AUSTIN, Texas—The State/FEMA Disaster Recovery Center (DRC) in Navarro County will transition to a U.S. Small Business Administration (SBA) Disaster Loan Outreach Center (DLOC), over the New Year holiday weekend.

The Navarro County DRC, located at the Navarro Center Mall, 800 N. Main St., Corsicana, will remain open until 2 p.m., Dec. 31. The DLOC will open for business on Jan. 4 at the same address. Normal hours of operation at the DLOC will be 9 a.m. to 6 p.m. Monday – Friday.

Representatives from the SBA will be available at the DLOC to meet individually with residents and business owners who sustained damage as a result of the severe storms, tornadoes, straight-line winds and flooding from Oct. 22 to Oct. 31. They will answer their questions, explain SBA’s disaster loan program, help them complete their applications and close their approved disaster loans.

All State/FEMA DRCs in Texas will close for the day at 2 p.m., Dec. 31 and will be closed Jan. 1 to Jan. 3 for the New Year holiday.

Visiting a DRC is not required to register for FEMA assistance. Survivors with questions regarding the application or the appeals process, or who decide to register for assistance after a DRC closes can apply online at DisasterAssistance.gov or by phone (voice, 711 or relay service) at 800-621-3362. SBA to Open Disaster Loan Outreach Center in Navarro County

SACRAMENTO, Calif. – The California Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA) continue working together to help survivors of the Butte and Valley wildfires. More and more survivors continue to find temporary housing accommodation; as they do, they should continue to stay in touch with FEMA.

FEMA’s Individual and Households Program – which includes rental assistance and Manufactured Housing Units – is intended as a temporary solution to help bridge the gap for survivors until they can find a permanent housing solution.

Wildfire survivors and their families eligible for and living in temporary housing as of Dec. 28, 2015:

  • 838 households are receiving rental assistance.
  • 31 households have received Manufactured Housing Units.

Additionally, 521 households have been able to remain in their homes thanks to financial assistance that pays for home repairs or to replace necessary household items so they can remain safely at home.

There are 37 households using the Transitional Sheltering Assistance program, which offers temporary sheltering at hotels and motels for eligible applicants until they secure alternative housing accommodations.

 As a reminder, survivors who registered for housing and other federal assistance should keep in touch with FEMA and keep their contact information current, especially if they have changed their phone number, email address or mailing address.

FEMA may need to contact survivors for a number of reasons and without current contact information, the agency will not be able to reach them. After several attempts, cases are put on hold until the survivor contacts the agency.

Applicants can track their case status and should notify FEMA if they receive insurance settlements or discover additional damage.

AUSTIN, Texas—Federal disaster assistance to Texas for the October severe storms, tornadoes, straight-line winds and flooding has been expanded to include 16 counties in Texas for FEMA Public Assistance (PA).

Eleven counties designated for PA, including Bastrop, Caldwell, Comal, Guadalupe, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy and Wilson Counties, already are designated for Individual Assistance in the Nov. 25 disaster declaration. Five additional counties, including Bosque, Hill, Jasper, Newton and Walker Counties, have been approved for PA only.

Local and state government agencies, and certain private nonprofit organizations such as utilities and schools, in PA designated counties may now request supplementary FEMA PA reimbursements for disaster repairs to roads and bridges, water control facilities, buildings and equipment, utilities, parks and recreational facilities and other eligible facilities affected in the Oct. 22 to Oct. 31 storms event.

FEMA reimburses a minimum of 75 percent of the cost of eligible projects, which can include debris removal and emergency protective services, such as police overtime for extra work caused from responding to the disaster.

Applicants apply through the state using a one-page Request for Public Assistance (RPA) form alerting FEMA that an applicant will seek assistance from the agency. State Public Assistance personnel will conduct briefings for applicants on how to prepare projects for submission.

FEMA ensures that all projects meet environmental quality standards and gives final approval for all projects. The federal share goes directly to the state, with the applicant paying the remaining 25 percent. The state forwards the federal funds to eligible applicants when documentation is complete.

Holiday Hours Posted for DRCs; SBA to Open Loan Center in Hays County

CAMP MURRAY, Wash. – Washington’s devastating 2014 and 2015 wildfire seasons put vast areas of the state at risk of erosion and flooding, posing additional dangers to residents and communities.  Today, a collaborative effort among all levels of government is finding ways to reduce that risk.

On Dec. 15-17, 2015, the Washington Military Department’s Emergency Management Division (EMD) and the Federal Emergency Management Agency (FEMA) will host a three-day workshop in Wenatchee to address topics such as assessments of burned areas in Eastern Washington, efforts already undertaken to reduce threats, analysis of unmet needs, and potential funding sources for new efforts to protect people and infrastructure.

The workshop will bring together partners on the Erosion Threat Assessment/Reduction Team, or ETART, a group first formed following Washington’s Carlton Complex Fire of 2014 and reactivated following the Oct. 20, 2015, federal disaster declaration for this summer’s historic wildfires.

Federal participants on the ETART include FEMA, the U.S. Army Corps of Engineers, the National Weather Service and the Natural Resources Conservation Service, among others.

The state and local partners include Washington EMD, the Washington State Conservation Commission, Department of Natural Resources, Department of Fish and Wildlife and the Okanagan and Whatcom conservation districts.

ETART relies on reports and assessments developed by various Burned Area Emergency Response (BAER) teams. BAER is a process created by the U.S. Forest Service and modified and used by several local teams to determine erosion risks and recommend appropriate treatments.

“When the land is stripped of trees and other vegetation by fire, healthy roots that soak up rainwater are lost,” said Anna Daggett, FEMA’s ETART coordinator. “Even moderate rain on burn scars can cause flash flooding or debris flows that can severely damage infrastructure, homes and businesses downstream.”

After the president issued a major disaster declaration for the 2014 Carlton Complex Fire, FEMA’s Public Assistance program provided about $2.4 million in grants targeted specifically for ETART-identified projects to reduce immediate threats of significant additional damage to improved public or private property. The federal share amounted to 75 percent of the total cost of $3.2 million for these projects. The state and local partners covered 25 percent, or $800,000.

ETART assessments provided important information to EMD and FEMA to justify these grants.

The 2014 measures were able to reduce substantially the effects of the wildfires by clearing culverts and ditches of debris, installing straw wattles to counter erosion, shoring up breached pond dams, and spreading grass seed over vast areas that had burned.

“ETART has shown to be an effective way to address post-fire dangers,’ said Gary Urbas, EMD’s ETART coordinator. “Merging the work of so many experienced partners allows the team to tackle tough problems in our state.”

ETART now will be looking for additional financing streams, including other FEMA and federal programs as well as local and state sources, with the goal of significantly reducing damages resulting from post-fire flooding and erosion in Eastern Washington.

Disaster Recovery Centers Open in Central Texas

COLUMBIA, S.C. –Expensive flood-related damage is not always evident immediately.

Survivors of South Carolina’s October heavy rains and severe floods may be unaware of issues that might show up in their homes or businesses in the weeks or months after the flood. These include:

  • Malfunctions to furnaces or other expensive appliances not in use during the flood

  • Home foundation settling

  • Unknown structure damage

Eligible applicants may use U.S. Small Business Administration low-interest disaster loans to pay for these repairs. Nobody is required to accept a loan but having an offer may assist eligible applicants with financial resources if they discover flood-related damage.

It’s also important for survivors who registered with FEMA to return completed SBA applications because it may make them eligible for certain FEMA grants. These grants include paying for flood-damaged furniture, appliances and vehicles.

The South Carolina Emergency Management Division, FEMA and the SBA encourage survivors to increase their options in finding ways to pay for undiscovered damage by returning completed SBA disaster loan applications by Jan. 4, 2016.

Homeowners may be eligible to receive low-interest loans of up to $200,000 for flood-related repairs to their primary residences. Homeowners and renters may also borrow up to $40,000 to repair or replace damaged or destroyed personal items such as appliances, furniture and vehicles. Businesses and private nonprofits may borrow up to $2 million to repair or replace flood-damaged property. Eligible applicants may be able to borrow money from the SBA before insurance claim decisions.

Many survivors were referred to the SBA following their application with FEMA. They may obtain more information by visiting the SBA website sba.gov/disaster or call SBA’s Disaster Assistance Customer Service Center at 800-659-2955 or TTY 800-877-8339. People in these 15 counties who had damage from the Oct. 22-31 storms can register for FEMA assistance three ways:

  • By calling 1-800-621-3362 or (TTY) 1-800-462-7585. The registration hotline will be open on Thanksgiving Day.

SACRAMENTO, Calif. The deadline for Calaveras and Lake county wildfire survivors to register with FEMA has passed, but various forms of disaster assistance remain available. Survivors who registered with the Federal Emergency Management Agency are urged to stay in touch with the agency.

“Even though the DRCs are closed, FEMA remains in California to work with the state and local governments to provide assistance with recovery,” said Tim Scranton, Federal Coordinating Official for this disaster. “FEMA will remain as long as needed.”

Charles Rabamad, the Deputy State Coordinating Officer added: “Recovery is ongoing, all this work could not be done without our federal, state and local partnerships. Cal OES continues to support and assist these communities in the rebuilding and redeveloping efforts.”

Applicants can track their claims and should notify FEMA of changes to their mailing addresses, phone numbers, email addresses and if they receive insurance settlements or discover additional damages.

Survivors Advised to Stay in Touch with FEMA

  • Multilingual phone operators are available on the FEMA helpline. Choose Option 2 for Spanish and Option 3 for other languages.

Although the Disaster Recovery Centers (DRC) are closed, the U.S. Small Business Administration will operate Disaster Loan Outreach Centers (DLOCs) at the DRC sites in San Andreas and Middletown. Hours are Monday through Friday, 9 a.m. to 6 p.m.

At the DLOCs disaster loan applications, started before Nov. 23, can be finalized. The two facilities will remain open until further notice.

Other services available to survivors include:

  • Crisis Counseling is a service provided through your county Mental Health Department. Services, for children and adults, help survivors deal with the emotional affects of going through a crisis. Call the Calaveras County Mental Health Crisis Hotline: 800-499-3030 (main office number 209-754-6525). The Lake County Mental Health Crisis Hotline is 800-900-2075.
  • Legal Services is provided to survivors for free through the Young Lawyers Division of the American Bar Association. Legal advice is limited to cases that will not produce a fee including assistance with insurance claims, advice on landlord/tenant problems, home repair contracts and contractors, mortgage-foreclosure problems, assisting in consumer protection matters, remedies and procedures and replacement of wills and other important

legal documents. Survivors unable to pay for legal services may call 800-657-0479 between 9 a.m. and 9 p.m. Monday through Friday. For TTY: call 711.

SBA loan. However, applicants who are referred to SBA for a disaster loan must apply to be eligible for additional FEMA assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps businesses of all sizes, private non-profit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations. Registration in person with a FEMA Individual Assistance expert is available today until 6 p.m. at any of the three Disaster Recovery Centers:

Beginning at 9 a.m. tomorrow, the San Andreas site in Calaveras County and the Middletown facility in Lake County will transition to SBA Disaster Loan Outreach Centers (DLOCs) to assist homeowners, renters, businesses and private nonprofits.  Hours of operation are Monday through Friday, 9 a.m. to 6 p.m. DLOCS will be closed on Thanksgiving Day, Thursday, Nov. 26, and Friday, Nov 27. The DLOCS will reopen on Monday, Nov. 30, and be open until further notice.
