WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal disaster aid has been made available to the Soboba Band of Luiseño Indians and ordered federal aid to supplement the Tribe’s efforts in the area affected by severe storms, flooding, and mudslides during the period of December 4-6, 2014.

Federal funding is available to the Soboba Band of Luiseño Indians and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, flooding, and mudslides.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Tribe. 

Rosalyn L. Cole has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Cole said additional designations may be made at a later date if requested by the Tribe and warranted by the results of further damage assessments.

President Declares Major Disaster for Soboba Band of Luiseño Indians

DENVER – As 2014 comes to an end, the temporary housing program managed by the Federal Emergency Management Agency in the aftermath of the September 2013 foods continues to assist Colorado families while helping them secure permanent housing.  There are 13 households in Boulder, Weld and Larimer counties still residing in FEMA-provided manufactured housing units, with the program scheduled to be completed by mid-March. Over the course of this housing program, a total of 47 households in the three counties have found housing in FEMA-provided manufactured homes. 

FEMA continues to meet with residents on a monthly basis to assist them with developing a long-term housing plan, and those meetings will continue until the housing mission concludes. The agency is also working with the state and local recovery committees and non-profits to utilize other assistance programs to help residents.

In addition to providing direct housing, FEMA has also provided more than $61.8 million in emergency housing assistance to Colorado residents to make repairs to their damaged homes or rent another home.  Another $300 million in assistance has been provided for Colorado communities to make repairs to or replace damaged public infrastructure, conduct debris removal and perform emergency work during the initial response.

FEMA Housing Mission Sees Continued Progress

DENTON, Texas — A year-and-a-half after tornadoes and severe storms ripped through central Oklahoma, recovery efforts are still under way. Grants totaling nearly $7 million have recently been awarded to the Oklahoma Department of Emergency Management from the Federal Emergency Management Agency. The Public Assistance grants will fund the repair and replacement of numerous educational structures damaged and destroyed by the tornadoes.

Nearly $3.5 million will cover the rebuilding of several facilities on the Canadian Valley Technology Center main campus in El Reno. One of the buildings will contain campus offices, student services, an event center, and high school and adult student programs. A second building will be reconstructed to contain Canadian Valley District administrative offices and two adult student programs. Both buildings will include safe rooms to shelter students and staff. 

More than $3.3 million has been awarded for Moore Public School District as reimbursement for construction of Briarwood Elementary School, Plaza Towers Elementary School and Highland East Junior High School, which were destroyed on May 20, 2013.

“The spring of 2013 was a horrific time for Oklahomans, but the hard work and determination we’ve seen since then has been amazing,” said OEM Director Albert Ashwood. “We continue to work with FEMA, local emergency managers, other state, local and federal agencies, as well as voluntary organizations to help ensure the best possible recovery for these communities.”

“Central Oklahoma suffered tragic losses from the tornadoes of May 2013,” said FEMA Region 6 Administrator Tony Robinson. “It’s so important to rebuild public schools, and re-establish safe, permanent places for children to learn and thrive in their communities. We are proud to support our state and local partners as they continue to rebuild their lives and communities.”

These grants bring the total amount of federal disaster Public Assistance to more than $45 million for emergency protective measures, debris removal, and infrastructure repair and replacement. More Than $6.8 Million in Federal Grants Awarded for Schools Impacted by May 2013 Tornadoes

DENTON, Texas – Nearly $1.4 million was awarded recently to the Pueblo of Acoma in New Mexico by the Federal Emergency Management Agency for repair of the Anzac Irrigation Channel System.

Nearly five miles of the concrete-lined channel received severe damage as a result of torrential rains and severe flooding in Cibola County in July and August 2010. Structural flaws and damages were revealed following the removal of accumulated silt from the channel.

“We remain committed to assisting tribal nations as they recover from natural disasters and rebuild critical infrastructure,” said FEMA Region 6 Administrator Tony Robinson. “The Pueblo fo Acoma has a strong agricultural heritage. Rebuilding the channel will ensure necessary irrigation for tribal farmlands in the future.”

This grant is part of $3.7 million obligated to the Pueblo of Acoma, and part of mroe than $11.6 million in Public Assistance grants that have been obligated to the state of New Mexico related to the severe storms and flooding in the summer of 2010. The funding awarded represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then forwards the grant to the eligible applicant.

Nearly $1.4 Million Awarded to New Mexico and Pueblo of Acoma for Irrigation Channel Repair

WARREN, MICH. – The Michigan State Police, Emergency Management and Homeland Security Division and Federal Emergency Management Agency (FEMA) report more than 122,000 southeast Michigan residents affected by the August floods have registered for assistance and nearly $216 million in federal disaster assistance has been approved. Survivors are strongly encouraged to register for FEMA assistance by the Dec. 14 deadline.           

FEMA has approved $131 million in grants, while the U.S. Small Business Administration (SBA) has approved $84.9 million in low-interest loans. Applications must be received by the December date to be considered for assistance from FEMA and the SBA; however, disaster funds will continue to flow beyond that date.

Storm-affected homeowners and renters in Macomb, Oakland and Wayne counties may be eligible for federal grants to help cover various disaster-related expenses including essential home repairs, personal property losses and other disaster-related needs not covered by insurance.

Homeowners are eligible to apply for SBA low-interest loans up to $200,000 to repair or replace disaster damaged primary homes.

  • Homeowners and renters are eligible to apply for loans up to $40,000 for replacement of personal property including automobiles.
  • Businesses and private nonprofits are eligible to apply for up to $2 million to repair or replace storm-damaged property.
  • Small businesses and private nonprofits are eligible to apply for working capital loans.

The SBA loan application deadline is Dec. 15, 2014

Michigan’s Disaster Assistance Tops $215 Million; Registration Deadline Nears

CHICAGO – With the holidays fast approaching, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Region V office encourages everyone to consider giving gifts that will help protect their family members and friends during a future emergency.

“A gift to help prepare for emergencies could be life-saving for friends and family,” said FEMA Region V acting regional administrator, Janet Odeshoo. “These gift ideas provide a great starting point for being prepared for an emergency or disaster.”

Supplies for an emergency preparedness kit can make unique—and potentially life-saving—holiday gifts, such as:

  • Battery-powered or hand-crank radio and a NOAA Weather Radio with tone alert.

  • Smoke detector and/or carbon monoxide detectors.

Give the Gift of Preparedness this Holiday Season

Agencies Impacted by Pu‘u ‘Ō‘ō Lava Flow Reminded to Apply for Assistance No Later Than Dec. 3

HONOLULU – The deadline for state, county, and certain private, non-profit organizations with eligible costs for the Pu‘u ‘Ō‘ō lava flow to submit applications for the Federal Emergency Management Agency’s (FEMA) Public Assistance program is Wednesday, Dec. 3, 2014.

Eligible agencies must submit requests for Public Assistance through the state within 30 calendar days from the date of the disaster declaration in accordance with Title 44 of the Code of Federal Regulations, Section 206.202(c). President Obama signed a disaster declaration for the lava flow erupting from the Pu‘u ‘Ō‘ō vent of Kīlauea on Nov. 3, 2014.

State, county, and certain private, non-profit organizations that have already taken emergency protective measures, or are anticipating taking emergency protective measures, in response to the Pu‘u ‘Ō‘ō lava flow are encouraged to submit an application through the Hawaii Emergency Management Agency (HI-EMA), formerly known as State Civil Defense.

Agencies Impacted by Pu‘u ‘Ō‘ō Lava Flow Reminded to Apply for Assistance No Later Than Dec. 3

SACRAMENTO, Calif.  – Federal Emergency Management Agency (FEMA) inspectors have completed more than 2,000 inspections of homes damaged or destroyed by the South Napa Earthquake. Homeowners and renters in Napa and Solano counties became eligible to apply for federal disaster assistance on Oct. 27 following the presidential declaration for Individual Assistance. FEMA must verify damages for every application.

Those affected by the South Napa Earthquake have until Dec. 29 to apply for disaster assistance. Disaster assistance may include grants to help pay for rent, essential home repairs, personal property replacement or other serious disaster-related expenses not covered by insurance or other sources.

Damage inspections are free and generally take 30 to 45 minutes. They are conducted by FEMA contract inspectors who have construction and/or appraisal expertise and have received disaster-specific training. Each inspector displays official photo identification.

Inspectors document the damage but do not determine the resident’s eligibility for disaster assistance. They check for damage to the building structure and its systems, major appliances and any damaged septic systems and wells. Residents should tell the inspector about other important losses such as clothing, personal property, medical equipment, tools needed for a trade, and educational materials.

Inspectors then relay this information to FEMA on their handheld tablet, which they call their inspector pad. They use their pads to download work assignments and communicate throughout the day.

Applicants are reminded to keep the contact information on their applications current so an inspector can reach them. To update their information, applicants should call FEMA’s Helpline at 800-621-3362 or (TTY) 800-462-7585. Contact information can also be updated online at www.disasterassistance.gov.

FEMA procedures for home inspections follow:
• An inspector calls the applicant to set up an appointment at a mutually convenient time and advises the applicant of documentation needed to complete the inspection, such as insurance policies and photo identification. 

• The inspector tries a minimum of three times to contact the applicant. The inspector will call at different times on different days in the hope of finding someone at home.

• If attempts to reach the applicant are unsuccessful, the inspector posts a letter on the applicant’s door with a phone number to call for an appointment.

• If applicants have relocated to another area and cannot return for the mandatory damage inspection, they can authorize an agent or proxy to be present on their behalf.

• As part of the inspection process, homeowners will be asked to show proof of ownership, such as a tax bill, deed, mortgage payment receipt or insurance policy showing the property’s address. Renters must show proof of occupancy, such as a lease, rent payment receipt, utility bill or other document confirming the home was their primary residence at the time of the disaster. Both homeowners and renters must also be prepared to show a valid driver’s license or other photo identification.

To speed the inspection process, applicants should:
• Make sure their home address number can be easily seen from the road.
• Keep their appointment or notify the inspector if a postponement is necessary.
• Stay in touch with FEMA, which may include telling neighbors where they can be contacted.
• Let FEMA know during the registration process if they need a reasonable accommodation, such as an American Sign Language interpreter, during the inspection.

If applicants discover additional damage to their property, they can request another inspection by calling the FEMA Helpline at 800-621-FEMA (3362) or TTY 800-462-7585.

Besides the above personnel, residents and businesses may be visited by loss verifiers from the U.S. Small Business Administration, insurance adjustors, and local building officials, as well as others involved in the recovery process. Building officials typically charge fees for permits, though these are sometimes waived after disasters.

FEMA inspectors do not tag dwellings. FEMA inspectors must follow written guidelines to perform inspections on dwellings previously tagged as unsafe to enter or unsafe to occupy by local officials.

FEMA Continues to Inspect Quake-Damaged Homes

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released an initial amount of $300,000 in Hazard Mitigation Grant Program (HMGP) funds to Delaware County, Ohio, for the construction of two community safe rooms at the Delaware State Park. Additional federal funding will be provided based on project completion. Following the completion, the community safe rooms will be made available to the citizens of Delaware County.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce or eliminate the risk of loss of life and property,” said FEMA Region V acting administrator Janet Odeshoo.  “The construction of these community safe rooms will protect the lives of citizens by providing secure locations to seek shelter from tornados and other high wind events.”

“These community safe rooms will provide protection to campers and other park users during a tornado and severe storms.  The buildings are multi-purpose and when not being used for storm protection can be used for meeting space, naturalist programs, and other similar activities” said Nancy Dragani, executive director of the Ohio Emergency Management Agency.

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. The overall eligible cost of this project is $800,000, with 75 percent of the approved total paid by FEMA, and the remaining 25 percent of funds provided by Delaware County and the state of Ohio.

FEMA Awards $300,000 Grant to Delaware County: Hazard Mitigation funds will be used to construct two tornado safe rooms

CHICAGO – Cold temperatures, heavy snow, and treacherous ice storms are all risks of the impending winter season. 

“Severe winter weather can be dangerous and even life-threatening for people who don’t take the proper precautions,” said FEMA Region V acting administrator Janet Odeshoo. “Preparedness begins with knowing your risks, making a communications plan with your family and having an emergency supply kit with essentials such as water, food, flashlights and medications.”

Once you’ve taken these steps, consider going beyond the basics of disaster preparedness with the following tips to stay safe this cold season:

Winterize your emergency supply kit:

  • Before winter approaches, add the following items to your supply kit:
    • Rock salt or other environmentally safe products to melt ice on walkways. Visit the Environmental Protection Agency for a complete list of recommended products.
    • Sand to improve traction.
    • Snow shovels and other snow removal equipment.
    • Sufficient heating fuel and/or a good supply of dry, seasoned wood for your fireplace or wood-burning stove.
    • Adequate clothing and blankets to keep you warm.

Stay fire safe:

  • Keep flammable items at least three feet from heat sources like radiators, space heaters, fireplaces and wood stoves. 
  • Plug only one heat-producing appliance (such as a space heater) into an electrical outlet at a time.
  • Ensure you have a working smoke alarm on every level of your home. Check it on a monthly basis.

Keep warm, even when it’s cold outside:

  • If you have a furnace, have it inspected now to ensure it’s in good working condition.
  • If your home heating requires propane gas, stock up on your propane supply and ensure you have enough to last an entire winter. Many homeowners faced shortages due to the record freezing winter weather last year, and this season there’s the possibility of lower than normal temperatures again. Don’t be caught unprepared.
  • Avoid the dangers of carbon monoxide by installing battery-powered or battery back-up carbon monoxide detectors.
  • Winterize your home to extend the life of your fuel supply by insulating walls and attics, caulking and weather-stripping doors and windows, and installing storm windows or covering windows with plastic.

Prevent frozen pipes:

  • If your pipes are vulnerable to freezing, i.e., they run through an unheated or unprotected space, consider keeping your faucet at a slow drip when extremely cold temperatures are predicted.
  • If you’re planning a trip this winter, avoid setting your heat too low. If temperatures dip dangerously low while you’re away, that could cause pipes to freeze. Consider draining your home’s water system before leaving as another way to avoid frozen pipes.
