Scope of Work

ATLANTA – The Federal Emergency Management Agency approved nine additional counties for the State of Tennessee’s recent disaster declaration from the severe winter storm of Feb. 15-22.

Claiborne, Cocke, Davidson, DeKalb, Greene, Hawkins, Pickett, Rhea and Wayne counties join the list of 36 other counties already receiving federal assistance as a result of the presidential disaster declaration signed April 2, 2015.

The counties were added to the declaration following new damage assessments requested by the state, and conducted by local officials, representatives of Tennessee Emergency Management Agency and FEMA.

Previously declared counties include: Anderson, Bedford, Bledsoe, Blount, Campbell, Clay, Coffee, Cumberland, Fentress, Giles, Grainger, Grundy, Hamblen, Hancock, Hardeman, Hardin, Jefferson, Knox, Lawrence, Loudon, Marshall, McMinn, McNairy, Meigs, Monroe, Moore, Morgan, Obion, Overton, Putnam, Roane, Scott, Sevier, Van Buren, Warren and White.

Eligible government entities and certain private non-profits in the declared counties can apply for reimbursement of specific expenses related to disaster response and recovery under FEMA’s Public Assistance Program.

The Public Assistance Program provides a 75 percent funding reimbursement for costs related to debris removal, emergency protective measures and rebuilding and repairing roads, bridges, water control facilities, buildings, utilities and recreational facilities.

Nine Counties Added to Federal Disaster Declaration

WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in coordination with state and tribal emergency managers and state broadcasting associations, will conduct a test of the Emergency Alert System (EAS) on Wednesday, March 18, 2015 in Kentucky, Michigan, Ohio, and Tennessee. The test will begin at 2:30 p.m. Eastern Daylight Time (EDT) and will last approximately one minute. 

“The goal of the test is to assess the operational readiness and effectiveness of the EAS to deliver a national emergency test message to radio, television and cable providers who broadcast lifesaving alerts and emergency information to the public,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Programs. “The only way to demonstrate the resilience of the system’s infrastructure is through comprehensive testing to ensure that members of tribes, and the residents of Kentucky, Michigan, Ohio, and Tennessee, receive alerts when an emergency occurs.”

The test will be seen and heard over radio and television in Kentucky, Michigan, Ohio, and Tennessee, similar to regular monthly testing of the EAS conducted by state officials and broadcasters. The test message will be nearly identical to the regular monthly tests of the EAS normally heard by public. Only the word “national” will be added to the test message: “This is a national test of the Emergency Alert System. This is only a test…” 

The test is designed to have limited impact on the public, with only minor disruptions of radio and television programs that normally occur when broadcasters regularly test EAS in their area. Broadcasters and cable operators’ participation in the test is completely voluntary. There is no Federal Communications Commission regulatory liability for stations that choose not to participate.

In 2007, FEMA began modernizing the nation’s public alert and warning system by integrating new technologies into existing alert systems. The new system is known to broadcasters and local alerting officials as the Integrated Public Alert and Warning System or IPAWS. IPAWS connects public safety officials, such as emergency managers, police and fire departments, to multiple communications channels to send alerts to warn when a disaster happens. FEMA, State Broadcasters and Emergency Managers to Conduct a Test in Four States of the Emergency Alert System

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Tennessee to supplement state and local recovery efforts in the area affected by a severe winter storm during the period of March 2-4, 2014.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe winter storm in Carroll, Cheatham, Dickson, Haywood, Houston, Madison, Shelby, and Tipton counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Terry L. Quarles has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Quarles said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for Tennessee

NEW YORK – More than 500 residents from New York City’s five boroughs and Long Island have been hired by FEMA in the aftermath of Hurricane Sandy.

Within the first weeks of the storm, FEMA deployed nearly 3,800 reservists from all over the country. These reservists came from every walk of life and professional background. For example, in External Affairs, a former TV broadcaster from Tennessee may work alongside a retired Navy public affairs officer from Missouri.

As some of the reservists begin to return home, FEMA’s practice on large-scale disasters is to hire some of its workforce from the local community. These are full-time, temporary positions.

Sometimes there is a misconception that FEMA only hires local people who have been affected by the disaster, but that is not the case. The agency hires people based on experience and qualifications.

Those hired work in a range of departments and positions.

While local hires often have a sense of mission working for the agency, FEMA benefits from their cultural and geographic knowledge. In the Brighton Beach area of Brooklyn, where many in the Russian-Jewish population have a limited proficiency in English, FEMA has benefited from hiring several employees from the community.

Another advantage to FEMA is that many local hires go on to have a successful career in emergency management. Some even go all the way to the top. Justo Hernandez started as a housing inspector for the agency in 1989 during Hurricane Hugo and went on to become a Federal Coordinating Officer, which is the top federal executive position in a disaster operation.

FEMA hires 500 New York residents for recovery operation

ATLANTA – In two days, more than 2.5 million people are expected to participate in the Great Central U.S. ShakeOut earthquake drill.

The ShakeOut will be held Thursday, February 7 at 10:15 a.m. local time.  It is a multi-state earthquake drill for millions of people to simultaneously practice the recommended response to earthquake shaking:

 

  • DROP to the ground
  • Take COVER by getting under a sturdy desk or table, and
  • HOLD-ON to it until the shaking stops

Although people living in this part of the country haven’t experienced many earthquakes, scientists estimate that there is a 25-40 percent probability of a damaging earthquake occurring in the central U.S. within a 50-year timeframe. 

“The only way to be prepared for an earthquake is to practice,” says Alabama Emergency Management Agency Director Art Faulkner. “This ShakeOut drill is the perfect opportunity for families, schools and churches to review and practice their plan of action if an earthquake occurs.”

Thursday’s drill marks the anniversary of the last of the powerful New Madrid earthquakes, a series of at least three magnitude 7-8.0 quakes that struck in the winter of 1811-12 and affected many parts of this region.  If it happened today, an earthquake would cause injury and loss of life, and widespread damage and disruption to the nation’s economy and built environment.

Anyone can sign up to participate in Thursday’s drill at shakeout.org/centralus. The website offers many resources for participants to use including:

The Great Central U.S. ShakeOut helps Kentucky Prepare for Earthquakes

WASHINGTON –Members of the Federal Emergency Management Agency (FEMA) Youth Preparedness Council today held their inaugural meeting in Washington, DC to discuss steps to strengthen the nation’s resiliency against all types of disasters.

“This has been an opportunity for members of the Youth Preparedness Council to share their ideas, experiences, solutions and questions on youth disaster preparedness with FEMA, other federal agencies and national organizations,” said FEMA Administrator Craig Fugate. “Engaging youth is critical to including the whole community in national preparedness. The Youth Preparedness Council is contributing to set a national agenda for how young people play a role in emergency management.”

The Council members participated in roundtable discussions and plenary sessions on the first day of their two-day visit to the nation’s capital.  The Council will also meet with Administrator Fugate and discuss steps to strengthen the nation’s overall resiliency. In addition to developing their annual work plan to address youth preparedness during national disasters, the Council is meeting with other federal and private sector partners committed to supporting their work.

“As chairperson of FEMA’s Youth Preparedness Council, I’m excited to have the opportunity to help lend youth’s voice and ideas to emergency management during disasters,” said Rebekka McCaleb of Sterling, Colorado.

Rebekka was joined by exceptional youth council members who together comprise the Youth Preparedness Council. Tuesday, council members will visit Capitol Hill and learn how disaster management legislation moves through the legislative process.

The Youth Preparedness Council is comprised of 13 youth leaders (13 – 17 years of age) from each of FEMA’s ten regions:

Nation’s Youth Gather in Washington for Community Preparedness Roundtable

 KANSAS CITY, Mo.—Yesterday, the Federal Emergency Management Agency (FEMA) announced the formation of its first Youth Preparedness Council—bringing together youngsters from across the country, including Nimansha Jain of Omaha. As a member of the council, she will support FEMA’s emphasis on and dedication to involving the whole community in preparedness related activities.  

FEMA’s Youth Preparedness Council is a unique opportunity for a select group of youth leaders to serve on a highly distinguished national council and to voice their opinions, experiences, ideas and solutions to help strengthen the nation’s resiliency for all types of disasters. Nominated by individuals who can attest to their preparedness activities, Council members demonstrate a willingness to represent the youth perspective on emergency preparedness and take information back to their communities to share it.

“Young people are truly amazing influencers in society. They influence their families and friends and it changes us all for the better,” said Region VII Administrator Beth Freeman. “The Youth Preparedness Council will engage them and harness their ideas and energy to support disaster preparedness, during and after a crisis and it will make the country more resilient.”

Children comprise approximately 25 percent of our nation’s population and are the future of our communities. They can play an important role in disaster preparedness and each have the unique ability to help their communities be safer, stronger and more resilient before, during and after a disaster or emergency event. As such, we all have a vested interest in engaging and empowering youth to become active participants in individual, family, and community preparedness. Research states that:

 

  • Youth who are trained in preparedness are more resilient in actual disasters.
  • Youth are highly effective messengers for reaching and influencing parents and other adults.
  • Youth who are engaged today will ensure a future generation of prepared adults.

Additionally, youth have proven to be positive influencers, leaders, and first responders to their families, peers, and neighbors when they take the preparedness message home.  The Youth Preparedness Council will provide a venue to engage an often overlooked population and take into account their perspectives, feedback, and opinions. 

The Youth Preparedness Council is comprised of 13 diverse leaders (13 – 17 years of age) from across FEMA’s ten regions and who are:

  • making a difference in their community; and
  • expanding their impact as a national advocate for youth preparedness.

Nimansha is a member of the Ralston Fire Explorer’s Unit, which provides training for fire and medical emergency preparedness and is certified in CPR. She has been elected to the University of Nebraska Medical Center Student Advisory Group, which works with high school students to promote public health and preparedness messages through monthly community sessions for almost 100 teens. Because some teens could not attend every session, Nimansha started using social media to share information from the sessions and promote various volunteer opportunities for youth.

FEMA Announces Development of Youth Preparedness Council

ATLANTA – The Federal Emergency Management Agency (FEMA) announced that a grant of nearly $2.7 million will be awarded to the Alabama Office of Water Resources in support of its floodplain mapping program.

FEMA will provide $2,696,310 in federal funds toward projects to improve existing flood insurance rate maps and flood risk data, which will strengthen local communities’ ability to understand and communicate their flood risk and make informed decisions about flood risk reduction.

The Alabama Office of Water Resources will develop and support production of flood maps and a flood insurance study report for the Wheeler Lake Watershed including portions of Lauderdale, Lawrence, Limestone, Morgan, Cullman, Madison and Jackson counties in Alabama as well as portions of Lawrence, Giles, Lincoln, and Franklin counties in Tennessee.  Funding will also be used to develop topographic information for the Cahaba River Watershed including portions of Jefferson County; and to update flood risk information along the coast including Baldwin and Mobile counties.

Flood maps and flood risk data are being updated for communities across the country with the ultimate goal of protecting property owners and the community from the risks associated with flooding. This is a collaborative process, during which FEMA works closely with states and local communities to incorporate the latest and most accurate information into flood risk products.

Flood risks can change over time due to factors such as construction and development, environmental changes, floodplain widening or shifting, and other natural or manmade changes—which is why it’s important that flood maps and flood risk data are updated periodically to reflect these changes. Additionally, the information developed for these projects will be more precise because the latest science available is applied in gathering flood risk data and creating flood maps.

Updated flood maps and flood risk data will ultimately assist local area governments in planning for future development and rebuilding efforts.
