CHICAGO – A Disaster Recovery Center (DRC) will open at 9 a.m. Wednesday, May 22, in Des Plaines for residents of Cook County to meet face-to-face with disaster recovery specialists, officials said today.

The DRC, operated jointly by the Illinois Emergency Management Agency and the Federal Emergency Management Agency (FEMA), will operate from 9 a.m. to 7 p.m. seven days a week.  The location is:

Hours: 9 a.m. – 7 p.m., 7 days a week

Disaster recovery officials work closely with community leaders to find DRC locations that provide safe and easy access for all survivors.  More centers will open as sites are identified and approved.

It is not necessary to visit a DRC to register with FEMA. Individuals can register online at www.disasterassistance.gov or via web-enabled phone at m.fema.gov. Applicants may also call 1-800-621-3362 or (TTY) 1-800-462-7585. People who use 711-Relay or Video Relay Services (VRS) can call 1-800-621-3362.

DRCs offer an additional service for those who may have questions or need additional help in applying for disaster aid. Information about other disaster programs is also available from the U.S. Small Business Administration (SBA), state and local agencies, and voluntary organizations. Residents should apply with FEMA even if they already provided damage information to local officials, other agencies or organizations.

SBA low-interest disaster loans may be available for homeowners, renters, businesses and private non-profit organizations of all sizes to repair or replace real estate, contents and/or personal property damaged in the severe storms and flooding. SBA customer service representatives will be present to answer questions and assist survivors with their loan applications. Second Disaster Recovery Center Opens in Cook County

The Federal Emergency Management Agency urges property owners to take steps now to minimize damage in future storms. To better protect your family and yourself in the event of an emergency, ensure that your home is a safe structure.

The following are some house maintenance tips from Ready.gov, FEMA.gov and FloodSmart.gov on how to strengthen and protect your property from rain, wind and flood damages:

RAIN AND FLOODS

Be aware of flood hazards no matter where you live or work, but especially if you are in low-lying areas, near water, behind a levee or downstream from a dam.

  • Elevate the furnace, water heater and electric panel in your home if you live in an area that has a high flood risk.
  • Make sure your sump pump is working and then install a battery-operated backup in case of a power failure.
  • Clear debris from gutters and downspouts.
  • Anchor any fuel tanks.
  • Raise your electrical components (switches, sockets, circuit breakers, and wiring) at least 12 inches above your home’s projected flood elevation.

HIGH WINDS AND HURRICANES

  • Cover all of your home’s windows. Permanent storm shutters offer the best protection for windows. A second option is to board up windows with 5/8” marine plywood, cut to fit and ready to install. Tape does not prevent windows from breaking.
  • Install straps or additional clips to securely fasten your roof to the frame structure. This will reduce roof damage.
  • Be sure trees and shrubs around your home are well trimmed so they are more wind resistant.
  • Clear loose and clogged rain gutters and downspouts.
  • Reinforce your garage doors. If wind enters a garage it can cause dangerous and expensive structural damage.

Prepare Your Property Now For A Future Storm

WASHINGTON – The Federal Emergency Management Agency (FEMA) and its federal partners, including the National Weather Service, continue to closely monitor the effects of severe weather that has impacted the Central United States, including parts of central Oklahoma and Iowa, Kansas and Missouri.  Residents are urged to continue to follow the guidance of state, local and tribal officials. FEMA’s regional offices in Denton, Texas and Kansas City, Mo., have been in contact with state emergency management counterparts and with tribal emergency managers in the path of the storm. While there have been no requests for federal assistance, FEMA has deployed a liaison officer to the Oklahoma emergency operations center and stands ready to assist if support is needed and requested.  Additional personnel are on standby and are ready to deploy as needed and requested to support the state.

According to the National Weather Service, there continues to be a moderate risk of severe weather today across areas of the southern Plains including Oklahoma and parts of Kansas, Missouri and Arkansas and severe weather is possible further north including parts of Illinois and Wisconsin.

When natural disasters, such as tornadoes and severe storms strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

FEMA encourages those in the areas affected or potentially affected by these storm systems to monitor local radio or TV stations or the National Weather Service at www.weather.gov or a NOAA weather radio for the latest information, including additional or changing weather watches and warnings and to follow the instructions of state, local, and tribal officials.

FEMA, Federal Partners Monitor Effects of Storm in Central Plains and Urge Preparedness

LINCROFT, N.J. — With the 2013 hurricane season less than a month away, now is the time to update or make a disaster preparedness plan for yourself and your family. The Federal Emergency Management Agency urges all New Jerseyans to assemble a disaster preparedness kit, make a plan and be informed of the risks before the start of the hurricane season.

The Atlantic hurricane season lasts from June to November, with the peak season from mid-August to late October.

“Every family should have supplies ready to shelter in place for 72 hours following a hurricane, or any other disaster,” Federal Coordinating Officer Gracia Szczech said. “We are asking everyone to check their kits, or make a kit, before the start of the 2013 hurricane season.”

New Jerseyans can find information on how to build a preparedness kit at Ready.gov. The kit should include water, food, a flashlight with extra batteries and a first aid kit among other supplies.

Having an updated and accurate Family Emergency Plan is a key component to planning for hurricane season. The unique needs of family members, such as the elderly, infants, those with access and functional needs and any pets should be considered. Also, you should inquire about what plans are in place at work and schools in case of emergency. After all of the information is collected, gather your family to discuss how the plan works. Practice your plan at least twice a year and update it according to any issues that arise.

Being informed of the risks associated with hurricane season is an important part of preparedness. You should identify the hazards that are unique to your area. Local emergency management offices can help pinpoint the hazards in your area and outline the local plans and recommendations for each, which may include evacuations. Familiarize yourself with evacuation routes and how to secure your property in the event of a hurricane.

Now is the Time to Prepare for the 2013 Hurricane Season

CHICAGO, IL – You’ve cleaned up and started making the necessary repairs from last month’s storms and flooding. Now the bills are coming due.

Your insurance may cover some of those costs, but if you haven’t registered with the Federal Emergency Management Agency (FEMA), you may be missing out on additional assistance you need to recover. Until you register for assistance, FEMA has no way of knowing who you are, where you are, or what you need.

  • Calling your insurance agent does not register you with FEMA.
  • Contacting county or municipal agencies does not register you with FEMA.
  • Receiving assistance from volunteer agencies does not register you with FEMA.

The only way to determine whether you’re eligible for federal disaster assistance is to register with FEMA by phone or online, or by visiting a Disaster Recovery Center. Illinois Emergency Management Agency and Federal Emergency Management Agency officials are working together to find locations that can best serve Illinois residents affected by this spring’s storms and flooding.

“We look for facilities that are safe and accessible to all disaster survivors who want in-person help in understanding the application process and what additional state and federal assistance may be available,” said IEMA Director Jonathon Monken, who serves as state coordinating officer for the presidentially declared disaster.

FEMA safety and security personnel inspect each facility, with state and federal Individual Assistance staff, to determine suitability, compliance with the Americans with Disabilities Act and availability for short-term or extended use as a Disaster Recovery Center.

Disaster Recovery Center Opens in Cook County

KANSAS CITY, Mo. – With the potential for severe weather across the plains and several Midwestern states this weekend and into Monday, staff at the Federal Emergency Management Agency’s (FEMA) Region VII office are coordinating with state and local officials in Iowa, Kansas, Missouri, and Nebraska in preparation for the potential storms and urges the public to be prepared and stay informed.

“As the threat of severe weather develops, we urge residents to listen to NOAA Weather Radio and local newscasts, monitor digital media feeds for updates and follow the  instructions provided by local emergency officials,” said FEMA Region VII Administrator Beth Freeman. “We have been in contact with the National Weather Service and our emergency management partners at the local, state, and federal levels, as well as representatives of the private sector and voluntary agencies throughout the region to ensure proper measures are in place to protect life and property in the event severe weather occurs.”

When severe weather hits, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. The individuals within these organizations provide emergency assistance to protect the public’s health and safety and services to meet immediate needs. During this time, FEMA continues to coordinate closely with state and local partners to monitor any needs that may arise as a result of the storms.

Responding to Severe Weather

If you have severe weather in your area, keep in mind these safety tips:

  • Become familiar with the terms used to identify a severe weather hazard and discuss with your family what to do if a watch or warning is issued. Terms used to describe weather hazards include the following:

Watch: Meteorologists are monitoring an area or region for the formation of a specific type of threat (e.g. flooding, severe thunderstorms, or tornados).

Warning: Specific life and property threatening conditions are occurring and imminent. Take appropriate safety precautions.

  • Mobile homes, even if tied down, offer little protection from tornadoes and should be abandoned. A mobile home can overturn very easily even if precautions have been taken to tie down the unit. Residents of mobile homes must plan in advance and identify safe shelter in a nearby building.
     
  • Be aware that flash flooding can occur within minutes and with little notice.  If there is any possibility of a flash flood, move immediately to higher ground.  Do not wait for instructions to move. Do not drive through flood water.
     
  • Do not touch downed power lines or objects in contact with downed lines. Report downed power lines and electrical hazards to the police and the utility company.
     
  • After a disaster, be aware of possible structural, electrical or gas-leak hazards in your home. Contact your local city or county building inspectors for information on structural safety codes and standards and before going back to a property with downed power lines, or the possibility of a gas leak. They may also offer suggestions on finding a qualified contractor to do work for you. 
     
  • Injury may occur when people walk amid disaster debris and enter damaged buildings. Wear sturdy shoes or boots, long sleeves and gloves when handling or walking on or near debris.

In Anticipation of Severe Weather, FEMA Monitors and Stays Ready to Assist

CHICAGO, IL – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and Illinois Emergency Management Agency (IEMA) urge Illinois residents affected by recent severe storms and flooding to be alert for potential fraud and to keep these points in mind:

  • FEMA does not charge for information that it gives out. Apply free online at DisasterAssistance.gov or call 800-621-3362 (TTY 800-462-7585).
  • FEMA does not send out text messages asking recipients to call fee-based telephone numbers. The toll-free numbers above are used for all contact with FEMA, including applying and follow-up.
  • FEMA and the U.S. Small Business Administration do not charge fees for information regarding filling out the SBA loan applications. Free assistance is available by calling SBA’s toll-free number, 800-659-2955 (TTY 800-877-8339).

FEMA’s Disaster Survivor Assistance Teams (DSATs) are canvassing affected areas to provide information about disaster assistance and give Illinois residents an opportunity to register. Beware of Disaster-Related Fraud

GENERAL

Q: If I am a renter, do I qualify for FEMA assistance?
A: Homeowners and renters who sustained property damage as a result of the recent fertilizer plant explosion in West, Texas are urged to register with the Federal Emergency Management Agency (FEMA), as they may be eligible for disaster assistance.

Q: How do I obtain Rental Assistance from FEMA? What documentation is needed?
A: Rental assistance is based on FEMA verifying that your home is unsafe as a result of the plant explosion.  If you have insurance with Additional Living Expenses (ALE) or loss of use; you must exhaust your insurance benefits prior to receiving assistance from FEMA.  You will need to submit your insurance settlement or ineligibility letter to FEMA along with a statement requesting rental assistance.

Q: I have been staying with friends. Can I move into a hotel paid for by FEMA?
A: You must first apply for federal assistance through FEMA. To be eligible for FEMA’s Transitional Sheltering Assistance, you must meet the following criteria:
• Your residence must be in the zip code (76691) that has been designated for the program;
• Your primary residence must be unlivable or inaccessible due to damage or lack of power or water;
• FEMA must be able to verify your identity;
• FEMA must be able to verify your occupancy; and
• You must be displaced from your primary residence. At the time of registration, your current location cannot be the “damaged dwelling”.
*Eligible applicants are notified by phone of your eligibility. 

INSURANCE

Q: Are insurance deductibles covered under FEMA’s programs?
A: FEMA does not cover insurance deductibles. If your insurance settlement does not meet your disaster related need you may be eligible for assistance from FEMA.

Q: My insurance company told me it would be weeks before they come to see my damages. Can FEMA help?
A: If a decision on your insurance settlement has been delayed longer than 30 days from the time you filed the claim you may be eligible for an insurance advancement from FEMA. These funds are considered a loan and must be repaid to FEMA once you receive your settlement from your insurance company. Contact FEMA if your insurance settlement is delayed. FEMA will send you a Request for Advancement and Signature letter. You must complete and return this letter before FEMA can evaluate your request for assistance.

INELIGIBILITY

Q: Why was I denied for FEMA assistance?
A: One of the most common reasons for denial letters are because you have insurance to cover the loss.  If you have received your insurance settlement and it does not cover all of your necessary expenses and serious needs, please contact FEMA at 1-800-621-FEMA (3362).

APPEALING DECISIONS
 
Q: If I do not agree with the results of the inspection or with the amount of money I received from FEMA, what should I do?
A: You may appeal any decision. Appeals may relate to your eligibility, the amount or type of help provided to you, late applications, requests to return money, or questions regarding continuing help. To be considered by FEMA’s Individuals and Households Program, your appeal letter must be postmarked within 60 days of the decision letter’s date.
 
You may follow these steps to appeal the decision:
1. Explain in writing why you think the decision about the amount or type of assistance you received is not correct. You, or someone who represents you or your household, should sign the letter. If the person writing the letter is not a member of your household, there must be a signed statement saying that that person may act for you.
2. Include your FEMA registration number and disaster number (shown at the top of your decision letter) in your letter of appeal.
3. Mail your appeal letter to:

DEBRIS REMOVAL

Q: Is there any help for debris removal on my private property?
A: Many homeowners’ insurance policies cover debris removal. FEMA does not typically pay for cleaning up debris on private property or in gated communities. But if the debris is keeping you or emergency workers from safely getting to your home, FEMA may be able to provide help on a case by case basis. Also, some communities will, at no cost to you, haul off debris that can be brought to the edge of the public right-of-way. Some private voluntary organizations are helping property owners get the debris to the curb. Please consult your newspaper or check with your local officials for more information.

SBA is the federal government’s primary source of funding for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private non-profit organizations fund repairs or rebuilding efforts, and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover uninsured and uncompensated losses and do not duplicate benefits of other agencies or organizations.
