DRCs staffed with recovery specialists from FEMA, North Carolina Emergency Management and the U.S. Small Business Administration provide accessible, direct support to survivors through registration, referrals, case management, SBA disaster loan support, Hazard Mitigation education and other programs. You will be able to speak face-to-face with them to receive answers to questions you may have regarding your disaster recovery. If you already registered, they can provide you with an update of your application status and, if needed, discuss the appeal process.

FEMA/NCEM Disaster Recovery Center to Open in Pender County

RALEIGH, N.C. – North Carolina homeowners, renters and business owners in Hertford County, adversely affected by Hurricane Matthew and the flooding after, may apply for federal disaster assistance. The county was already designated for assistance for debris removal, emergency protective measures, and direct federal assistance under the Public Assistance program. The county is now eligible for Individual Assistance, which will allow survivors to apply for grants and other assistance for damage and losses suffered.

Thirty-seven counties are already eligible to apply for assistance under the Federal Emergency Management Agency’s Individual and Households Program: Beaufort, Bertie, Bladen, Brunswick, Camden, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Gates, Greene, Halifax, Harnett, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Martin, Moore, Nash, Onslow, Pasquotank, Pender, Pitt, Robeson, Sampson, Tyrrell, Wake, Washington, Wayne and Wilson.

Brunswick and Halifax Counties Designated for Disaster Assistance

SAVANNAH, Ga. – Disaster unemployment assistance is available to workers in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne counties who lost income as a direct result of Hurricane Matthew in Georgia.

The purpose of disaster unemployment assistance is to help workers whose primary incomes are lost or interrupted by a federally declared disaster. It differs from regular state unemployment insurance because it provides benefits to people who are self-employed, farmers, loggers and employees who work on commission.

Individuals in the 10 counties approved for disaster assistance in Georgia must first apply for regular unemployment insurance by visiting the Georgia Department of Labor website at dol.georgia.gov or apply in person at any Georgia Department of Labor career center. For locations, visit dol.georgia.gov/locations/career-center.

The Georgia Department of Labor will notify claimants if they are also eligible to file for disaster unemployment assistance.

Eligible claimants in Bryan, Bulloch, Chatham, Effingham, Glynn, McIntosh and Wayne counties must apply for disaster unemployment assistance by Friday, Nov. 18.

Applicants in Evans, Liberty and Long counties must apply no later than Monday, Nov. 28.

FEMA/State Disaster Recovery Centers to Open in Bladen and Sampson Counties

TALLAHASSEE, Fla. – State, local and tribal government agencies and certain private nonprofits in Palm Beach County can now request funding through FEMA’s Public Assistance grant program to help pay for debris removal, emergency protective measures, and the repair or rebuilding of roads, bridges, water-control facilities, buildings, equipment, utilities, parks and recreational facilities.

Brevard, Duval, Flagler and St. Lucie counties, which had been previously designated for reimbursement of costs of debris removal and emergency protective measures, can now also request assistance to cover eligible repair or rebuilding of critical infrastructure. These additional designations will help pay for Florida’s recovery from Hurricane Matthew.

Palm Beach County Designated for Emergency and Permanent Infrastructure Work, Four More Counties Now Eligible for Permanent Repairs

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the State of Florida.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for debris removal and emergency protective measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to state and eligible local governments on a cost-sharing basis including direct federal assistance (Source: FEMA funded, state administered.)
  • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA funded, state administered.)

How to Apply for Assistance:

  • Application procedures for state and local governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Federal Aid Programs for the State 0f Florida Declaration

AUSTIN, Texas—Federal officials today announced more than $2.1 million had been approved to install and lease for 18 months the Deweyville Elementary School’s temporary modular classrooms.

The school was devastated by the severe storms and flooding in March. The 11 modular classrooms, which serve students in grades K-5, were available at the start of this school year while the district begins rebuilding a permanent facility.

The funding represents the federal share—75 percent—of the $2.87 million project. The district was one of 64 applicants in 21 counties that were eligible to be reimbursed for disaster-related costs under FEMA’s Public Assistance program.

The Deweyville school project includes setting the modular units on foundations and elevating them; connecting the units with ADA-compliant paths, ramps and walkways; installing railings, canopies and parking areas, as well as the cost of leasing the units for 18 months. 

Under FEMA’s PA program, the agency obligates funding for eligible projects directly to the state.  Following the state’s review process and upon receipt of appropriate documentation, the state will provide funds to the school district to reimburse completed work

FEMA Approves $2.1 Million for Deweyville School’s Temporary Classrooms

BATON ROUGE, La. – Disaster recovery centers will open on Friday, August 26, in Iberville, Livingston and Vermilion parishes to assist Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m., seven days a week, until further notice.

They can also help survivors apply for federal disaster assistance.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas, and are able to register people for FEMA assistance if needed. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Disaster Recovery Centers to Open in Iberville, Livingston and Vermilion Parishes for Louisiana Survivors

BATON ROUGE, La. – If you own a multi-family dwelling that needs repairs and are willing to lease to eligible FEMA applicants, then you may be interested in the Multi-Family Lease and Repair Program (MLRP). This FEMA program provides funds to make rental units habitable again, and at the same time helps survivors of the severe August storms and floods.

Here’s how it works: After you and FEMA agree on the work that needs to be done and the associated costs, you may choose your own contractor and start the repairs. The repairs or improvements do not need to be storm- or flood-related. The value of the work will be deducted from the value of the lease agreement, but may not exceed its total value.

To qualify for MLRP funds your property must meet certain criteria. First, it must have five or more units to qualify as a multi-family dwelling. Second, it must have been previously used as a rental unit. And third, it must be located in one of the following parishes: Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge, or West Feliciana.

In addition, the property must be accessible to community services like schools and grocery stores, and not be located in a flood-prone area. FEMA will require a lease of exclusive use of the property as temporary housing for a period of at least 18 months. The property owner must provide all property management services, and repairs must comply with local building codes, standards, permitting, inspection requirements and other laws.
