BATON ROUGE, La. – State agencies, local governments and certain private nonprofits in Louisiana parishes hit hard by the Jan. 8-17 storms and flooding have about two weeks to file their official requests for federal assistance.

The deadline to file a Request for Public Assistance (RPA) is March 25.

Filing such a request with the state is the first step in the process of applying for federal reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.

Applicants must file RPAs within 30 days of a presidential disaster declaration. President Obama issued Louisiana’s major disaster declaration on Feb. 22 for Acadia, Catahoula, Concordia, East Carroll, Evangeline, Franklin, Jefferson Davis, Livingston, Madison, St. Landry, and Vermilion parishes.

“We urge all eligible applicants to make their requests for assistance quickly,” said Federal Coordinating Officer Gerard M. Stolar. “The sooner they do so, the sooner we can start the process of getting their eligible costs reimbursed, which helps get communities back on track.”

The grants are obligated to the state to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property; cleaning up downed trees, power poles and other debris; and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

Although the program is oriented to public entities, private nonprofit organizations may apply directly to FEMA via the RPA for uninsured costs of debris removal and emergency protective measures. Additionally, nonprofits may qualify for FEMA assistance to make infrastructure repairs if they provide critical services, such as fire and emergency rescue; medical treatment; power, water and sewer resources; and communications systems.

DENTON, Texas – More than $2.7 million was recently awarded to the state of Texas by the Federal Emergency Management Agency (FEMA) for the implementation of mitigation measures during repairs to the University of Texas Medical Branch’s (UTMB) 1902 Harborside Building.

Storm surge from Hurricane Ike flooded the 1902 Harborside Building which houses medical records; payroll information; acquisitions; information systems and print shop functions. Hurricane-force winds also damaged the roof and exterior façade.

The FEMA funding, as part of the repair process, allows UTMB to incorporate flood-proofing measures such as replacing the first-floor slab; reinforcing and waterproofing perimeter walls; installing flood gates at first-floor-level doorways; and relocating mechanical, plumbing and electrical equipment to the second floor.

“The UTMB facilities play a critical role for the city of Galveston, serving citizens and their healthcare needs,” said FEMA Region 6 Administrator Tony Robinson. “These flood-proofing measures will reduce the threat of future flood damage to the 1902 Harborside Building. We are proud of the work that is being done, in conjunction with our local and state partners, to help restore these facilities after Hurricane Ike.”

FEMA’s contribution, made possible by a Public Assistance grant, represents a 90 percent federal cost share. FEMA Awards More Than $2.7 Million to Texas for University of Texas Medical Branch Mitigation Measures

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse schools and school districts in New York for costs associated with emergency work, permanent work and debris removal.

So far, more than $8.1 million in Public Assistance grant funding from FEMA has been approved for school projects in the 14 New York disaster impacted counties designated for Public Assistance.

FEMA recognizes the financial burden on public schools for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“These Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local school districts,” Byrne said.  “Our goal is to make sure students and teachers get back to the classroom and continue their focus on education.”

Below is a sampling of school project reimbursements to date:

Permanent work expenses

  • $3.8 million to Long Beach Public Schools for repairs to Long Beach High School, LIDO Elementary and Middle School, East Elementary School, West Elementary School and Lindell Elementary School
  • $2.8 million to East Rockaway Union Free School District for repairs to the junior and senior high schools
  • $263,000 to the State University of New York (SUNY) for repairs, such as replacing concrete drainages and restoring campus lawns
  • $27,000 to Suffolk County Community College to repair or replace various damaged school buildings

Emergency work expenses

  • $867,206 to East Rockaway Union Free School District for relocation of students, teachers, staff and educational materials
  • $152,644 to Seaford Union Free School District for providing school transportation for students
  • $19,112 to Port Chester & Rye Union Free School District for opening, maintaining and cleaning an emergency shelter at the Port Chester High School
  • $11,896 to Harborfields Central School District for transportation of displaced students
  • $1,233 to Irvington High School for reimbursement of community shelter labor costs

Debris removal

  • $58,509 to Baldwin Union Free School District for district-wide debris removal
  • $36,007 to Port Chester & Rye Union Free School District for district-wide debris removal
  • $17,366 to Concordia College for debris removal

FEMA’s Public Assistance program reimburses state, tribal, local governments and certain private nonprofit organizations 75 percent of eligible costs of emergency and permanent work. The remaining 25 percent is provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs.

DENTON, Texas –Homeowners, renters and business owners in the Texas counties of Calhoun, Jackson and Refugio are encouraged to look over newly released preliminary flood maps in order to determine their flood risks and make informed decisions.

County officials and the Federal Emergency Management Agency (FEMA) are presenting the preliminary maps to communities and unincorporated areas in order to help leaders and residents identify known flood risks and use that information to make decisions about buying flood insurance and how the community should move forward with any development.

The Texas-based coastal flood mapping effort follows the release of a new, comprehensive storm surge study that gives updated information on coastal flood risks. To share that data, public workshops are scheduled in each of the counties where interested citizens can obtain more information about the proposed changes.

Preliminary Flood Maps in Calhoun, Jackson & Refugio, TX Ready for Public View: Public Open Houses Scheduled

BATON ROUGE, La. The Louisiana Department of Agriculture and Forestry will receive a $3.7 million federal grant to reimburse some of the costs associated with the delivery of fuel and fuel tanks meant to maintain vital citizen services during and after Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Friday.

The department will receive $3,720,547 in Public Assistance grant funds to help cover the costs of fuel distribution to agencies such as Louisiana’s Department of Children and Family Services, Department of Transportation and Development, Department of Wildlife and Fisheries and Correctional Institute for Women. During the storm and subsequent days, the Department of Agriculture and Forestry dispensed more than 375,000 gallons of diesel fuel and more than 67,000 gallons of unleaded gasoline to 14 agencies across the state.

“During and after Hurricane Isaac, the department distributed essential fuel to provide emergency power to keep food supplies safe and run temporary pet shelters,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This distribution offered a vital public service for the citizens of Louisiana.”

The newly awarded funds are a portion of the nearly $223 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration.

Once FEMA reimburses the state of Louisiana, it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

2 Disaster Recovery Centers in NY extend operations

PURVIS, Miss. – There will be changes this week at Disaster Recovery Centers in Mississippi.

The State of Mississippi and the Federal Emergency Management Agency closely monitor visitor traffic at all Disaster Recovery Centers. When traffic slows, a center may change hours or be considered for possible closure.   

The last chance to visit two centers will be Sat., March 2 until 6 p.m.:

Upcoming Changes At Disaster Recovery Centers

NEW YORK – The Federal Emergency Management Agency, at the request of the State of New York, has approved a 30-day extension for survivors to register for federal disaster assistance.

As one of the most densely populated areas in the country, New York presents FEMA with many unique challenges. The agency – along with state and federal partners and voluntary organizations – is extending the registration period for an additional 30 days in order to best serve Hurricane Sandy survivors in New York.  

The new registration deadline in New York is March 29, 2013, which is also the deadline to complete and return low-interest SBA disaster loan applications to the U.S. Small Business Administration.

The extension allows survivors in the 13 New York counties designated for federal individual assistance more time to register with FEMA. The designated counties are: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

People living in these counties who sustained losses due to Hurricane Sandy should register with FEMA even if they have insurance. Applying by the deadline may help survivors avoid a funding shortfall if they later find that they are underinsured or have additional damages.

Survivors who register may be eligible for federal grants to help cover various disaster-related expenses, including rent, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance.

By returning the SBA disaster loan application, homeowners may be eligible for up to $200,000 to repair or replace their storm-damaged primary residence. Homeowners and renters may be eligible for up to $40,000 for replacement of personal property. Businesses and private nonprofits may be eligible to borrow up to $2 million to repair or replace storm-damaged property.

Individuals can register with FEMA online at www.DisasterAssistance.gov or via smartphone or tablet by going to m.fema.gov or by downloading the FEMA app.

Threat of Snow and Ice Means Prepare Now Before You Travel

PEARL, MISS., – Mississippians rebuilding from the recent storms and tornadoes should be aware that disasters often bring out phony contractors and rip-off artists who try to take advantage of storm survivors in the aftermath of the disaster.

The Mississippi Emergency Management Agency and the Federal Emergency Management Agency suggest ways people can protect themselves.

Before allowing anyone to do work on your home, get a written contract. The contract should detail the work to be done, the agreed-upon costs, a project schedule and a completion date. This is one of the best ways homeowners can protect themselves from contractor fraud.

The contract should also detail procedures to cancel the contract, negotiate changes and settle disputes. All guarantees should be in writing.

Before signing a home repair contract, homeowners should:

  • Get three written estimates.
  • Check each contractor’s credentials and references.
  • Check with the Mississippi Board of Contractors at www.msboc.us to make sure the contractor is licensed.
  • Make sure the contractor carries liability insurance and worker’s compensation coverage.
  • Check the website of the contractor, if there is one. If the site is unfinished or unprofessional in appearance, it may be that it was quickly constructed to give the impression of being in business, when in fact, the contractor is not. A website does not verify the existence of a business.
  • Confirm instructions for project clean up and construction debris removal.

Don’t pay any more than 10 percent or $1,000 down on proposed work and don’t pay with cash.

Scam artists also look for other ways to part people from their money using a storm survivor’s information. Don’t give out personal information such as your Social Security number or FEMA registration number. Credit card numbers should not be given out unless the contractor’s legal status has been verified.

If you are a victim of contractor fraud, notify the Mississippi State Board of Contractors in writing by completing the complaint form found online at www.msboc.us. The Mississippi Attorney General’s Office of Consumer Protection can investigate allegations of fraud or illegal practices by a Mississippi business. Contact them at 800-281-4418.
