LINCROFT, N.J. — One month after Superstorm Sandy, Dan Shields and his business partner, Robert Higgins, were thanking their lucky stars.

Their waterfront restaurant, Windansea in Highlands, had withstood the raging flood tides and winds of Sandy with only relatively minor damage.

Flood waters had inundated dozens of homes and businesses in the low-lying sections of the borough. Debris littered the streets; a mobile home park on the north side of the borough was in shambles.

As flood waters receded in the business district, store owners had to reckon with the physical destruction of their businesses and the loss of their livelihoods.

Many of Shields’ and Higgins’ fellow restaurateurs were essentially out of business for the long term, faced with major damage from the storm.

What saved Windansea?

The borough’s new building code that required properties in flood zones to comply with tough new Federal Emergency Management standards. “We had to stick to ‘V’ zone construction,” said Shields, referring to the strictest standards for properties located in high-risk flood zones. “I felt like we were the poster child for FEMA.”

When the business partners bought the restaurant in 2000 for $690,000, they planned to invest approximately $300,000 in renovating the old restaurant, formerly known as Branin’s Wharf. But as work on the building progressed, hidden problems came to the surface. “It was just a terrible, terrible building.” Ultimately, more than 50 percent of the existing building had to be demolished. One day, as they worked on the restaurant, officials from FEMA and the borough drove up and told them to stop work. “You’ve got to do it our way,” they told the partners.

The structure would have to be rebuilt in compliance with FEMA standards for “V” zone construction, the strictest standard that applies to properties at high risk of flooding.

The shoestring budget they had assembled to pay for what they thought would be a fairly simple remodeling job wouldn’t cover the extensive construction that the town demanded. “It was a completely different animal from buying a little restaurant and (fixing it up),” Shields said.

Making the bayfront building flood-resistant required driving 80 pilings that measured 12 inches in diameter into the ground to a depth of 30 to 40 feet, reinforcing the roof and walls with steel rods and connecting the elements of the entire structure with steel plates and structural steel to hold the floor to the walls.

The project took a year longer than the partners anticipated and cost over $1 million more than they had originally budgeted.

“I felt like I was victimized,” Shields told the Asbury Park Press a few weeks after the storm, “like FEMA was trying to prove a point, trying to flex their muscles and trying to take it out on a little guy like me.”

He doesn’t feel that way anymore.

Though the building sustained some damage to its first floor lobbies and outdoor Tiki bar, Windansea was able to re-open less than three weeks after the storm. “There was not a crack in the sheetrock, not a thing out of place.”

One Year Later: Mitigation Efforts Paid Off For Highlands Restaurateurs

Heavy Rains and Flooding Possible in Some Areas

WASHINGTON – The Federal Emergency Management Agency (FEMA), through its national response coordination center in Washington, D.C. and its regional offices in Atlanta, Ga., and Denton, Texas remains in close coordination with states potentially affected by Tropical Storm Karen.  According to the National Weather Service, tropical storm conditions are expected along areas of the Gulf Coast as early as this afternoon and into Sunday.

“Residents along the Gulf Coast are encouraged to continue to monitor local conditions and follow the direction of local officials,” said FEMA Administrator Craig Fugate.  “As the storm continues to move toward land, residents may begin to experience strong winds and flooding. Remember that conditions can change with little or no notice.”

Based on applicable legal requirements and consistent with its contingency plan, FEMA has recalled currently furloughed employees necessary to serve functions of the agency that protect life and property as they prepare for potential landfall of Tropical Storm Karen.

FEMA has recalled staff necessary to deploy four incident management assistance teams (IMAT), including a national incident management assistance team (IMAT), to potentially affected states. Each IMAT is supported by its defense coordinating element staffed by the Department of Defense.  Liaison officers are currently positioned in emergency operations centers in Alabama, Florida, Louisiana, and Mississippi to assist with the coordination of planning and response operations. Additional teams are on standby and available for deployment as needed and requested.

FEMA Administrator Craig Fugate spoke with Alabama Governor Robert Bentley, Florida Governor Rick Scott, Louisiana Governor Bobby Jindal, and Mississippi Governor Phil Bryant this week about ongoing efforts to prepare for Tropical Storm Karen. Fugate reiterated that Gulf Coast states have the full support of FEMA and the rest of the federal family in advance of the storm making landfall. Fugate’s calls were preceded by outreach from FEMA’s Regional Administrators to emergency management officials in potentially impacted states.

According to the National Weather Service, a tropical storm warning remains in effect from Morgan City, La. to the mouth of the Pearl River. A tropical storm warning means that tropical storm conditions are expected within 36 hours.  Also, a tropical storm watch remains in effect for metropolitan New Orleans, Lake Maurepas, Lake Pontchartrain and from east of the mouth of the Pearl River to Indian Pass, Fla. A tropical storm watch means that tropical storm conditions are possible, generally within 48 hours.

Severe Weather Safety and Preparedness Tips for Potentially-affected Gulf Coast areas:

  • Have important supplies ready to sustain you and your family, if needed. This includes water, a battery-powered radio, flashlight, extra batteries, cell phone charger, medicines, non-perishable food, and first aid supplies.
  • History shows that storm tracks can change quickly and unexpectedly, so FEMA encourages coastal residents to monitor weather conditions and take steps now to get prepared for potential severe tropical weather.  
  • Tropical storms can bring high winds and heavy rains, so listen to local officials and follow their instructions.

FEMA, through its regional offices in Chicago, Ill and Kansas City, Mo., also is monitoring the storms affecting and potentially affecting areas of the Central U.S., including portions of Iowa and Nebraska, and has been in touch with state and local officials. FEMA deployed a liaison to the emergency operations center in Nebraska and activated an incident management assistance team (IMAT), positioning the team for immediate deployment should assistance be requested by the states affected.  FEMA continues to stand ready to support the states, as requested.

FEMA Urges Residents to Continue Monitoring Conditions as Tropical Storm Approaches Gulf Coast

WILLISTON, Vt. – The program that funneled federal funds through a statewide network of community action groups to help struggling Vermonters recover from Tropical Storm Irene will be extended past the two-year anniversary of the storm.

Officials with the state and Federal Emergency Management Agency announced today that the deadline for using the last of a $2.8 million Disaster Case Management Program grant will be moved from August 31 to November 30.

“The Disaster Case Management Program has proven itself successful in helping Vermonters who are still experiencing difficulties relating to Irene,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations. “It only makes sense to continue doing what’s working.”

“Case management is an important part of helping individuals and families achieve self-sufficiency,” Vermont State Coordinating Officer Ross Nagy said. “It’s an opportunity to focus on all aspects of recovery for these survivors, and continuing the case management process allows the program to maximize the use of available resources at no additional cost.”

Through the program, case managers will assist disaster survivors with developing a goal-oriented plan for their recovery, match survivors’ essential needs to available resources in the area, monitor their progress toward reaching recovery goals and, when necessary, offer survivor advocacy. Services are available to any survivor with disaster-caused unmet needs.

FEMA Extends Case Management Program For Irene Survivors

ATLANTA – The Federal Emergency Management Agency’s Region IV office in Atlanta became the first FEMA office to earn the National Weather Service’s StormReady designation.

Forecasters from the weather service presented the designation to FEMA Region IV Administrator Phil May Monday during the Regional Interagency Steering Committee meeting with the region’s eight state emergency management agencies and federal response partners.

“Disaster preparedness is important at every level, from the federal government all the way to each and every member of the public,” May said. “We’re proud to set a good example in our community and we hope that others follow us as we work to become a more resilient nation.”

StormReady is a nationwide program of the weather service that helps communities and organizations to protect their citizens during severe weather, and encourages a proactive approach to improving local hazardous weather operations.

“We are continuously working to get more communities and organizations into the StormReady program,” said NWS Peachtree City Meteorologist in Charge Keith Stellman. “Our goal is that all communities and government installations will take the steps necessary to become StormReady which will in turn mean our residents will be better prepared when severe weather threatens their area.”

The FEMA Region IV campus includes four buildings in the greater Atlanta area, as well as a facility in Thomasville, Ga. And Biloxi, Miss. Less than 30 government facilities nationwide have the StormReady designation.

To be recognized as StormReady, the following criteria must be met:

  • Establish a 24-hour warning point and emergency operations center.
  • Have multiple ways to receive severe weather warnings and forecasts and to alert the public.
  • Create a system that monitors weather conditions locally.
  • Promote the importance of public readiness through community seminars.
  • Develop a formal hazardous weather plan, which includes training severe weather spotters and holding emergency exercises.

WASHINGTON – The Federal Emergency Management Agency (FEMA), through its regional offices in Atlanta, Philadelphia, New York, and Boston, continues to closely monitor Tropical Storm Andrea and the potential for flooding in coastal and inland areas along the path of the storm.

As Tropical Storm Andrea continues to churn over the East Coast, FEMA urges citizens to closely monitor the storm and take steps to be as prepared as possible, in advance of severe weather, and most importantly follow the directions of state, local and tribal officials.  This storm is projected to bring significant rainfall and the risk for flash flooding in many areas. If you encounter flood waters, remember – turn around, don’t drown. 

FEMA remains in close contact with emergency managers in affected and potentially affected areas along the East Coast to ensure they have the resources they need for Andrea and for the 2013 hurricane season.  FEMA’s National Watch Center in Washington, D.C. remains at an enhanced watch. An incident management assistance team (IMAT) and liaison are en route to the Virginia emergency operations center to assist in coordination efforts, and at the request of the state of Florida the IMAT and liaison deployed earlier in the week to Florida to support coordination are standing down. 

“As the storm continues northeastward along the East Coast, we urge those in potentially affected areas to continue to monitor storm conditions and follow the instructions of state, tribal and local officials,” said FEMA Administrator Craig Fugate. “Stay away from flood waters; never drive through flooded roadways.”

Driving through a flooded area can be extremely hazardous and almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low lying areas, at bridges, and at highway dips. The depth of water is not always obvious. As little as six inches of water may cause you to lose control of your vehicle.  Road beds may be washed out under flood waters. Never cross any barriers that are put in place by local emergency officials.

According to the National Oceanic and Atmospheric Administration’s National Weather Service, as of 11 a.m., Tropical Storm Andrea is located 50 miles southwest of Fayetteville, North Carolina with maximum sustained winds of 45 mph. The center of Andrea made landfall on the coast of the Big Bend area last evening, and will continue to move along the East Coast through Saturday. As much as 6 inches of rain will be expected in some areas.

Tropical storm warnings remain in effect from north of the South Santee River, South Carolina to Cape Charles Light, Virginia, including Pamlico and Albemarle Sounds, North Carolina, and for the lower Chesapeake Bay south of New Point Comfort, Virginia.  A tropical storm warning means that tropical storm conditions are expected somewhere within the warning area within 36 hours.  Tornados are possible over eastern portions of North Carolina and Virginia today.

Although there have been no requests for federal Stafford Act assistance, FEMA continues to stand ready to assist states and tribes, as needed and requested.

As the first named storm of the 2013 Atlantic Hurricane Season, Tropical Storm Andrea should serve as another reminder that if you live in a flood-prone or coastal state, now is the time to be prepared, including determining if you live in an evacuation zone.

NEW YORK – Most of the debris is gone. Communities are making plans for the future and survivors of Hurricane Sandy are receiving financial assistance for storm-related losses.

In New York, the recovery process is well under way 100 days after the storm made landfall Oct. 29, 2012. The whole community is involved in the recovery effort, including federal, state, tribal and local agencies, the private sector and voluntary and faith-based organizations.

The Federal Emergency Management Agency has approved $888.5 million for individuals and households in New York to help eligible survivors with temporary rental costs and other uninsured losses resulting from the hurricane.

Many people have taken advantage of low-interest disaster loans from the U.S. Small Business Administration. SBA has approved disaster loans for 12,991 homeowners, renters and businesses totaling $892.2 million.

The National Flood Insurance Program has paid claims totaling $1.9 billion to 56,000 policy holders.

After a devastating storm, one of the priorities is to clean up the debris so neighborhoods can begin rebuilding. The U.S. Army Corps of Engineers and local and state agencies have removed 5.2 million of the estimated 5.6 million cubic yards of debris. The Corps also drained 270 million gallons of water from subways, tunnels and underpasses within two weeks of the storm.

To ensure that everyone receives information about assistance, FEMA is providing information in 25 languages.

The private sector is playing a key role in spreading information about the kinds of assistance available. The business community has displayed the message on video screens in Times Square, Madison Square Garden and Lincoln Center, among other places. The Metropolitan Transit Authority placed posters at bus stops and subway entrances and on the Staten Island Ferry. The NYC Taxi Commission put the message on video screens in taxi cabs.

FEMA’s Public Assistance program so far has approved $606 million for the repair or replacement of public facilities, debris removal and emergency costs resulting from the disaster, among other expenses. These grants included $106 million to NYPD for personnel costs during the emergency, $46 million to

the New York Department of Sanitation for labor and equipment expenditures and $24 million to the City of Long Beach for debris removal.

More than 500 national, state and local voluntary and faith-based organizations are helping people in need. They are providing donations, volunteer management, home repair, child care, counseling services and removal of muck and mold from homes.

Mitigation specialists are counseling property owners on ways to rebuild structures so they are more resilient to future storm damage. So far, 21,000 have been provided information.

Because of a shortage of available rental units after the storm, FEMA temporarily housed 5,917 individuals and families in hotels and motels through its Transitional Sheltering Assistance Program. This is a short-term option for eligible survivors while they work on longer-term housing arrangements.

In the weeks after the storm, federal agencies deployed more than 5,000 personnel to New York. Many of those specialists are still on the job and FEMA has hired more than 500 local residents to help with disaster recovery operations. Storm survivors are still receiving face-to-face help in the recovery process at disaster recovery centers. So far, New Yorkers have visited the centers 151,116 times.

The federal disaster recovery coordinator for New York is working with public and private partners at federal, state and local levels to identify unmet needs and traditional and innovative resources that can be used to support rebuilding. These efforts will result in a strategy that will be used to guide development for years to come.

After 100 days, New York Communities on Road to Recovery from Sandy

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s assistance and preparations to support states affected by Hurricane Sandy. Today, the President joined an operations briefing at the National Response Coordination Center at FEMA Headquarters in Washington D.C. During the briefing the President received an update on preparedness activities underway from Administrator Craig Fugate and FEMA Regional Administrators, and an update on the storm from National Hurricane Center Director Dr. Rick Knabb. The President continues to direct Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the East Coast as they prepare for severe weather. FEMA has already deployed teams and has pre-staged resources to potentially affected states and areas ahead of the storm and FEMA continues to urge residents in potentially affected areas to be prepared.

“As conditions worsen along the Mid-Atlantic and other parts of the East Coast, residents need to listen to the direction of local officials,” urged Fugate. “This is a large storm and the potential impacts from wind, coastal flooding, inland flooding, rain and snow will affect many states.  If you’re on the coast, it’s time to act and follow evacuation orders. If you’re inland, now is the time to make final preparations.  Be ready for power outages and stock up on emergency supplies of food, water, medications, and other supplies.”

Today, the President declared an emergency for the State of Maryland.  The President’s action authorizes FEMA to coordinate all disaster relief efforts to provide assistance for required emergency measures to save lives and to protect property and public health and safety in the City of Baltimore and all counties in the State of Maryland.

FEMA and its federal partners remain in close coordination with states and tribal governments and continue to coordinate resources to provide support as needed. FEMA Incident Management Assistance Teams and liaison officers have deployed to potentially affected states along the East Coast to support preparedness activities and ensure there are no unmet needs.  Mobile Emergency Response Support (MERS) personnel and teams are in place or are en route to Delaware, the District of Columbia, New York, New Jersey, North Carolina and Pennsylvania to support the states with secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, and with any potential requests for assistance.

According to the NOAA National Weather Service 2 p.m. advisory, hurricane force winds are expected along portions of the coast between Chincoteague, Va. And Chatham, Mass.  Tropical Storm force winds are expected north of Chatham to Merrimack River, Mass., the lower Chesapeake Bay and south of Chincoteague to Duck, North Carolina.  Hurricane Sandy is expected to produce significant precipitation over widespread areas causing inland flooding, coastal storm surge, snow, and possible power outages. 

Individuals in the region should continue to monitor NOAA Weather Radio and their local news for updates and directions provided by their local officials.  State and local officials make determinations and announcements about evacuations. We urge the public to listen to the instructions of officials, and if told to evacuate – evacuate.

To support potential pre- and post storm evacuations, in coordination with U.S. Department of Health and Human Services (HHS) through Emergency Support Function 8, FEMA has the capability to activate ambulance contracts to support state requirements to evacuate patients if needed and requested.

In anticipation of the potential impact from the storm, the American Red Cross mobilized hundreds of disaster workers, readying shelters and coordinating efforts with community partners in potentially affected states and the Department of Health and Human Services has two 50-person disaster medical assistance teams pre-staged in the mid-Atlantic, prepared to deploy quickly along the East Coast if needed.  The U.S. Army Corps of Engineers deployed temporary emergency power teams along the East Coast.  Power teams consist of planning and response teams and resource support staff to assist with critical infrastructure. 

The Department of Energy (DOE) is working closely with FEMA, and in support of state and local officials who are responsible for working with utilities as they prepare for storms, deployed emergency response personnel to FEMA Regional Response Coordination Centers (RRCC) in Massachusetts, New York, and Pennsylvania, and additional personnel are on standby to assist.  DOE is working with states and local partners as the electric industry begins the process of pre-mobilizing storm and field personnel to assist in power restoration efforts. 

U.S. Northern Command deployed Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE), in advance of the storm, to validate, plan and coordinate potential Department of Defense (DOD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations.  FEMA and DOD are establishing Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed.

The Federal Aviation Administration (FAA) is monitoring the storm and will take steps to prepare and protect FAA facilities and equipment that are in the projected path of the storm, including control towers, radars and navigational aids. The FAA’s top operational priority is to quickly re-establish air traffic service to support disaster relief efforts. The FAA Air Traffic System Command Center will maintain constant communications with the airlines, the military, business aviation and airports in the storm’s path. They will advise the FAA about their flight schedules and plans to evacuate aircraft from affected areas and the FAA will share information about the status of the air traffic control system and availability of air routes.

Preparedness Actions

Take Action. Time is limited to prepare your family, home or business to lessen the impact of severe weather.  Coastal and inland residents should ensure that their families have an emergency plan and emergency kits in their homes and cars.  Some of the items in a basic emergency kit include: one gallon of water per person per day, for drinking and sanitation; at least a three-day supply of non-perishable food; battery-powered radio and a NOAA Weather Radio; flashlight and extra batteries; and First Aid kit.

As Hurricane Sandy Approaches, FEMA Urges Residents to Follow Directions of Local Officials

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s support and preparations to support states potentially affected by Hurricane Sandy. Today, the President was briefed by Homeland Security Secretary Janet Napolitano, FEMA Administrator Craig Fugate, National Hurricane Center Director Dr. Rick Knabb, and Homeland Security Advisor John Brennan on Hurricane Sandy and ongoing federal actions to prepare for the storm as it continues to move toward the United States mainland. The President has directed Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the Eastern seaboard as they prepare for severe weather.

FEMA and its federal partners, through our National Response Coordination Center in Washington and our regional offices in Atlanta, Philadelphia, New York City, and Boston, continue to closely monitor Hurricane Sandy and remain in close contact with state emergency management partners in potentially affected states along the East Coast.

In advance of any potential impacts of the storm, and in coordination with the states, FEMA proactively deployed liaison officers to emergency operation centers in the District of Columbia, Maine, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, Rhode Island and Virginia to help coordinate if additional support is needed.  In addition, and at the request of the states, FEMA deployed Incident Management Assistance Teams to states along the East Coast including Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, Vermont and Virginia to assist state and local partners as they prepare for the severe weather. FEMA Incident Management Assistance Teams are rapid-response teams comprised of trained, specialized personnel able to deploy within hours to help coordinate with state officials to identify needs and shortfalls impacting disaster response.

U.S. Northern Command deployed Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE), in advance of the storm, to validate, plan and coordinate potential Department of Defense (DOD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations.  FEMA and DOD are establishing Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed. At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets, strategically located at distribution centers throughout the United States and its territories, including Atlanta, Ga. and Frederick, Md., if needed and requested.

“This is a large storm that is forecasted to impact the Mid-Atlantic and other parts of the East Coast with strong winds, coastal flooding, inland flooding, rain and snow,” said FEMA Administrator Craig Fugate. “People should be ready for the possibility of power outages paired with cold temperatures.  Now is the time to prepare – review your emergency plans, check your supplies and stay informed.”

According to the NOAA National Weather Service 2 p.m. advisory, tropical storm warnings and watches remain in effect for portions of the coastal areas in the Carolinas.   In addition, gale, storm and high wind watches and warnings are in effect for some areas.

The Department of Energy (DOE) is working closely with FEMA, and in support of state and local officials who are responsible for working with utilities as they prepare for storms, deployed emergency response personnel to FEMA Regional Response Coordination Centers (RRCC) in Massachusetts, New York, and Pennsylvania, and additional personnel are on standby to assist.  DOE is working with states and local partners as the electric industry begins the process of pre-mobilizing storm and field personnel to assist in power restoration efforts.  The Department will provide Hurricane Sandy Situation Reports as appropriate once the storm hits. These reports will be available to the public and will detail the storm’s impacts and the restoration activities being taken by the energy sector.

In anticipation of the potential impact from the storm, the American Red Cross is mobilizing hundreds of disaster workers, readying shelters and coordinating efforts with community partners in potentially affected states. Relief supplies like cots, blankets, ready to eat meals and snacks also are being moved into place to support sheltering efforts. The U.S. Coast Guard continues to assess and advise status of ports along the East Coast and encourages boat owners to take safety precautions to secure their boats.   The U.S. Department of Agriculture reminds individuals that there are tips that they can take now to prepare in advance for a power outage. This information is distributed publicly and also found on their websites.

The Federal Aviation Administration (FAA) is monitoring the storm and will take steps to prepare and protect FAA facilities and equipment that are in the projected path of the storm, including control towers, radars and navigational aids. The FAA’s top operational priority is to quickly re-establish air traffic service to support disaster relief efforts. The FAA Air Traffic System Command Center will maintain constant communications with the airlines, the military, business aviation and airports in the storm’s path. They will advise the FAA about their flight schedules and plans to evacuate aircraft from affected areas and the FAA will share information about the status of the air traffic control system and availability of air routes.

Now is the time to prepare your family, home or business to lessen the impact of severe weather.  Coastal and inland residents should ensure that their families have an emergency plan and emergency kits in their homes and cars.  Some of the items in a basic emergency kit include: one gallon of water per person per day, for drinking and sanitation; at least a three-day supply of non-perishable food; battery-powered radio and a NOAA Weather Radio; flashlight and extra batteries; and First Aid kit.  Those in areas where the storm is expected to produce snow should also have supplies in their emergency kits such as rock salt or environmentally safe products to melt ice on walkways, snow shovels, adequate clothing and blankets to keep warm and heating fuel like dry, seasoned wood for the fireplace or wood-burning stove. Everyone should familiarize themselves with the terms that are used to identify a severe weather hazard. A Tropical Storm Warning means that tropical storm conditions are expected within 36 hours. A Tropical Storm Watch means that tropical storm conditions are possible within 48 hours. A Winter Storm Warning means that hazardous winter weather conditions are expected within 24 hours. A Winter Storm Watch means that hazardous winter weather conditions are possible within 48 hours. The potential for heavy rains can also lead to flooding, or flash flooding in some areas.  Driving through a flooded area can be extremely hazardous. Remember – turn around, don’t drown.

FEMA Urges Residents to Take Steps to Prepare as Hurricane Sandy Approaches

ESSEX JUNCTION, Vt. – One year after Tropical Storm Irene, the Federal Emergency Management Agency, the State of Vermont and local communities continue to support recovery of Vermont’s Irene-battered covered bridges.

“The devastation to so many of Vermont’s covered bridges, which are such important remnants of the past, is heart-wrenching,” said FEMA Deputy Federal Coordinating Officer Steve Ward. “FEMA is honored to be involved in the process of restoring eligible covered bridges to as close to their pre-storm conditions as possible.”

FEMA will cover 90 percent of eligible recovery costs for qualifying bridge projects. Under the federal Public Assistance cost-share program, storm-impacted towns will fund five percent of the nonfederal share of recovery costs; as part of Vermont’s Emergency Relief and Assistance Fund, the state of Vermont will contribute five percent.

After nearly one year since Irene, some of Vermont’s storm-ravaged portals to the past have reopened, and many are scheduled to reopen.

Bowers Bridge, Brownsville

On Saturday, August 4, a celebratory crowd gathered at Bible Hill Road on Mill Brook in West Windsor. The group watched as a reconstructed Bowers Bridge, a beloved local relic, reclaimed the spot it had occupied for 92 years before Tropical Storm Irene.

During the storm, Irene-powered flood waters thrashed hay bales against the wall of the single-lane timber truss bridge, uprooting it from its historical location and washing it about 150 yards downstream to where it came to rest in a field. Rushing water eroded the south abutment of the bridge, including the foundation base.

Built 45-feet-long in 1919, Bowers Bridge is an example of English engineering known as tied arch construction. The technique involves butting two low, wooden arches, one on either side of the bridge. Steel rods drilled through the arches support the bridge’s roadbed.

Brown Covered Bridge, Shrewsbury

Irene caused a high velocity flow of the Cold River in Shrewsbury, where the Brown Covered Bridge had carried Upper Cold River Road traffic over the river since 1880. River overflow caused extreme erosion to the bridge’s 131-year old cedar plank siding.  

A FEMA video titled “It is Our Bridge” tells the bridge’s story, including first-hand accounts from residents like Shrewsbury’s Department of Emergency Management Director Irene Gordon.

“I was impressed with the background and knowledge of the FEMA people that came here,” Gordon said. “The engineer was quite knowledgeable and very thorough in her investigation. She made sure she saw everything that needed to be seen – even crawling under the bridge to make sure she knew what the abutments were, what different materials would be needed and what needed to be done to restore the bridge to its pre-storm condition.”

Bartonsville Bridge, Rockingham

Reconstruction of Bartonsville Bridge is expected to continue into November. Fast flood waters of the Williams River during Tropical Storm Irene clobbered the Bartonsville Bridge, which was once one of the world’s oldest and longest.

The lattice-style bridge was built 15-feet-wide and 157-feet-long in 1870 to carry Pleasant Valley Road over the Williams River. It was one of the longest town lattice-style covered bridges in Vermont before Tropical Storm Irene.  

To raise funds to help cover some of the recovery costs, the town of Rockingham will host a barbecue at the site where Bartonsville Bridge stood before Irene. The event, which will be held on August 28, will also mark the one-year anniversary of the storm.

One Year After Tropical Storm Irene, FEMA, State and Locals Continue to Support Recovery of Vermont’s Covered Bridges

TALLAHASSEE, Fla. – Tropical Storm Debby survivors who need information on recovery programs still have services available to them.

Those in need of assistance beyond insurance or other sources can access 2-1-1 in participating counties.

Survivors who can’t afford an attorney and run into legal difficulties due to the storm can call the Florida Disaster Legal Services hotline at 866-550-2929 Monday through Friday from 9 a.m. to 5 p.m. Assistance is available in Spanish.

Those survivors with questions regarding their Federal Emergency Management Agency application can call the toll-free helpline at 800-621-3362. Lines are open from 7 a.m. to 10 p.m. and assistance is available in most languages. Survivors who are deaf or hard of hearing and use a TTY line can call 800-462-7585.
