Day on September 30 and take action to improve your emergency preparedness and resilience to disasters.  America’s PrepareAthon! is a grassroots campaign developed to encourage individuals, organizations and communities to prepare for specific hazards through drills, group discussions and exercises.

“It’s important to be proactive about emergency preparedness so you know what to do if disaster strikes,” said FEMA Region V Administrator Andrew Velasquez III. “Engage your family, friends and neighbors to identify the risks in your community and understand what to do to stay safe.”

  • Sign up for local alerts and warnings and check for access to wireless emergency alerts. Visit the websites for your city and/or county to find out if they offer emergency alert notifications. You should also ensure your cell phone is enabled to receive Wireless Emergency Alerts (WEA) to warn you of extreme weather and other emergencies in your area. Remember, warning sirens are intended for outdoor notification. When indoors, your alert-enabled smart phone or weather radio can provide you with critical alerts.

  • Develop and test emergency communications plans. Visit www.Ready.gov/plan-for-your-risks for tips on how to ensure your plan is as comprehensive as possible.

  • Assemble or update emergency supplies. Include drinking water, a first-aid kit, canned food, a radio, flashlight and blankets. Visit www.Ready.gov/build-a-kit for a disaster supply checklist. Don’t forget to store additional supply kits in your car and at the office.

  • Collect and safeguard critical documents. Make copies of important documents (mortgage papers, deed, passport, bank information, etc.). Keep copies in your home and store originals in a secure place outside the home, such as a bank safe deposit box.

  • Document property and obtain appropriate insurance for relevant hazards. Discuss with your insurance agent the risks that may threaten your home and the types of coverage you may need to ensure your property is adequately insured.

  • Download the FEMA app to your smartphone. You’ll receive alerts from the National Weather Service for up to five locations across the U.S. and have access to information about how to stay safe.

FEMA and FCC Issue Reminder and Key Points about Test
 

WASHINGTON – As a reminder, the Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a mandatory nationwide test of the Emergency Alert System (EAS) on Wednesday, September 28, at 2:20 p.m. EDT. In light of the upcoming test, the agencies share the following key informational points:

  • The purpose of the nationwide test is to ensure that EAS remains an effective means of warning the public about emergencies. Periodic testing of public alert and warning systems helps to assess the operational readiness of alerting infrastructure and identify any needed technological and administrative improvements.
  • The nationwide test will be administered by FEMA, in cooperation with the FCC and National Weather Service, and with the participation of radio, broadcast TV, cable, satellite, and other service providers (known as “EAS Participants”). EAS Participants are required to file reports with the FCC after the test, which the agency will analyze to determine how the test performed.
  • FEMA’s test message will be similar to the regular monthly EAS test messages in that the public should receive both audio and on-screen text conveying that this is only a test.  Specific language will differ slightly as it will indicate that, “This is a national test of the Emergency Alert System. This is only a test.” (emphasis added.)
  • The test message will be transmitted in both English and Spanish, with EAS Participants deciding which version to use for their communities. The test is intended to last approximately one minute.
  • How EAS works: Emergency alerts are created by authorized government agencies and sent to local radio and video service providers by local connections or through a central system administered by FEMA. The radio and video service providers then disseminate the emergency alert messages to affected communities. The FCC prescribes technical and procedural rules for communications providers’ participation in this process.
  • Public safety officials need to be sure that in times of an emergency or disaster, they have reliable methods and systems that will deliver urgent alerts and warnings to the public when needed. Conducting regional and national testing supports the continued use, training, and improvement of the system.
  • Wireless Emergency Alerts (WEA) will not be part of the test. 
  • The back-up date for the test is October 5, 2016, in case the September 28 test is cancelled due to widespread severe weather or other significant events.
  • The test was first officially announced on July 18, 2016. FEMA and the FCC have been coordinating with EAS Participants and other stakeholders in preparation for the test.

September is National Preparedness Month. In addition to conducting the nationwide EAS test, FEMA and the FCC encourage individuals to take action to prepare now and throughout the year. While government plays a role, each of us – including individuals, organizations and businesses – has important things we can do to be ready for the unexpected. Take time this month to be better prepared by following these steps:

  • Make an emergency plan so families know how to reconnect and reunite when an emergency strikes.
  • Download the FEMA App for disaster resources and to receive weather alerts, safety tips, and reminders (in English and Spanish) so you can have peace of mind and be ready for the unexpected.
  • Practice your preparedness. In case you are not with your family during an emergency, practice how you will communicate with each other; digitize important documents and plan a safety drill or exercise at your place of work. 
  • Visit Ready.gov. There are easy-to-use tools and resources available for families, organizations and communities for many disasters, to include floods, tornadoes, hurricanes and wildfires at Ready.gov.

Nationwide Emergency Alert System Test Planned for September 28

FEMA, FCC, in Coordination with State Broadcasters and Emergency Managers, test the EAS

 

WASHINGTON – The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a mandatory nationwide test of the Emergency Alert System (EAS) on Wednesday, September 28, at 2:20 p.m. EDT to verify the delivery and broadcast, and assess the readiness for distribution of the national level test message.

The EAS test is made available to radio, television, cable, and direct broadcast satellite systems and is scheduled to last approximately one minute. The message of the test will be similar to the regular monthly test message of EAS, normally heard and seen by the public:  “This is a national test of the Emergency Alert System. This is only a test.”

Significant coordination and regional testing has been conducted with the broadcast community and emergency managers in coordination and preparation for this EAS national test. The test is intended to ensure public safety officials have the methods and systems that will deliver urgent alerts and warnings to the public in times of an emergency or disaster. Periodic testing of public alert and warning systems is also a way to assess the operational readiness of the infrastructure required for the distribution of a national message and determine what technological improvements need to be addressed.

Receiving preparedness tips and timely information about weather conditions or other emergency events can make all the difference in knowing when to take action to be safe. FEMA and partners are working to ensure you can receive alerts and warnings quickly through several different technologies no matter where you are–at home, at school, at work, or in the community. Severe Weather Wednesday: Get Ready Now

WASHINGTON —The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) National Continuity Programs’ Integrated Public Alert and Warning System Division has begun to assess the feasibility of a public alert and warning capability that is being developed in the private sector.   

New technologies could deliver detailed emergency information to the public with pictures and videos of evacuation routes, storm tracks, and shelter information – increasing community preparedness before, during, and after a disaster. The media alerts will be able to include multilingual and multi-format information to warn non-English speaking populations and people with access and functional needs.  

“FEMA is committed to working with the private sector to examine and improve future alerts and warnings,” said Roger Stone, Acting Assistant Administrator for National Continuity Programs. “New systems could someday include pictures and video as part of the advanced alert and warning information provided to the general public.”

One such technology being considered is the Advanced Warning and Response Network (AWARN).  AWARN works by using advanced capabilities in the next generation of digital television broadcast system called ATSC 3.0 being standardized by the Advanced Television Systems Committee.  The emerging television broadcast standard provides for the transmission of large media rich, data messages over-the-air to mobile, portable, and fixed television and video devices without interrupting ongoing television shows.   

FEMA’s IPAWS is a national system for local alerting. IPAWS enables authorities at all levels of government to alert and warn people in areas endangered by disasters. IPAWS is used by federal, state, and local authorities to send emergency alerts to cellular phones as Wireless Emergency Alerts (WEAs), to radio and television as Emergency Alert System (EAS) broadcasts, to NOAA Weather Radios, and to an All-Hazards Alert and Information Feed for Internet applications, services, and websites.

FEMA to Assess Future Over-the-Air Broadcast Alerting Technology

WASHINGTON, D.C. – Today, the Federal Emergency Management Agency (FEMA) launched a new feature to its free app that will enable users to receive weather alerts from the National Weather Service for up to five locations across the nation. This new feature allows users to receive alerts on severe weather happening anywhere they select in the country, even if the phone is not located in the area, making it easy to follow severe weather that may be threatening family and friends.

“Emergency responders and disaster survivors are increasingly turning to mobile devices to prepare for, respond to and recover from disasters,” said Craig Fugate, FEMA administrator. “This new feature empowers individuals to assist and support family and friends before, during, and after a severe weather event.”

“Every minute counts when severe weather threatens and mobile apps are an essential way to immediately receive the life-saving warnings provided by NOAA’s National Weather Service,” said Kathryn Sullivan, Ph.D., NOAA administrator.  “These alerts are another tool in our toolbox as we work to build a ‘Weather Ready Nation’ – a nation that’s ready, responsive, and resilient to extreme weather events.”

According to a recent survey by Pew Research, 40 percent of Americans have used their smartphone to look up government services or information. Additionally, a majority of smartphone owners use their devices to keep up to date with breaking news, and to be informed about what is happening in their community.

The new weather alert feature adds to the app’s existing features to help Americans through emergencies. In addition to this upgrade, the app also provides a customizable checklist of emergency supplies, maps of open shelters and Disaster Recovery Centers, and tips on how to survive natural and manmade disasters. The FEMA app also offers a “Disaster Reporter” feature, where users can upload and share photos of disaster damage.

Some other key features of the app include:

  • Safety Tips: Tips on how to stay safe before, during, and after over 20 types of hazards, including floods, hurricanes, tornadoes and earthquakes
  • Disaster Reporter: Users can upload and share photos of damage and recovery efforts
  • Maps of Disaster Resources: Users can locate and receive driving directions to open shelters and disaster recovery centers
  • Apply for Assistance: The app provides easy access to apply for federal disaster assistance
  • Information in Spanish: The app defaults to Spanish-language content for smartphones that have Spanish set as their default language

The latest version of the FEMA app is available for free in the App Store for Apple devices and Google Play for Android devices.  Users who already have the app downloaded on their device should download the latest update for the weather alerts feature to take effect. The new weather alerts feature in the FEMA app does not replace Wireless Emergency Alerts (WEA) function available on many new smartphones. WEAs have a special tone and vibration and are sent for emergencies such as extreme weather, AMBER alerts, or Presidential Alerts.

WASHINGTON — Today is the first national day of action for America’s PrepareAthon! America’s PrepareAthon! First National Day of Action

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), through its regional offices in Atlanta, Chicago, Kansas City, Philadelphia and Denton, Texas, is monitoring a large-scale storm system moving across the western U.S. into the Great Plains which will potentially cause a multi-day severe weather outbreak this weekend and into early next week. Residents in potentially affected areas should take the time now to ensure they are prepared for severe weather.

FEMA is in close contact with the National Weather Service, which is forecasting the development of severe thunderstorms across the central and southern Great Plains this weekend and into the Mississippi Valley and mid-South early next week, with the potential for hail, damaging winds and tornadoes, as the system progresses eastward.  Ahead of this storm, severe thunderstorms and tornadoes are possible today in parts of southern Virginia and North Carolina For a comprehensive forecast for your area, visit www.weather.gov.

Many mobile devices are capable of receiving free Wireless Emergency Alerts, which are sent by public safety officials such as the National Weather Service about imminent threats like severe weather. They look like a text message and show the type and time of the alert, any action you should take, and the agency issuing the alert.

When natural disasters like severe weather and tornadoes strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

FEMA Urges Preparedness ahead of Severe Weather; Residents Encouraged to Monitor Conditions and Follow Direction of Local Officials

WASHINGTON – The Federal Emergency Management Agency (FEMA) continues to closely monitor response efforts to the Colorado flooding through its National Response Coordination Center in Washington and through its Regional Response Coordination Response Center in Denver, Colo. FEMA remains in close coordination with state and local emergency management partners and stands ready to support.

Last night, President Barack Obama declared an emergency for three counties in Colorado, and ordered federal aid to supplement state and local response efforts. The declaration makes direct federal assistance support immediately available to save lives and to protect property and public health and safety in areas of Colorado, including Boulder, El Paso and Larimer counties, affected by the severe storms, flooding, landslides and mudslides.

FEMA has an Incident Management Assistance Team (IMAT) and a liaison officer on site at the Colorado emergency operations center to coordinate with state and local officials to identify needs and shortfalls impacting disaster response.  An additional Incident Management Assistance Team is also en route.  Colorado-Task Force 1, a federal urban search and rescue team, is on the ground to support search and rescue operations in hard hit areas. 

“We urge residents to continue to monitor weather conditions, and those in impacted areas to listen carefully to instructions from their local officials,” said FEMA Administrator Craig Fugate. “If you are driving and come across flood waters, remember to turn around, don’t drown. FEMA continues to have staff on the ground to support state and local lifesaving efforts.” 

According to the National Weather Service, the official source for severe weather watches and warnings, flooding advisories remain in effect for several areas in Colorado, and severe weather remains in the forecast through the weekend in some areas.  It may take several days or longer for river levels to crest and begin to recede. 

Here are a few safety tips to help keep you safe during flooding:

  • If flooding is occurring or is expected, get to higher ground quickly.
  • Turn Around, Don’t Drown. Avoid flooded areas.
  • Give first responders space to do their work by following local public safety instructions.
  • It may take several days or longer for river levels to crest and begin to recede. 

Those in areas with the potential to be affected by flooding should familiarize themselves with the terms that are used to identify a flood hazard and discuss what to do if a flood watch or warning is issued:          

  • Flood Watch: Flooding is possible. Tune in to NOAA Weather Radio, commercial radio, or television for information.
  • Flood Warning: Flooding is occurring or will occur soon; if local officials give notice to evacuate, do so immediately.
  • Flash Flood Watch: Flash flooding is possible. Be prepared to move to higher ground; monitor NOAA Weather Radio, commercial radio, or television for information.
  • Flash Flood Warning: A flash flood is occurring; seek higher ground on foot immediately.

Wireless Emergency Alerts (WEAs) are now being sent directly to many cell phones on participating wireless carriers’ networks. WEAs sent by public safety officials such as the National Weather Service are designed to get your attention and to provide brief, critical instructions to warn about imminent threats like severe weather. Take the alert seriously and follow instructions. More information is available on WEA at www.fema.gov/wireless-emergency-alerts.

FEMA Continues to Monitor Colorado Flooding and Support State and Local Response

WASHINGTON – Recent severe weather and the start of the Atlantic hurricane season reinforce the need for Americans to familiarize themselves with the look, sound and authenticity of real-time Wireless Emergency Alerts (WEAs).  To encourage, educate and empower Americans to identify WEAs so they can take steps to prepare for emergencies, including natural and man-made disasters, the Federal Emergency Management Agency (FEMA) and Ad Council are unveiling new public service advertisements (PSAs). The PSAs are a part of the Ready campaign which for ten years has encouraged Americans to prepare in advance of natural disasters and other emergencies.

The new English and Spanish PSAs will be distributed as part of Hurricane Preparedness Week (May 26 – June 1, 2013), an annual effort by FEMA, the National Oceanic and Atmospheric Administration (NOAA), and the National Hurricane Center to inform the public about hurricane hazards and provide knowledge which can be used to prepare and take action. A lack of hurricane awareness and preparation has historically contributed to the devastation wrought by past major hurricane disasters.

WEAs are emergency messages sent by local authorized government authorities through wireless carriers’ networks. The alerts include a special tone and vibration. The messages are no more than 90 characters and contain the type and time of the alert, any action individuals should take and the issuing agency. Types of alerts include extreme weather such as hurricane, tornado or flash flood warnings; AMBER alerts and alerts issued by the President*. More than 100 carriers, including all of America’s largest wireless carriers, offer the WEA service for free and no subscription is necessary. Alerts are broadcast from area cell towers warning everyone in range with a WEA-capable device of a potential emergency situation.

“Many people may not realize that they carry a potentially lifesaving tool with them in their pockets or purses every day,” said FEMA Administrator Craig Fugate. “As hurricane season approaches, we want Americans to know that Wireless Emergency Alerts delivered to their mobile phones by FEMA, the National Weather Service and other agencies, can help people take appropriate preparedness steps when facing potential man-made and natural disasters.”

Created by Washington, DC and Oakland, CA based Free Range Studios, the PSAs highlight the potentially lifesaving role of WEAs when facing natural disasters, as well as other emergencies. The TV PSA drives home the preparedness point and the crucial role of mobile technology with a slow-motion montage of lifesaving objects (pedestrian signal, life preserver, defibrillator, and seat belt) which transition to an image of a wireless device delivering a WEA. The PSA ends by demonstrating the positive result of WEAs by showing a family taking shelter after receiving a tornado alert. The English radio, TV, and digital PSAs direct audiences to Ready.gov/alerts for more information. The Spanish radio, TV and digital PSAs direct to Listo.gov/alertas.

Since its launch in 2003, the Ready campaign has encouraged Americans to prepare in advance, to minimize the impact of an emergency on their families, homes or businesses. WEAs are another tool to help Americans be more prepared in times of crisis. To date, the campaign has received over $1 billion in donated media and the campaign website Ready.gov has received over 77 million visits. More than 88 million preparedness materials have been requested or downloaded from Ready.gov and Ad Council tracking surveys show that since 2005, the proportion of U.S. households who have taken any steps to prepare has increased by 13%, from 45% to 58%. Per the Ad Council model, PSAs are distributed to media outlets nationwide and run and air in advertising time and space donated by the media.
