WINDSOR, Conn. — The deadline for Hurricane Sandy survivors to apply for Disaster Unemployment Assistance is Feb. 4.

Connecticut residents who lost their jobs due to this disaster should file a claim by calling their local TeleBenefits line. To find your local TeleBenefits number, visit the Connecticut Department of Labor website at www.ctdol.state.ct.us, check the blue pages of your telephone directory, or contact Infoline at 211.

The U.S. Department of Labor oversees the DUA program in coordination with the Federal Emergency Management Agency, which provides the funds for payment of benefits and reimburses the state for its administrative costs.

DUA is available to those who are not eligible for state unemployment benefits, including the self-employed, farmers and farm workers.

Workers may qualify for DUA if:

  • They were injured in the disaster and are unable to work;
  • Their workplace was damaged or destroyed;
  • Transportation to work is not available;
  • They could not get to their job because they must travel through an affected area;
  • The disaster prevented them from starting a new job;
  • Their business suffered because most of its income was derived from an affected area; and
  • They are able and available for work, unless injured in the disaster, and have not refused a suitable offer of employment.

Registering for FEMA disaster assistance is not required to apply for Disaster Unemployment Assistance.

Disaster Unemployment Assistance Deadline Feb. 4

NEW YORK – As the Jan. 28, 2012 deadline to register for FEMA assistance approaches in New York, recovery officials want to make sure survivors have all the information they need about disaster aid.

New York’s Federal Coordinating Officer for Hurricane Sandy, Michael Byrne, hosted the first of a series of ‘live’ chats on Twitter this week to address questions and concerns about disaster assistance, tweeting about FEMA’s Hazard Mitigation Program, Disaster Unemployment Assistance and housing repair grants in the one-hour session. INDIVIDUAL ASSISTANCE

I submitted my papers for disaster assistance but have not heard anything, how long does it take to hear back?

If you submitted an application for assistance due to damage to your home, a FEMA-contracted inspector should contact you to schedule an appointment within 10 days of registering. If you are seeking other forms of assistance, and you have completed and mailed in your SBA disaster loan application, you should receive an eligibility letter within 10 days of returning your paperwork. If 10 days have passed and you haven’t heard from us, call the FEMA toll-free Helpline 800-621-3362 (TTY 800-462-7585.)

If you were asked to provide additional documentation and did so and have not heard back, call the helpline as well.

How can I extend my FEMA rental assistance?

To receive additional temporary rental assistance, you must complete the Continuing Need form with all the applicable information and mail it back to us at the address printed on the form. If you don’t have the form, contact FEMA’s toll-free Helpline.

NATIONAL FLOOD INSURANCE PROGRAM

What should I do if I’m still waiting on my flood insurance settlement?

Contact your claims adjuster or carrier to see if you may be eligible for an expedited flood insurance payment to cover repairs of your home’s mechanicals damaged in the disaster. You

can call the NFIP Help Center 800-427-4661 to address questions about your flood insurance claim or payment.

Why am I required to build above the minimum elevation requirement?

Each community develops their own local building requirements. You should contact your community’s floodplain manager to discuss elevation requirements for your property. Elevation requirements are meant to protect your home from future flood damages. In general, if your home is located in a high-risk area, the higher you build above the base flood elevation, the lower your premium and potential for flood damage.

To find out how you need to build contact your community’s floodplain manager who can help you walk through the elevation requirements for your property.  His/her contact information is usually available on your city government web site.

MITIGATION: REBUILDING BETTER AND STRONGER

Is there money available to elevate/mitigate my home?

There may be assistance available to help you mitigate your home.

  • If you applied for a Small Business Administration (SBA) loan and it was approved, you may be eligible for additional funds to cover the cost of improvements – such as elevating your home – to protect your property against future damage. Contact SBA at 800-659-2955 (TTY 800-877-8339) or e-mail disastercustomerservice@sba.gov for more information.
  • If you already had a flood insurance policy before the storm, and your home was substantially damaged, you may be eligible to receive up to $30,000 in increased cost of compliance coverage to elevate your home after you file your claim. Talk to your insurance agent to determine if you’re eligible.
  • FEMA provides hazard mitigation grants to states for activities such as structure elevation, property acquisition, and flood proofing. The state determines which activities will be funded with hazard mitigation grants. TRENTON, N.J. — For businesses struggling with losses from evacuations, power outages, damaged inventory and general economic loss caused by Hurricane Sandy, a variety of federal and state resources can help.

Small Business Administration

Economic Injury Disaster Loans from the U.S. Small Business Administration provide working capital to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations. The loans help meet ordinary and necessary financial obligations that cannot be met as a direct result of the disaster.

These loans are intended to assist the business or nonprofit through the disaster recovery period. The money may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid if the disaster had not occurred. The loans are not intended to replace profits.

  • The loan amounts and terms are determined by the SBA.
  • The law authorizes a maximum term of 30 years.
  • Interest rates for loans for small businesses can be as low as 4 percent.
  • Interest rates for loans for eligible nonprofit organizations can be as low as 3 percent.
  • Businesses of all sizes are also eligible to apply for loans to cover their physical losses. The deadline for this type of loan is Dec. 31, 2012.

Farm Services Agency

The Farm Services Agency offers a number of loans and grants to help producers recover from production and physical losses due to drought, flood, other natural disasters or quarantine. Disaster Unemployment Insurance

The State of New Jersey requested and was granted federal unemployment insurance funds for Hurricane Sandy survivors. Self-employed entrepreneurs may qualify for disaster-related unemployment benefits. Survivors must first file a regular unemployment insurance claim with the state at njuifile.net. When and if that claim is denied, a claim may be filed for disaster-related unemployment benefits which have a different funding source. Read these FAQs for details.

N.J. Economic Development Authority

The N.J. Economic Development Authority can provide disaster survivors with access to capital, including tax-exempt and taxable bond financing, loans, loan guarantees, and business and tax incentives. For more information, visit www.njeda.com.

Help For Businesses Facing Economic Losses Caused By Hurricane Sandy

NEW YORK – The Federal Emergency Management Agency is committed to helping all eligible New York disaster survivors recover from Hurricane Sandy, including U.S. citizens, non-citizen nationals and Qualified Aliens.

“New York is a city of neighborhoods,” said Federal Coordinating Officer Michael F. Byrne. “We are reaching out to all neighborhoods in the disaster-designated counties, recognizing their diversity, their different traditions and dialects and their sense of community. We do not want eligible survivors to miss out on the opportunity for aid.”

FEMA Community Relations specialists are visiting neighborhoods, putting out the word in more than 20 languages that certain groups of Qualified Aliens may be eligible for monetary disaster assistance. They are encouraging Sandy survivors to register with FEMA.  

Qualified Aliens who may be eligible for FEMA monetary disaster assistance include Green Card holders – individuals with U.S. government permission to live and work in the country permanently.

Others in the Qualified Alien category include those who have legal U.S. resident status because of:

  • Asylum;
  • Refugee status;
  • Parole (admission into the United States for humanitarian purposes) for at least one year;
  • Withholding of deportation;
  • Immigration from Cuba or Haiti; and
  • Severe forms of human trafficking, including persons with “T” and “U” visas.

Applicants should consult an immigration expert concerning whether or not their immigration status falls within the Qualified Alien category.

FEMA’s Individuals and Households Program is available to disaster-stricken U.S. citizens, non-citizen nationals and Qualified Aliens in counties with a federal disaster declaration. Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs for owners, personal property loss and other serious disaster-related needs not covered by insurance.            

Undocumented immigrants are not eligible for FEMA cash assistance or Disaster Unemployment Assistance.

However, in households with varying citizenship status, only one member needs to be eligible to qualify that home for FEMA aid. 

An undocumented parent or guardian may apply for monetary aid on behalf of a minor child who is a U.S. citizen, non-citizen national or Qualified Alien. Although the adult will be expected to sign a Declaration and Release (FEMA Form 009-0-3) in the child’s name, no information will be gathered on the person signing for the child.

All individuals, regardless of citizenship status, affected by a major disaster may be eligible for other non-monetary, in-kind emergency disaster relief programs. These include search and rescue, medical care, shelter, food and water as well as Disaster Legal Services and Crisis Counseling. 

People who don’t qualify for monetary assistance may still call the FEMA registration line for referrals to voluntary agencies.

Financial Disaster Aid Available for U.S. Citizens, Non-Citizen Nationals and Qualified Aliens

TRENTON, N.J. — The full range of federal disaster assistance is now available for all 21 counties in New Jersey.

Expansion of federal help in recovering from Hurricane Sandy means that all New Jersey residents who have losses may apply for Individual Assistance. Depending on damage, help may be available to repair a dwelling to a basic safe, sanitary, livable condition. Cost of temporary lodging elsewhere may be available if the residence is inaccessible. Other needs that may be covered could include basic appliances, clothing, bedding and transportation.

Disaster Unemployment Assistance benefits are available for those whose jobs were impacted by the hurricane. That includes people not normally eligible for unemployment benefits, such as self-employed persons and farm workers.

County and local governments will be eligible for at least 75 percent federal funding for hurricane-related emergency costs and debris removal from public roads and property, plus repair or replacement of a wide variety of public facilities. Those include public roads and bridges, water control facilities, buildings and equipment, public utilities, public parks, public recreation facilities and other public facilities.

Also eligible are certain private non-profit organizations that perform governmental-like public services.

Funding to prevent damage from future events also is available throughout New Jersey from the state-administered Hazard Mitigation Grant program.

Individuals, families and business owners in all New Jersey Counties may qualify for aid programs provided and coordinated by the Federal Emergency Management Agency (FEMA).  The following is a summary and list of online resources for survivors of Hurricane Sandy.

  • Short-term lodging assistance for evacuees who are not able to return home for an extended or indeterminate period of time following a disaster. Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Colorado.

Assistance for the State and Affected Local Governments Can Include as Required:

Individual Assistance Programs

  • Residents of nine North Dakota counties and one reservation were able to register for individual assistance with FEMA;
  • Statewide 10,286 individuals or households registered for assistance in the IA designated counties;
  • In total, more than $95 million has been provided; $93.4 million for rental assistance or home repair, and $2.1 million in other needs assistance;
    • In the three Souris Valley counties (McHenry, Renville and Ward), there were 8,256 applications, with $89 million for rental assistance or home repair and $2 million for other needs assistance for a total of $91 million;
  • The U.S. Small Business Administration (SBA) approved $256.4 million in low-interest loans. $212.9 million was approved for individuals and $43.5 million for businesses;
    • In the Souris Valley, SBA approved $240.9 million in low-interest loans. $198.1 million was approved for individuals and $42.8 million for businesses;
  • Disaster Recovery Centers were in 11 communities and received 14,921 separate visits from applicants while in operation
    • DRCs were located in six Souris Valley area communities and received 12,477 visits;
  • SBA Business Recovery Centers in Minot and Bismarck received a total of 2,929 visits;
  • The Disaster Unemployment Assistance program, managed by Job Service North Dakota and funded by FEMA, provided $2.4 million in benefits.
  • $3.3 million was provided to fund crisis counseling grants ;
  • The transitional sheltering assistance program ended 12/26/2011 at a total cost of $3,196,962.94. This program allowed displaced residents to stay in hotel rooms until more permanent housing became available.

Direct Housing Mission

  • Due to housing shortages because of the economic boom, a direct housing mission was initiated:
    • Group housing site construction totaling $40 million is ongoing by USACE.
    • More than 2000 Temporary Housing Units (THUs) delivered and installed.
  • There are currently 1,471 occupied THUs.
    • DeSour Valley Heights – located in Burlington, this 50-unit site was filled in October. The park is currently housing 44 households.
    • Virgil Workman Village – located just east of Minot, this is comprised of three parks containing 200 homes each. It is currently housing a combined total of 532 households.
    • Recovery Village – located on the northeast edge of Minot, this was the final group site to come online. The site did support nearly 200 homes and is currently housing 47 households.
    • Private Sites – FEMA placed housing units at 1,118 private sites allowing residents to be closer to their damaged homes while making needed repairs. There are currently 635 THU’s still on private sites.
    • Commercial Sites – FEMA leased space and is currently housing 213 households at the following commercial sites: Holiday Village, Gulli’s, Burlington, Jefferson and Gold Nugget.
  • Multiple weather/climate challenges were overcome by completing $13 million in winterization processes, such as: foam insulation, use of heat tape and arctic room shelter construction.
  • The housing mission in Minot is expected to last at least 18 months.
