Greene County Designated for FEMA Public Assistance for Sandy Response, Rebuilding Costs

14 New York counties now eligible for public infrastructure repair, emergency work and cleanup reimbursement

NEW YORK – The Federal Emergency Management Agency announced today that Greene County is now eligible for disaster aid under the FEMA Public Assistance program.

The Public Assistance program reimburses state and local governments, tribal organizations and certain private nonprofit entities at least 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure. The remaining 25 percent comes from non-federal funds.

In order to qualify, damage must be a direct result of Hurricane Sandy.

“I am pleased to announce that Greene County has been added to the disaster declaration,” said Michael F. Byrne, FEMA federal coordinating officer. “As the recovery continues, FEMA is working with our state and local partners to rebuild New York. We have been here since the beginning and will stay here until our work is done.”

With the addition of Greene County, there are now 14 New York counties designated for Public Assistance under President Obama’s federal disaster declaration for New York, including: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster, Westchester and Greene.

In the seven weeks since Hurricane Sandy made landfall, FEMA has awarded more than

$318 million to local governments and eligible nonprofit organizations.

Manhattan Disaster Recovery Center Opens Saturday

NEW YORK – The state of New York and the Federal Emergency Management Agency will open a new Disaster Recovery Center in Manhattan at 8 a.m. Saturday, Dec. 22, to provide

one-on-one, face-to-face help for Hurricane Sandy survivors.

The center will be located at Southbridge Towers, Store No. 10, 66 Frankfort St., New York,

NY 10038. It will be convenient not only for Manhattan residents, but also for storm survivors who live in other boroughs or counties and work in Manhattan.

Normal operational hours for the Disaster Recovery Center are:

8 a.m. to 6 p.m., Monday through Saturday

9 a.m. to 3 p.m., Sunday (Dec. 23 only)

Holiday hours for the center are:

8 a.m. to noon on Christmas Eve (Dec. 24) and New Year’s Eve (Dec. 31)

The center will not open on Christmas Day and New Year’s Day.

Individuals may visit the Manhattan center to obtain useful FEMA information and apply for low-interest disaster loans from the U.S. Small Business Administration.

Seven weeks after Hurricane Sandy struck, more than 20 Disaster Recovery Centers remain open throughout New York. They have hosted about 105,000 survivors of the devastating storm.

Rhode Islanders Urged to Be Smart and Cautious When Repairing Flood Damage

WARWICK, R.I.– Federal and state recovery specialists urge Rhode Islanders affected by Hurricane Sandy to be careful and smart about rebuilding. Be careful about hiring contractors and be smart about improving your property’s resistance to future floods. The Federal Emergency Management Agency and the Rhode Island Emergency Management Agency offer the following tips on rebuilding and working with contractors.

Here are some recommendations to reduce the amount of damage from a future flood. Details are in brochures from FEMA that are available online at http://go.usa.gov/gwAh.

Rebuild with materials that resist flood damage: Building materials are considered flood resistant if they can withstand direct contact with flood waters for at least 72 hours without being significantly damaged.
Elevate or relocate electrical system components, the HVAC system and appliances. Flood waters quickly destroy electrical elements. Panel boxes, circuit breakers, wall switches, wall outlets, the HVAC system and appliances should be located at least one foot above the base flood elevation or even moved to a higher floor for safety.
Install a sewer backflow valve: Flooded sewer systems can force sewage back into the home. This complicates cleanup and, more importantly, creates a health hazard. Backflow valves installed inside or outside the structure will stop sewage backup.
Anchor fuel tanks. Fuel tanks, either inside or outside the home, should be anchored to prevent them from overturning or breaking loose in a flood. Metal straps and bolts should be non-corrosive and wood structural supports should be pressure treated.

Most of these modifications should be carried out only by a professional contractor licensed to work in your area. When hiring contractors to repair homes damaged by flooding, be cautious to avoid being taken advantage of by scam artists.

Get a written estimate. Compare services and prices before choosing a contractor.
Check references.
Use a licensed, insured contractor. Get proof—see the card issued by the Rhode Island Contractors Registration and Licensing Board that the contractor is registered and insured. If the contractor is not insured, the homeowner may be liable for accidents that occur on the property.
Require a written contract. Have a lawyer review the contract if substantial costs are involved.
Get guarantees in writing.
Make final payments only when work is satisfactorily completed.
Pay by credit card, if possible, or by check. Avoid on-the-spot cash payments. A reasonable down payment is 30 percent of the total cost of the project, to be paid upon first delivery of materials.
If necessary, cancel a contract. Be sure to follow the procedures for cancellation that are set out in the contract. Send the notification by registered mail with a return receipt to be signed by the contractor.

FEMA Obligates $1.1 Million to St. Tammany Parish for Debris Removal

BATON ROUGE, La. – A $1.1 million federal grant has been awarded to St. Tammany Parish to help with costs for removing debris created by Hurricane Isaac’s high winds and flooding, the Federal Emergency Management Agency (FEMA) has announced.

The FEMA grant, totaling $1,127,286, is obligated to the parish to help defray the cost of removing and disposing of hazardous trees as well as vegetative and other debris from public rights of way, and private and public improved properties in the parish.

“FEMA places a high priority on getting debris cleaned up after a disaster,” said Federal Coordinating Officer Gerard M. Stolar. “This federal assistance will contribute significantly to St. Tammany’s recovery efforts.”

The FEMA grant covers the federal share of the parish’s eligible costs for the work. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pays the remaining 25 percent.

The newly obligated funds are a portion of the more than $144.1 million in total Public Assistance recovery dollars approved for the state since the Aug. 29 declaration for Hurricane Isaac.

Once FEMA reimburses the state of Louisiana it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

Assistance for the Commonwealth and Affected Local Governments Can Include as Required:

Holiday Hours Announced For Disaster Recovery Centers

NEW YORK – Disaster Recovery Centers throughout New York will continue to provide prompt one-on-one, face-to-face assistance for survivors of Hurricane Sandy during the holiday season.

The centers will open at their usual times on Christmas Eve and will operate until noon. They will not be open on Christmas Day, but normal hours will resume on Wednesday, Dec. 26. The following week, recovery centers will host storm survivors until noon on New Year’s Eve, will not be open on New Year’s Day and will return to business as usual on Wednesday, Jan. 2, 2013.

Since Nov. 1, New York Disaster Recovery Centers have offered information and help to more than 100,000 people affected by Hurricane Sandy. Individuals may visit any of the centers to register with the Federal Emergency Management Agency, apply for low-interest disaster loans from the U.S. Small Business Administration or seek assistance in a variety of other ways.

NEW YORK – Hurricane Sandy survivors have until 7 p.m. Saturday, Dec. 22, to visit the Disaster Recovery Center in Uniondale, Nassau County.

The center is at Mitchell Field Athletic Center, 1 Charles Lindbergh Blvd., Uniondale, NY 11553. It has provided face-to-face information and help to more than 400 storm survivors since Nov. 14. Hours are 9 a.m. to 7 p.m. through Dec. 22.

The state and the Federal Emergency Management Agency closely monitor visitor traffic at all New York Disaster Recovery Centers. When traffic slows, a center may change its hours to reflect the fact that most information needs of storm survivors in the area are being met.

In addition to the Mitchell Field site, there are six other Disaster Recovery Centers in Nassau County to assist people affected by Hurricane Sandy. They are located at:

Disaster Recovery Center Offers Resources to Sandy Survivors

HUNT VALLEY, Md. – Residents in Somerset County affected by Hurricane Sandy can get first-hand information about disaster assistance and resources available to them directly from Federal Emergency Management Agency and Maryland Emergency Management Agency specialists at a Disaster Recovery Center.

Federal assistance can include grants to individuals for rental assistance and essential home repairs. Specialists can direct survivors to agencies that may be able to meet specific needs. Information is also available on rebuilding safer and stronger.

“You can register with FEMA by phone or online, so it isn’t necessary to go to a disaster recovery center,” Federal Coordinating Officer Mike Lapinski said. “However, if you want to speak with someone in person about assistance programs, eligibility or submitting documents to support a claim, we’re there for you.”

Representatives from the U.S. Small Business Administration will be available at the centers to assist survivors in completing their low-interest disaster loan applications and answer questions about the loan program available to homeowners and renters as well as businesses of all sizes and nonprofit organizations. For many people, a completed SBA loan application is necessary to be considered for some types of federal financial disaster assistance. People with home-based businesses or rental property affected by the storm may also be eligible for SBA loans.

Disaster Recovery Center Offers Resources to Sandy Survivors

NYU Langone Medical Center Approved for $35.5 Million FEMA Grant

NEW YORK – New York University’s Langone Medical Center in Manhattan has been approved for two FEMA grants totaling $35.5 million to defray costs associated with Hurricane Sandy. These FEMA grants are in addition to an award of $114 million for the facility that was approved earlier in December for emergency repairs, patient evacuations and other disaster-related expenditures. This brings the total FEMA has awarded to the institution to $149.5 million.

The grants are for $9.2 million and nearly $25.9 million. The first represents 75 percent of the expected costs associated with removal and disposal of wastewater from seven of the center’s buildings along with cleanup of the fuel oil that leaked throughout the flooded area. It will additionally cover the cost of removing damaged equipment from the Smilow Research Center.

The second award covers 75 percent of the estimated outlays for relocating and replacing critical equipment like MRI and CAT scanners, setup of a temporary emergency room, rental of premises for classrooms and a kitchen, mobile data centers and relocating medical-research laboratories to newly leased facilities in the East River Science Park.

The funds are being provided under FEMA’s Public Assistance program, which defrays disaster costs incurred by certain nonprofit organizations. The NYU Medical Center is a private, nonsectarian, nonprofit healthcare and research entity at First Avenue and 34th Street.
