CHICAGO, IL – A federal/state Disaster Recovery Center (DRC) will open at 9 a.m. Friday, May 17, in Marseilles for residents of LaSalle County to meet face-to-face with disaster recovery specialists, officials said today.

The DRC, operated jointly by the Illinois Emergency Management Agency and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), will operate from 9 a.m. to 7 p.m. seven days a week.  The location is:

Disaster recovery officials work closely with community leaders to find DRC locations that provide safe and easy access for all survivors.  More centers will open as sites are identified and approved.

DRC services include help with applying for disaster assistance and finding out about other disaster programs available from the U.S. Small Business Administration (SBA), state and local agencies, and voluntary organizations. Residents must apply with FEMA even if they already provided damage information to local officials, other agencies or organizations.

SBA low-interest disaster loans may be available for homeowners, renters, businesses and private non-profit organizations of all sizes to repair or replace real estate, contents and/or personal property damaged in the severe storms and flooding. SBA customer service representatives will be present to answer questions and accept completed loan applications. Information and assistance from SBA is also available at 800-659-2955, (TTY) 800-877-8339 or online at sba.gov/services/disasterassistance.

Disaster Recovery Center Opens in LaSalle County

BARRE, Vt. – After Tropical Storm Irene swept through Vermont, many residents were left homeless in areas of the state that were already experiencing shortages of affordable housing.

Local, state and federal officials worked together on a number of fronts, including a pilot program that helped renovate unoccupied and uninhabitable multi-family rental housing units in Barre through a private-public partnership.

Now with the last disaster survivors moving out or becoming rent-paying tenants, the project is being hailed as a success story for all of the parties involved.

“This project not only provided cost-effective housing for seven families displaced by Irene, but it helped refurbish rental housing stock in an area that really needed it,” said Dave Rapaport, Vermont’s Irene Recovery Officer.

The Multi-Family Repair Program takes Federal Emergency Management Agency funds to renovate unoccupied multi-family rental housing units that need to be brought to a habitable standard in areas where existing rental units cannot meet the needs of disaster survivors.

The owners of the property agree to make the repaired rental units solely available to FEMA-identified disaster survivors for up to 18 months from the date of the disaster.

In Barre, that meant using roughly $87,000 in federal funds to fix up a South Main Street apartment building to provide five rental units to families, several of whom owned their own homes but needed alternate living quarters while they made repairs to their damaged dwellings.

“It could have cost as much as $50,000 apiece to purchase mobile homes for use by these families,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations. “Then we would have had to sell off the mobile homes or otherwise dispose of them. This was much more cost-effective.”

A total of 106 mobile homes and 157 stick-built homes were destroyed or substantially damaged by Irene in Washington County, an area that was already facing a tight housing market before the storm struck.

“This was not only a case of helping our neighbors, but also helping our city,” said Barre Mayor Thom Lauzon. “The investment in this building not only helps our tax base and improves the area, it provides additional rental capacity for Barre residents now that the disaster survivors have moved into their own homes again. This truly was win-win-win for the displaced victims, the private sector and the City.”

In fact, one of the residents who had been displaced by Irene and had been having their rent paid by FEMA is remaining in the building and has already signed a private lease with the owners.

“The Multi-Family Repair Program was a great fit here,” said FEMA’s Albert Ferri, who oversaw its implementation in Vermont. “FEMA is committed to trying new programs designed to assist survivors, and it’s gratifying to see positive results like these.”

FEMA’s Post-Irene Housing Pilot Program Deemed Success

DENTON, Texas –Homeowners, renters and business owners in Matagorda County, Texas are encouraged to look over newly released preliminary flood maps in order to determine their flood risks and make informed decisions.

Matagorda County officials and the Federal Emergency Management Agency (FEMA) are presenting the preliminary maps to communities and unincorporated areas in order to help leaders and residents identify known flood risks and use that information to make decisions about buying flood insurance and how the community should move forward with any development.

The Texas-based coastal flood mapping effort follows the release of a new, comprehensive storm surge study that gives updated information on coastal flood risks. To share that data, a public workshop is scheduled in the county where interested citizens can obtain more information about the proposed changes.

Four New Disaster Recovery Centers Open in New York

NEW YORK – The Federal Emergency Management Agency has 30 Disaster Recovery Centers in New York to assist survivors of Hurricane Sandy.

In addition, more than 1,200 FEMA community relations personnel are blanketing damaged neighborhoods, going door-to-door delivering information vital to recovery and encouraging residents with damaged property to register for assistance. They can help refer survivors to the proper resources for any unmet disaster needs, but they do not assess or document damage. FEMA inspectors will contact survivors directly after they have registered.

Individuals do not have to visit a Disaster Recovery Center to register with FEMA. Here are some alternatives: They may apply for FEMA assistance 24 hours a day, seven days a week, by calling the toll-free registration number at 1-800-621-FEMA (3362).  If you have a speech disability or hearing loss and use a TTY, call 1-800-462-7585 directly; if you use 711 or Video Relay Service (VRS), call 1-800-621-3362.  Individuals may also register online at: www.DisasterAssistance.gov or by smart phone at m.fema.gov.

Disaster Recovery Centers Open in New York

TRENTON, N.J. — As many Garden State residents work to recover from Hurricane Sandy, state and federal officials are warning of a danger lurking around the corner:  phony building contractors and other scam artists could soon appear in your community attempting to take advantage of your vulnerability as a disaster survivor.

There are a few simple steps that you can take to make sure you’re dealing with an honest person. 

Your first and best defense is to know the most common post-disaster fraud practices.

Here are some of the fraudster’s favorites:

Phony housing inspectors: If your home’s damage is visible from the street, you may be especially vulnerable to the phony housing inspector who claims to represent FEMA or the U.S. Small Business Administration (SBA). You should:

  • Ask to see the inspector’s identification badge if he or she does not offer to show it. A FEMA or SBA shirt or jacket is not proof of someone’s affiliation with the government. All federal employees and contractors carry official, laminated photo identification.

  • Avoid giving bank account numbers to an inspector claiming to be affiliated with the federal government. FEMA inspectors never require banking information.

  • Understand that FEMA housing inspectors verify damage, but do not hire or endorse specific contractors to fix homes or recommend repairs. They also do not determine cost estimates.

Fraudulent building contractors:  Damage visible from the street can also bring out sham contractors who visit your home offering to begin work immediately. They take your money and disappear, leaving behind unfinished work and unsafe homes. 

  • Before hiring a contractor, check with the New Jersey Division of Consumer Affairs at 800-242-5846 to make sure the contractor is registered.

  • Ask for a copy of the contractor’s liability insurance and verify that the policy is valid.

  • All contracts should be in writing, and reviewed before being signed.

Fake offers of state or federal aid: If someone claiming to be from FEMA or the state visits, calls

or emails you asking for your Social Security number, bank account number or other sensitive information, beware. That information could be sold to identity thieves or used to defraud you.

A twist on this scam is the phone or in-person solicitor who promises to speed up the

insurance, disaster assistance or building-permit process. Then there are scam artists who promise

you a disaster grant and ask for large cash deposits or advance payments in full.

Here’s what to do:

  • Provide your Social Security number and banking information only when registering for FEMA assistance, either by calling 1-800-621-FEMA (3362), TTY 1-800-462-7585, or going online at www.disasterassistance.gov or via a web-enabled phone at m.fema.gov.   If you use 711-Relay or Video Relay Services, call 1-800-621-3362.

  • Know that federal and state workers do not solicit or accept money.  FEMA and SBA staff never charge applicants for disaster assistance, inspections or help in filling out applications.  If in doubt, do not give out information, and report people claiming to be government workers to local police.

Price Gouging:  Excessive price increases are illegal.  Check with the New Jersey Division of Consumer Affairs at www.NJConsumerAffairs.gov or call 800-242-5846 if you suspect prices are too high.

Charity Scams:  Before donating, be sure to investigate to make sure the organization asking for donations is registered to solicit in New Jersey.  Ask how the money will be used.
