FEMA/State Mobile Disaster Recovery Center on the Move in St. Johns County

SAVANNAH, Ga. – Renters in 10 Georgia counties where homes and property were damaged by Hurricane Matthew may be eligible for federal disaster assistance.

Federal grants can help pay for temporary housing not covered by insurance. These rental grants are initially for two months.

Federal assistance is available to eligible individuals and households in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne counties. Damage or losses from Hurricane Matthew must have occurred Oct. 4-15.

Also, the U.S. Small Business Administration offers low-interest disaster loans to help Georgia renters repair or replace disaster-damaged personal property, including automobiles. Loan terms can be as long as 30 years, and renters may be eligible for up to $40,000 to replace personal property.

Both renters and homeowners may qualify for grants for other disaster-related necessary expenses and serious needs such as clothing, child care, room furnishings and appliances, medical and dental costs, vehicles and moving and storage expenses. Eligibility for some grants requires first submitting an SBA loan application.

Applying for disaster assistance is a two-step process that ensures consideration for all FEMA programs and the SBA disaster loans. First, register with FEMA, then complete and return the SBA loan application, if one is offered.

Disaster survivors may register the following ways:

Survivors should register even if they have insurance. Insurance is a property owner’s first line of defense. Most homeowner’s policies will cover wind damage; only a policy through the National Flood Insurance Program covers flood-related losses. Those who suffered damage may need to file claims under both the flood insurance policy and FEMA disaster assistance, which may be available to cover uninsured or underinsured losses.

Disaster Assistance Is for Georgia Renters, Too

BATON ROUGE, La — For Louisiana flood survivors, recovery may include short-term FEMA assistance. Keep in mind that FEMA’s housing assistance comes with periodic checks on the need for continued help—and housing plans. Recovery is about planning.

Applicants may qualify for continued assistance if they demonstrate their need and develop a longer-term or permanent housing plan or demonstrate progress in one. A contractor’s estimate on repairs or a report on repairs can point to progress. Applicants need to keep rental receipts, canceled checks or money orders showing proper use of previous rental assistance. Recovery progress can be marked by accepting the first offer of adequate, alternate housing when it becomes available.

FEMA housing occupants with no housing plans will be given information and tools to help them find available housing. The FEMA helpline at 800-621-FEMA (3362) or TTY, at 800-462-7585 can assist with a list of rental properties. For a rental-unit database, check https://asd.fema.gov/inter/hportal/home.htm. Survivors should keep in contact with their insurance companies, their case managers if assigned, and with FEMA; each may open a door to another recovery opportunity.

FEMA aims to be a good steward of taxpayer dollars by requiring applicants to demonstrate they have a continuing need for temporary assistance. Applications for continued assistance will be mailed to homeowners. Renters can call the FEMA helpline and ask for an application. Renters need to contact their previous landlords to find out if they will be permitted to move back into their former units.

Recovery for many Louisiana flood survivors began with finding a place to stay, a temporary refuge. With others it began with removing debris, mucking out a home or re-opening a business.  Each recovery story has a beginning, a middle and an outcome defined by a more stable situation. FEMA’s assistance will not make Louisiana flood survivors whole again, but can help in making the first few important steps to recovery.

Recovery Includes a Plan for Long-Term Housing

COLUMBIA, S.C. (Thursday, Nov. 10) — One month after the federal disaster declaration for Hurricane Matthew, the amount of federal assistance to help South Carolina recover has climbed to $53 million.

That $53 million total includes:

  • More than $28.5 million in disaster grants from the Federal Emergency Management Agency (FEMA) for homeowners and renters.
  • More than $12.2 million in low-interest disaster loans from the U.S. Small Business Administration (SBA) for businesses of all sizes (including landlords), private nonprofit

organizations, homeowners and renters.

  • More than $12.2 million in flood insurance payments from the National Flood Insurance Program (NFIP).
  • While progress continues, here’s a look at recovery highlights to date:
  • More than 39,000 households have applied for disaster assistance from FEMA. The declaration now designates 24 counties for Individual Assistance: Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Lee, Marion, Marlboro, Orangeburg, Sumter and Williamsburg.
  • Disaster assistance from FEMA includes $23.9 million in Housing Assistance grants and $4.6
  • million in Other Needs Assistance, including grants for the replacement of flood-damaged vehicles and reimbursements for serious disaster-related needs not covered by insurance. The incident covers damage incurred between Oct. 4 and Oct. 31, 2016.
  • The SBA has approved 349 low-interest disaster loans, totaling $12.2 million. Disaster loans help fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. SBA has approved 341 home loans, 2 business loans and 6 Economic Injury Disaster Loans, which help small businesses and private-nonprofits with working capital needs as a direct result of the disaster.
  • The SBA has opened 3 Business Recovery Centers to enable storm-impacted businesses to meet individually with SBA representatives and find out how a low-interest disaster loan can help them recover. Additionally, SBA has staff at all Disaster Recovery Centers to provide one-on- one assistance.
  • FEMA-contracted housing inspectors have completed more than 26,000 inspections of disaster- damaged properties to verify damage.
  • In support of the State of South Carolina, 196 Disaster Survivor Assistance (DSA) personnel

have been canvassing storm-damaged neighborhoods. In the first 30 days of recovery operations, DSA teams have visited more than 28,000 homes and spoken with 18,000 people. Team members are equipped to register survivors with FEMA and answer their questions about disaster assistance.

  • The NFIP, which is administered by FEMA, has paid out partial and advanced payments totaling

$12.2 million to 6,335 policyholders

  • The State and FEMA have opened 16 Disaster Recovery Centers (DRCs) to serve survivors. The centers report 3,830 visitors to date. More DRCs will open and close according to community need and visitor demand.

The federal disaster declaration on Oct. 11, 2016, also made FEMA Public Assistance—help for hard-hit communities—available in 26 South Carolina counties: Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Kershaw, Lee, Marion, Marlboro, Orangeburg, Richland, Sumter and Williamsburg.

Public Assistance grants reimburse local, state and tribal governments and certain nonprofit organizations for 75 percent of their disaster-related expenses, including emergency protective measures, debris removal, and infrastructure repair and replacement.

Although the millions of dollars in Public Assistance go to government entities and nonprofits, Public Assistance benefits everyone—communities, cities and states. The monies help pay for efforts to keep people and property safe, clean up disaster-related debris, and put roads, utilities and public works back in order after the disaster.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Specialists can help with service claims, provide general information regarding policies and offer technical assistance to aid in recovery.

FEMA mitigation specialists are also available at DRCs to provide literature to survivors on NFIP and guidance on cost-effective rebuilding and repair techniques to make homes more flood- and wind- resistant.

Disaster Assistance Tops $53 Million for Hurricane Survivors in South Carolina

RUMOR:  FEMA doesn’t pay survivors enough.

FACT:  FEMA grants are not the same as insurance. They are not intended to ‘make you whole.’ FEMA grants help eligible survivors with a start to get their lives back on track. They help with some basic disaster-related costs. They are usually not enough to get a household back to how it was before the disaster. FEMA looks at each case individually.

RUMOR:  I already cleaned up and repaired the damage to my home. I heard it’s too late to get help from FEMA.

FACT:  You may be eligible for FEMA assistance even if you’ve already repaired the damage. It will help if you have “before” photos and receipts for your repair expenses. Register with FEMA to find out more. You may be eligible for a grant for repair assistance that will help cover your costs. The deadline to register for FEMA registration is January 2, 2017.

RUMOR: FEMA assistance has to be repaid.

FACT FEMA assistance is a grant, not a loan. Grants do not have to be repaid. Some homeowners, renters, businesses, and nonprofit organizations may take out disaster recovery loans from the U.S. Small Business Administration (SBA). SBA loans have to be repaid but are at a lower interest rate than usual. Again, FEMA grants do not have to be repaid. In addition, FEMA grants are not taxable and do not affect your eligibility for other federal benefit programs, such as Social Security, Medicare, and Medicaid.

RUMOR:  If there are other family members or roommates living with me, FEMA isn’t going to give them any help.

FACT FEMA is committed to giving each individual survivor all the help he or she is eligible for. FEMA evaluates the needs of all eligible survivors on a case-by-case basis. Be sure to tell FEMA about the needs of all members of your household whether they are related to one another or not. RUMOR: If you receive money from FEMA you have to pay it back.

FACT: FEMA grants do not have to be repaid.

RUMOR: Receiving a letter from FEMA stating the applicant is not eligible means the person will not get any assistance.

FACT: Not necessarily. Receiving such a letter does not always mean an applicant is not eligible for disaster aid, even when the letter states “ineligible” or “incomplete.” Such a letter can simply be an indication that further information is needed, or that the applicant’s insurance claim needs to be settled before disaster aid can be granted. FACT: Not true. FEMA has no authority to take property of any kind from anyone.

To repair or help rebuild a primary residence, a homeowner may borrow up to $200,000 from SBA. Homeowners and renters may borrow up to $40,000 from SBA to replace personal property.

Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans (called Economic Injury Disaster Loans)

to small businesses and most private nonprofit organizations of all sizes having difficulty meeting obligations as a result of the disaster.

Damage from Hurricane Matthew must have occurred Oct. 4-15. Survivors can register with

The filing deadline to return SBA loan applications for physical property damage is Dec. 16. The deadline to return economic injury applications is July 17, 2017.

SBA Disaster Loan Application Used to Check Eligibility for Other Grants

TALLAHASSEE, Fla. A Disaster Recovery Center is open in Flagler County to help survivors affected by Hurricane Matthew’s storms and flooding that affected the state beginning October 3.

Disaster Recovery Centers serve as one-stop shops for eligible storm survivors seeking one-on-one help. Representatives from the Florida Division of Emergency Management (FDEM), the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA) and various state agencies will be at the center to answer questions Monday through Saturday from 9 a.m. to 6 p.m. The center is closed on Sundays.

FDEM and FEMA officials continue to work closely with local officials in hard-hit areas to identify possible sites for additional centers. Survivors can also locate the center by visiting the  DRC locator on fema.gov. 

Downloading the FEMA App (available in English and Spanish) to their mobile device will allow survivors to:

  • Apply for disaster assistance
  • Get directions to the nearest Disaster Recovery Center

Disaster assistance may include grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement, and other serious disaster-related needs not covered by insurance.

SBA offers low-interest disaster loans for businesses of all sizes, homeowners, renters, and certain private non-profit organizations. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

Disaster Recovery Center Opens in Flagler County for Hurricane Matthew Survivors

BATON ROUGE, La. — Louisianans in parishes affected by August flooding now have until Monday, Nov.14, 2016, to register for federal disaster assistance. The State of Louisiana and FEMA advise that the deadline to apply for disaster assistance has been extended, so that all eligible residents have enough time to apply for assistance.

Federal officials hope this additional time will ensure that everyone affected by the August severe storms and flooding has an opportunity to register for FEMA assistance. The goal is to reach all flood survivors who still need help.  

Registration is open to survivors in Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge and West Feliciana Parishes. 

This new deadline also applies to homeowners, renters and businesses submitting applications for low-interest disaster loans from the U.S. Small Business Administration (SBA).

You can apply for assistance or track your status online at www.disasterassistance.gov or by using the FEMA app. If you prefer, call 800-621-FEMA (3362). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. FEMA phone lines are open from 6 a.m. to 10 p.m. daily; multilingual operators are available.

Homeowners, renters and businesses affected by the floods, can apply for a low-interest SBA disaster loan after registering with FEMA by going online to SBA’s secure site at https://disasterloan.sba.gov/ela, calling 800-659-2955 (TTY 800-877-8339). For information on SBA disaster assistance, go to www.sba.gov.

SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA provides low-interest disaster loans to homeowners, renters, businesses and private nonprofits for their uncompensated physical disaster losses (homes, personal property and business assets).  For small businesses and most private nonprofits, SBA disaster loans are available to cover working capital needs caused by the disaster, whether or not the business suffered physical damage.

Louisiana Disaster Assistance Deadline Extended to November 14

RALEIGH, N.C. – Homeowners, renters and business owners in Bertie, Johnston, Wayne and Wilson counties may apply for federal disaster assistance for Hurricane Matthew damage and losses in North Carolina.

The 10 counties already eligible to apply for assistance under FEMA’s Individual and Households Program are Beaufort, Bladen, Columbus, Cumberland, Edgecombe, Hoke, Lenoir, Nash, Pitt and Robeson counties. Bertie, Johnston, Wayne, and Wilson counties were added Oct. 11.

Storm damage and losses from the hurricane and flooding must have occurred beginning Oct. 4 and continuing.

Survivors are encouraged to register with FEMA as soon as possible.  If you have phone and/or internet access, you may register in one of the following ways:

  • Online at DisasterAssistance.gov

  • Download the FEMA Mobile App

  • Phone 800-621-3362 (FEMA). Applicants who use 711 or Video Relay Service may also call
    800-621-3362. Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585.

  • The toll-free numbers are open from 7 a.m. to 11 p.m., seven days a week. Multilingual operators are available.

If you need immediate assistance, dial 2-1-1.

For those who do not have access to telephone or internet service, don’t be discouraged.  FEMA is coming to you.  Teams of FEMA survivor assistance specialists will be moving into affected communities soon to help people register for assistance.  Additionally, disaster recovery centers are being planned and will open in the near future in affected counties.

Survivors should also contact their insurance company to file an insurance claim. FEMA is unable to duplicate insurance payments. However, those without insurance or those who may be underinsured may still receive help after their insurance claims have been settled.
