Race the Wave 5K fun run/walk to practice tsunami evacuation routes.

Cannon Beach, OR – September is National Preparedness Month and Pacific Northwest coastal communities are leading by example. Cannon Beach, Oregon will host Race the Wave, their first hazard-themed fun run designed to blend awareness and action into a single activity.

Race the Wave is a 5k tsunami fun run/walk that follows an actual tsunami evacuation route in Cannon Beach.  On September 28, participants will learn about earthquake and tsunami hazards so they can make informed decisions and take actions to be better prepared, creating a more resilient community. The race route begins on the beach and finishes at the higher ground of one of the community’s evacuation meeting points, where Cannon Beach will host a preparedness fair with interactive booths for all to learn more about how to prepare for emergencies and disasters.

Cannon Beach, OR is a community long committed to ensuring its citizens and visitors are prepared for a catastrophic earthquake and tsunami. Race the Wave uses the National Preparedness month themes of being disaster aware and taking action to prepare and makes those themes relevant for their community.

  • Know the Plan: Make a plan with your family about where you will meet. Know if you need to pick your kids up from school. Know where you need to go and what to bring with you.
  • Take the Route: Become familiar with signage in your area. Learn the evacuation route from where you live, work, and play. Evacuate on foot and avoid traveling by car if possible.
  • Race the Wave: Natural warnings are the best sign of a tsunami. If you feel the ground shaking, move quickly inland or to a higher elevation. Listen to the radio to learn of tsunami warnings originating from non-local causes.

The Community of Cannon Beach, Clatsop County Office of Emergency Management, Oregon Office of Emergency Management, Oregon Department of Geology and Mineral Industries (DOGAMI), Oregon Office on Disability & Health at Oregon Health & Science University and the Federal Emergency Management Agency (FEMA) Region X office are coming together to support Race the Wave.

FEMA is encouraging everyone to take steps to become better prepared for an emergency. Whether it’s at home, at work, at school, or in the community, there’s a lot that you can do to be ready and help others be ready too.  This September, take time to get disaster prepared and take action to prepare.

Disaster Recovery Center in Oneonta Closing May 31

MONTGOMERY, Ala. – The Disaster Recovery Center in Tuscaloosa will close Saturday, May 31 at 6 p.m.  An SBA Disaster Loan Outreach Center will open in the same location on Monday, June 2, at 9 a.m.

The Recovery Center is located at the Salvation Army Building, 1601 University Blvd. East, Tuscaloosa, 35404. The FEMA center will be open 8 a.m. to 6 p.m. through the final day.

The SBA Disaster Loan Outreach Center will be open Monday through Friday from 9 a.m. to 6 p.m. until Friday, June 6 at 6:00 pm. The Center will have both SBA and FEMA staff on hand.

The SBA offers low-interest disaster loans to homeowners, renters, businesses of all sizes and private nonprofit organizations for losses not covered by insurance. The SBA may lend up to $200,000 to repair or replace homes and up to $40,000 to repair or replace personal property.

Loans to businesses, including non-profits are available up to $2 million to repair or replace disaster damaged real estate, and other business assets.  Eligible businesses and non-profits can apply for Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. The deadline for Economic Injury Disaster Loans is February 2, 2015.

LINCROFT, N.J. — Communities recovering from Hurricane Sandy are getting some extra help with their recovery projects from students at colleges and universities throughout New Jersey.
Graduate and undergraduate students from Richard Stockton State College, Rowan University, New Jersey Institute of Technology, Monmouth University and Rutgers University are volunteering with projects that include grant writing, landscaping, dune maintenance and debris cleanup.

On Thursday and Friday, April 3 and 4, students from NJIT in Newark visited Highlands and Sea Bright to help these two hard-hit towns take a few more steps forward on the long road to recovery.

Their presence in Highlands and Sea Bright came about as a result of recovery initiatives being undertaken by the FEMA Federal Disaster Recovery Coordination Group. FDRC is working with the state Office of Emergency Management, the League of Municipalities, two nonprofit organizations: Sustainable Jersey and New Jersey Future to match college volunteers with the recovery needs of some of the state’s hardest hit communities.

In southern New Jersey, the communities of Tuckerton and Little Egg Harbor had a lot of projects on the drawing board but lacked the manpower to move forward with their plans.

 “They were very understaffed and swamped,” said FDRC University Coordinator Mark Strohoefer. “We contacted Stockton College and they were able to immediately place a graduate student in Tuckerton to assist with grant-writing. We were later able to place business school students who assisted with economic development, marketing and branding plans. We were then able to include Little Egg Harbor in some of those areas.”

Unlike many volunteer projects, Strohoefer noted, this effort is aimed at providing “targeted assistance that is one hundred percent useful and beneficial to the towns.”

One example he cited is a team of students from Rowan University’s engineering school, who volunteered their skills in hard-hit Cumberland County. “They’re working on wastewater management and a potable water project.”

Students from NJIT will be working on developing a plan for Highlands to address a sloping issue on the hillsides, assist with a direct piping plan for storm water runoff from high-lying Route 36 and help to educate the public about the ongoing efforts to mitigate flood risks in Highlands.

At Monmouth University in West Long Branch, FDRC is partnering with classes from the Urban Coast Institute, Dept. of Criminal Justice, Rapid Response Institute and the Polling Institute on a number of recovery initiatives.
“We’ve just sent them about three projects from Sea Bright and Highlands to see if they would like to engage on them,” Strohoefer said.

Rutgers University School of Landscape Architecture is already engaged with Sea Bright as the seaside community contemplates landscape enhancements at three gateways to town:  from the Oceanic Bridge in Rumson, Monmouth Beach to the south and from the Azzolina Bridge in Highlands to North Sea Bright.

“What we would like to get done is to look at all the public space in town and essentially develop a master plan,” said Frank Lawrence, volunteer coordinator for the Borough of Sea Bright.
“If you have a plan in place, it allows us to talk to grant-funders like America the Beautiful. If you have a plan with a vision, it makes it more convincing to go to a landscaper and say, ‘Give me a price.’’’

The community is also appreciative of the work done recently by students from NJIT, who cleaned public sidewalks and picked up sand and debris that has accumulated during the harsh winter. The students filled two dumpsters with trash collected in the downtown area, leaving sidewalks freshly swept.

“It makes the town look a little nicer and it makes people feel better,” Lawrence said.  “It’s the type of thing that’s hard to get done in a small town. In the aftermath of a disaster like Sandy, public works departments are already stretched very thin and marshalling enough manpower to get things done can be a difficult challenge.

 “You don’t recover from an event this large that quickly,” Lawrence said. “It takes a lot of time. It’s never quite as fast as you would like.

College Students Helping Sandy-Damaged Communities Recover

Kansas City, Mo. –The U.S. Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) Region VII office will partner with Kansas State University (K-State), the American Red Cross, Kansas Division of Emergency Management (KDEM) and other community agencies and organizations for two upcoming events to raise awareness and inspire emergency preparedness on and off campus.

The first event will be a LIVE, one hour virtual Twitter discussion about disaster preparedness.  During the second one, ReadyCampus, K-State students will participate in an exercise to familiarize themselves with some things they might expect from emergency management organizations during and after a disaster and learn how to best use social media for emergencies. The American Red Cross will also be there hosting a blood drive. Both events support the national campaign America’s PrepareAthon! (@PrepareAthon), which is designed to increase emergency preparedness and resiliency, http://www.ready.gov/prepare.

“ReadyCampus is a great program and HandsOn K-State is thrilled to host such an important event. We encourage students to take advantage of this unique opportunity to both help their communities–through the blood drive and donating time to build care kits for the Salvation Army– and to prepare for disasters.” said Lynda Bachelor, project coordinator, K-State School of Leadership Studies.

“Both events should be a lot of fun for the students, but more than that—they’ll learn some important skills to take care of themselves and their friends and family when an emergency happens, and we know it will; it’s just a matter of when,” said Beth Freeman, FEMA Administrator, Region VII. “It’s our hope participating young adults will walk away from both events feeling a bit more confident they can handle whatever emergencies come their way.”

ReadyCampus Event

ReadyCampus is a disaster preparedness event geared towards student involvement and will be held at the K-State Bosco Plaza on Tues., April 15, 2014, from 10:00 a.m. to 2:00 p.m. CDT. During the event students will learn about local, state and federal programs and resources available to them for emergency preparedness and discover opportunities for student involvement. There will be a walk-through of a mock POD (Point of Distribution) that, in the event of a disaster, could deliver food, medicine and other critical supplies to survivors. At ReadyCampus the POD will distribute materials and information from participating organizations and students will have an opportunity to donate their time to create emergency supply/care kits for people served by the Salvation Army.

Social media is becoming increasingly important for emergency management and the number of people using it during times of crisis is skyrocketing! During this event FEMA representatives will be on-hand teaching attendees the fastest and best ways to use sites like Twitter and Facebook to find critical disaster-related updates and connect with friends and loved ones during emergencies. For those less familiar with social media, they’ll provide tips to make it easy to immediately begin using it to prepare for any future emergencies.

“Done right, social media is the fastest way to get and give information on the planet and it’s free, that’s why it’s a game changer. We want our students to know how to best use it to manage emergencies. They’re going to get some great tips at ReadyCampus, even if they already use social media,” stated Bachelor.

FEMA, K-State and Other Organizations Partnering to Prepare Students for Future Disasters

LINCROFT, N.J. – The devastating aftermath of Superstorm Sandy left survivors and businesses in New Jersey with large-scale recovery needs. Throughout the year, the state’s private sector has made significant contributions to the recovery process and continues to play a key role.

FEMA Private Sector Specialists discuss disaster mitigation with business ownersMore than 600 businesses, utility companies, banks, insurance companies, colleges and universities, and professional organizations stood with local, state and federal agencies, voluntary agencies and faith-based organizations to strengthen the recovery efforts.

They disseminated information about disaster assistance to 7.2 million New Jersey residents through bill inserts, newsletters, signage and other means.

“One fast-food chain, which asked to remain anonymous, distributed 7,000 sandwiches with disaster-assistance information at 32 distribution points in three counties,” said Federal Coordinating Officer Gracia Szczech of the Federal Emergency Management Agency. “That’s just one example of how essential the private sector is to a strong recovery effort.”

Immediately after Sandy struck, specialists with FEMA’s Private Sector Division in External Affairs deployed to New Jersey to work with chambers of commerce, industry associations, individual companies, colleges and universities and other organizations.

Kathy Cook, Public Information Officer, explains her role in assisting Sandy survivors to roundtable of federal and insurance industry partnersResponse was immediate. Utility companies inserted messages in billing statements, reaching 3.3 million customers. The South Jersey Transportation Authority featured registration information on its Vehicle Messaging Systems at toll plazas, and the ticker messaging system on its website, reaching an estimated 2.9 million people a month.

Chambers, associations and businesses shared FEMA’s electronic newsletter (the E-News Update) for the private sector stakeholders with their memberships and contacts. The access to recovery information proved invaluable to their members and had far-reaching effects.

“To have the opportunity to interact directly with representatives, ask questions and get answers has helped not only members, but their clients as well,” said New Jersey Association of Realtors Chief Executive Officer Jarrod Grasso. “The recovery process in the aftermath of Sandy has not been easy, but getting the correct facts to our members has relieved a great deal of the uncertainty related to flood maps, insurance and elevation that so many New Jersey residents felt.”

Home Depot Hurricane Workshop Two FEMA program areas, Private Sector and the Federal Disaster Recovery Coordination group, facilitated an Insurance Industry Roundtable. The resulting public-private partnership engaged the insurance industry in a series of four meetings to explore how to enhance and expedite the disaster assistance process. A roundtable work group identified issues impeding the process and then developed recommendations that were submitted to President Obama’s Hurricane Sandy Rebuilding Task Force.

The private sector reached out in more basic ways as well. Sometimes it was as simple as offering a space to work. Operation Photo Rescue, a nonprofit organization of volunteer photojournalists from around the country, wanted to help Sandy survivors restore treasured photos. The organization began helping disaster survivors during Hurricane Katrina recovery. Volunteers need to set up a temporary shop close enough for survivors to access the free services.

“Finding a place for us to host our copy run was turning into a major problem as we could not secure a building close enough to where Sandy hit,” said Operation Photo Rescue President Margie Hayes. “We were coming up empty handed until Chris Spyridon, regional pro sales manager for Home Depot, offered us space at a Home Depot in Seaside Heights.”

The business of recovery is long-term, and an important part of that is preparedness, which not only helps individuals survive a disaster but can help businesses endure as well. FEMA’s Private Sector specialists have covered the state to help executives and officials understand the need for a continuity plan so work continues once the emergency is over. Montclair State University recorded FEMA’s preparedness webinar to share with all of New Jersey’s colleges and universities.

Amy Ferdinand, the university’s director of Environmental Health and Safety, said, “With the recent trend of ever-increasing disasters – whether natural or manmade – being the ‘new normal,’ there is a definite need among business leaders and stakeholders to become better informed on the topic of continuity and business planning.”

One Year Later: New Jersey Private Sector Gets Down to Business with Sandy Recovery

NEW YORK More than $2.1 billion in federal aid has been approved to reimburse state, local and tribal governments for Sandy-related response and recovery efforts in New York one year after the devastating storm.

Public Assistance grants from the Federal Emergency Management Agency reimburse local, state and tribal governments and eligible private nonprofits for eligible costs of emergency response, debris removal and repairing or rebuilding damaged public facilities. In New York, more than 2,700 grants have been approved so far.

FEMA’s cost-share Public Assistance program reimburses 90 percent of eligible costs. The remaining 10 percent comes from nonfederal funds. The state forwards the federal reimbursement to the eligible local governments or organizations that incurred costs.

The largest single Public Assistance project to date is nearly $402 million to the New York City Department of Environmental Protection for the Rapid Repairs program that allowed survivors to remain in their storm-damaged homes while repairs were made. The work also included infrastructure repairs at the Rockaway, North River and other wastewater treatment plants, pump stations, drinking water facilities and sewers.

Other major Public Assistance obligations include:

  • Nearly $325 million to the Long Island Power Authority for repairs to overhead lines and emergency work;
  • Nearly $180 million to New York University Langone Medical Center for emergency work, including the evacuation of more than 250 patients, the restoration of critical services and facilities, the removal and disposal of asbestos-containing materials and wastewater, debris and mold, repairs, and replacement of its information technology network.
  • $130 million to the New York City Health and Hospitals Corporation for emergency work, cleanup, temporary relocation, repairs and replacement of contents at various HHC facilities, including Coney Island Hospital;
  • Nearly $128 million to the New York City Police Department for evacuations, search-and-rescue operations, distribution of critical equipment, door-to-door checks, the removal of fallen trees, traffic regulation and monitoring of fuel rationing during the gas shortage caused by Sandy;
  • More than $119 million to the New York City Department of Sanitation for debris removal;
  • Nearly $115 million to Nassau County for debris removal throughout the county;
  • Nearly $58 million to the state of New York Department of Transportation for debris removal;
  • More than $31 million to Long Beach for emergency work and repairs to waste water pump stations and fire hydrants;
  • More than $31 million to the town of Hempstead for debris removal and emergency work;
  • More than $13 million to the New York City Fire Department for coordinating more than 500 swift-water boat rescues, conducting more than 1,000 evacuations, extinguishing fires, searching 3,100 homes and businesses during Hurricane Sandy’s immediate aftermath, and temporary generators for Manhattan fire stations;
  • Nearly $7 million to Long Beach Public Schools for emergency protective measures and repairs at school and administrative facilities;
  • More than $2.1 million to Long Beach Memorial Nursing Home for emergency protective measures, demolition, cleanup and flood-related repairs.

A Year After Hurricane Sandy, More Than $2.1 Billion In FEMA Public Assistance Grants In New York Helps Clear Debris, Reopen Public Facilities

KANSAS CITY, Mo.—Students and faculty at Kansas State University in Manhattan, Kansas, along with their neighbors, will have a unique chance to learn first-hand about the importance of disaster preparedness with the launch of ReadyCampus, a one-day preparedness campus event slated for September 30, 2013.

 

ReadyCampus, a student-centered initiative, is an innovative partnership between Kansas State University (K-State) and the Federal Emergency Management Agency’s (FEMA) Region VII. The event is being hosted by K-State’s School of Leadership Studies’ HandsOn Kansas State (HOKS) as part of their civic learning opportunities. Manhattan Good Neighbors is a program activity, within HandsOn that focuses on campus and community relationship building and service. Timed to coincide with the end of National Preparedness Month 2013, this initiative focuses heavily on existing resources and capabilities accessible to students by combining disaster information and social media.

 

The three-hour event, from 12 noon to 3 pm, will take place in a “preparedness” social media environment where students and faculty will gather at the Campus Creek Amphitheater outside of K-State’s Leadership Studies Building. There they will hear campus and community preparedness presentations, participate in an eChallenge preparedness hunt and meet student and local organization representatives active in disaster readiness and response such as campus Police and Emergency Management. They will also meet with student groups connected with the Capital Area American Red Cross, Riley County Emergency Management, United Way of Riley County, Voluntary Organizations Active in Disasters, and Citizen Corps groups such as the Community Emergency Response Team, County Animal Rescue Team and Medical Reserve Corps.

 

“Emergency preparedness remains a high priority not only for Kansas State, but all higher education institutions,” said Lucy Finocchiaro with Manhattan Good Neighbors. “While the administrators of Kansas State have done a phenomenal job of caring for students in emergency situations, many students find themselves unaware of the resources available to them in a disaster. Enhancing student awareness and preparation is the next step for many universities in increasing overall emergency preparedness and we are honored to join with FEMA and our surrounding community partners in piloting ReadyCampus to assist in that mission.

 

FEMA Region VII and K-State leaders recognized that preparedness messaging for students runs the risk of becoming old and repetitive, so they created ReadyCampus as a more engaging way to inform and involve students through social media by moving students from preparedness discussions to personal demonstration.

 

The highlight event is an e-Challenge preparedness hunt. Similar to a traditional scavenger hunt, the e-Challenge Hunt requires teams to locate and identify emergency preparedness resources from around the campus, the community, as well as their own homes.

 

Participating teams will demonstrate their progress by submitting their entries electronically through Twitter. Responses will be projected onto a screen visible to the general public. Teams will be recognized for their levels of achievements for participation, identified items/locations, and collaborative interactions with one another. Prizes for participating and recognitions will be presented for all levels of achievement.

 

“We are honored to support the leadership and student body of Kansas State University in this unique and innovative effort” said Phil Kirk, Federal Preparedness Coordinator for FEMA Region VII.This partnership represents a whole community effort focused on delivering preparedness solutions in a practical and effective manner, one that schools across the country can hopefully replicate within their own institutions of learning.

 

Beth Freeman, FEMA Region VII Administrator also applauded the efforts of K-State and its student body for taking an active and voluntary approach to bridging the gap between the academia and emergency management communities.

 

“FEMA Region VII has partnered with universities, schools and educational groups for many years, primarily in the areas of disaster response planning, exercise and training. This event however, signifies the first time such partnership has materialized so noticeably, primarily for the individuals served the most by these institutions – the students” Freeman said.

Kansas State University Pilots "ReadyCampus" on September 30; Campus-wide Event to Engage Students in Real-time, Disaster Preparedness…

Kansas City, Mo – Last spring, a series of storms caused extensive tree damage in many communities throughout Missouri.  As clean-up continues, proper debris management will impact the fate of Missouri’s Ash trees by helping to stop the spread of a small but invasive pest making its way across the state. 

A native of Asia, as of June, 2013, the Emerald Ash Borer (EAB) had been found in 20 states and two Canadian Provinces. In a report published on the University of Missouri Extension website, Missouri’s EAB infestation was discovered in 2008 in a campground at Wappapello Lake in Wayne County. Since then ten counties have been placed under quarantine to prevent the accidental spread of the beetle by regulating the movement of potentially-contaminated wood products, including firewood and mulch from storm debris.

The importance of proper wood management is magnified when one considers that approximately 14 percent of trees in the State’s towns and cities are Ash, and the figure reaches as high as 30 or 40 percent in some neighborhoods and parks. The EAB is 100 percent fatal to Missouri’s native ash trees — blue, green, and white — of any size, age, or health, according to the University of Missouri Extension.

On its own, the beetle will only fly a few miles. However, it is easily and quickly transported to new areas when people inadvertently move Ash infected with EAB larvae. Wood waste from pruning, storm damage, or tree removal may seem like a readily available fuel source, yet State officials warn that moving firewood, whether ash from quarantined areas or otherwise, is the primary avenue for the spread of the EAB. Many of the places where it has been found are parks and campgrounds where people unknowingly carried EAB with them when they brought firewood on a picnic or camping trip.

Missouri Department of Conservation Forest Entomologist Rob Lawrence emphasizes the importance of not moving woody debris from the immediate vicinity when cutting trees and limbs that have been storm damaged or need trimming. “The debris can be allowed to decay or burned any time before spring when the adults emerge, but to reduce the possibility of spreading EAB or any other pest, the main thing is not to move it from the immediate vicinity,” he said.

The EAB larva is the source of destruction as it spends its life inside ash trees, feeding on the inner bark where it cannot be seen. According to Jodie Ellis of Purdue University, the eggs females deposit on the surface of ash bark, in its crevices and cracks, hatch in 1-2 weeks. The tiny larvae bore through the bark and into the phloem, the tissue layer that spreads nutrients throughout the tree, creating S-shaped tunnels or galleries. As the larvae feed and grow, the galleries get larger, disrupting the transport of nutrients and ultimately killing the tree.

The ten counties currently under EAB quarantine are Bolinger, Carter, Clay, Iron, Madison, Platte, Pulaski, Reynolds, Shannon and Wayne. According to the Missouri Department of Agriculture, the results of this summer’s EAB infestation survey may add more regions of the State to the quarantine area.

The quarantine regulates both the interstate movement of potentially contaminated wood products and movement between these counties and others within the State. In addition to firewood, the quarantine covers ash nursery stock and any part of an ash tree.  Firewood from any species of hardwood, including oak, maple and hickory is quarantined as well because, according to the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), once a log has been cut and split, it is extremely difficult to differentiate between ash wood and other hardwood species.

Colorful Insect Threatens to Decimate Missouri’s Ash Tree Population–Debris Clean-up Practices Impact Infestation

DENTON, Texas – The Federal Emergency Management Agency (FEMA) today named David Passey as Deputy Regional Administrator for FEMA Region 6.

“David has 22 years of experience in dealing with emergency managers at the local, state, tribal, federal and international level,” said Region 6 Administrator Tony Robinson. “With his leadership and communications skills, he will be a great asset for this Region.”

Passey, a Magna Cum Laude graduate from Brigham Young University, began his FEMA career as an Emergency Management Intern at FEMA Headquarters in 1991. Since moving to Region 6 in 1992, he has served in several positions including Hazard Mitigation Specialist, Flood Mitigation Specialist and Regional External Affairs Officer. In the fall of 2007, he left Region 6 to serve as Senior DHS Representative to NATO. He returned to Region 6 in 2011, most recently serving as Hazard Mitigation Assistance Branch Chief.

As Deputy Regional Administrator, Passey will work closely with state, tribal, federal partners, and local emergency managers to support our communities as they prepare for, respond to, recover from and to mitigate against disasters. “I’m looking forward to the challenges of the job, and the chance to strengthen the ties Region 6 has with our partners,” said Passey.

Passey fills the position which was vacated when Tony Robinson was named Administrator of FEMA Region 6 on January 10, 2013.
