PHILADELPHIA, Pa. – Flooding is the most common natural disaster in the United States.  Recently there have been more frequent severe weather events, like Hurricane Sandy that ravaged the East Coast.  The Federal Emergency Management Agency (FEMA) manages the National Flood Insurance Program (NFIP) which provides flood insurance policies that give millions of Americans a defense against flooding.  But flood insurance policies are only one component of the program and just part of the protection that the NFIP provides to individuals and the American public.

Anyone living in an NFIP participating community can purchase an NFIP flood insurance policy.  It is up to the community to decide to enter the NFIP program for the benefit of its citizens.  When joining the program, the community agrees to assess flood risks and to establish floodplain management ordinances.  As a result, residents can buy federally-backed flood insurance policies.  You can find out if your community participates in the NFIP by reviewing the Community Status Book, available at fema.gov/cis/nation.

“By participating in the NFIP, communities take great strides to make everyone in the community more resilient to flooding” said FEMA Region III Administrator MaryAnn Tierney. “Not only does it make the community stronger, but it opens up a lot of resources to everyone in the community; it’s a huge step to preparing for flooding.”

One of the cornerstones of the NFIP is the flood mapping program.  FEMA works with states and local communities to conduct studies on flood risks and develop maps that show the level of risk for that area, called Flood Insurance Rate Maps (FIRMs).  These FIRMs have useful information that can help communities plan development.  The area that has the highest risk of flooding is the Special Flood Hazard Area (SFHA), commonly called the floodplain.  The SFHA has a one percent chance of being flooded in any given year.  Because of the greater risk, premiums for flood insurance policies for properties in the SFHA are greater than for those for properties outside of it. 

Equally important to knowing the risks of flooding is having a plan to address those risks.  This is the role of floodplain management.  Local communities must comply with minimum national standards established by FEMA, but are free to develop stricter codes and ordinances if they want to.  Key elements of floodplain management include building codes for construction in the floodplain and limitations on development in high risk areas.  Floodplain management is an ongoing process, with communities continually reassessing their needs as new data becomes available and the flood risk for areas change.

The NFIP brings all levels of government together with insurers and private citizens to protect against the threat of flooding.  Federally sponsored flood maps and locally developed floodplain regulations give property owners the picture of their risk and ensure building practices are in place to minimize that risk.  As a property owner, purchasing a flood insurance policy is a measure you can take to further protect yourself.  To find out more about your individual risk contact your local floodplain administrator. There’s More to the NFIP than Just the Policy

Latest study reveals increased flooding risk for some Bay Area Waterways 
 

OAKLAND, Calif. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is working with the city of Vallejo, Calif. to update flood hazard risk information.  FEMA has released preliminary flood maps that will help community officials, local individuals and business owners identify known flood risks.  When finalized, the maps will be used for flood insurance, land use and development decisions.  The revised flood maps are digital, incorporating the latest available technology to identify flood risk based on detailed engineering models, decades of rainfall and storm gauge information, and current topographic data.

Flooding is the most common disaster in the United States, so individuals and business owners near Chabot Lake, Blue Rock Springs Creek, Lake Dalwigk, Lemon Street Canal, Magazine Street Canal, Miller Ditch, and Rindler Creek and tributaries are urged to look at the preliminary flood maps to become familiar with flood risks.  These flood maps can help make informed decisions about flood insurance options and flood protection measures.

If individuals and business owners believe the preliminary flood maps contain errors, they may submit appeals by sharing scientific or technical information through their community officials for FEMA review.  Once all appeals are resolved, FEMA will make any necessary updates and notify community officials of any further changes.  Floodplain administrators in each community have copies of the maps available for public viewing.

KANSAS CITY, Mo. – As officials from the National Weather Service and the Federal Emergency Management Agency’s (FEMA) Region VII office continue monitoring the development of what could be the most powerful winter storm the central U.S. has seen since 2011, residents are encouraged to act now, preparing both their homes and their families for whatever may arise.   

“We are watching what could become a very intense and potentially dangerous winter storm, complete with a significant accumulation of ice and snow, high winds, and bitterly cold temperatures,” said FEMA Region VII Administrator Beth Freeman.

“Residents should take this storm seriously and stay informed; the current forecast serves as a very real reminder, disasters – including severe winter weather, can strike anytime, anywhere. Its critical people remain prepared throughout the year and www.Ready.gov can help you do just that.”  

 

Take Protective Measures

Before Winter Storms and Extreme Cold

Develop a family disaster plan or modify an existing plan to account for winter weather related hazards. Understand the winter weather-related risks in your area; different areas have different risks associated with winter storms.

Citizens should get familiar with the terms that are used to identify a winter storm hazard and discuss with your family what to do if a winter storm watch or warning is issued. Terms used to describe a winter storm hazard may include:

  • Freezing Rain creates a coating of ice on roads and walkways.
  • Sleet is rain that turns to ice pellets before reaching the ground. Sleet also causes roads to freeze and become slippery.
  • Winter Weather Advisory means cold, ice and snow are expected.
  • Winter Storm Watch means severe weather such as heavy snow or ice is possible in the next day or two.
  • Winter Storm Warning means severe winter conditions have begun or will begin very soon.

Create an emergency supply kit that includes a three-day supply of food and water, a battery-powered or hand-crank radio and extra flashlights and batteries.  Thoroughly check and update your family’s emergency supply kit and add the following supplies in preparation for winter weather:

  • Rock salt to melt ice on walkways;
  • Sand to improve traction;
  • Snow shovels and other snow removal equipment;
  • And adequate clothing and blankets to help keep you warm.
  • Ensure your family preparedness plan and contacts are up to date and exercise your plan.  Learn about the emergency plans that have been established in your area by your state and local government, and ensure your home and car are prepared for the winter weather.

Emergency Response and Exercising Caution

In the Aftermath of Winter Storms

When winter storms hit, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. This collection of agencies helps provide emergency assistance required to protect the public’s health and safety to meet immediate needs. FEMA has pre-staged emergency commodities across the United States should they be needed to support state and local emergency response operations.

Residents should follow the instructions of state, local and tribal officials and listen to local radio or TV stations for updated emergency information. If you are told to stay off the roads, stay home, and when it is safe, check on your neighbors or friends nearby who may need assistance or extra support. Older adults and individuals who are dependent on life-sustaining medical equipment or assistive devices such as a ventilator or mobility devices, may need additional support in areas that have lost power.

Important Tips to Remember:

Severe winter weather can include snow or subfreezing temperatures, strong winds and ice or heavy rain storms. Avoid traveling by car, but if you must, make sure you have an emergency supply kit in the trunk of your car. FEMA urges families to maintain an emergency supply kit both at home and in the car to help prepare for winter power outages and icy or impassable roads.

Do not put your family at risk. Follow these important safety tips from the Consumer Product Safety Commission (CPSC), FEMA and the U.S. Fire Administration (USFA) in the aftermath of the storm:

  • Portable Generators

Never use a generator inside a home, basement, shed or garage even if doors and windows are open. Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. Any electrical cables you use with the generator should be free of damage and suitable for outdoor use.

  • Charcoal Grills and Camp Stoves

Never use charcoal grills or camp stoves indoors. Deaths have occurred when consumers burned charcoal or used camp stoves in enclosed spaces, which produced lethal levels of carbon monoxide.

  • CO Alarms

Install carbon monoxide alarms immediately outside each sleeping area and on every level of the home to protect against CO poisoning. Change the alarms’ batteries every year.

  • Electrical Safety

Stay away from any downed wires, including cable TV feeds. They may be live with deadly voltage.

  • Candles

Use caution with candles. If possible, use flashlights instead. If you must use candles, do not burn them on or near anything that can catch fire. Never leave burning candles unattended. Extinguish candles when you leave the room.

As Winter Storm Approaches, FEMA Encourages Residents to Prepare Now

DENTON, Texas –Homeowners, renters and business owners in Galveston County, Texas are encouraged to look over newly released preliminary flood maps in order to determine their flood risks and make informed decisions.

Galveston County officials and the Federal Emergency Management Agency (FEMA) are presenting the preliminary maps to communities and unincorporated areas in order to help leaders and residents identify known flood risks and use that information to make decisions about buying flood insurance and how the community should move forward with any development.

The Texas-based coastal flood mapping effort follows the release of a new, comprehensive storm surge study that gives updated information on coastal flood risks. To share that data, public workshops are scheduled in the county where interested citizens can obtain more information about the proposed changes.

NEW YORK – To qualify for assistance from the Federal Emergency Management Agency, a survivor of Hurricane Sandy must meet certain conditions.

First, the individual or household losses must have occurred in an area covered by the presidential disaster declaration for New York, which includes 13 counties.

  • Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

The survivor must register with FEMA. There are several ways to do this:

  • Via smartphone or tablet, go to m.fema.gov or download the FEMA app.
  • Call 800-621-3362 or (TTY) 800-462-7585.
  • For 7-1-1Relay or Video Relay Services (VRS), call 800-621-3362.
  • The toll-free telephone numbers operate 7 a.m. to 1 a.m., seven days a week until further notice.
  • A FEMA Language Assistance Line is available for those who need interpretation services in languages other than English or Spanish. Call: 866-333-1796.

The deadline to register with FEMA is Jan. 28 in New York.

If the applicant has insurance, he or she must file a claim with the insurance company.

For housing assistance

  • The damage to the property is not covered by insurance or the insurance settlement is insufficient to cover the losses.
  • The applicant or someone who lives in the household is a citizen of the United States, a non-citizen national, or a qualified alien.
  • The applicant must have a valid Social Security number.
  • The damaged home is where the applicant usually lives and was living at the time of the disaster.

A survivor may not be eligible for housing assistance if:

  • The home that was damaged is a secondary or vacation residence.
  • Expenses resulted only from leaving the home as a precaution and the applicant was able to return to the home immediately after the incident.
  • The applicant has refused assistance from his or her insurance provider.
  • The only losses are business losses.
  • The damaged home is located in a designated flood hazard area and the applicant’s community is not participating in the National Flood Insurance Program.l
    •  In this case, the flood damage to the home would not be covered, but the applicant may qualify for rental assistance or assistance for items not covered by flood insurance.

NEW YORK — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency has approved more than $664 million to help individuals and families recover from the disaster.

FEMA is reaching out to all 13 designated counties with attention focused on the hardest hit areas of New York State. Assistance to the hardest-hit areas includes:

  • Bronx $1.5 million
  • Kings $139.1 million
  • Nassau $224.6 million
  • New York $8.2 million
  • Queens $170.4 million
  • Richmond $70.4 million
  • Suffolk $47.4 million

FEMA provides the following snapshot of the disaster recovery effort as of November 25:

  • More than 230,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $664 million has been approved.  Almost 117,000 have applied through the online application site at www.disasterassistance.gov, or on their smart phone at m.fema.gov.
  • 35 Disaster Recovery Centers (DRCs) are open in the affected areas. These include mobile sites as well as fixed sites, and to date nearly 52,000 survivors have been assisted at DRCs in New York.                   
  • Nearly 917 inspectors in the field have completed more than 131,000 home inspections.
  • 1,088 Community Relations (CR) specialists are strategically positioned throughout affected communities, going door-to-door explaining the types of disaster assistance available and how to register. More teams continue to arrive daily.
  • 8 fixed feeding sites are being operated by the New York City Office of Emergency Management.             
  • 2 Disaster Medical Assistance Teams (DMATs), 1 Rapid Deployment Force (RDF),1 Prescription Medication Task Force Team (PMTFT) and 1 National Veterinary Response Team (NVRT) from the Department of Health and Human Services remain deployed in New York.
  • 13 New York counties are designated for both individual and public assistance, including: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.
  • The U.S. Small Business Administration (SBA) has staff members at 18 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance and has approved more than $29 million in disaster loans to both individuals and businesses.
  • The United States Department of Agriculture’s Food and Nutrition Service (FNS) approved New York’s request to provide USDA Foods to households impacted by Hurricane Sandy. Approximately 1.1 million pounds of household size USDA Food, valued at approximately $721,178, will be distributed between November 4 through November 30, 2012, to households through 1,000 designated emergency feeding outlets in the areas of Westchester and Rockland Counties, New York City, and Long Island.
  • How to get assistance:

Individuals can register online at www.disasterassistance.gov or via smart phone at m.fema.gov.  Applicants may also call 1-800-621-3362.  Multilingual telephone operators are available to help non-English-speaking survivors register for disaster aid and to get their questions answered. After dialing FEMA’s registration/helpline callers should choose Option 3. FEMA can provide translation/interpretation services over the phone.

More than $664 Million Approved for New York State Hurricane Sandy Survivors

BATON ROUGE, La. – In the nearly three months since Hurricane Isaac thrashed Louisiana, recovery has progressed for survivors, businesses and communities.

Below is a snapshot from the Federal Emergency Management Agency (FEMA) of the state and federal assistance dollars approved to date and some milestones reached since the Aug. 29 disaster declaration:

$370.2 million     The FEMA-administered National Flood Insurance Program has paid $370,243,578 on claims from policyholders in Louisiana.

$365.3 million     Eligible Louisianians and their communities have been approved for state and federal assistance totaling $365,265,362.

$116.7 million     FEMA and the state have approved $116,699,418 in disaster assistance for Louisianians through FEMA’s Individuals and Households Program, which helps eligible applicants with emergency home repairs; uninsured personal property losses; and medical, dental and funeral expenses caused by the disaster. It also helps cover other disaster-related expenses.

$135.3 million     The U.S. Small Business Administration (SBA) has approved $135,263,200 in low-interest disaster loans for homeowners, renters and businesses throughout the disaster area.

$113.2 million     FEMA has obligated $113,230,302 to cover 75 percent of the costs incurred by the state and local communities for repairs to storm-damaged infrastructure, removal of storm-related debris and for measures taken to protect people before, during and after the hurricane – including search and rescue, law enforcement, shelters and emergency care.

198,808     A total of 198,808 Louisianians have registered for disaster assistance in the 26 parishes designated for Individual Assistance.

138,553     FEMA housing inspectors have completed 138,553 home inspections, an important first step in determining eligibility for housing assistance.

117,540     Survivors at 117,540 homes, schools, and community- and faith-based organizations were contacted by the more than 300 FEMA Community Relations (CR) specialists who responded to Hurricane Isaac. The CR teams visited parishes designated for Individual Assistance, providing information, and answering survivors’ questions in neighborhoods, at Disaster Recovery Centers, and at points of distribution and shelters early in the response. They also reported critical issues in real-time for immediate action.

$72,442     Workers who have lost their jobs or those who are self-employed and unable to provide their services because of Hurricane Isaac have received $72,442 in Disaster Unemployment Assistance.

40,486     Storm survivors numbering 40,486 have visited Disaster Recovery Centers since the first one opened Sept. 1, just one day after the Individual Assistance designation. Forty recovery centers operated in 23 parishes after the Aug. 29 disaster declaration. Centers remain open in St. John and Jefferson parishes.

24,618     FEMA Mitigation specialists have provided advice and tips on how to repair and rebuild safer and stronger homes to 24,618 Louisianians at recovery centers, home improvement stores, and fairs and festivals.

2,294     During the 10 weeks of the Transitional Sheltering Assistance program, 2,294 storm survivors participated. The program allowed eligible evacuees from Hurricane Isaac whose neighborhoods were not accessible or whose houses were severely damaged or lacked utilities to stay in a hotel or motel on an emergency basis. FEMA paid the hotel for the cost of the room and taxes.

1,753     FEMA specialists numbering 1,753 deployed from around the United States to help Louisiana respond to and recover from Hurricane Isaac. FEMA teams continue to work with whole community partners to advance the recovery effort and mitigate against future hazards.

300     More than 300 AmeriCorps and Senior Corps members served in Louisiana starting in the days before Hurricane Isaac made landfall. They assisted in shelters, volunteer centers and neighborhoods, and helped survivors and communities clean up and rebuild after the storm.

150     More than 150 voluntary agencies have called upon their volunteers, some from throughout the United States, to provide one-on-one help to Isaac survivors in a range of programs and services. A number of the agencies will be part of the long-term recovery effort, working to meet the needs of hurricane survivors that go beyond state and federal assistance dollars.

99     FEMA Corps’ first cadre of 99 young adults joined the Hurricane Isaac response in October under their first assignment with the new program. Aimed at enhancing the nation’s ability to assist disaster survivors while expanding career opportunities for young people, FEMA Corps is a unique partnership between FEMA and the Corporation for National and Community Service and AmeriCorps.

55     A total of 55 Louisiana parishes are designated for assistance under FEMA’s Public Assistance Grant Program: Acadia, Allen, Ascension, Assumption, Avoyelles, Beauregard, Bossier, Caddo, Caldwell, Cameron, Catahoula, Claiborne, Concordia, East Carroll, East Baton Rouge, East Feliciana, Evangeline, Franklin, Iberia, Iberville, Jackson, Jefferson, Jefferson Davis, Lafayette, Lafourche, La Salle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Point Coupee, Rapides, Richland, St. Bernard, St. Charles, St. Helena, St. James, St. John, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Tensas, Terrebonne, Union, Vermillion, Washington, West Baton Rouge, West Carroll and West Feliciana.

26     A total of 26 parishes have been designated for aid under the Individuals and Households Program. These include Allen, Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Jefferson, Lafourche, Livingston, Morehouse, Orleans, Plaquemines, Pointe Coupee, St. Bernard, St. Charles, St. Helena, St. James, St. John, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Washington, West Baton Rouge and West Feliciana parishes.

9     The SBA opened nine Business Recovery Centers in six parishes, where customer service representatives and counselors met one on one with business owners who sustained property damage and economic loss as a result of Hurricane Isaac.

3     It has been nearly three months since Hurricane Isaac battered Louisiana.

Survivors in Louisiana affected by Hurricane Isaac can apply for disaster assistance until the Nov. 29 deadline. Hurricane Isaac Three Months Later: Adding Up the Recovery in Louisiana

DENTON, Texas – In less than six months, on April 2, 2013, new flood maps for St. Helena Parish, La., will

become effective.  Before the maps are final, state, local and federal officials are encouraging everyone to view

the maps to understand their flood risk and consider purchasing flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured

loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or

coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by

the Federal Emergency Management Agency (FEMA).

Flooding is the predominant natural disaster in the United States and only flood insurance covers these

unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA

Region 6 Acting Administrator Tony Robinson. “Everyone lives in a flood zone.”

To learn if your community participates in the NFIP and to review the new flood maps, please contact your local

floodplain administrator (FPA) who may be located in the St. Helena Parish Offices or in your City Hall.
