During the past year and a half, the Federal Emergency Management Agency (FEMA) Region II office has released updates to the flood hazard maps, known as Flood Insurance Rate Maps (FIRMs), for New Jersey’s coastal communities. The FIRMs identify areas of flood risk in these coastal communities.

Community and county officials in Gloucester County have arranged for the Flood Risk Open House to assist residents and property owners with questions and concerns regarding flood hazards and flood insurance rate maps.

If you think you may be in a flood zone, or already know you are, feel free to attend the open house between the hours of 4 p.m. and 8 p.m. No formal presentation will be made and no appointment is necessary.

The preliminary flood hazard maps that will be shared at the Open House are an update of the existing FIRMs. These preliminary FIRMs and the associated Flood Insurance Study (FIS) provide the basis for flood risk education and floodplain management measures. Each community is required to adopt updated maps to continue participating in the National Flood Insurance Program (NFIP), which makes flood insurance available to the community.

Insurance companies use FIRMs to determine flood insurance rates for buildings, and lenders utilize this information to determine flood insurance requirements. Residents and property owners in these areas are encouraged to learn more about their flood risk and the updates shown on the preliminary flood hazard maps by entering their property’s address in the “What’s my BFE?” tool at www.region2coastal.com

Using interactive flood hazard maps at this Open House, representatives from the State, County, FEMA and their mapping partners will be available to answer flood risk and insurance questions and explain the preliminary flood hazard maps. Residents are encouraged to bring their elevation certificates and/or flood insurance policies to the event in order to get the best information about how their flood insurance rates may change as a result of the new preliminary flood maps and legislative reforms.

The Open Houses will cover flood hazard and FIRM map information only. No information will be available concerning outstanding insurance claims or disaster-related recovery efforts.

Flood Map Meeting to Take Place in Pennsauken Township on March 25, 2015

DENTON, Texas – Severe weather season is just around the corner, which brings with it the possibility of tornadoes and flooding.

Flooding is the most common natural disaster in the United States and can happen anywhere at any time. That’s why National Flood Safety Awareness Week, which runs from March 15-21, is the perfect time to know your risk, take action and be a force of nature.

“Everyone should take steps now to prepare for flooding and any potential adverse situation,” said FEMA Region 6 Administrator Tony Robinson. “Getting ready before something happens can save your life and the lives of your loved ones. It also helps neighborhoods and communities become more resilient, recovering more quickly from disasters.”

Know Your Risk Before a Flood:

•    Do your homework. Be aware of the potential flooding risks for the particular area where you live.

Take Action Before and During a Flood:

•    Build an emergency kit and make a family communications plan.
•    Listen to local officials and monitor your local radio or television for information.
•    Be aware that flash flooding can occur. If it does, immediately move to higher ground.  
•    Be aware of streams, drainage channels, canyons and other areas known to suddenly flood.
•    Do not drive into flooded areas. Turn Around; Don’t Drown. Two feet of rushing water can carry away most vehicles.

Be a Force of Nature:

•    Help your community by sharing your weather and emergency preparedness story. You may inspire others to take action.
•    Write a post on Facebook or tweet about how you’ve gotten ready for floods.

DENTON, Texas —The Federal Emergency Management Agency (FEMA) is now accepting applications for its Youth Preparedness Council. The Council supports FEMA’s commitment to involving young people in preparedness-related activities and provides an opportunity for them to offer their perspectives, feedback and insights on how to help make the United States more resilient.
 
Council members are selected based on their dedication to public service, their efforts in making a difference in their communities and their potential to expand their impact as national advocates for youth preparedness.
 
While FEMA’s National Youth Preparedness Council was first formed in 2012, FEMA Region 6’s Youth Preparedness Council got its start in 2014. The Council is made up of young people from each Region 6 state – Casey Williams of Vilonia, Ark.; Lanie Comeaux of Thibodaux, La.; Samantha Adams of Las Cruces, N.M.; Rosie Niles of Oologah, Okla.; and Obie Jones of Austin, Texas. Jones is also a member of the National Youth Preparedness Council.
 
“Young people are such an important part of the emergency management team,” said FEMA Region 6 Administrator Tony Robinson. “They bring fresh and new ideas to the table, as well as new energy and can be a positive catalyst for change. We are so proud of our Region 6 Youth Preparedness Council members. They are doing great work, helping all of us be better prepared for disasters.”
 
Membership on the National Youth Preparedness Council is open to all applicants of any state or tribal nation between 13 and 17 years old. They must also be engaged in individual and community preparedness or have experienced a disaster that motivated them to make a positive difference in their community. Individuals who applied for 2014 are encouraged to apply again. Current Council members have an option to extend for an additional year, upon FEMA request. Adults working with youth or on community preparedness are encouraged to share the application with young people who might be interested in applying for the Youth Preparedness Council.
 
To be eligible for consideration, applicants must submit a completed application form and two letters of recommendation. Completed applications and all supporting materials must be received no later than March 2, 2015, 9:59 p.m. MDT/10:59 p.m. CDT. New Youth Preparedness Council members will be announced in May 2015.

Flood Map Meetings Scheduled in Ocean County

WASHINGTON – On January 30, the President issued an Executive Order 13690, “Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input.” Prior to implementation of the Federal Flood Risk Management Standard, additional input from stakeholders is being solicited and considered on how federal agencies will implement the new Standard. To carry out this process, a draft version of Implementing Guidelines is open for comment until April 6, 2015.

Floods, the most common natural disaster, damage public health and safety, as well as economic prosperity. They can also threaten national security. Between 1980 and 2013, the United States suffered more than $260 billion in flood-related damages. With climate change and other threats, flooding risks are expected to increase over time. Sea level rise, storm surge, and heavy downpours, along with extensive development in coastal areas, increase the risk of damage due to flooding. That damage can be particularly severe for infrastructure, including buildings, roads, ports, industrial facilities and even coastal military installations.

The new Executive Order amends the existing Executive Order 11988 on Floodplain Management and adopts a higher flood standard for future federal investments in and affecting floodplains, which will be required to meet the level of resilience established in the Federal Flood Risk Management Standard. This includes projects where federal funds are used to build new structures and facilities or to rebuild those that have been damaged. These projects make sure that buildings are constructed to withstand the impacts of flooding, improves the resilience of communities, and protects federal investments.

This Standard requires agencies to consider the best available, actionable science of both current and future risk when taxpayer dollars are used to build or rebuild in floodplains. On average, more people die annually from flooding than any other natural hazard. Further, the costs borne by the federal government are more than any other hazard. Water-related disasters account for approximately 85% of all disaster declarations.

The Standard establishes the flood level to which new and rebuilt federally funded structures or facilities must be resilient. In implementing the Standard, agencies will be given the flexibility to select one of three approaches for establishing the flood elevation and hazard area they use in siting, design, and construction:

  • Utilizing best available, actionable data and methods that integrate current and future changes in flooding based on climate science;
  • Two or three feet of elevation, depending on the criticality of the building, above the 100-year, or 1%-annual-chance, flood elevation; or
  • 500-year, or 0.2%-annual-chance, flood elevation.

Prior to implementation of the Federal Flood Risk Management Standard, additional input from stakeholders is being solicited and considered. To carry out this process, FEMA, on behalf of the Mitigation Framework Leadership Group (MitFLG), published a draft version of Implementing Guidelines that is open for comment. A Federal Register Notice has been published to seek written comments, which should be submitted at www.regulations.gov under docket ID FEMA-2015-0006 for 60 days.  Questions may be submitted to FEMA-FFRMS@fema.dhs.gov.

FEMA will also be holding public meetings to further solicit stakeholder input and will also host a virtual listening session in the coming months. Notice of these meetings will be published in the Federal Register.  At the conclusion of the public comment period, the MitFLG will revise the draft Implementing Guidelines, based on input received, and provide recommendations to the Water Resources Council.

The Water Resources Council will, after considering the recommendations of the MitFLG, issue amended guidelines to provide guidance to federal agencies on the implementation of the Standard. Agencies will not issue or amend existing regulations or program procedures until the Water Resources Council issues amended guidelines that are informed by stakeholder input.

FEMA looks forward to participation and input in the process as part of the work towards reducing flood risk, increasing resilience, cutting future economic losses, and potentially saving lives.

Federal Flood Risk Management Standard

SACRAMENTO, Calif. – After serving more than 283 homeowners, renters and business owners who had damages from the South Napa Earthquake, the Disaster Recovery Center at 1155 Capitol St. in Vallejo will end operations at 6 p.m. on Tue., Nov. 25. But help is still available in person, online and over the phone.

To apply for disaster assistance, register online at DisasterAssistance.gov or via smartphone or tablet at m.fema.gov. Applicants may also call the Federal Emergency Management Agency (FEMA) at 800-621-3362 or (TTY) 800-462-7585.  People who use 711-Relay or VRS may call 800-621-3362.

Phone lines remain open 7 a.m. to 10 p.m. (PT) seven days a week until further notice. Multilingual operators are available to answer questions about disaster assistance and assist applicants who want to check on the status of their applications. Choose Option 2 for Spanish and Option 3 for other languages.

Officials with the California Governor’s Office of Emergency Services (Cal OES) and FEMA urge anyone who still needs help to register now, well before the deadline—Dec. 29, 2014.

For face-to-face assistance, applicants may choose to visit the Napa Earthquake Local Assistance Center at 301 First Street in Napa to meet with specialists from FEMA, Cal OES and the U.S. Small Business Administration (SBA). The Napa center remains open 9 a.m. to 6 p.m. Mon.-Fri. and 9 a.m. to 4 p.m. on Saturdays until further notice. The center will be closed Nov. 27-28 for Thanksgiving.

Disaster assistance includes grants to help homeowners and renters with temporary housing, essential home repairs and other serious disaster-related needs not covered by insurance or other sources.

Low-interest disaster loans are also available from the SBA for homeowners, renters, businesses of all sizes, and private non-profit organizations that had damage or losses from the South Napa Earthquake. Disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Vallejo Disaster Recovery Center to Close Nov. 25, But Help is Still Available

SACRAMENTO, Calif. – State and federal officials announced a change of hours for the disaster recovery centers, which serve individuals affected by the South Napa Earthquake. Since Oct. 31, nearly 1,100 people have visited the centers:

Napa Earthquake Local Assistance Center
301 1st Street, Napa, CA 94559

Solano County Disaster Recovery Center
1155 Capitol Street, Vallejo, CA 94590

The centers are now closed Sundays due to decreased demand, based on the number of visitors. The centers remain open 9 a.m. to 6 p.m. weekdays and 9 a.m. to 4 p.m. Saturdays until further notice. In observance of Thanksgiving, the centers will be closed Nov. 27-28.

At the centers, visitors can meet face-to-face with specialists from the California Governor’s Office of Emergency Services (Cal OES), the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA).

During a visit to a center, visitors may:
• Discuss their individual disaster-related needs
• Submit any additional documentation needed, such as occupancy or ownership verification documents and letters from insurance companies
• Find out the status of an application
• Get help from SBA specialists in completing low-interest disaster loan applications for homeowners, renters and business owners
• Meet with FEMA hazard mitigation specialists to learn about reducing future disaster losses and rebuilding safer and stronger

People who sustained losses or damages due to the earthquake may also apply for disaster assistance online at DisasterAssistance.gov or via smartphone or tablet at m.fema.gov.  Or applicants may call FEMA at 800-621-3362 (Voice, 711-Relay or VRS) or 800-462-7585 (TTY).

Disaster Recovery Centers Announce New Hours of Operation

EATONTOWN, N.J. — After Hurricane Sandy struck New Jersey in October 2012, thousands of volunteers from across the nation came to the state to help affected shore towns.

That help was sorely needed and greatly appreciated by residents of these stricken communities. But the volunteers’ work had an additional benefit – these municipalities can receive credit for the hours put in by volunteers that translates into dollars saved on the costs of recovery – and that credit can be substantial.

FEMA reimburses municipalities as much as 90 percent of the cost associated with disaster recovery projects including debris removal, repair, and reconstruction of public facilities. The communities are responsible for the remainder. However, they can apply the volunteer hours/cost of labor to their share of the overall project cost, which can lead to substantial savings for taxpayers.

Enacted in 2007 and revised in February 2014, FEMA Disaster Assistance Policy 9525.2 allows towns to offset their share of eligible costs with volunteered and donated resources, provided that they keep records of volunteers’ hours worked and duties performed and equivalent information for equipment and materials.

Eighty-seven percent of New Jersey’s non-police public safety workers (firefighters, EMTs, paramedics) are volunteers, the highest rate in the United States.

More than 250,000 volunteers came to the Jersey Shore to help towns and residents clean up, saving the state over 64 million dollars through their volunteer labor.

They fought fires, distributed meals to displaced survivors, set up and staffed emergency shelters, removed debris, prepared and dropped sand bags, and performed search-and-rescue operations and safety inspections, among other duties. They have contributed more than 2.5 million man-hours statewide.

To calculate what the volunteered labor and equipment would have cost, FEMA consulted with the New Jersey Department of Labor to determine the market value for jobs performed on site, including volunteer equipment operators. Donated equipment was valued according to FEMA’s “Schedule of Equipment Rates” unless it is included in a reimbursed equipment rate, in which case it does not count toward the credit. The cost of materials such as sand, dirt, rocks and other materials used to fight floods was set at the commercial rate at the time the work was done. The total amount of expenses for the project is multiplied by .111, which is the percentage of the non-Federal cost share (10 percent) divided by the Federal cost share percentage (90 percent), to get the maximum credit allowed for donated resources.

The credit is deducted from each town’s out-of-pocket obligation after its bills have been paid off and/or mitigated. At present, Union Beach is expecting a credit of approximately $700,000 for volunteer work and donated supplies, a number that will increase if more records are turned in. It is anticipated that Union Beach’s final credit amount will completely cover its 10 percent share of storm-related costs, which could total approximately $9 million. Sea Bright is currently eligible for a credit of more than $450,000. Lakewood Township has been approved for $31,000 of a potential $165,000, while Keyport is eligible for up to $158,000 and has been obligated for more than $21,000 in credits for volunteer efforts.

The policy puts the responsibility on the municipalities to keep track of the volunteer resources used, and those volunteer contributions must be carefully documented. FEMA has its own tracking forms and instructions, and the Volunteer and Donations Management Support Annex provides federal support and recommendations to state, tribal and local governments for managing donated resources.

There are restrictions on what work qualifies for the credit. All work eligible for credit must be done on public property or must benefit the public in some tangible manner, such as distributing food and supplies. Work done for private homeowners is not eligible. For emergency services, only response time is eligible for reimbursement. Donations from other federal agencies cannot be applied.

Also, the amount credited cannot exceed the 10 percent of the incident’s cost that the applicant is responsible for. Any excess credit can only be applied to other emergency projects being handled by that applicant.

Volunteers are still coming to the Jersey Shore to help with relief efforts. The work and time they put in helps restore those communities in more ways than one.

Volunteers Can Give Sandy-Stricken Towns, Taxpayers a Break

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that the first public meeting of the Technical Mapping Advisory Council (TMAC) is scheduled for September 30 to October 1, 2014, at the United States Geological Survey (USGS) Auditorium in Reston, Virginia. 

The TMAC was established to review and make recommendations to FEMA on matters related to the national flood mapping program authorized under the Biggert-Waters Flood Insurance Reform Act of 2012 and Homeowners Flood Insurance Affordability Act of 2014. The TMAC is tasked with developing recommendations for FEMA’s flood mapping program to ensure that flood insurance rate maps reflect the best available science and are based on the best available methodologies for considering the impact of climate change and future development on flood risk.  They will also be required to produce a Review of the Mapping Program; a Future Conditions Risk Assessment and Modeling Report; and an Annual Report on Activities containing required recommendations. 

During the meeting, members will elect a council chair, develop a meeting schedule, organize into subcommittees, identify subject matter experts to support the development of their recommendations and receive briefings on FEMA’s National Mapping Program.

A public comment period will also be held on September 30 from 9:45 a.m. to 10:15 a.m. EDT. Comments should be specifically related to and addressed to the TMAC. Speakers will be allotted three minutes to address the TMAC during this half-hour public comment period. The public comment period will not exceed thirty minutes.  Those interested in speaking during the public comment period must submit their written comments to FEMA-TMAC@fema.dhs.gov by September 22, 2014. Those not attending and who wish to submit written comments on issues to be considered by the TMAC can do so via one of the following methods:
