BATON ROUGE, La. – Farmers and ranchers affected by the August flooding could be eligible for assistance from several agencies.

Louisiana emergency management officials and the Federal Emergency Management Agency can assist survivors who are farmers and ranchers with some immediate personal needs.

The U.S. Small Business Administration offers low-interest loans to farmers and ranchers for rebuilding or repairing their primary homes and replacing lost or damaged personal property. Call the SBA at 916-764-9918.

The Non-Insured Crop Disaster Assistance Program provides financial assistance for non-insurable crops when low yields, loss of inventory or disrupted planting occur because of natural disasters.

The Livestock Indemnity Program provides payments for livestock death losses in excess of normal mortality caused by the disaster.

The Tree Assistance Program helps nursery tree growers and orchardists.

The Emergency Assistance for Livestock, Honeybees and Farm-Raised Fish Program provides relief for feed losses and/or water shortages because of disaster.

The Emergency Conservation Program provides funding to rehabilitate land severely damaged by a natural disaster.

FEMA, FCC, in Coordination with State Broadcasters and Emergency Managers, test the EAS

 

WASHINGTON – The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a mandatory nationwide test of the Emergency Alert System (EAS) on Wednesday, September 28, at 2:20 p.m. EDT to verify the delivery and broadcast, and assess the readiness for distribution of the national level test message.

The EAS test is made available to radio, television, cable, and direct broadcast satellite systems and is scheduled to last approximately one minute. The message of the test will be similar to the regular monthly test message of EAS, normally heard and seen by the public:  “This is a national test of the Emergency Alert System. This is only a test.”

Significant coordination and regional testing has been conducted with the broadcast community and emergency managers in coordination and preparation for this EAS national test. The test is intended to ensure public safety officials have the methods and systems that will deliver urgent alerts and warnings to the public in times of an emergency or disaster. Periodic testing of public alert and warning systems is also a way to assess the operational readiness of the infrastructure required for the distribution of a national message and determine what technological improvements need to be addressed.

Receiving preparedness tips and timely information about weather conditions or other emergency events can make all the difference in knowing when to take action to be safe. Mandatory Nationwide Test of the Emergency Alert System

FEMA may be able to help certain organizations get back to the business of helping others.

  • Community, volunteer, faith-based and private nonprofit organizations that had damage from Louisiana’s recent severe storms and floods may be able to receive FEMA Public Assistance (PA) grants to repair or replace their facilities so they can continue offering critical and essential community services.
  • Critical community service organizations that may qualify for FEMA PA grants include:
    • Faith-based and private schools
    • Hospitals and other medical-treatment facilities
    • Utilities like water, sewer and electrical systems
  • Non-critical, essential service organizations may also receive PA grants. However, they must first apply for a low-interest disaster loan from the U.S. Small Business Administration (SBA) before they may be considered for a PA grant.
    • The SBA may provide up to $2 million to most private nonprofits in the form of low-interest disaster loans.

  • PA grants may be able to cover repair or replacement costs the SBA doesn’t.

Community, Volunteer, Faith-Based and Private Nonprofit Organizations May Be Eligible for Recovery Funds

BATON ROUGE, La. – Survivors in 22 Louisiana parishes may now be eligible for federal disaster assistance as a result of the continuing severe storms and floods that began Aug. 11.

St. James and West Baton Rouge parish disaster survivors may now be eligible for federal disaster assistance. They join Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Point Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington and West Feliciana as parishes where survivors may receive FEMA help.

Apply for FEMA help three ways:

  • Log onto DisasterAssistance.gov with any computer, smartphone or tablet.
  • Download and use the FEMA mobile app.
  • If you cannot access the website or FEMA app call the FEMA helpline at 800-621- 3362. If you use TTY, call 800-462-7585. If you use 711 or Video Relay Service (VRS), call 800-621-3362.

You don’t need to register again if you’re a survivor in St. James or West Baton Rouge parish who has already done so. The toll-free telephone numbers are operating from 6 a.m. to 10 p.m. seven days a week until further notice.

FEMA never charges fees to apply for or receive federal disaster assistance. State and federal officials encourage you to be alert for scams and report any suspicious activity by calling the Louisiana Attorney General’s Consumer Protection hotline at 800-351-4889.

Assistance provided by FEMA for homeowners and renters can include grants for rent, temporary housing and home repairs to their primary residence, as well as other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs.

In addition, Assumption, Cameron, St. Charles, St. James, St. John the Baptist and West Baton Rouge parishes have joined Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Point Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington and West Feliciana as parishes eligible for FEMA Public Assistance.

Low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to help individuals and business owners recover from the effects of the disaster. SBA helps businesses of all sizes, private nonprofit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. The loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Homeowners and renters should apply as quickly as they can, even if they have insurance. FEMA cannot duplicate insurance payments but underinsured applicants may receive help after their insurance claims have been settled.

Residents are urged to contact their insurance company to file their flood insurance claims. For flood insurance policyholders who may have questions, FEMA has streamlined its process to better service claims and answer questions. Policyholders may call 800-621- 3362 Monday through Friday from 8 a.m. to 6 p.m. and select Option 2. Call center staff are available to assist policyholders with information regarding their policy, offer technical flood guidance to aid in recovery, and respond to general as well as complicated questions about the NFIP. Policyholders with questions specifically about an insurance claim can be transferred to their insurance carrier for additional assistance.

Download and use the FEMA mobile app for disaster resources, weather alerts, and safety tips. You can also check the status of your FEMA help application. The app provides a customizable checklist of emergency supplies, maps of open shelters and weather alerts from the National Weather Service for up to five locations across the Nation. Survivors in St. James and West Baton Rouge Parishes May Receive FEMA Help, Urged to Register

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Gold Canyon Fire burning in Josephine County, Oregon.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Oregon’s request for a federal Fire Management Assistance Grant (FMAG) at 11:17 p.m. PDT on August 30, 2016.

The fire started on August 30, 2016, and had burned in excess of 120 acres of state and private land. At the time of the request, the fire was threatening 105 primary residences in and around the communities of Selma. Level 3 evacuations were issued for approximately 660 people. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Oregon’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA provides federal funds to help fight Suncrest Fire

CHARLESTON, W. Va. — It has been just over two months since President Obama issued a major disaster declaration authorizing federal assistance for survivors of severe storms and flooding that hit southeastern West Virginia on June 22-29, 2016. The declaration, signed by the president on June 25, provides for assistance to individuals in these 12 counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster.

The deadline to register for assistance from the Federal Emergency Management Agency (FEMA) is Wednesday, Sept. 7, but already the agency has approved nearly $40 million in grants to survivors to help them through their recovery. Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and disaster-related needs.

However, not all survivors qualify for FEMA assistance; others qualify for some aid, but for less than they need. Where can these survivors turn for help? Whom can they call? Where can they go?

It may surprise you to know that FEMA is not the only government agency that can assist you in a disaster. Many other state and federal agencies offer services that may be of help to you.

The good news is that finding and getting help from a federal or state government agency is easier than you might think.

You can get online access to scores of free programs, grants and services available to West Virginia survivors and their families. (No login or personal information required.) Working both independently and in cooperation with FEMA, nearly two dozen cabinet departments and agencies – in state and federal government – offer assistance.

Visit www.disasterassistance.gov/find-assistance , where you will be asked to answer nine simple questions about your living situation and the kind of help you need. One more click and you will be taken to a personalized list of agencies and programs specific to your needs.

Among the government entities that may be of help to you, if FEMA cannot meet all your needs, are these:

U.S. Small Business Administration (SBA)

One of FEMA’s federal partners in disaster recovery, the SBA, offers low-interest disaster loans to homeowners and renters, as well as businesses of all sizes. SBA disaster loans may cover repairs, rebuilding and the cost of replacing lost or disaster-damaged real estate and personal property.

You must first register with FEMA (before the Sept. 7 deadline) to receive an SBA disaster loan application. If you do not qualify for an SBA loan, as a homeowner or renter, you still may be eligible for assistance from FEMA. You may register with FEMA by phone (voice, 711 or relay service) at 800-621-3362 (TTY users call 800-462-7585) or online at DisasterAssistance.gov .

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps.  Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

U.S. Department of Agriculture (USDA)

Low-income survivors living in rural areas of West Virginia may be eligible for one of these USDA programs:  rural housing loans, rural housing repair loans and grants, or rural rental housing.

Rural housing loans offer a subsidy to help reduce your mortgage payments for a short time to get you through your recovery. Your family income determines the amount of the subsidy. You may use the loan to help buy, build, repair, improve, or relocate your primary home. You may also use funds to buy and prepare sites, including water and sewer.

Rural Housing Repair Loans and Grants may be used to repair, improve, or modernize your home, or remove health and safety hazards. The program’s loans are available only to individuals over 62 years of age.

Rural rental housing and cooperative housing assistance is available in nearly every county in West Virginia. You can get listings of participating housing projects in the state by visiting http://offices.sc.egov.usda.gov/locator/WV .

To qualify for any of these programs, you must live in a rural area and be considered low-income or very low income. For more information about these and other USDA programs, visit www.rd.usda.gov/wv .

U.S. Department of Housing and Urban Development (HUD)

Section 203(h) Mortgage Insurance for Disaster Victims helps survivors get a mortgage to buy a new home or rebuild their damaged one. Section 203(k) Rehabilitation Mortgage Insurance gives homebuyers and owners two options:

  • Buy or refinance a house and its rehabilitation costs with a single mortgage, or

  • Finance the rehabilitation of their existing home.

Money may be used for rehabilitation work ranging from minor repairs to total reconstruction.

To qualify for Section 203(h) Mortgage Insurance for Disaster Victims, you must:

  • Own a one-family home damaged or destroyed during the June 22-29 storms, and
  • Live in one of the counties qualified in the presidential declaration of June 25.

Section 203(k)-insured loans can finance:

  • Residential section rehabilitation of a property that also has non-residential uses.

  • Conversion of any size property to a one- to four-unit structure.

To qualify for Section 203(k) Rehabilitation Mortgage Insurance, you must:

  • Be able to make monthly mortgage payments, and

  • Be rehabilitating a home at least one year old.

Do not let a disaster come between you and your money.

If you get federal benefit payments by paper check, you can switch to direct deposit so your money is directly deposited into a checking or savings account on payment day each month. Direct deposit removes the risk of a delayed payment due to a disaster event. You may choose from two electronic payment options:

  • Direct Deposit – Your monthly payments are deposited into your checking or savings account. Learn more about direct deposit online at www.godirect.gov.

  • Direct Express® Debit MasterCard® – A prepaid debit card you can use to make retail purchases, pay bills, and get cash back. Your government payments are loaded onto you card each month. It is a no- or low-cost alternative to paper checks. For more information on Direct Express, visit https://fiscal.treasury.gov/GoDirect .

Disaster deductions, faster refunds and additional time to file your tax return are among special tax law provisions that may be available to you to help you recover financially from the June 22-29 storms and flooding. Depending on the circumstances, the IRS may grant additional time to file returns and pay taxes.

Both individuals and businesses in the 12 designated counties can get a faster refund by claiming losses related to the disaster on the tax return for the previous year, usually by filing an amended return. To find out if you qualify for this program and to learn how to use it, visit https://www.irs.gov/forms-pubs and type “i4684” in the search box.

Redeem savings bonds early – before the end of the 12-month holding period. If you live in one of the 12 designated counties in West Virginia, you may be able to do this. Substance Abuse and Mental Health Services Administration’s (SAMHSA)

The SAMHSA Disaster Distress Helpline is a national hotline that offers year-round disaster crisis counseling. If you feel distressed because of the June storms and flooding, you can use this

free service. It is toll-free, multilingual, crisis support, and is available 24 hours a day, 7 days a week.

Helpline staff provides counseling and support, and can help you learn how to cope with common stress reactions. They can also provide information and referrals to local resources for follow-up care.

Missing or erroneous information could result in delays getting a home inspection or in receiving assistance.

Where to go when FEMA cannot help: Fed and state governments top list

NEW ORLEANS, LA.— The City of New Orleans and the Federal Emergency Management Agency (FEMA) are set to host a flood insurance workshop for the public in September. Residents and other property owners are encouraged to attend to gain a better understanding of how recent flood map changes will affect their flood insurance. The proposed Flood Insurance Rate Maps (FIRMs) for Orleans Parish are finalized and will become the effective maps on Sept. 30, 2016. These maps are available online at www.Maps.RiskMAP6.com. Residents can view information about their property by navigating to their state, parish and local address.

FEMA is holding a similar, more technical workshop for insurance and real estate professionals tomorrow, Friday, Aug. 26 at City Hall. Registration for this event is now closed. Residents, renters and property owners are encouraged to register for the Sept. 15 flood insurance workshop.

Flood Insurance Workshop for residents to be hosted by FEMA and City of New Orleans

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Yale Fire burning in Spokane County, Washington.

FEMA Region X Regional Administrator Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 12:16 a.m. PDT on August 22, 2016.

At the time of the request, the fire was threatening 250 primary homes in and around the community of Valleyford, population 2,450. The fire was also threatening businesses, park facilities, and power transmission lines in the area. Mandatory and voluntary evacuations were issued for approximately 1,000 people.  The fire started on August 21, 2016, and had burned in excess of 2,000 acres of state and private land. There are 28 other large fires burning uncontrolled within the state. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Washington’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 12:15 p.m. PDT on August 22, 2016.

The fire started on August 21, 2016, and had burned in excess of 250 acres of state and private land. At the time of the request, the fire was threatening 225 primary homes in and around the communities of Orchard Prairie and Pasadena Park, total estimated population 11,145. The fire was also threatening the Burlington Northern and Santa Fe railways, businesses, electrical transmission and distribution lines, and a recreational space in the area.  Mandatory and voluntary evacuations were issued for approximately 900 people. There are 28 other large fires burning uncontrolled within the state. At the time of the authorization, the fire was zero percent contained.
