NEW YORK – Survivors of Hurricane Sandy, who received a loan application from the U. S. Small Business Administration (SBA), should take the time to fill it out and return it promptly. This includes homeowners, renters, business owners, and non-profit organizations that have called the Federal Emergency Management Agency (FEMA) to register for disaster assistance.

“SBA is our partner in disaster recovery. If you received an application from the SBA, whether you are a business, homeowner or renter, you need to return the application.” said Michael F. Byrne, coordinating officer for the federal recovery operations in the affected area. “Filling out the application is a necessary step to being considered for other forms of assistance.”

An SBA disaster loan can help homeowners, renters and businesses cover any repair or rebuilding costs not covered by private insurance or cover disaster-related damage costs that exceed the initial estimate. Homeowners can receive loans of up to $200,000 to repair or replace their primary residences. Homeowners and renters may also borrow up to $40,000 to replace damaged or destroyed personal property including vehicles.

“The SBA has approved more than $96 million in Disaster Assistance Loans in the state of New York with almost $89 million for homeowners and renters,” said Frank Skaggs, director of SBA’s Field Operations Center East in Atlanta. “We are pleased to be able to get these loans approved so residents and businesses in the disaster area can start to rebuild and resume their normal lives.”

Businesses and private nonprofits can apply for loans of up to $2 million. Interest rates for businesses are as low as 4 percent to cover physical damage and economic injury caused by the disaster. For private nonprofits, interest rates are as low as 3 percent and for homeowners and renters the rates are as low as 1.688 percent with terms as long as 30 years.

SBA customer service representatives are available to issue or accept low-interest disaster loan applications and answer questions at all New York State/FEMA disaster recovery centers and 19 SBA business recovery centers. FEMA Urges Prompt Return of SBA Disaster Loan Application

WINDSOR, Conn. — Public Assistance grants from the Federal Emergency Management Agency help Connecticut communities recoup much of the costs for Hurricane Sandy response and recovery.

The grants reimburse eligible jurisdictions a minimum of 75 percent of the costs for emergency protective measures, debris removal, and the repair and replacement of disaster-damaged infrastructure – such as utilities, hospitals and city halls – to pre-disaster condition.  The state and its agencies, local jurisdictions, tribal nations and certain nonprofit organizations may apply for reimbursement under the program.

“Public Assistance helps communities overwhelmed by the cost of response and recovery efforts,” said Federal Coordinating Officer Albert Lewis of FEMA. “It’s vital that critical services and facilities that contribute to the life of the community be restored.”

Eligible work is divided into two categories:

  • Emergency work, which includes emergency protective measures, and removal and disposal of disaster-related debris; and
  • Permanent work, which includes repair or replacement of roads and bridges; water control facilities; public buildings and contents; public utilities; and parks, recreational and other facilities.

Emergency work must be completed within six months of the disaster declaration, and permanent work within 18 months.

The state of Connecticut, with FEMA support, is conducting Applicants’ Briefings for local jurisdictions interested in applying for Public Assistance. The applicants can ask questions, clarify issues and submit their formal Request for Public Assistance to the state.

After the request is submitted, FEMA and state program officials meet with each applicant individually to discuss damage and prepare applications. To qualify for Public Assistance, applicants must document eligibility of the facilities and work, and the costs must be reasonable.

Under the program, the state is the grantee, and state agencies, local and tribal governments, and eligible nonprofit organizations are the subgrantees. In other words, FEMA grants the money to the state, which then distributes the funds to the applicants after all documentation is received.

The deadline for applicants to submit a Request for Public Assistance is Dec. 30.

FEMA’s Public Assistance Dollars Help Rebuild Connecticut Communities

NEW YORK – The Federal Emergency Management Agency announced that it has approved more than $114 million in Public Assistance (PA) funds to reimburse the New York University (NYU) Langone Medical Center for emergency repairs, patient evacuation and other expenses incurred as a result of Hurricane Sandy.

“When Hurricane Sandy struck New York, workers quickly evacuated and safely relocated 250 patients,” said Michael F. Byrne, FEMA federal coordinating officer. “Their work during and after the storm was extraordinary. I am glad that we are able to expedite this money to help NYU Medical Center.”

Once the storm had passed, water was pumped out of flooded buildings, crews cleaned and sanitized facilities and emergency repairs were completed. Thorough inspections were conducted to ensure that the facilities were safe to enter.

The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure. In order to qualify, damage must be a direct result of Hurricane Sandy. NYU Langone Medical Center will receive more than $114 million from FEMA.

Private non-profit agencies that provide critical services to the community may apply directly to FEMA for funding of emergency and permanent work. The deadline for Requests for Public Assistance, which was due to expire, has been extended. 

The new deadlines are:

• Dec. 29, 2012: Bronx, Kings, Nassau, New York, Richmond, Suffolk and Queens Counties

• Jan. 2, 2013: Rockland and Westchester Counties

• Jan. 12, 2013: Orange, Putnam, Sullivan and Ulster Counties

NYU Medical Center Receives $114 Million

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the District of Columbia to supplement the district and local recovery efforts in the area affected by Hurricane Sandy during the period of October 26 to October 31, 2012.

The President’s action makes federal funding available to the district and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Sandy in the District of Columbia.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures in the District of Columbia.

Jack Schuback has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Schuback said additional designations may be made at a later date if requested by the district and warranted by the results of further damage assessments.

New Disaster Recovery Centers Open In Nassau, Orange Counties

NEW YORK – As New Yorkers remain in their homes or begin to consider returning home following Hurricane Sandy, the State of New York and the Federal Emergency Management Agency urge them to be careful, remain safe and plan properly for their future well-being. 

Some suggestions:

Look for external damage
Examine the foundation, roof and chimney for cracks or other damage. If obvious damage is found or serious safety doubts exist, contact a building inspector.  
 
Keep generators outside
Those who remain without power should only use generators or other fuel-powered machines outdoors. Such machines emit deadly carbon monoxide fumes, which are odorless and can quickly overwhelm you indoors. 
 
Clean safely and beware of mold
Flooding causes dampness where mold, mildew and various organisms thrive. Mold may induce respiratory problems, so it is important to use proper procedures when cleaning. Use a combination of household bleach and soap or detergent (but never mix bleach with ammonia) to wash down walls and other mold-contaminated areas. Avoid Scam Artists
As you plan long-term repair and rebuilding projects, be aware that natural disasters can bring out criminals looking to prey on victims by offering fraudulent services. Among other precautions, get three estimates for repair work, check the credentials of contractors and consult your local Better Business Bureau or Chamber of Commerce to learn about any complaints against the contractors.

Expedited partial flood-insurance payments may be available
To allow National Flood Insurance Program (NFIP) policyholders to remain safely in damaged residences, FEMA in some circumstances is allowing claim payments to be made even before inspections and repair estimates are obtained for equipment that provides heat and hot water. The inspection and report still have to be completed later. For complete details on the accelerated NFIP payment program, policyholders must contact their insurance company or agent.

Low-interest disaster loans from SBA
U.S. Small Business Administration disaster loans are a major source of federal rebuilding funds for homeowners, renters and businesses. Completing a disaster loan application is part of the FEMA grant process. Homeowners and renters may qualify for loans of up to $200,000 for repair or replacement of damaged real estate. Up to $40,000 may be available to repair or replace personal property. Applications can be completed online via SBA’s secure website at https://DisasterLoan.SBA.gov/ELA. NEW YORK – One of the dire consequences of any disaster for many people is the loss of important documents. Often, such documents are needed by the Federal Emergency Management Agency (FEMA) and state emergency services in order to process assistance applications for those who suffered losses or damage to their homes and belongings.

If papers are gone – like birth certificates, Social Security cards, drivers’ licenses, tax records, etc. – New York state and FEMA are advising residents on how to recover them:

  • Birth certificates: If you were born within the confines of the five boroughs of New York City, visit or write to the Office of Vital Records, 125 Worth Street, Room 133, New York, N.Y. 10013. (A photo ID is required both by mail and in person.) The office advises the fastest way to get records is online at www.nyc.gov/vitalrecords. The phone number is (212) 788-4520.
  • If you were born in New York state outside of New York City, log onto www.vitalchek.com  or phone 877-854-4481. This will connect you to a company called VitalChek, which is contracted with the state to handle credit-card orders. There are modest fees involved.
     
  • Drivers’ licenses: Visit any New York Department of Motor Vehicles office. To find an office nearby, log onto www.dmv.ny.gov/index.htm and click on “Replace License or ID.”
     
  • Social Security cards: Call the U.S. Social Security office at 800-772-1213, Monday through Friday, 7 a.m. to 7 p.m. EST. For TTY users the number is 800-325-0778, or log onto www.ssa.gov/ssnumber for more information.
     
  • Federal tax records: Call the Internal Revenue Service at 800-829-1040, Monday through Friday, 7 a.m. to 10 p.m. EST, or log onto www.irs.gov.
     
  • New York state tax records: For copies of returns, log onto www.tax.ny.gov/help/contact/how_to_reach.htm. Click on “Get a copy of my return” and fill in the application. You can also apply for a tax-filing and payment extension for those directly affected by Hurricane Sandy at this site.
     
  • For copies of your utility bills, bank records, insurance policies, mortgage payments and the like, call the appropriate firm and speak to a customer-service representative.

To prevent further loss of vital documents, place the originals or copies in a sealable plastic bag or other watertight container and secure that container where it is best protected and can easily be located. It is also a good idea to make copies of vital and important documents and mail them to a friend or relative you can trust to keep them safe and retrievable.

How to Replace Documents Lost in a Disaster

HUNT VALLEY, Md. – Weather happens. Sometimes it’s severe enough to cause flooding and wind damage like Superstorm Sandy did in Maryland, especially on the Eastern Shore.

You can take steps before the next disaster to protect your family and minimize property damage. It’s called “hazard mitigation.”

Mitigation experts from the Maryland Emergency Management Agency and the Federal Emergency Management Agency suggest that families have a disaster preparedness plan and make their homes less vulnerable to high winds and torrential rains that accompany tropical storms or hurricanes.

Some things you can do yourself, such as stowing outside furniture when there’s a forecast for severe weather. Other measures may need the expertise of an electrician, plumber, contractor or other professional. Also, remember to check with your local officials for any permit requirements.

Anchor a fuel tank.  Whether it’s in a basement or outside of your dwelling, attach the tank to structural supports.  Keep it topped-off to reduce the possibility of the tank floating away.

Raise electrical boxes, major appliances, and HVAC components.  Survey the “infrastructure” of your home and elevate vulnerable items, such as furnaces, hot-water heaters, washers and dryers.

Stop water backup. If flood waters enter the sewer system, sewage can back up and enter your home. To prevent this, install a backflow valve.

Protect your home against high winds. If you are considering replacing doors and windows, look for impact-tested doors and think about adding storm shutters.

Brace garage doors.  During a hurricane, garage doors are vulnerable.  Adding braces across the back of the door and strengthening glider wheel tracks can help. If you are constructing a new home, consider installing a garage door built to withstand high winds.

Natural Disasters Happen … Take Steps to Minimize Home Damage

TRENTON, N.J. — Deadlines to apply for Public Assistance (PA) from the Federal Emergency Management Agency have been extended to December 30, 2012 for all 21 counties.

Michael Hall, FEMA’s Federal Coordinating Officer, granted the extension following a request from

the New Jersey State Office of Emergency Management. The PA program is a reimbursement program where the federal government provides 75 percent of eligible costs.

In the request for an extension, the state cited the unprecedented impact of Hurricane Sandy and the tremendous increase in the number of organizations submitting a Request for Public Assistance (RPA) that have never before been involved in the PA process.

As of December 3, FEMA has received 1,098 requests for Public Assistance, conducted 630 kick-off meetings, and approved 24 large projects totaling, $57,729,003.
