WINDSOR, Conn. – Outreach teams from FEMA will be at The Home Depot stores in East Haven, Fairfield and Orange this weekend to explain techniques that may reduce potential damage to homes, businesses and property from future storms and flooding.

Mitigation specialists from the Federal Emergency Management Agency will offer “how-to” information for retrofitting buildings and elevating utilities. Specialists can also provide cleanup tips for removing mold and mildew from a storm-damaged home.

FEMA teams will be at the following locations from 9 a.m. to 6 p.m. on Saturday, Dec. 15, and Sunday, Dec. 16:

 

  • The Home Depot – 75 Frontage Road, East Haven, CT 06512
  • The Home Depot – 541 Kings Highway Cutoff, Fairfield, CT 06824
  • The Home Depot – 440 Boston Post Road, Orange, CT 06477

Information will include instructions on how to:

 

  • Relocate circuit breaker panels, outlets and switches above potential floodwaters;
  • Move washer and dryer hookups to a higher floor;
  • Elevate furnaces and water heaters; and
  • Prevent sewer backups with a backflow valve.

NEW YORK – The Federal Emergency Management Agency is committed to helping all eligible New York disaster survivors recover from Hurricane Sandy, including U.S. citizens, non-citizen nationals and Qualified Aliens.

“New York is a city of neighborhoods,” said Federal Coordinating Officer Michael F. Byrne. “We are reaching out to all neighborhoods in the disaster-designated counties, recognizing their diversity, their different traditions and dialects and their sense of community. We do not want eligible survivors to miss out on the opportunity for aid.”

FEMA Community Relations specialists are visiting neighborhoods, putting out the word in more than 20 languages that certain groups of Qualified Aliens may be eligible for monetary disaster assistance. They are encouraging Sandy survivors to register with FEMA.  

Qualified Aliens who may be eligible for FEMA monetary disaster assistance include Green Card holders – individuals with U.S. government permission to live and work in the country permanently.

Others in the Qualified Alien category include those who have legal U.S. resident status because of:

  • Asylum;
  • Refugee status;
  • Parole (admission into the United States for humanitarian purposes) for at least one year;
  • Withholding of deportation;
  • Immigration from Cuba or Haiti; and
  • Severe forms of human trafficking, including persons with “T” and “U” visas.

Applicants should consult an immigration expert concerning whether or not their immigration status falls within the Qualified Alien category.

FEMA’s Individuals and Households Program is available to disaster-stricken U.S. citizens, non-citizen nationals and Qualified Aliens in counties with a federal disaster declaration. Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs for owners, personal property loss and other serious disaster-related needs not covered by insurance.            

Undocumented immigrants are not eligible for FEMA cash assistance or Disaster Unemployment Assistance.

However, in households with varying citizenship status, only one member needs to be eligible to qualify that home for FEMA aid. 

An undocumented parent or guardian may apply for monetary aid on behalf of a minor child who is a U.S. citizen, non-citizen national or Qualified Alien. Although the adult will be expected to sign a Declaration and Release (FEMA Form 009-0-3) in the child’s name, no information will be gathered on the person signing for the child.

All individuals, regardless of citizenship status, affected by a major disaster may be eligible for other non-monetary, in-kind emergency disaster relief programs. These include search and rescue, medical care, shelter, food and water as well as Disaster Legal Services and Crisis Counseling. 

People who don’t qualify for monetary assistance may still call the FEMA registration line for referrals to voluntary agencies.

Financial Disaster Aid Available for U.S. Citizens, Non-Citizen Nationals and Qualified Aliens

WINDSOR, Conn. — The FEMA-state Disaster Recovery Center at the Housatonic Community College, 900 Lafayette Blvd., Bridgeport, will close at 4 p.m., Saturday, Dec. 15.

When the center closes, FEMA will still be only a mouse-click or a phone call away. Disaster survivors may also go to any other Disaster Recovery Center. For an updated list of DRCs, go to http://go.usa.gov/g2Td on the Web or text the letters DRC and your ZIP code to the number 43362.

Homeowners, business owners and renters who had damage from Hurricane Sandy in one of the Connecticut counties designated for Individual Assistance have until Dec. 31 to register for assistance from the Federal Emergency Management Agency.

Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register or ask questions by phone anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Wait for the English message to finish to reach multilingual operators.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

If an applicant receives an application for a low-interest disaster loan from the U.S. Small Business Administration as part of their registration package from FEMA, it is important this application be completed and returned.  No survivor is required to take out an SBA loan, but completion of the SBA application may make the applicant eligible for further FEMA assistance.

Bridgeport Disaster Recovery Center to Close Saturday, Dec. 15, at 4 p.m.

DENTON, Texas — The Federal Emergency Management Agency (FEMA) has awarded more than $3.4 million to the state of Texas for the construction of two community safe rooms in the city of Kingsville in Kleberg County, Texas.

The concrete dome shaped safe rooms will serve as multi-purpose training centers; one will be 20,000 square feet in size and the other will be 18,000 square feet in size. Both will provide protection from storms and tornadoes for the people of Kleberg County, including those with access and functional needs, as well as special medical needs. 

FEMA’s Hazard Mitigation Grant Program (HMGP) will pay 75 percent of the more than $4.5 million total costs for the projects, which are being built under the Texas Safe Shelter Initiative.

The federal shares of the funds for the projects come from the agency’s Hazard Mitigation Grant Program (HMGP). HMGP provides grants to states, and tribal and local governments to implement long-term hazard mitigation measures that reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.

NEW YORK – The deadline for Hurricane Sandy survivors in 13 designated New York counties to register for Federal Emergency Management Agency disaster assistance has been extended to January 28, 2013.

The extension agreed upon by the state and FEMA is for survivors living in disaster-designated individual assistance counties: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland,  Suffolk, Sullivan, Ulster, Westchester.

Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance.

FEMA Application Deadline Extended

WARWICK, R.I. – The Federal Emergency Management Agency is hiring a number of Rhode Islanders to assist in the state’s recovery efforts following Hurricane Sandy.

“It is FEMA policy, and the agency makes it a priority, to employ local residents,” explained FEMA Federal Coordinating Officer James N. Russo.  “It gives us an opportunity to tap into the skills and experience of people who live right here in the Ocean State.  Moreover, a paycheck makes it into the hands of some local, unemployed workers on a temporary basis.” 

FEMA is currently seeking up to 15 local employees, which will comprise 10 percent of the FEMA workforce, at its Joint Field Office in Warwick.  Civil engineering, administrative management, accounting, and charting and mapping are but a few of the skill sets being sought.

This is the second time in recent years FEMA has recruited locally in Rhode Island.  Many individuals were hired in 2010 when the agency helped the state recover from spring storms and flooding at that time.

FEMA Hiring Locally to Help in Disaster Recovery

Certain private nonprofit organizations that experienced damage from Hurricane Sandy may qualify for reimbursement of certain costs under the Federal Emergency Management Agency’s Public Assistance program.

The program reimburses government entities, tribal nations and nonprofits for debris removal, emergency protective measures and permanent restoration of disaster-damaged infrastructure to pre-disaster condition.

Federal regulations separate nonprofits into two categories: critical facilities, such as schools, utility companies, emergency service companies and hospitals; and noncritical facilities, such as low-income housing, assisted living homes and rehabilitation programs. Both may apply for reimbursement of eligible expenses under the PA program.

However, noncritical facilities must also apply to the U.S. Small Business Administration for a low-interest disaster loan. If SBA declines the loan, or if the loan does not cover all eligible damage, FEMA may be able to provide cost-shared assistance.

Applicants submit their formal Request for Public Assistance to the state. For more information, nonprofit organizations should contact Connecticut’s Public Assistance program at 860-256-0801.

Fairfield, Litchfield, Middlesex, New Haven, New London, Tolland and Windham counties, and the Mashantucket Pequot and Mohegan Tribal Nations within New London County are designated for PA. The deadline for submitting a Request for Public Assistance to the state is Dec. 30.

Under the program, the state is the grantee, and the applicants are the subgrantees. In other words, FEMA grants the money to the state, which distributes the funds to the applicants after all documentation is received.

Nonprofits Should Notify the State of Damage in Case a Public Assistance Grant Is Needed

NEW YORK – New York residents beginning the rebuilding process will have another opportunity to get expert advice from the Federal Emergency Management Agency (FEMA). Beginning on Tuesday, December 11, FEMA mitigation specialists will be at five new locations to offer guidance on ways homeowners can build safer and stronger in the aftermath of Hurricane Sandy.

Residents can receive advice on safe cleanup, as well as repair and building techniques designed to protect homes from future storms. This information is available to the public and provided at no cost.

FEMA to Provide Rebuilding Workshops at Local Home Improvement Stores

New Public Assistance grants to NYPD, NYU Medical Center and NYC Sanitation

NEW YORK – This week, the Federal Emergency Management Agency announced three new Public Assistance (PA) grants to New York, bringing the total awarded since Hurricane Sandy to $254 million. PA grants will be used to reimburse the New York Police Department, New York University Langone Medical Center and the City of New York Department of Sanitation for part of the cost incurred saving lives, protecting property and cleaning up New York before, during and after the hurricane.

“I salute the workers of NYPD, NYU Medical Center, and the Sanitation Department for their tireless efforts to protect New Yorkers,” said Michael F. Byrne, FEMA federal coordinating officer. “They are vitally important to the health and safety of the city and their work is paving the road to recovery.”

Today, FEMA announced a $26.3 million PA grant to reimburse the Department of Sanitation which mobilized its entire workforce to remove debris left behind by the storm. Hurricane Sandy’s storm surge inundated residential areas; high winds and heavy rains brought down trees, tree limbs and power lines throughout the city, blocking roads and creating hazardous conditions. From Oct. 30 through Nov. 10, sanitation crews removed an estimated 1.3 million cubic yards of debris. 

Yesterday, FEMA announced two PA grants:

  • $114 million awarded to the NYU Medical Center to reimburse the cost of evacuating patients, performing emergency repairs and to help pay for crews who cleaned, sanitized and inspected facilities.
  • $75 million will go to the NYPD to help pay for uniformed and civilian personnel who patrolled streets, distributed food and water to hurricane survivors and assisted residents in obtaining emergency medical care.
  • The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

In order to qualify, damage must be a direct result of Hurricane Sandy.

FEMA has awarded more than $215 million in Public Assistance funds in the past two days; this is in addition to $39 million previously awarded to Long Beach and Nassau County. In total, FEMA has approved more than $254 million in PA funds since the Nov. 1 disaster declaration for Hurricane Sandy.

Trenton, N.J. — Survivors have the right to appeal the Federal Emergency Management Agency’s decision about what assistance they can receive.

You may ask for another review to appeal the amount or type of help provided or any other decision about federal disaster assistance.

Before asking for an appeal, it is important to review the “Help After a Disaster” applicant’s guide. The booklet explains the different types of assistance that may be available to survivors and could answer some questions you have about the appeal process. Each applicant receives a copy and it is available online at www.fema.gov/help-after-disaster.

When appealing, explain in writing why you disagree with a decision. Include any new or additional documents that would support the appeal. Be as specific as possible in the letter. Include materials such as itemized receipts and contractor estimates.

When sending an appeal letter for Hurricane Sandy, remember to include:

  • On all pages of all documents:
    • Federal disaster declaration number 4086-DR-NJ.
    • Nine-digit FEMA application number.
  • Applicant’s name, place and date of birth, and the address of the damaged dwelling.
  • Copies of documentation that supports the appeal. All receipts, bills and estimates must include contact information for the service provider. Keep all originals for your records.
  • A copy of a state-issued identification card, unless the letter is notarized or includes the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”
  • The applicant’s signature.

Appeal letters must be postmarked within 60 days of the date on the decision letter.
