginia to help meet the needs of impacted residents,” said Federal Coordinating Officer Michael Lapinski.  “I encourage those affected to continue to listen to State and Local officials for updated information, including where they can get drinking water.”

FEMA Continues to Support Response Efforts in West Virginia Residents Urged to Continue Following Guidance from Local Officials

SANTA FE – Severe storms and flooding that took place Sept. 9th through 22nd damaged public facilities and roads in15 New Mexico counties. President Barack Obama signed a disaster declaration for 15 New Mexico counties on Oct. 29.

On Nov. 27, De Baca, Dona Ana, Harding, Lincoln, Otero, Rio Arriba, San Juan counties, and the Isleta, Sandia, and Taos Pueblos and the Navajo Nation were added to the declaration. 

Now, state agencies, local governments, tribal entities, community ditch associations and certain private nonprofit agencies must file Requests for Public Assistance (RPA) with the State of New Mexico for reimbursement under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.  Officials in these counties and pueblos who have not already done so must file their RPAs with the State of New Mexico no later than Close of Business on Dec. 27.

Filing such a request with the state is the first step in the process of applying for federal reimbursements under FEMA’s PA Grant Program.

These grants are obligated to the state in order to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property. These measures include cleaning up downed trees, power poles and other debris and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

This deadline does not apply to counties not included in this declaration. Officials in these counties who have questions about Requests for Public Assistance should contact Brian Williams at 505-476-9601.

“Recovering from such widespread flooding takes a lot of effort and can be expensive,” said Federal Coordinating Officer Nancy Casper. “The process of getting reimbursed for these expenses starts with filing an RPA.”

Although the program is oriented to public entities, certain private nonprofit organizations may apply directly to FEMA via the RPA for uninsured costs of debris removal and emergency protective measures. Additionally, nonprofits may qualify for FEMA assistance to make infrastructure repairs if they provide critical services, such as fire and emergency rescue; medical treatment; power, water and sewer resources and communications systems.

NM Officials face Dec. 27 Deadline For Requests For Public Assistance

WILLISTON, Vt. – As the Federal Emergency Management Agency wraps up its mission in Vermont, its personnel are trying to leave behind some holiday cheer for the state’s less fortunate children.

As part of the U. S. Marine Corps Reserve Toys for Tots Program, staffers at FEMA’s Joint Field Office in Williston have collected new toys to be distributed on Christmas to area children.

“Some FEMA staffers have been in Vermont since before Tropical Storm Irene,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations. “This state has been their home away from home, and the way its people have welcomed us it only seems right to give back in this way.”

This is the second holiday season that FEMA has participated in the Toys for Tots Program, which collects new, unwrapped toys during October, November and December each year, and distributes those toys as Christmas gifts to less fortunate children in the community.

The toys collected by the roughly 30 FEMA staffers in Williston will be delivered to Toys R Us in Williston, which is the collection point for the local campaign.

“It’s always fun to see the box fill up as people bring in their toys, and then to see folks taking a peek at what’s on top and playing with some toys,” said Robin Anderson, a FEMA staffer from Kenmore, Washington who organized the collection. “It really brings out the kid in all of us, and gets everyone in the spirit of the season, which is all about giving.”

FEMA Pitches In To Collect Toys For Vermont Children

SPRINGFIELD, Ill.—Federal Emergency Management Agency Disaster Survivor Assistance crews, or DSA crews, are now canvassing areas affected by the Nov. 17 Illinois tornadoes to provide information, identify immediate needs, give survivors an opportunity to register for disaster assistance, answer questions related to an individual’s FEMA application status, and provide referrals to other governmental and nongovernmental assistance providers.

Nearly 75 DSA crew members are visiting homes, businesses, organizations and high-traffic locations in affected areas. They also meet with local officials and community leaders to identify disaster-related issues and unmet needs.

“FEMA is sending teams directly to Illinois communities affected by this disaster to expedite the recovery process,” said Donald Keldsen, the Federal Coordinating Officer for federal recovery operations in Illinois. “This staff is equipped to register people on the spot, answer questions about federal assistance and provide referrals for additional help if it’s needed.”

While DSA crews are offering in-person service, it’s important that Illinois survivors remain vigilant about protecting their personal information. For example, residents should always ask for identification. Federal and state officials always have and official photo identification badge clearly visible. If someone represents themselves as a federal or state employee, but does not produce identification, ask to see it.

DSA crew members may offer residents the opportunity to use a tablet computer to register, or ask to enter information on their behalf.  Illinois residents will not be required to share personal information unless they wish a DSA crew member to help them with an in-person registration or answer specific questions about their FEMA application status. Residents are reminded to ask for federal identification before providing personal information.

FEMA Disaster Survivor Assistance Teams Blanket Illinois’ Storm-Damaged Areas

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Nebraska to supplement state and local recovery efforts in the area affected by severe storms, winter storms, tornadoes, and flooding during the period of October 2-6, 2013.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, winter storms, tornadoes, and flooding in Adams, Dawes, Dixon, Howard, Sheridan, Sherman, Sioux, Thurston, and Wayne counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Elizabeth Turner has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Turner said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

NM Officials Face Nov. 28 Deadline for Requests for Public Assistance

LINCROFT, N.J. — As the State of New Jersey approaches the one-year anniversary of Superstorm Sandy, many communities along the Shore are focused on recovery efforts. Much of the planning efforts in these devastated towns and boroughs are based on the question: “What will our communities look like in one, five or 10 years?”

The workshop allows residents to speak with Project Advocates and vote to resolve community issues following Superstorm Sandy. Rosanna Arias/FEMA Though many of the community leaders and their residents hold hopeful visions for the future, it may be hard for them to conceptualize these visions. With reduced technical capacity, often because of the destruction caused by Sandy, residents of municipalities such as Highlands and Sea Bright boroughs have requested assistance from the Federal Emergency Management Agency. Many communities have limited resources to pay for technical planning assistance, so to support local recovery efforts FEMA provides locally hired technical professionals who can provide a true cost-saving measure for these municipalities.

FEMA’s Federal Disaster Recovery Coordination is tasked with assisting communities in need with technical assistance ranging from planning, engineering, construction management and architectural design, to strategic goal-setting, resource identification and community development. The FDRC assigns Community Recovery Assistance teams to municipalities that have requested assistance. The teams combine experienced disaster response reservist personnel with local professionals brought in to provide the needed technical expertise.

“FEMA works closely with municipalities, helping them plan what the recovery strategy is going to look like and how they can take advantage of all the federal resources available,” said FEMA’s Federal Coordinating Officer in New Jersey Gracia Szczech.

Every disaster is different, and the response and recovery efforts must be tailored to the needs of the local communities affected by the event. With Sandy, the engagement of a large number of local

professionals has been a key part of the success of this recovery effort. Some of these individuals have suffered through the loss of their own home or property, which makes them even more invested in the success of the state’s recovery. More importantly, these professionals possess important skills and unique insights into the governing and community development processes of these municipalities.

These efforts are not just about the local technical professionals. Community leaders and residents along the Jersey Shore have volunteered and dedicated countless hours to assist in the recovery of their respective hometowns. In each engaged community, a Recovery Steering Committee was created to develop appropriate, resilient projects that will contribute to the recovery of their communities. Recovery from a storm as powerful as Sandy requires a combination of hard work, patience and creativity from all those involved in the process. These efforts have begun to   take hold in communities where the Community Recovery Assistance teams have worked with local leaders and residents.

In the Borough of Highlands, the Steering Committee has developed several project proposals including the creation of a “housing advocate.” The advocate would coordinate with borough officials and property owners to identify appropriate funding sources for rebuilding, restoring or developing appropriate mitigation measures for the borough’s housing stock. In this way, an important component of a community’s economic base can be maintained and leveraged for the benefit of the entire borough.

As local leaders and residents continue to work through the recovery process, some aspects of their community will look much different than they did before the storm. In the Borough of Sea Bright, Steering Committee members, who dubbed their program “Sea Bright 2020,” have proposed a project that includes a multi-purpose community center and unique streetscaping design elements throughout the borough.

All of the efforts of the recovery committees – and the local professionals who assist them – have given true meaning to the motto “Jersey Strong.” This collaboration has helped foster a sense of ownership in the success of the state’s recovery. Working together, residents, local and state leaders, non-governmental and nonprofit organizations, and federal agencies have forged vital bonds to help New Jersey recover from the devastation of Sandy.

LINCROFT, N.J. – The devastating aftermath of Superstorm Sandy left survivors and businesses in New Jersey with large-scale recovery needs. Throughout the year, the state’s private sector has made significant contributions to the recovery process and continues to play a key role.

“One fast-food chain, which asked to remain anonymous, distributed 7,000 sandwiches with disaster-assistance information at 32 distribution points in three counties,” said Federal Coordinating Officer Gracia Szczech of the Federal Emergency Management Agency. “That’s just one example of how essential the private sector is to a strong recovery effort.”

Immediately after Sandy struck, specialists with FEMA’s Private Sector Division in External Affairs deployed to New Jersey to work with chambers of commerce, industry associations, individual companies, colleges and universities and other organizations.

Rosanna Arias/FEMA.Response was immediate. Utility companies inserted messages in billing statements, reaching 3.3 million customers. The South Jersey Transportation Authority featured registration information on its Vehicle Messaging Systems at toll plazas, and the ticker messaging system on its website, reaching an estimated 2.9 million people a month.

Chambers, associations and businesses shared FEMA’s electronic newsletter (the E-News Update) for the private sector stakeholders with their memberships and contacts. The access to recovery information proved invaluable to their members and had far-reaching effects.

“To have the opportunity to interact directly with representatives, ask questions and get answers has helped not only members, but their clients as well,” said New Jersey Association of Realtors Chief Executive Officer Jarrod Grasso. “The recovery process in the aftermath of Sandy has not been easy, but getting the correct facts to our members has relieved a great deal of the uncertainty related to flood maps, insurance and elevation that so many New Jersey residents felt.”

Rosanna Arias/FEMA Two FEMA program areas, Private Sector and the Federal Disaster Recovery Coordination group, facilitated an Insurance Industry Roundtable. The resulting public-private partnership engaged the insurance industry in a series of four meetings to explore how to enhance and expedite the disaster assistance process. A roundtable work group identified issues impeding the process and then developed recommendations that were submitted to President Obama’s Hurricane Sandy Rebuilding Task Force.

The private sector reached out in more basic ways as well. Sometimes it was as simple as offering a space to work. Operation Photo Rescue, a nonprofit organization of volunteer photojournalists from around the country, wanted to help Sandy survivors restore treasured photos. The organization began helping disaster survivors during Hurricane Katrina recovery. Volunteers need to set up a temporary shop close enough for survivors to access the free services.

“Finding a place for us to host our copy run was turning into a major problem as we could not secure a building close enough to where Sandy hit,” said Operation Photo Rescue President Margie Hayes. “We were coming up empty handed until Chris Spyridon, regional pro sales manager for Home Depot, offered us space at a Home Depot in Seaside Heights.”

The business of recovery is long-term, and an important part of that is preparedness, which not only helps individuals survive a disaster but can help businesses endure as well. FEMA’s Private Sector specialists have covered the state to help executives and officials understand the need for a continuity plan so work continues once the emergency is over. Montclair State University recorded FEMA’s preparedness webinar to share with all of New Jersey’s colleges and universities.

Amy Ferdinand, the university’s director of Environmental Health and Safety, said, “With the recent trend of ever-increasing disasters – whether natural or manmade – being the ‘new normal,’ there is a definite need among business leaders and stakeholders to become better informed on the topic of continuity and business planning.”
