AUSTIN, Texas—Federal disaster assistance to Texas for the October severe storms, tornadoes, straight-line winds and flooding has been expanded to include 16 counties in Texas for FEMA Public Assistance (PA).

Eleven counties designated for PA, including Bastrop, Caldwell, Comal, Guadalupe, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy and Wilson Counties, already are designated for Individual Assistance in the Nov. 25 disaster declaration. Five additional counties, including Bosque, Hill, Jasper, Newton and Walker Counties, have been approved for PA only.

Local and state government agencies, and certain private nonprofit organizations such as utilities and schools, in PA designated counties may now request supplementary FEMA PA reimbursements for disaster repairs to roads and bridges, water control facilities, buildings and equipment, utilities, parks and recreational facilities and other eligible facilities affected in the Oct. 22 to Oct. 31 storms event.

FEMA reimburses a minimum of 75 percent of the cost of eligible projects, which can include debris removal and emergency protective services, such as police overtime for extra work caused from responding to the disaster.

Applicants apply through the state using a one-page Request for Public Assistance (RPA) form alerting FEMA that an applicant will seek assistance from the agency. State Public Assistance personnel will conduct briefings for applicants on how to prepare projects for submission.

FEMA ensures that all projects meet environmental quality standards and gives final approval for all projects. The federal share goes directly to the state, with the applicant paying the remaining 25 percent. The state forwards the federal funds to eligible applicants when documentation is complete.

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm and straight-line winds in the counties of Benewah, Bonner, Boundary, and Kootenai and the Coeur d’Alene Tribe.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Thomas J. Dargan has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Dargan said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for Idaho

DENTON, Texas — The Federal Emergency Management Agency recently awarded more than $63.6 million to the state of New Mexico for road repairs and hazard mitigation as a result of severe storms and flooding in September 2014. A federal disaster declaration (DR-4199-NM) designated eight counties eligible for Public Assistance grants.

This award provides $63,602,780 in federal funding to Eddy County for permanent repairs and hazard mitigation to 24 aggregate, asphalt, and chip-and-seal roadways. A total of 111 miles of county roads sustained base and surface erosion due to flooding.

The FEMA grant includes more than $35.3 million for permanent road repairs. Another $28.3 million in funding is for hazard mitigation – measures taken to avoid future damage from flooding. This funding is provided to raise the roadways where additional elevation will prevent the road from becoming a water drainage channel.

“We are committed to working with our state partners to assist communities as they recover from natural disasters and rebuild critical infrastructure,” said FEMA Region 6 Administrator Tony Robinson. “This grant will help Eddy County rebuild roads to withstand flood waters in the future.”

FEMA obligates funding for this project directly to the New Mexico Department of Homeland Security and Emergency Management. Following the state’s review process and upon receipt of appropriate documentation, it will provide funds to Eddy County on a reimbursable basis.

FEMA Public Assistance grants pay the federal share of the eligible costs for the work and will cover 75 percent of the work performed on this road project. The funding is provided by FEMA under authority of Section 406 of the Robert T. Stafford Act.

Specialists from the State of Texas, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), nongovernmental organizations and the local community are on hand to answer questions and provide information on the types of assistance available to survivors.

All Disaster Recovery Centers are accessible and equipped to accommodate disaster survivors who need disability-related communication aids.

Texas Disaster Recovery Centers to Close for Holiday; Phone Lines Remain Open

COLUMBIA, S.C. – The deadline for survivors of South Carolina’s historic floods to register for Federal Emergency Management Agency disaster assistance has been extended an additional 30 days to Jan. 3, 2016.

The extension agreed upon by the state and FEMA is for survivors living in 24 counties designated for FEMA’s Individuals and Households Assistance program: Bamberg, Berkeley, Calhoun, Charleston, Clarendon, Colleton, Darlington, Dorchester, Fairfield, Florence, Georgetown, Greenville, Greenwood, Horry, Kershaw, Lee, Lexington, Marion, Newberry, Orangeburg, Richland, Spartanburg, Sumter and Williamsburg.

Federal disaster assistance for individuals and families may include money for temporary housing; rental assistance; emergency home repairs; personal property losses; medical, dental and funeral expenses; and other serious disaster-related expenses not covered by insurance.

There are several ways to register. Individuals may register online at DisasterAssistance.gov or by phone 800-621-3362 or TTY 800-462-7585 toll free from 7 a.m. to 10 p.m. daily. Survivors who use 711 or Video Relay Service or require accommodations while visiting a disaster recovery center may call 800-621-3362.

President declares major disaster for Texas

SACRAMENTO, Calif. – Many pets were left behind to fend for themselves during the wildfires in California’s Calaveras and Lake counties resulting in serious injuries, death or disappearance.

This occurred because the fire came so fast many survivors had no time to save the animals.

“Pets are members of the family. You wouldn’t want to leave a family member behind during a disaster would you?” said Deputy State Coordinating Officer Charles Rabamad. “Having a plan and emergency kit for your pets is just as important as having them for your mother, father, sister or brother.”

With predictions of more severe weather and flooding this winter due to El Niño now is a good time to develop both a family and pet emergency plan. Here are some tips on what to include in your pet plan:

  • If your pet doesn’t have a microchip, ask your veterinarian about the possibility. Make sure your pet’s tags are up-to-date and fastened to its collar. If possible, attach the address and/or phone number of your evacuation site. If your pet gets lost, its tag is its ticket home.
  • Make sure your pet’s immunizations are current and keep a copy of the veterinary records with you.
  • Take a photo of your pet and keep it with you for identification purposes.
  • Make a pet emergency kit. You should have enough pet food, bottled water and medications for three days. Also, pack cat litter and pan, manual can opener, food dishes, leash and collar, brush, blankets, a first aid kit and other supplies.   • If you plan to shelter in place, identify a safe area of your home where you can all stay together. Put all emergency supplies in that room ahead of time, including your pet’s crate and supplies.

Include Your Pets in Emergency Planning

  • Consider checking with your local animal control agency or emergency management office now to determine if a pet-friendly shelter is available in your area. Make a list of boarding facilities and veterinary offices that might be able to shelter animals in disaster emergencies.
  • Make a buddy system with your friends or neighbors as a back-up emergency plan if you cannot care for your animals yourself. The buddy system will assure that someone is available to care for or evacuate your pets if you are unable to do so.

Those with larger animals such as horses, cattle, sheep, goats or pigs should also plan for these animals by:

  • Ensuring all animals have some form of identification.
  • Evacuating animals whenever possible. Map out primary and secondary routes in advance.
  • Making sure vehicles and trailers for transporting animals as well as experienced handlers and drivers are available.
  • Ensuring destinations have food, water, veterinary care and handling equipment.

Include Your Pets in Disaster Preparedness Planning

CAMP MURRAY, Wash. – The Federal Emergency Management Agency (FEMA) has extended federal disaster aid under the Public Assistance program to three additional Washington counties affected by the Aug. 29, 2015, severe windstorm.  

Eligible applicants in Clallam, Grays Harbor and Whatcom counties may now apply for FEMA Public Assistance (PA) supplementary reimbursement for the costs of debris removal, emergency protective measures, and repairs to roads and bridges, water control facilities, public buildings and equipment, utilities, parks and recreational facilities and other public as well as some private facilities.

Supplementary funding under the PA program goes to the state and eligible agencies, tribal governments, local governments, and certain private nonprofit organizations. Under the program, FEMA obligates funds to the state for 75 percent of eligible costs, while the remaining 25 percent is the nonfederal share. The state forwards the federal funds to the eligible local and tribal governments or organizations that incurred costs.

In the original October 15 declaration, Island, Jefferson and Snohomish counties were designated for FEMA Public Assistance funding as a result of the windstorm.
