KANSAS CITY, Mo. – Scotland County is now eligible for federal assistance from the severe storms, straight-line winds, tornadoes and flooding that occurred during the period of May 29, 2013, to June 10, 2013.

Scotland County joins the 27 previously declared Missouri counties eligible for FEMA Public Assistance, which may include assistance for emergency work and the repair or replacement of disaster-damaged facilities.

The counties now designated for FEMA Public Assistance include: Barton, Callaway, Cape Girardeau, Chariton, Clark, Howard, Iron, Knox, Lewis, Lincoln, Maries, Marion, Miller, Montgomery, Osage, Perry, Pike, Putnam, Ralls, Shelby, St. Charles, St. Louis, Ste. Genevieve, Scotland, Stoddard, Sullivan, Texas, and Webster Counties.        

All counties in the State of Missouri are eligible to apply for assistance under the Hazard Mitigation Grant Program. Hazard Mitigation assistance may enable counties to implement measures to prevent or reduce long-term risk to life and property for natural hazards, before a disaster strikes.

Scotland County Added to Missouri Disaster Declaration

DENTON, Texas – A grant totaling nearly $2.8 million from the Federal Emergency Management Agency (FEMA) will help the West Independent School District (West ISD) move forward after the April 17 fertilizer plant explosion, FEMA has announced.

After the April explosion, three of the four district campuses were no longer operational. West ISD relocated most students to temporary classrooms in nearby Waco, Texas to finish the school year.

With concerns over families returning to the community, school officials have been anxious to keep students in the City of West to attend the upcoming school year.

FEMA’s nearly $2.8 million federal grant to West ISD for Emergency Protective Measures includes funds to provide secure temporary classrooms and administrative buildings to replace those destroyed or damaged as a result of the explosion.

“Getting students back to normal schedules and attending school in their own community is an important part of the recovery,” said FEMA’s Federal Coordinating Officer Kevin L. Hannes. “These funds will help the district recover costs for adding the temporary facilities.”

The FEMA grant will pay the federal share of the eligible costs for the work. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the applicant covers the remaining 25 percent. The award is authorized under the current Emergency Declaration which provides reimbursements to the City of West and McLennan County for emergency protective measures and debris removal.

FEMA Obligates Nearly $2.8 Million to West, Texas Independent School District for Temporary Classrooms and Administrative Buildings

DENTON, Texas – The Federal Emergency Management Agency (FEMA) today named David Passey as Deputy Regional Administrator for FEMA Region 6.

“David has 22 years of experience in dealing with emergency managers at the local, state, tribal, federal and international level,” said Region 6 Administrator Tony Robinson. “With his leadership and communications skills, he will be a great asset for this Region.”

Passey, a Magna Cum Laude graduate from Brigham Young University, began his FEMA career as an Emergency Management Intern at FEMA Headquarters in 1991. Since moving to Region 6 in 1992, he has served in several positions including Hazard Mitigation Specialist, Flood Mitigation Specialist and Regional External Affairs Officer. In the fall of 2007, he left Region 6 to serve as Senior DHS Representative to NATO. He returned to Region 6 in 2011, most recently serving as Hazard Mitigation Assistance Branch Chief.

As Deputy Regional Administrator, Passey will work closely with state, tribal, federal partners, and local emergency managers to support our communities as they prepare for, respond to, recover from and to mitigate against disasters. “I’m looking forward to the challenges of the job, and the chance to strengthen the ties Region 6 has with our partners,” said Passey.

Passey fills the position which was vacated when Tony Robinson was named Administrator of FEMA Region 6 on January 10, 2013.

President Declares Disaster for Missouri

DENTON, Texas – More than a combined total of $11.2 million was recently awarded to the state of Louisiana by the Federal Emergency Management Agency (FEMA) for reimbursement of emergency protective measures undertaken during Hurricane Isaac, as well as to cover storm-related repairs to a pump station in Plaquemines Parish. 

The projects include:

• More than $4.6 million for the State of Louisiana – Department of Health and Hospitals for emergency protective measures consisting of labor, equipment, materials and  contract costs;
• More than $2.1 million to Plaquemines Parish for permanent repairs to the Scarsdale Pump Station;
• Nearly $3.4 million to Dixie Electric Membership Corporation for emergency protective measures consisting of contract costs to restore power, labor, equipment, materials and rented equipment;
• And more than $1 million to South Louisiana Electric for the emergency protective measures consisting of the use of contract personnel and equipment for the restoration of electrical service.
 
FEMA’s contributions, made possible by Public Assistance grants, represent a 75 percent federal cost share. FEMA awards funding for projects directly to the state of Louisiana; the state then forwards the grant to the eligible applicant.

FEMA Awards More Than $11.2 Million to Louisiana for Hurricane Isaac-related Projects

AUSTIN, Texas – In the nearly eight weeks since the April 17 fertilizer plant explosion, the state of Texas and the Federal Emergency Management Agency (FEMA) have had personnel in West working side by side with local officials and the community to help them recover.

On April 19, 2013, an Emergency Declaration was granted for the explosion in West, Texas providing immediate financial assistance to assist the state in the response. FEMA personnel arrived April 20 to begin preliminary damage assessments of homes and businesses affected by the explosion.

“We have physically been in the City of West since April 20 working alongside survivors, the city of West and McLennan County to maximize our efforts under the current Emergency Declaration,” said Federal Coordinating Officer Kevin L. Hannes of FEMA. “There is a lot of work that remains to be done. FEMA in partnership with the state of Texas will have a presence in West as long as needed.”

On May 1, the Emergency Declaration was amended to include the Individual and Households Program. The state and FEMA opened a Disaster Recovery Center (DRC) in West on May 4 to begin helping survivors with applying for federal disaster assistance. The center transitioned to a U.S. Small Business Administration (SBA) Disaster Loan Outreach Center June 3. Since the opening on May 4, the center has received more than 1200 new and repeat visitors.

Even though the SBA Disaster Loan Outreach Center closed June 13, FEMA personnel including Individual Assistance and Public Assistance specialists will remain at that location to continue to work with survivors. FEMA specialists will be available at the POINTWEST bank to help register survivors, accept and process additional insurance documentation and provide residents with the status of their applications until the registration period ends June 18.

“We are committed to registering every eligible survivor,” Hannes said. “We have registered 789 survivors so far and we are proactively contacting each applicant once again as part of a 100 percent review and outreach initiative. To date, more than $7.6 million in federal disaster assistance has been approved for survivors.”

FEMA continues to have personnel in West and in Austin actively working with state and local officials to prepare Public Assistance project worksheets for reimbursement of costs related to emergency protective measures and debris removal authorized under the current Federal Emergency Declaration. “We are working diligently to reimburse the City of West, McLennan County and the State of Texas for expenses incurred while performing life-saving and emergency protective measures immediately following the explosion,” Hannes continued.

More than $1.1 million in Public Assistance funds have been obligated to the state to reimburse agencies that responded to the explosion. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs while the state and/or applicant cover the remaining 25 percent.

SBA’s Disaster Assistance will continue to be available beyond FEMA’s June 18 deadline. The filing deadline to return SBA applications for property damage is July 1, 2013.  The deadline to return economic injury applications is February 3, 2014.

FEMA Registration Deadline Approaching for West, Texas Survivors

Survivors are Encouraged to Register with FEMA

WASHINGTON — The Administration, through the Federal Emergency Management Agency (FEMA) remains in close contact with emergency officials and continues to coordinate federal support to state, tribal and local officials in Oklahoma through FEMA’s National Response Coordination Center in Washington, D.C. and Regional Response Coordination Center in Denton, Texas. FEMA and its federal partners continue to provide resources to support the ongoing efforts.

Today, Secretary of Homeland Security Janet Napolitano and FEMA Deputy Administrator Rich Serino traveled to Moore, Oklahoma to meet with Governor Mary Fallin, U.S. Rep. Tom Cole, Mayor Glenn Lewis, Red Cross President Gail McGovern and other state and local officials to tour disaster affected areas and ensure that first responders are receiving the assistance they need in on-going response and recovery efforts to the severe weather that impacted the region. 

At the direction of President Obama, FEMA Administrator Craig Fugate traveled to Oklahoma on Tuesday and remained there today to ensure all federal resources are supporting our state, local and tribal partners in life-saving and safety operations including search and rescue.

In coordination with the state, FEMA has more than 400 personnel on the ground in Oklahoma in support of response and recovery efforts, including a liaison officer, three national Urban Search and Rescue teams, a national Incident Management Assistance Team (IMAT) and a regional IMAT to coordinate with state and local officials in support of recovery operations. Mobile Emergency Response Support (MERS) assets also are in Oklahoma to provide self-sustaining telecommunications, logistics and operations support elements. Additional teams are en route.

Individuals and business owners who sustained losses in Cleveland, Lincoln, McClain, Oklahoma, and Pottawatomie counties are encouraged to apply for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants who use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

Federal activities underway today to support Oklahoma response efforts include the following: 

  • As of 3:00 p.m. today more than 1,500 disaster survivors have registered for FEMA assistance. FEMA continues to encourage disaster survivors to register for FEMA assistance.
  • FEMA implemented a pilot program for debris removal that offers communities financial incentives for the timely removal of debris and a time limited financial incentive for having a pre-incident debris management plan.
  • Three national FEMA Urban Search and Rescue Teams (Texas Task Force 1, Nebraska Task Force 1 and Tennessee Task Force 1) remain on the ground and performed search and rescue operations in Oklahoma. 
  • FEMA Mobile Emergency Response Support (MERS) assets are positioned in Oklahoma to provide self-sustaining telecommunications, logistics, and operations support elements. 
  • U.S. Army Corps of Engineers (USACE) subject matter experts were on site at the National Coordination Center in Washington, D.C. and at the Regional Response Coordination Center in Denton, Texas. 
  • More than 160 Oklahoma National Guard Soldiers and Airmen, under the governor’s direction, conducted search operations, provided security and check point operations, and provided logistics support for the Moore tornado recovery efforts in non-federal status.
  • The U.S. Small Business Administration deployed customer service staff to the affected areas and announced low-interest federal disaster loans are now available to Oklahoma residents and business owners in the counties of Cleveland, Lincoln, McClain, Oklahoma, and Pottawatomie.
  • Three Disaster Recovery Centers (DRCs) are open in the affected areas to help disaster survivors register for assistance and access information to help them with their recovery. 
  • There are members of the Disaster Survivor Assistance Team (DSAT) supporting the Moore and Shawnee DRCs. Three teams were canvassing neighborhoods in Moore, north and south, to support registration intake and supporting disaster survivors.  The teams were supporting survivors who lived close to the former Briarwood elementary school that was destroyed.
  • The Corporation for National and Community Service (CNCS) deployed 18 additional AmeriCorps members to help in the response activities.
  • Red Cross disaster teams in Oklahoma have five open shelters.  Nearly 30 emergency response vehicles were on the ground or en route to distribute food and water and five emergency aid stations were open where people can find a safe refuge, food and snacks, emotional support, health care services and information about what other help is available.
  • The Southern Baptist Convention, working with the American Red Cross, are providing two kitchens and are beginning to prepare meals today. The kitchens are able to make tens of thousands of meals a day if needed
  • The U.S. Department of Agriculture announced steps it is taking to support Oklahoma recovery.  USDA is inventorying unoccupied multi-family housing rental units and the USDA Rural Development notified lenders who guarantee USDA housing loans that they may offer a moratorium on mortgage payments to borrowers in the disaster area.
  • FEMA’s National Response Coordination Center in Washington, D.C., a multi-agency coordination center that provides overall coordination of the federal response to natural disasters and emergencies, and FEMA’s Region VI Response Coordination Centers (RRCC) located in Denton, Texas remains activated to coordinate any requests for federal assistance, if requested.
  • Additional resources beyond these immediate assets will also be available to support response and recovery efforts, including for affected individuals and small businesses.

The American Red Cross Safe and Well secure website provides a way for people to find information on survivors affected by the storms. 

The HHS Substance Abuse and Mental Health Services Administration (SAMSA) Disaster Distress helpline remains activated. This toll-free, multilingual, crisis support service is available 24/7 via telephone (1-800-985-5990) and SMS (text ‘TalkWithUs’ to 66746) to survivors who are experiencing emotional distress.

GENERAL

Q: If I am a renter, do I qualify for FEMA assistance?
A: Homeowners and renters who sustained property damage as a result of the recent fertilizer plant explosion in West, Texas are urged to register with the Federal Emergency Management Agency (FEMA), as they may be eligible for disaster assistance.

Q: How do I obtain Rental Assistance from FEMA? What documentation is needed?
A: Rental assistance is based on FEMA verifying that your home is unsafe as a result of the plant explosion.  If you have insurance with Additional Living Expenses (ALE) or loss of use; you must exhaust your insurance benefits prior to receiving assistance from FEMA.  You will need to submit your insurance settlement or ineligibility letter to FEMA along with a statement requesting rental assistance.

Q: I have been staying with friends. Can I move into a hotel paid for by FEMA?
A: You must first apply for federal assistance through FEMA. To be eligible for FEMA’s Transitional Sheltering Assistance, you must meet the following criteria:
• Your residence must be in the zip code (76691) that has been designated for the program;
• Your primary residence must be unlivable or inaccessible due to damage or lack of power or water;
• FEMA must be able to verify your identity;
• FEMA must be able to verify your occupancy; and
• You must be displaced from your primary residence. At the time of registration, your current location cannot be the “damaged dwelling”.
*Eligible applicants are notified by phone of your eligibility. 

INSURANCE

Q: Are insurance deductibles covered under FEMA’s programs?
A: FEMA does not cover insurance deductibles. If your insurance settlement does not meet your disaster related need you may be eligible for assistance from FEMA.

Q: My insurance company told me it would be weeks before they come to see my damages. Can FEMA help?
A: If a decision on your insurance settlement has been delayed longer than 30 days from the time you filed the claim you may be eligible for an insurance advancement from FEMA. These funds are considered a loan and must be repaid to FEMA once you receive your settlement from your insurance company. Contact FEMA if your insurance settlement is delayed. FEMA will send you a Request for Advancement and Signature letter. You must complete and return this letter before FEMA can evaluate your request for assistance.

INELIGIBILITY

Q: Why was I denied for FEMA assistance?
A: One of the most common reasons for denial letters are because you have insurance to cover the loss.  If you have received your insurance settlement and it does not cover all of your necessary expenses and serious needs, please contact FEMA at 1-800-621-FEMA (3362).

APPEALING DECISIONS
 
Q: If I do not agree with the results of the inspection or with the amount of money I received from FEMA, what should I do?
A: You may appeal any decision. Appeals may relate to your eligibility, the amount or type of help provided to you, late applications, requests to return money, or questions regarding continuing help. To be considered by FEMA’s Individuals and Households Program, your appeal letter must be postmarked within 60 days of the decision letter’s date.
 
You may follow these steps to appeal the decision:
1. Explain in writing why you think the decision about the amount or type of assistance you received is not correct. You, or someone who represents you or your household, should sign the letter. If the person writing the letter is not a member of your household, there must be a signed statement saying that that person may act for you.
2. Include your FEMA registration number and disaster number (shown at the top of your decision letter) in your letter of appeal.
3. Mail your appeal letter to:

DEBRIS REMOVAL

Q: Is there any help for debris removal on my private property?
A: Many homeowners’ insurance policies cover debris removal. FEMA does not typically pay for cleaning up debris on private property or in gated communities. But if the debris is keeping you or emergency workers from safely getting to your home, FEMA may be able to provide help on a case by case basis. Also, some communities will, at no cost to you, haul off debris that can be brought to the edge of the public right-of-way. Some private voluntary organizations are helping property owners get the debris to the curb. Please consult your newspaper or check with your local officials for more information.

SBA is the federal government’s primary source of funding for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private non-profit organizations fund repairs or rebuilding efforts, and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover uninsured and uncompensated losses and do not duplicate benefits of other agencies or organizations.
