HONOLULU – The Federal Emergency Management Agency (FEMA) today approved a request from the State of Hawaii to amend the existing Public Assistance program for state, county, and certain private, non-profit entities with eligible costs from the Pu‘u ‘Ō‘ō lava flow. The amendment to President Obama’s Nov. 3, 2014 disaster declaration adds debris management and permanent work to repair infrastructure as categories of eligible work.

Eligible entities must submit requests for Public Assistance through the state within 30 calendar days from the date of the amendment in accordance with Title 44 of the Code of Federal Regulations, Section 206.202(c).

State, county, and certain private, non-profit entities that have suffered damages or have debris resulting from the Pu‘u ‘Ō‘ō lava flow are encouraged to submit an application through the Hawaii Emergency Management Agency (HI-EMA), formerly known as State Civil Defense.

Additional Assistance Approved for Eligible Entities Affected by Pu‘u ‘Ō‘ō lava flow

CHICAGO –The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $2,952,257 in Hazard Mitigation Grant Program (HMGP) funds to the village of Machesney Park, Ill., for the acquisition and demolition of 24 residential structures in the Rock River floodplain. 

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III.  “The acquisition and demolition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

“This grant is great news for Machesney Park and residents who have been hit by flooding many times in the past,” said James Joseph, director of the Illinois Emergency Management Agency. “The state of Illinois already has purchased more than 60 flood-prone properties in this area.  This grant will enable even more residents to move to higher ground and avoid future heartache and property losses from future floods.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $3,936,343 eligible project cost.  The remaining 25 percent of the funds, $984,086, will be provided by the village of Machesney Park.

FEMA Awards $2,952,257 Grant to Village of Machesney Park

ATLANTA– People who live in Cheatham County including Pegram, Kingston Springs;  Williamson County including Fairview, Franklin, Brentwood; and Dickson County, Tenn., are invited to look at newly revised preliminary digital flood insurance rate maps at a public open house on March 3, 2015. Flood maps show the extent to which areas are at risk for flooding, and are used to help determine flood insurance and building requirements.

The open house will provide the residents within this watershed and its counties and municipalities with the opportunity to see the preliminary maps, learn about their risk of flooding, and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with a variety of specialists who will be available to talk about flood insurance, engineering, building permits and more.

The new maps were produced through a partnership with Harpeth Watershed counties and municipalities, the state of Tennessee, and the Federal Emergency Management Agency (FEMA). They are more precise than older maps because better flood hazard and risk data and the latest science available have been applied to make the maps more accurate. The ultimate goal is to protect property owners and the community from the risks associated with flooding. Flood risks do change over time due to construction and development, environmental changes, floodplain widening or shifting, and other factors—which is why it’s important that maps are updated periodically.

Property owners—both homeowners and business owners—renters, realtors, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house and take advantage of this opportunity to meet with specialists and ask questions, and learn more about flood risk and hazard mitigation within their communities. Residents may also visit their local community’s office to view the maps in person, or call their local floodplain manager with questions about where their property is located on the preliminary maps.

The Harpeth River Watershed preliminary maps will not be officially adopted until after a public comment period for the effected counties and municipalities takes place. This allows property owners to submit comments and appeals if they can show that any part of the maps is in error. Specialists will be available at the open houses to address questions that residents may have about this process. Once all comments are received and addressed, counties and municipalities may adopt the maps. 

By law, federally regulated or insured mortgage lenders require flood insurance on properties that are located in areas at high risk of flooding. Even people living outside of high-risk areas can have flooding, which is the most common and costly natural disaster in the U.S. That’s why everyone, regardless of their flood zone, should take steps to financially protect themselves from a disaster which affects far too many communities each year. The primary way to do that is by purchasing flood insurance. It’s available at affordable rates through the National Flood Insurance Program (NFIP), a voluntary program administered by FEMA.

Standard homeowners’, business owners’, and renters’ insurance policies don’t cover flood damage, so flood insurance is an important consideration for everyone. NFIP policies can be purchased from any state licensed property and casualty insurance agents who people already deal with for other property insurance needs. Pulaski County, Arkansas Flood Maps Become Final in July

DENTON, Texas —The Federal Emergency Management Agency (FEMA) is now accepting applications for its Youth Preparedness Council. The Council supports FEMA’s commitment to involving young people in preparedness-related activities and provides an opportunity for them to offer their perspectives, feedback and insights on how to help make the United States more resilient.
 
Council members are selected based on their dedication to public service, their efforts in making a difference in their communities and their potential to expand their impact as national advocates for youth preparedness.
 
While FEMA’s National Youth Preparedness Council was first formed in 2012, FEMA Region 6’s Youth Preparedness Council got its start in 2014. The Council is made up of young people from each Region 6 state – Casey Williams of Vilonia, Ark.; Lanie Comeaux of Thibodaux, La.; Samantha Adams of Las Cruces, N.M.; Rosie Niles of Oologah, Okla.; and Obie Jones of Austin, Texas. Jones is also a member of the National Youth Preparedness Council.
 
“Young people are such an important part of the emergency management team,” said FEMA Region 6 Administrator Tony Robinson. “They bring fresh and new ideas to the table, as well as new energy and can be a positive catalyst for change. We are so proud of our Region 6 Youth Preparedness Council members. They are doing great work, helping all of us be better prepared for disasters.”
 
Membership on the National Youth Preparedness Council is open to all applicants of any state or tribal nation between 13 and 17 years old. They must also be engaged in individual and community preparedness or have experienced a disaster that motivated them to make a positive difference in their community. Individuals who applied for 2014 are encouraged to apply again. Current Council members have an option to extend for an additional year, upon FEMA request. Adults working with youth or on community preparedness are encouraged to share the application with young people who might be interested in applying for the Youth Preparedness Council.
 
To be eligible for consideration, applicants must submit a completed application form and two letters of recommendation. Completed applications and all supporting materials must be received no later than March 2, 2015, 9:59 p.m. MDT/10:59 p.m. CDT. New Youth Preparedness Council members will be announced in May 2015.

Deadline Nears For Youth Preparedness Council Applications

CHICAGO – Dangerously low temperatures and bitterly cold wind chills continue to be in the forecast for much of the Midwest this week. The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) wants individuals and families to be safe when faced with the hazards of cold temperatures.

“Whether traveling or at home, subfreezing temperatures and wind chills can be dangerous and even life-threatening for people who don’t take the proper precautions,” said Andrew Velasquez III, FEMA Regional Administrator. “FEMA continues to urge people throughout the Midwest to monitor their local weather reports and take steps now to stay safe.”

During cold weather, you should take the following precautions:

• Stay indoors as much as possible and limit your exposure to the cold;
• Dress in layers and keep dry;
• Check on family, friends, and neighbors who are at risk and may need additional assistance;
• Know the symptoms of cold-related health issues such as frostbite and hypothermia and seek medical attention if health conditions are severe.
• Bring your pets indoors or ensure they have a warm shelter area with unfrozen water.
• Make sure your vehicle has an emergency kit that includes an ice scraper, blanket and flashlight – and keep the fuel tank above half full.
• If you are told to stay off the roads, stay home. If you must drive, don’t travel alone; keep others informed of your schedule and stay on main roads.

FEMA Offers Safety Tips for Continued Bitterly Cold Temperatures Expected This Week

DENTON, Texas – More than $465,000 was recently awarded to the state of Texas from the Federal Emergency Management Agency for repairs to two lift stations; multiple sewer manhole covers; a city of Austin water supply pipe; and the removal of more than 40,000 cubic yards of debris in the aftermath of the 2013 Halloween flooding.

The damage from the flooding includes:

  • Multiple components inside the lift stations including motors, pumps, starter and control panels, a wet well and an electric generator;
  • 60 feet of a city of Austin water supply pipe, which was washed away; and
  • Six sewer manholes, as well as the structure surrounding the manholes.

The Public Assistance funding totaling $326,028 pays for the repair and replacement of the components inside the lift stations and the elevation of electrical panels. It also pays for the replacement of the washed away section of the water supply pipe; repairs to the manhole covers; and mitigation measures to protect the structures against future damage. The funding awarded represents a 75 percent federal cost share.

he Public Assistance funding for debris removal totaling $139,776 represents an 80 percent federal cost share. It was made possible by FEMA’s Debris Removal Pilot Program, which offers incentives on a sliding scale for the speedy removal of disaster-related debris. To date, FEMA has obligated more than $1 million for Austin’s debris removal after the 2013 floods.

Texas Receives Federal Funding for Repairs & Debris Removal Following the 2013 Floods

DENTON, Texas — The Federal Emergency Management Agency (FEMA) provided more than $47 million in 2014 funding to the Arkansas Department of Emergency Management (ADEM) and community partners for disaster recovery, mitigation and preparedness.

“FEMA, in partnership with ADEM, continues to provide funding to assist communities recovering from and mitigating against future damage,” said FEMA Region 6 Administrator Tony Robinson. “We are committed to helping Arkansas residents strengthen their resilience.”

The $47 million includes more than $7 million from FEMA’s Individual Assistance program, $23 million in Public Assistance dollars for repair and replacement of infrastructure after a disaster, $6 million in Hazard Mitigation, and more than $11 million in Preparedness funding to mitigate damage from future disasters.

“We at Arkansas Department of Emergency Management and all Arkansans affected by disaster appreciate the partnership we have with FEMA,” said ADEM Director David Maxell. “This relationship allows governmental entities and individuals to better protect themselves before an emergency and then begin down the road to recovery if a disaster occurs.”

The 2014 federal funding covered numerous projects in Arkansas including:
•    More than $7 million to individuals for rental and lodging expenses, home repair, and replacement for those who suffered damage during the April severe storms, tornadoes, and flooding.
•    Over $3 million was used to either replace or repair bridges and low water crossings destroyed or substantially damaged during the declared events.
•    $2.2 million was provided for school safe rooms throughout the state increasing the capacity to protect students, faculty/staff and residents.

In addition to providing federal funding, FEMA’s Mitigation Division has taken steps to improve the on-line resources for communities. In 2014 the Risk Communications Guidebook was updated to include the most recent information on the National Flood Insurance Program reform.

FEMA 2014 Funding for Arkansas Tops $47 Million

DENTON, Texas – Homeowners, renters and business owners in Lafayette Parish are encouraged to look over newly-revised preliminary flood maps in order to determine their flood risks and make informed decisions.

Parish officials and the Federal Emergency Management Agency (FEMA) are presenting the revised preliminary maps to communities and unincorporated areas in order to help leaders and residents identify known flood risks in their area. Residents and business owners can use this information to make decisions about buying flood insurance and other building decisions. Community leaders can use this information to identify how the community should move forward with any development.    

“We have worked with our state and local partners to bring this critical information to the parish and hope that everyone reviews the maps to understand what flood risks are involved,” said Region 6 Administrator Tony Robinson. “It is very important to have the community as an active partner in the flood mapping process.”
